R 340.1783 Temporarily approved teachers of students with disabilities
MDE may grant an approval when:
• A person holds a valid MI teaching certificate
• The employing superintendent certifies that the district conducted a search for a fully qualified person and that no certified teacher who holds full approval or endorsement for the position was available at the time of the assignment.

R 340.1783 Temporarily approved teachers of students with disabilities
• A person must be accepted into the appropriate Michigan university/college program of training matching the category of assignment prior to signing the approval request form.

Differences Between an Approval and Permit
• Approval:– Teacher must hold a valid
MI teaching certificate– Teacher must be enrolled in
appropriate endorsement area
– Position does not need to be reposted at the end of the year if candidate has taken the required course work to receive continuing temporary approval
• *Permit: (3 types)– No Teaching Certificate
required; – Requires minimum number
of credit hours to be completed to apply for permit
– Permits are only valid for the school year in which they are requested
– Reposting of position required, check with Karen Taylor from the Office of Professional Preparation

R 340.1799g Transition coordinator; requirements.Rule 99g. (1) Full approval as a transition coordinator shall be granted by the department to a person who meets all of the following requirements:
(a)A bachelor’s or graduate degree in special education or a field related to transition of youth with disabilities into adult life roles. Related fields include, but are not limited to, general and vocational education, vocational rehabilitation, and counseling.

• Highly Qualified Teachers:– The NCLBA requires school districts to only assign a
Highly Qualified teacher to teach a core academic subject beginning with fall classes in 2006-2007. The core academic subjects are: English, reading, Language Arts, mathematics, science, foreign languages, the arts (music. visual art, dance), history, geography, economics, government/civics). Any teacher who provides direct instruction in a core academic class must be Highly Qualified for the assignment.

• An option in NCLB allows a teacher to be highly qualified if he/she is participating in an alternative route to certification.
• This would apply to persons under Special Education Personnel Approval as defined under Rule 340.1783

• Persons who have been hired through the special education personnel approvals process in Michigan are considered to be highly qualified (for a maximum of three years) through their participation in an alternative route to certification.

Additional Requirements for HQ Special Education Secondary Teachers under an Approval:
• Teachers that have a secondary certificate with endorsements in special education only must:
– Choose one of the options available to secondary teachers to become highly qualified to teach a core academic subject
• Once this step is complete an approval can be done

Timeline for Approval-HQ
• The timeline for meeting this requirement is contingent upon the date of employment. If hired prior to the first day of school in the 2003-04 school year, and working under temporary or continuing temporary approval, the teacher must meet the requirements by the end of the 2005-06 school year.
• All other candidates may only function under a temporary or continuing temporary approval for three years effective on the date of hire for that position within the school district to be considered “Highly Qualified.”
