1. CALL TO ORDER; WELCOME; ROLL CALL Chair Tachiki called the meeting to order at 2:01 PM. Staff (Sabha) called the roll and a

quorum was established for the Commission.

2. PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA Anthony Manousos, a Pasadena resident representing the Greater Pasadena Affordable

Housing Group (GPAHG), commented on homelessness among senior citizens and

asked the Commission about the opportunity of collaborating on this issue.

3. REVIEW AND APPROVAL OF MINUTES, JANUARY 14, 2020

After review, it was moved (Zechner) and seconded (Fleming) to approve the minutes of

the January 14, 2020 meeting. (Motion carried) (Abstain: Cornell, Buchanan, Nelson)

4. NEW BUSINESS None

5. OLD BUSINESS DISCUSSION OF RENAMING WORK PLAN OBJECTIVE #1: PASADENA AS AN

AGE-FRIENDLY CITY

After discussion, it was moved (Betts) and seconded (Buchanan) to change the name

and focus of Work Plan Objective #1 from “Pasadena as an age-friendly city” to

“Isolation and loneliness in older adults”. (Motion carried) (Abstain: Nelson)

The Commission continued their discussion of holding a special meeting at the Jackie

Robinson Community Center or Villa-Parke Community Center and inviting members

of the public to have small group discussions about isolation and loneliness among

older adults.

FY 2019-2020 COMMISSION WORK PLAN UPDATES AND DISCUSSION After discussion, it was moved (Wright) and seconded (Zechner) to hold a special

meeting on Wednesday, March 4 at the Jackie Robinson Community Center beginning

at 12:00 PM. (Motion unanimously carried)

Staff (Cantero) asked the Commission if they would like to receive a presentation at a

future meeting from a member of the Pasadena Fire Department about emergency

preparedness for senior citizens. The Commission asked staff to confirm who the

presenter will be because they have previously received a presentation from Perry

Helm about emergency preparedness and Map Your Neighborhood.

6. COMMENTS AND UPDATES STAFF COMMENTS

Staff (Cantero) commented on attending the California Master Plan for Aging

conference and distributed a copy of the commissioner handbook for each

Commissioner.

COMMENTS AND ANNOUNCEMENTS FROM COMMISSIONERS Vice-Chair Zechner commented on attending the State of the City 2020 on Thursday,

January 16 at John Muir High School and read a synopsis of the event to the

Commission.

Commissioner Cornell commented on attempting to being scammed by someone

impersonating an Apple computer employee.

Commissioner O’Brien commented on attending Councilmember Madison’s quarterly

meeting which focused on homelessness and requested a presentation in the future

from the Pasadena Outreach Response Team (PORT).

Chair Tachiki commented on Huntington Hospital restarting the Senior Caring Fund, a

$500 grant for people who are at risk.

CITY OF PASADENA SENIOR COMMISSION

WORK PLAN: 7/1/19 – 6/30/20

MISSION (as stated in Charter/Ordinance):

The purpose of the Senior Commission is to advise the City Council on the needs, concerns and

quality of life for seniors.

OBJECTIVES:

1.

Conduct a focus group at Jackie Robinson Community Center to discuss “isolation and

loneliness in older adults”.

Work Plan Updates:

July 2019: Chair Tachiki appointed Commissioners Tachiki, Fleming, and Gibbs to the “age-friendly city” ad hoc committee.

August 2019: No update.

September 2019: Chair Tachiki and Commissioner Fleming are finalizing the draft application to join the network of age friendly communities and the draft letter in support of joining for the Commission to review and discuss at its next meeting.

October 2019: Chair Tachiki provided an informational presentation about the current services available in the City of Pasadena that would make it an age-friendly community.

November 2019: Chair Tachiki provided an update of the Age-friendly ad hoc committee to not pursue the “age-friendly” designation from the American Association of Retired Persons (AARP), but will continue to look at what makes a city and a community age-friendly and put energy and effort into supporting those particular initiatives.

December 2019: o The Commission voted to support the Age-Friendly City ad hoc committee to

request the City allow the Senior Commission to use the Jackie Robinson Community Center or Villa-Parke Community Center for a focus group meeting on dementia and social isolation.

o The Age-Friendly City ad hoc committee will meet in January to discuss the language for changing Work Plan Objective #1 and will have a further discussion in January as an action item.

January 2020: Commissioners Tachiki and Fleming provided an update about the ad hoc committee holding a focus group in the future on dementia and social isolation, and will provide an update after receiving proposed dates from staff.

February 2020: The Commission voted to change the name and focus of this work plan objective to “Isolation and loneliness in older adults”.

March– June 2020: No update due to meeting cancellations pursuant to Executive Order N-29-20 issued by Governor Gavin Newsom on March 17, 2020.

Recommend strategies to enhance emergency preparedness for Seniors.

Review and provide feedback on the “Map Your Neighborhood” program as it

relates to Seniors.

Select a member of the Senior Commission to serve on the Pasadena Access and

Functional Needs Work Group in order to represent the interests of seniors

and report back to the Commission on the efforts of the Work Group.

Work Plan Updates:

July 2019: Chair Tachiki appointed Commissioners Raupp, Ceja Sr, and Zechner to the emergency preparedness ad hoc committee. The ad hoc committee will send one or more members to serve on the Pasadena Access and Functional Needs Work Group.

August 2019: o Commissioners Ceja, Folz, and Raupp attended the Access and Functional

Needs Work Group quarterly meeting on Wednesday, July 24, 2019, on the topic of personal and business preparedness presented by Lisa Derderian (Public Information Officer).

o The emergency preparedness ad hoc committee presented three proposed action items: 1) to ensure “Map Your Neighborhood” and CERT (community emergency response team) training incorporates senior needs; 2) to investigate and make recommendations regarding emergency preparedness in senior housing facilities; and 3) to provide educational information about emergency preparedness for seniors through Pasadena Media. The commission determined that the ad hoc committee will focus on ensuring “Map Your Neighborhood” incorporates senior needs.

September 2019: The Commission discussed questions and recommendations to raise at the Access and Functional Needs Work Group meeting about the City’s Medical Point of Dispensing (MPOD) plan.

October 2019: o Vice-Chair Zechner informed the commission that the ad hoc committee met

and discussed focusing the emergency preparedness objective to Map Your Neighborhood.

o Commissioner Ceja updated the commission on attending the Access and Functional Needs Work Group meeting on Thursday, October 3 and provided information about the Medical Point of Distribution (MPOD) exercise on Wednesday, October16 at Robinson Park Recreation Center. The next Access and Functional Needs Work Group quarterly meeting will focus on communicating the location of the MPOD in the case of a disaster.

November 2019: Vice-Chair Zechner provided an update from the Emergency Preparedness ad hoc committee that met twice in October: o Perry Helm, Map Your Neighborhood organizer, attended the last ad hoc

committee meeting and explained how Map Your Neighborhood is organized and the support it receives from the City of Pasadena.

o The ad hoc committee also discussed the value of collaborating with Pasadena Media to produce a video or edit existing videos for use with senior living communities or retirement homes.

o Vice-Chair Zechner resigned from the emergency preparedness ad hoc committee.

December 2019: o The Emergency Preparedness ad hoc committee met with Matthew Feaster

(Epidemiologist, Public Health) on how the Public Health department interfaces with various senior facilities in the city, and also invited the ad hoc committee to visit a senior facility in the future to speak to seniors about their emergency preparedness.

o Staff (Feaster) suggested scheduling a summit meeting for city staff involved in emergency planning, which would include: Wendell Eaton (Fire Department), Lisa Derderian (Public Information Officer), and Adrienne Kim (Public Health) on the topic of “What we can do to better prepare senior facilities in case of an emergency?”

o Staff (Feaster) also asked Commissioner Folz to look at the provisions of Map Your Neighborhood to see if there’s any applicability for larger facilities

o Commissioner Folz met with Councilmember Hampton and learned that his neighborhood is already part of Map Your Neighborhood.

o The Commission approved the three action items indicated for Work Plan Objective #2: Emergency Preparedness. Action Items:

- Staff to follow-up with Matthew Feaster (Public Health) about arranging a visit for the Emergency Preparedness ad hoc committee to a senior facility

- Presentation from Matthew Feaster (Public Health) about a grant related to seniors and emergency preparedness

- Invite city staff from various departments for a summit meeting on the topic of “What we can do to better prepare senior facilities in case of an emergency?”

January 2020: o Chair Tachiki appointed Commissioner Fleming to the Emergency

Preparedness ad hoc committee. o Commissioner Ceja provided an update that there was no quarterly meeting of

the Access and Functional Needs Work Group in the month of January. o The Emergency Preparedness ad hoc committee will meet and discuss the

work plan objective before the next meeting in February. o Staff (Cantero) contacted Matthew Feaster (Epidemiologist, Public Health) to

schedule an invitation and tour for the Emergency Preparedness ad hoc committee at a skilled nursing facility and discuss emergency preparedness, as well as a presentation about regulating agencies over skilled nursing facilities.

February 2020: Commissioner Folz reported that the Emergency Preparedness ad hoc committee met and scheduled a meeting on Thursday, February 20 at the Pasadena Health Department to discuss emergency preparedness with Ali Everett (Accessibility Issues Coordinator), Shatisha Mann (Public Health Emergency Preparedness), and Taylor Wyatt (Public Health Emergency Preparedness).

March 2020: No update due to meeting cancellation.

April – June 2020: No update due to meeting cancellations pursuant to Executive Order N-29-20 issued by Governor Gavin Newsom on March 17, 2020.

August 2019: At the July meeting, the Commission heard public comment from a Pasadena resident who expressed concerns about her living conditions. The Commission responded by providing resources for local non-profits that provide food and assistance for seniors.

September 2019 – February 2020: No update.
