    Progress of Special Session

    SB 1 (formerly SB 1811) - fiscal matters bill

    SB 1 passed in the Senate Finance Committee

    on Thursday. The bill will now go to the full

    Senate for consideration. SB 1 is unchanged as

    it would provide a 6% across the board

    reduction in the first year of the bienium

    (Eissler's plan) and would phase out targetrevenue in the second year (Shapiro's plan).

    Impact to DISD

    A reduction in funding for DISD of

    $11,035,212.00* for fiscal 11-12. If not for

    eudujobs, this amount would be closer to 15

    million. (Eisler plan)

    A reduction of in funding for DISD of

    $17,589,513.00* for fiscal 12-13. (Shapiro

    plan)*according to individual district runs provided to each member by the

    appropriations committee

    On the house side,

    Formerly HB 400 (Mandate Relief Bill)Divided into four individual bills, All Four passed out of committee this past

    Friday:

    HB 18 - relating to class size limits in public schools (22:1 district-wideaverage in grades K-4 with maximum of 25 per class)

    HB 19 - relating to hearings on public school educator contracts (wouldentitle teacher to a hearing if protesting proposed termination of aprobationary contract before end of contract period on the basis offinancial exigency)HB 20 - relating to notice required for termination of a teacher'sprobationary contract or nonrenewal of a teacher's term contract (wouldmove nonrenewal notification to the 15th day before the last day of

    instruction)HB 21 - relating to the reduction in force of teachers employed by a schooldistrict (would remove the reverse order of seniority when terminatinga continuing contract because of a necessary reduction in personnel)

    On the Senate Side,

    SB 8 Mandate Relief Bill Allow districts to furlough all contract personnel for up to six days

    as long as the total Foundation School Program entitlementremains below 2010-11 levels. None of the days can beinstructional days.

    Change the notice of non-renewal to the 10th day before the lastday of instruction.

    Remove the FITNESSGRAM requirement for everyone exceptstudents in a PE course.

    Void a contract for a teacher that fails to maintain certification.Allow the teacher 10 days from notice of school district that
