Provided Mother Na-ture cooperates with a damp spring to give Alber-ta's pastureland the boost it needs after last year's dry season, the cattle in-dustry could see a strong year ahead.

Alberta Agriculture and Forestry Minister Oneil Carlier believes that Cana-da, and Alberta especially, is in the perfect position to have an excellent year when it comes to export-

ing the country's beef.“(The industry) looks

rosy, though there are some challenges ahead, especially if there's anoth-er dry spring,” Carlier said in an interview.

Interest in Canadian beef remains high, he added, and the recent re-opening of the South Ko-rean marketplace to Cana-da's beef producers means there's another market hungry for Alberta's herds.

“It's very good for the industry,” he explained, adding that the current

low Canadian dollar also makes the province's ex-ports look attractive.

“The low dollar helps us get more value for our beef,” he said.

The recent repeal of County of Origin Label-ling (COOL) for beef and pork products in the United States has given Canadian beef producers a much-needed shot in the arm after last year's rough drought.

Under COOL, Canadi-an beef had to be labelled as coming from Canada

before it could be sold, adding another layer of red tape to the process. Buy-ers, wanting to buy local, also would buy less, mean-ing that Canadian beef ended up frequently priced lower than American beef.

A drawn-out battle between Canada and the United States over COOL ended up with the World Trade Organization ruling in Canada's favour, giv-ing the country the right to penalize the United States with tariffs, and eventual-ly led to the COOL repeal.

COOL is still in place for sheep, however.

Walt Suntjens is one of five zone four delegates for the Alberta Beef Pro-ducers and he believes while the low Canadian dollar and the repeal of COOL will certainly af-fect ranchers this year, last year's dry conditions won't

be overcome in just one year.

“Costs of feed and pasture should go down if the season starts well,” Suntjens said, a predic-tion based on the hope that Mother Nature will bring spring rains to give pas-tureland the boost it needs.

On December 2, 2015, the Canadian Food In-spection Agency (CFIA) released their final re-port on the investiga-tion into the 19th case of Bovine Spongiform Encephalopathy (BSE) in Canada, discovered in Feb 2015. 

Case # 19 was born on the same birth farm as case # 17. The animal in case # 19 was born in March of 2009, while Case # 17 was discov-ered in 2010. Case # 19 is unique in that it was

born and infected after the enhanced feed ban of 2007 was in place. What does this mean? 

The extensive inves-tigation looked at any feed mill that was in-volved in producing commercial feed fed on this farm. Fortunately no lapses in protocols that could have allowed con-tamination of cattle feed were found. This is very good news. While no absolute “smoking gun” was found, the most likely cause of this lat-est BSE case is that the cow consumed a minute particle of left over feed from prior to the feed

ban/enhanced feed ban that was still in a feed storage bin. Scientists believe that as little 1/5 of a gram (ie a garden pea cut into 15 pieces) of prion contaminated feed is enough to infect a calf. It is very easy to imagine tiny grains of feed or dust can remain in a feed bin long after that feed is gone. 

What does this mean for the Canadian/ Alber-ta cattle industry? 

We know the feed ban/enhanced feed ban of 2007 means that no amplification or magni-fication of the disease can happen in Canada

like it did in the UK. That means that if we keep doing what we are doing, eventually Clas-sical BSE will no longer exist in Canada. 

One of the things that we NEED to keep doing is testing appropriate cattle for BSE. Most, if not all, beef and dairy producers are familiar with the Canada Alberta BSE Sampling Program (CABSESP). This is pri-marily the on-farm test-ing of dead, down, dis-eased or distressed cattle by a producers herd vet-erinarian.

Unfortunately, the number of animals be-

ing tested over the last few years in Alberta has dropped to a level where we are no longer meet-ing our testing require-ments. This potentially puts our export trade of beef at risk. If our beef industry loses valuable overseas markets be-cause we are perceived to have “dropped the ball” and are not active-ly testing it has the po-tential to be financially devastating. 

What can our beef industry do to help? On farm BSE testing pro-grams like the CAB-SESP will be needed for decades. We will need to continue to test for the long term to main-tain the confidence of

our export markets and consumers. The indus-try needs your help. BSE testing numbers need to increase in Alberta. This is not the time to “let someone else con-tribute”, everyone needs to take ownership and help. It is estimated that if each beef and dairy farm in Alberta had one appropriate test done per year we would surpass our targets.

It is a very easy pro-gram to participate in and help your industry. Please call your local veterinary clinic, they will be able to answer your questions. Help keep the Canadian/ Al-berta beef industry strong.

“I don’t think, even if the entire year goes well, that most ranchers will overcome the feed deficit from last year. It’ll take a year or two before that hap-pens.”

With last year’s dry weather, the cost of feed as well as its transportation went up, impacting strug-gling ranchers in a wallet already emptying because of the drought.

The repeal of COOL is perfectly timed to help ranchers who struggled last year, he said.

“It affects us all,” Suntjens said. “From the cow-calf rancher to the feedlot owner. We’ll have easier access to the US mar-ket, and our beef will sell better.”

The low dollar is both a blessing and a curse, as it gives American buyers a 30 per cent discount on the cost of buying Canadian cattle – thus making it an

attractive buy - while penal-izing Canadian buyers who look to the United States for their cattle supply. The low loonie also means equip-ment, parts and repairs are going to cost more.

“There are few (farm equipment) manufacturers in Canada,” Suntjens said. “We just don’t have the market here.”

Since BSE caused the Canadian Beef industry to collapse 14 years ago, Suntjens said it’s been dif-ficult to attract younger

ranchers to the industry, something that needs to be a focus as many of Alberta’s – and Canada’s – ranchers are aging.

“It’s been rough since BSE,” he said. “Real rough.”

While there has been some progress in attract-ing younger people to the ranch, the efforts took a hit with last year’s drought.

“It’s not cheap,” Suntjens said of getting into the industry. “It’s a million-dollar venture, a million-

dollar risk. The cost versus profit is very tough.”

Suntjens said he hopes the push to attract younger people to the industry will continue though, as he’s found a great deal of joy in what he does.

“I love what I do,” he said. “I’d like others to real-ize the joys of the farm and the ranch. It’s a wonderful industry.”
