TRAINING FOR CAREER COUNSELLORS MUSTAMIT KUMAR, DC, NAWANSHAHR (PUNJAB)

A capacity building seminar was organised for career masters (Lecturers and masters of government schools) to promote ‘Ghar Ghar Rozgar Mission’ here. Amit Kumar, Deputy Commissioner, laid stress on the need of skill development and better career counselling. He said students need proper guidance after completion of schooling, for which proper training of career counsellors was must. He said under the flagship programme of the state government, skill development, career counselling and placement activities had been integrated at the district-level by setting up District Bureau of Employment and Enterprises. “The district bureau will devise the ways by which eligible youth can be given proper platform for handsome earning,” he added. As many as 100 teachers,

lectures of government schools, colleges, ITI’s and polytechnics will be benefited by the capacity building seminar, he added. Balbir Singh, District Employment Generation and Training Officer, said the Department of Education and the Department of Training and Placements had given presentation through the use of PPTs and lectures, besides, responding queries from beneficiaries ranging from problem of education, and placements. Career counselling can solve more than 50 per cent problems relating to placements of the youth of the state, he added.

With the widening of the education streams available, career counselors have gradually started learning a newer areas of study such as music therapy, service industry and forensic psychology and some have even started encouraging the students to take up nontraditional courses. All in all, there is and openness to learn, explore and experiment. But it can be quite challenging because many of us give less importance to guidance and counselling, and focus heavily on teaching Mathematics or English. So, it is not easy to find trained career and college counsellors at schools. There are also very limited professional development opportunities for counsellors, which in turn limits the quality of information / guidance students have. Currently some of the schools offer an introductory careers course which does not seem to make much of an impact on career development. Therefore, the education institution should focus on career exploration for students at a young age that provides them with a chance for more hands on experience like career-based workshops included in their course curriculum. This will help the students to explore possible career interests with deeper understanding. Counselling does not help find absolute answers but allows for comprehensive evaluation of options. As careers and jobs change dramatically, counseling needs to stay dynamic and

relevant. Students also need help in choosing out of love, rather than fear. Most career choices are made because students are scared of choosing something that is non-traditional like music or painting. Setting up a dedicated career-counselling department within the school is the first and foremost step. Equip the college and career counsellors with the up-to-date knowledge, tools and a comprehensive guideline on best practices. Along with this effort, schools need to arrange frequent workshops, seminars by guest speakers and encourage counseling sessions for their students. We need to also allow students to explore different career options. Since rigidity breeds repetitiveness, and flexibility breeds creativity, we need to let students discover their “true calling” & select the right career path for themselves.

NATIONAL CURRICULUM FRAMEWORK (NCF) PROVIDES GUIDELINES FOR COUNSELLING OF SCHOOL STUDENTS

The National Curriculum Framework (NCF), has provided guidelines to allow healthy growth and development of students across all school stages and also for providing counselling facility at each of the school stages from elementary through to secondary and higher secondary stages. Minister of State (HRD), Shri Upendra Kushwaha, in response to a question in Rajya Sabha said that to realize the desired goals of guidance and counselling services, NCF has outlined the duties and responsibilities of states to augment guidance and counselling services.

The framework also identifies the role of guidance and counselling services in promoting student retention and better scholastic performance in curricular areas, facilitating adjustment and career development of students, developing right attitude towards studies, self, work and others.

The framework also states that every school should have at least one male teacher and preferably two female teachers trained in guidance and counselling. The in-service teacher training under RMSA has also included a module on counselling. However, there is no proposal to make career counselling sessions mandatory in all Government Senior Secondary schools.

In addition to this, Jawahar Navodaya Vidyalaya's (JNVs) are also arranging Career counselling classes through teachers who are trained by Regional Institute of Educations (RIEs) or National Council of Educational Research and Training (NCERT). The Librarians of JNVs too guide the students regarding career options.

Kendriya Vidyalaya Sangathan (KVS) has also made a provision for appointment of Counsellors on contractual basis in the Kendriya Vidyalayas for providing Guidance & Counselling services to classes IX to XII.

To make things easier for students vying for seats in professional courses, the Karnataka Examinations Authority (KEA) has decided to develop and launch an app that will address concerns commonly faced during the admission process.

The app will be released later this year for Android phones. The aim, said officials, was to help students register on the app so that they can complete the various stages of the process such as viewing the seat matrix of different courses, keying in their options, and even making fee payment.

The Common Entrance Test (CET) is a gateway for admission to courses such as engineering, agriculture, pharmacy, and

veterinary science. Last year, 1.8 lakh candidates appeared for the CET.

Another crucial feature of the app would be that it will help students get their documents verified online. Currently, students have to come to KEA centres to get their documents verified manually although all the other processes are online. Attempts made by the KEA in the past to get documents verified online have gone in vain as some Education Department documents had not been digitised. If the online verification is successful this time, it will spell the end of the long waiting period at the KEA centres.

The Punjab Government is all set to start career counselling programme in all its high and senior secondary schools.

Announcing this, the state Technical Education and Industrial Training Minister Charanjit Singh Channi said that the career counselling programmes would be started in all government schools as parents and students are not aware regarding field of study suitable for their children after completion of matric and higher secondary studies.

Earlier in the meeting with senior officials of the Union Ministry for Skill Development and Entrepreneurship, Channi stressed on the need of career counselling programme in the state.

He said that the National Skill Development Corporation has agreed to set up Counsellors’ Training Centre in the state which would train the trainers from across the state and these trained counsellors would provide career counselling in all the schools and other institutes of the state.

Channi added that the Punjab would run self-employment training courses for agriculture and allied services under Skill Development Mission. “Punjab Skill Development mission would provide skill training to the farmers and others to bring in focus issues such as diversification, doubling the income of farmers, arrest of depleting water tables and distress in farmers,” he added. About the decisions taken during the meeting, Channi said that the Punjab Agricultural University and the Guru Angad Dev Veterinary and Animal Sciences University would run the skill development courses for agriculture and allied services.

He said that the Union Ministry of Skill Development and Entrepreneurship (MSDE) Secretary Dr KP Krishanan, in principle, also gave approval to set up Indian Institute of Skills in the Punjab Skill University, which is to be set up at Sri Chamkaur Sahib.

“The Centre would be part of the University and work as the certifying authority for the skill centres running in the state,” he said adding that the courses in the Skill Universities would be based on the Embedded Apprenticeship Programme.

MSDE Secretary Dr Krishanan said that the proposal regarding this has been sent for the approval of Union Cabinet.

“As per the proposal, the courses would focus on 70 percent practical training and 30 percent academics. The practical training would be provided not only in the labs but also in the Industry,” added Dr Krishanan. Channi said that the Union Ministry has also approved grant for the Skills Competition to be held in the state before the India Skills competition. After this, the World Skills Competition would be held at Kazan Russia in 2019, he said. Minister said the Union Ministry has approved joint branding and reshuffling of courses as per the need of the industry.

A senior official in the KEA said they had decided to go digital and become more tech-savvy after they received feedback from

teachers and students. “Demonstrations will be given to all students, and help desks set up particularly for the benefit of students from rural areas,” said the official.

However, the authority is also planning to keep the online facility as an option.

Students are thrilled over the move, but hope that the KEA would be able to address any technical glitch. Arun S., who plans to write the CET this year, said, “It sounds like a good move. But officials need to ensure that we do not face problems, and that there are mock counselling rounds like in the past years for the online process,” he said.

CAREER COUNSELING BENEFITS SOCIETY

America’s Career Resource Network Association (ACRNA) supports the importance of career counseling for students and society as a whole. In their report, ACRNA outlines the educational, social and economic benefits of comprehensive career counseling in schools. Providing students with a comprehensive career education program points students in the right direction and encourages them to stay in school to meet their career goals. The COPSystem Comprehensive Career Guidebook and Leader’s Guide helps teachers advise students on the relationship of education to the world of work. Additionally, the text encourages students to explore their career options through the use of the COPSystem assessments.

GOVT NOD TO INDIA-BELARUS MOU ON VOCATIONAL EDUCATION, TRAINING

Thean agreement for cooperation between India andBelarusin the field of vocational education and training, paving the way for transfer of Belarusian expertise and knowhow in skilling manpower, especially in the manufacturing sector.

The Union Cabinet chaired by Prime MinisterModiits ex-post facto approval for the Memorandum of Understanding (MoU) between India and Belarus.

The MoU was signed during the state visit of Alexander Lukashenko, President of Belarus to India.

"The MoU would bring in Belarus experience and expertise for overall improvement in skill eco system of the country," an official statement said.

This is for the first time an MoU for cooperation in the area of vocational education, training and skill development has been signed with an Eurasian country.

"Belarus has a large concentration of industries, mainly into manufacturing and heavy industries, which draw their strength from available skilled manpower and a highly developed skill training system. The transfer of knowledge of their skilling methodology will immensely help in our initiatives like Make in India and Skill India," said the statement.

The cooperation between the two nations in the identified areas would be implemented through establishing institutional partnerships between the Republican Institute for Vocational Education, an institution for development of Belarusian vocational education system and Directorate General of Training for transfer of technology in vocational education and training (VET) delivery and its sustainability.

"Cooperation with sectoral VET/centres of Excellence of Belarus is proposed forresearch and developmentthe

skilling ecosystem," the statement said.

Under the MoU, Belarus shall provide comprehensive transfer of knowhow of emerging technologies, training and evaluation methodologies, content development for regular and distance learning, e-learning and training of master trainers, competency building of the assessors in area of their competency and network building and industry linkages.

The Eurasian nation will also provide vocational education services for Indian citizens for skill development in the field of construction, electric-power production and distribution, manufacturing industry, trade, auto service and household goods repair and maintenance, transport, communication, hotels and restaurants as well as other fields.

The MoU will also entail retraining, up-skilling, internship for vocational education and training managers, teachers and trainers of India. Belarus will provide advisory services in order to enhance planning, management and delivery of vocational education and training and skill development.

"Implementation of the proposal includes innovation and improvement in the existing vocational education and skill development through Research and Development in the field.

"The financial arrangement for the co-operative activities undertaken within the framework of this MoU shall be mutually agreed upon by the Parties on a case-by-case basis, subject to the availability of funds," the statement said. RSN ABM

The signing ceremony for the project to be executed under that country's Grant Assistance for Grassroots Projects (GGP), will be held on December 19 at the Embassy of Japan here, the mission said in a statement yesterday.It will be signed between Ambassador of Japan to India Kenji Hiramatsu and the representative of the recipient organisation, the Centre for Community Economics and Development Consultants Society, the statement said."This project, to be signed at this ceremony, the amount of which totals 8.4 million Yen, will construct a vocational training centre for poor women and youth in Baran, Rajasthan," it added.The Grant Assistance for Grassroots Projects (GGP) for development projects are designed to meet the diverse basic human needs of the people in developing countries.Since 1989, the scheme has been supporting relatively small-scaled projects implemented by non-profit organisations, such as NGOs, educational and medical institutions, through

Japanese diplomatic missions in developing countries.

"The Government of Japan hopes that this grant will help improve the lives of people in the project area, and further strengthen the friendly relationship and cooperation between Japan and India," it said.

A PARLIAMENTARY PANEL HAS RECOMMENDED TO ACCORD STATUTORY POWERS TO THE NATIONAL COUNCIL FOR VOCATIONAL TRAINING SO THAT IT COULD PLAY

THE ROLE OF A REGULATOR FOR SKILL EDUCATION, ON THE LINES OF BODIES LIKE THE UGC AND THE AICTE

A parliamentary panel has recommended to accord statutory powers to the National Council for vocational training so that it could play the role of a regulator for skill education, on the lines of bodies like the UGC and the AICTE. "Such a move will empower the NCVT (National Council for Vocational Training) to not only enforce the norms set by it for vocational training in the country but also help it to ensure compliance and act against the alleged defaulters, apart from adding further credibility to the skill training by ITIs," said the Standing Committee on Labour in its report.The panel chaired by Kirit Somaiya is of the view that the NCVT should be further empowered by bringing its powers under the ambit of law since this would help it to perform better regulatory functions and oversight over the industrial training institutes (ITIs) in India.At present, there are nearly 14,000 ITIs in the country, both public as well as private, and their numbers are on the rise.The panel also suggested that the star rating system should not be left to be voluntarily adopted by ITIs but made applicable on all of them to improve the quality of skill training.

It has recommended an alternative approach while dealing with ITIs who fail to comply with norms related to infrastructure facilities and faculties for training instead of de-affiliation by the Directorate General of Training, since the de-affiliation adversely impacts the trainees enrolled in such institutes.The Ministry of Skill Development and Entrepreneurship began grading the industrial training institutes across the country by giving them star ratings based on their facilities, performance and placement record last year. The government's vocational training

programmes are administered by ITIs, which cater to about 36 per cent of the 7 million people enrolled in various training programmes in India.The grading of ITIs helps the students to choose from the best institutes, and employers by providing them the formal governmental recognition for the level of quality of training and facilities provided at the institutes. The evaluation is done in two phases, a self-appraisal followed by an in-depth assessment by the Directorate General of Training, the umbrella body overseeing the functioning of ITIs and other training institutes.Significantly, the NCVT recognition is withdrawn from ITIs opting out of the grading procedure and their certificates bear "ungraded ITI", thereby lowering the employment prospects of students studying in these institutes.On the other hand, ITIs which opt for grading and secure a rating of 3-star and above can avail a host of benefits. Such ITIs are eligible to receive financial support under the government's schemes, including those funded through World Bank assistance, and their principals and instructors will be trained in central institutes in India and abroad.

BENGAL TO IMPART ADVANCED VOCATIONAL TRAINING IN HS SCHOOLS

The West Bengal government has decided to impart advanced vocational training in higher secondary (HS) schools for skill development,  Purnendu Bose, minister for technical education said.Bose  said that training in vocational education was important to creating employment opportunities.At present, nearly 2700 HS schools had been selected for imparting courses in vocational training, he said while speaking at a BNCCI seminar here today.He said that out of the 2700 schools, 700 of them had been selected for providing courses on advanced vocational training.

These advanced courses in the schools would be introduced in a phase-wise manner, Bose said.

Besides vocational training, formal education would also be given to the students.

The government was also keen to collaborate with institutions like National Skill Development Corporation (NSDC), Nabard and chambers of commerce.

‘VOCATIONAL’ OPTION IN CLASS X

Class X students ofCentral Board of Secondary Education(CBSE) can now opt for aas the sixth subject under the remodelled assessment scheme of the Board examination. Under the revised scheme, if any student fails in any one of the three elective subjects (science, mathematics and social science), then it will be replaced by the vocational subject.

This was approved by the governing body on Thursday. After the restoration of the Class X Board examination and revision of the scheme of the examination this is the first GB meeting. The members also had a discussion on the

moderation policy where the chairperson of CBSE, R K Chaturvedi, apprised the members about setting up of the committee by the HRD ministry to work out the modalities.

The board in March 2017 had discontinued the scheme of vocational subject as compulsory sixth subject. The GB approved the notification for restoration of the Class X Boards from the academic year 2017-18 and the first exam will be conducted on 2018.

HARYANA MOVES TO IMPROVE VOCATIONAL EDUCATION IN SCHOOLS

With a view to enhance the employability of students, Haryana is embarking on a mission to improve vocational education in 100 schools in the state in collaboration with a Swedish organisation on a pilot basis, education minster Ram Bilas Sharma said here on Thursday.

Sharma was speaking at a meeting of the Haryana School Shiksha Pariyojna Parishad, where representatives of the National Skill Development C o r p o r a t i o n a n d Kunskapsskolan, a Swedish organisation, were also present, an official release said.

The pilot project to develop three skills -- retail, IT/ITes and beauty and wellness -- will be launched in 100 government senior secondary schools from the next academic session.

"It will be a unique model of personalised learning which can be adapted to make vocational education more effective. Under the pilot project, life skills such as effective communication, digital literacy, entrepreneurship, critical thinking, problem-solving and self-management would be the outcome of the proposed innovative methodology that will help the students," Sharma said. "Out of this, Rs 3.4 crore will be invested by Kunskapsskolan Education (KED) and Manav Rachna International University under agreement with the NSDC, Rs 3 crore by KED via CSR funding from Swedish companies operating in India, and Rs 3 crore via innovation fund from the Ministry of Human Resource Development, Government of India, routed through the Haryana School Education Department," Khandelwal said. The CSR funds from Swedish corporates will be routed via the National Skill Development Fund (NSDF), he said, according to the release.

"The National Skills Qualification Framework-compliant digital content and equipment will be put in place by March 2018 for usage of KED technology or methodology," he said. The students taking up vocational

courses will also be enrolled as scouts and guides. "The scouts already studying in schools will also be encouraged to enrol themselves in vocat ional courses under the pilot. All s t a k e h o l d e r s w i l l t a k e preliminary steps to ensure that the pilot, with prior approval of MHRD, is launched in 100 government senior secondary schools from the next academic session commencing April 1, 2018," he added.

ATAL INNOVATION MISSION Envisaging Innovation Among Youth

The Atal Innovation Mission (AIM) is a flagship initiative of the Prime Minister of India, set up by NITI Aayog to promote innovation and entrepreneurship across the length and breadth of the country, saysR Ramanan, Mission Director – ATAL Innovation Mission, NITI Aayog, Government of India, in an interview withRajbalaofElets News Network(ENN).

Technological innovations play an important role in fostering productivity gains and economic growth. What sort of innovation model do we need to adopt for inclusive growth in the country?

Atal Innovation Mission has two core functions- Entrepreneurship promotion and Innovation promotion.

AIM is also envisaged as an umbrella innovation organisation that would play an instrumental role in alignment of innovation policies between central, state and sectoral innovation schemes, incentivising establishment of an ecosystem of innovation and entrepreneurship at various levels higher secondary schools, science, engineering and higher academic institutions, and SME industry / corporate levels.

To foster curiosity, creativity and imaginations in young minds, Atal Tinkering Laboratories wereby AIM.

At the school level, AIM is setting up Atal Tinkering Labs (ATL) in schools across all 700+ districts across the country. These ATLs are dedicated innovation workspaces of 1,000-1,500 square feet where latest technologies like 3D Printers, Robotics, Internet of Things (IOT), Miniaturised electronics do it yourself kits are installed using a grant of Rs 20 Lakhs from the government so that students from Grade VI to Grade XII can tinker with these technologies and learn to create innovative solutions using these technologies, thereby creating a problem solving, innovative mind set within thousands of students across the country. To date, 941 schools have already been selected for ATL. Additionally it is expected that over 2000 schools would have been selected for ATL Grants before the end of this financial year. Every school would have an ATL In charge appointed by the school

as well as mentors associated to mentor the ATL students. Over 600+ ATL in charges have received training through AIM and its partners. AICTE is partnering with AIM� to ensure that the closest universities to a school can also mentor ATL students. Atal Innovation Tinkering challenges are regularly held in the school as well as by AIM every month to ensure students active involvement in creating innovative solutions to solve problems in their community and in the country. Recently the ATAL Tinkering Marathon was held in which an estimated 30000+ students have participated and 650+ of the best innovation entries have been submitted in which the Top 100 innovation entries are being showcased in the Atal Tinkering Summit to be held in New Delhi in early 2018, and the Top 30 of these innovations will receive special recognition.

The vision is to have every school have access to at least one or more Atal Tinkering Labs in each district of the country, as well as to scale the same up with the help of state education ministries across the length and breadth of the country. Also Government / Govt Aided schools, and Girls schools, North East and Hilly District schools get a special preference in the consideration of ATL selections. The Atal Tinkering Labs has created much enthusiasm and energy in the schools and

students and a Balanced Score Card based approach has been designed to monitor and measure the outcomes of the same. Till date 19 Atal Incubators have been selected. Before the end of 2017-2018 we would have 50+ Atal Incubators selected. Women led incubators and entrepreneurial startups are strongly encouraged by AIM. Again here, scale up with the help of other ministries / states / sectors / public sector organizations would be crucial to create thousands of job creators in India.

GOVT LAUNCHES PORTAL FOR FACILITATING VOCATIONAL TRAINING

T h e g o v e r n m e n t l a u n c h e d t h e w e b p o r t a l (http://dget.nic.in/content/) of National Council on Vocational Training, which aims to improve delivery of vocational training and benefit over two

million students in a year. "This portal will facilitate over two million vocational training students every year. There are over 11,000 ITIs in the country where over one million students get admission every year," a senior official said.

Labour Minister Bandaru Dattatreya while launching the portal said: "The labour ministry is taking all possible steps to prepare one crore youth for employment by providing vocational training in 12th Five Year Plan (2012-17)."He said this portal is yet another step to scale up the infrastructure that can help realise the Prime Minister's Skill India mission. It will also significantly improve government's process efficiencies, increase transparency and reduce leakages and corruption by use of technology, he added. On the occasion, the minister awarded first set of e-certificates generated from the portal for students

who successfully completed trainings from various Industrial Training Institutes (ITIs) in the past but were awaiting certification from the National Council on Vocational Training.

According to a Labour Ministry press release, about 1.6 lakh pending e-certificates have been generated through the portal for already passed out trainees. The portal is expected to reduce waiting time from years to days for apprentice to get certificates. Besides, employers will also be able to cross check genuine candidates directly using the portal, it said. While the Government schemes, delivery and performance can be monitored through his portal, the general public can also access details of various institutions in the country, courses offered and their uptake statistics, number of seats available, examination calendars, etc.

In its first phase, the NCVT-MIS portal has provided an e-governance mechanism for key Directorate General of Employment & Training (DGE&T) schemes such as the Craftsmen Training Scheme (CTS) and Apprentice Protsahan Yojana (APY). Data of about 10 lakh CTS candidates, who took admission across these ITIs in the country during the session starting August 14, are now available in the portal.

The draft has also been accessed online from 17 countries. “The curriculum framework committee has given position papers on all the subjects as well as ICT (Information and Communication Technology) and evaluation patterns so that the process and structure followed are clear,” said T. Udhayachandran, Additional Secretary, School Education Department. The position papers alone have been downloaded over 36,000 times.The curriculum framework committee has said that it has given a special focus to ICT in the draft syllabus — not as a separate subject, but how better it can be embedded into the subjects and used in everyday classroom learning.The syllabi for vocational subjects offered in schools have been revised, following a gap analysis done on the subjects. Introducing a co-scholastic category, draft syllabi for physical and health education, music, drawing and sewing have also been framed.“The inclusion of areas such as physical education and music in the draft syllabus will ensure that a holistic development of students is considered in schools,” said P.K. Ilamaran of the Tamil Nadu Teachers’ Association.

Ramya Venkataraman, Founder and CEO, CENTA, said the paperlaid stress on students’ conceptual understanding of the subjects which would be tested in the board examination and school assessment.“While it is to be seen how the implementation of this will take place, it will be useful if the government considers bringing in external expertise to work on the board exam patterns,” she added. While teachers across schools in the State have been encouraged to go through the syllabus and give their feedback, groups such as the Child Friendly Schools Initiative have announced district-wise discussions beginning next week. The School Education Department, meanwhile, has already begun to receive feedback. Dabur India Ltd on Wednesday announced the expansion of its corporate social responsibility (CSR) programme in Tezpur with the inauguration of a new vocational training centre for women.The centre, set up at Dhekidol village in Sonitpur district, will seek to e m p o w e r w o m e n i n t h e neighbouring areas by offering skill development programmes based on the needs of the community.

The new centre, inaugurated by Air Commodore M.K. Gupta along with Dabur India Ltd Tezpur unit head Alok Gupta in the presence of village elders and community leaders, will start with a six-month course on stitching-tailoring.

Dabur India Ltd head (CSR) A. Sudhakar said, "Limited access to employment opportunities and skills has played a spoiler for women, particularly young girls."

"At Dabur, we believe that skill development is a powerful agent of social transformation. Providing vocational training, we feel, will not only bridge the gap between skilled and unskilled labour but also help rural women with better employment and self-employment opportunities," he said.

The centre will be run by Dabur's CSR arm Jivanti Welfare & Charitable Trust.

The courses that will be offered through the centre have been devised after detailed discussions with the community members and keeping in mind their specific needs and sensitivities.

It will provide a platform to the less privileged girls, supporting them in learning the desired skill sets that will make them employable.

Jivanti will also help and guide these young girls in setting up small businesses.

Both Dabur and Jivanti plan to add a number of vocational training courses - like beautician training, computer education and English language speaking - as part of their efforts to develop a social infrastructure.

Dabur already runs 12 such centers in Uttar Pradesh, Uttarakhand and Himachal Pradesh.

The launch of the vocational training programme comes on the heels of its education-related CSR in Tezpur, under which the company had adopted and revamped a government primary school.

UTTARAKHAND GOVERNMENT PARTNERS WITH BIRLA EDUTECH LIMITEDAfter signing an MoU with the Uttarakhand government for supporting 30 schools with skill development programs, Birla Edutech's next step is to improve health facilities in the state. Birla Edutech Ltd's Head, Business Development, Nirvaan Birla and Yash Birla Group's Chairman Yash Birla met with Sri Trivendra Singh Rawat, Chief Minister of Uttarakhand, and his cabinet of ministers. Birla Edutech Limited plans to set up hospitals and ayurvedic treatment centers in partnership with the Uttarakhand government. INCREASING DIGITAL ADOPTION TO IMPACT 65% JOBS IN NEXT 4 YEARS: E&Y

An IT or Computer engineering student who starts college this year will graduate into a radically different job market  in four years. Up to 20 per cent jobs that they will be applying for do not exist today and 65 per cent of the existing job roles would have changed radically by 2022, says a new report "Future of Jobs in India: A 2022 Perspective" conducted by EY and commissioned by industry bodies Ficci and Nasscom. Internet of Things  (IoT ),   Machine Learning  (ML) and  Artificial intelligence  (AI) ranked as the top technological trends that would drive business for IT organisations in advanced markets as felt by 97 per cent of the survey respondents. This was closely followed by Big Data and Cloud and Robotics/Automation at 90 per cent which underlining the fact that the sector is being driven by the three A’s – Automation, Analytics and  Artificial Intelligence. "AI and machine learning will be integrated into the enterprise-software systems that form the heart of most organisational IT infrastructures. We can only guess at the level of automation that will result, but the impact on business – and society – will be significant," said Neeraj Athalye, SAP Leonardo India Head.

The report recommends the government to bring about large reforms in general, technical and vocational education systems and create a fund to promote joint  technology  or business model proposals between industry and academia. Deloitte's 50 fastest growing  technology  companies in 2017 have seen massive growth from analytics and robotic sectors. “Whilst the overall technology sectors are witnessing global changes and disruptions, both on the  technology  developments and also regulatory impacts, we continue to be positive about capabilities and eminence of  technology  businesses in India," said Raj iv Sundar, Par tner and Program Director-Technology  Fast50 India 2017,  Deloitte India. "The growing opportunities in the  digital  technology  arena including government initiatives like Digital India will add jobs in digital technologies, AI, User interface, robotics. In fact,  Artificial intelligence  (AI) alone will create 2.3 million jobs globally by 2020," said Alka Dhingra, General Manager, IT staffing, Team Lease Services. Some of the sectors that are expected to hire are mobile manufacturing, fintech, and start-ups.

These companies are looking to acquire candidates at both junior and mid-levels, she added.As a part of the drive to boost efficiency and reduce costs, already half of the larger companies,

p a r t i c u l a r l y i n t e l e c o m m u n i c a t i o n s , M e d i a , and  technology  (TMT), and banking, financial services and insurance (BFSI), have implemented AI, said a report by Intel and IDC in December.Almost 71 per cent organisations are looking at increased process automation as a key benefit and almost equal number of firms (69 per cent) are looking at increased employee productivity across several business functions, said the report. As per the EY report, close to 80 per cent of the survey respondents believe that creation of highly optimised supply chains and rapid adoption of exponential technologies by global enterprises are the two primary trends that will redefine the IT-BPM sector. However, 72 per cent still feel that the lack of talent for technology enablement could pose as a key barrier to automation. Jobs that are based on routine processes like software testing are likely to be most impacted by automation in the software development value chain. Cyber security  will constitute one of the larger applications of AI and IoT related skill sets as employers look to fortify their newfound technology. "As the digital ecosystem grow and technologies progress, the skills needed to deal with cyber-security needs are changing. The challenge is to train cyber-security professionals so that they can deal with threats as quickly as possible and also adapt their skills as needed. There will be some 3.5 million unfilled cyber-security roles by 2021, so it’s up to governments, universities, schools and businesses to collaborate in order to bridge this substantial skills gap," said Srinivasan CR, Senior Vice President, Global Product Management & Data Centre Services at Tata Communications. Research firm Gartner has noted that while AI will eliminate millions of middle and low-level positions in the coming years, it will also create millions more new positions of highly skilled, management and even the entry-level and low-skilled variety. However, some industries, such as outsourcing, are seeing a fundamental change in their business models, whereby the cost reduction from AI and the resulting productivity improvement must be reinvested to allow reinvention and the perusal of new business model opportunities said Gartner.

GOVT PLANS INCUBATOR FOR BPOS, AGRI BUSINESS IN RAJNANDGAONThe Chhattisgarh Government will establish an Incubator for promotion of Livelihood activities In Business Process Outsourcing (BPO), agriculture and allied sectors with market linkage in Rajnandgaon district, officials informed.

Notably, Chhattisgarh has started adapting the best policy practices from the fastest growing entrepreneurial eco-systems, like in Singapore and the Silicon Valley, to accelerate entrepreneurial growth to provide a major push to the ‘Startup Chhattisgarh’ programme, officials informed.

It is now aggressively inviting new entrepreneurs, investors and startup leaders from across the globe to become part of the startup ecosystem.

The Government also has plans to establish state-of-the-art innovation/research infrastructure at the universities and colleges in emerging fields such as biotechnology and Internet of Things (IoT), Agriculture and Food Processing so that innovators can build new products.

It also has plans to establish district specific knowledge banks to bring all the entrepreneurial opportunities in food processing, manufacturing and value addition etc under one roof.

Chief Minister Raman Singh launched “Start-up Chhattisgarh” along with Industry Minister Amar Agrawal in the presence of Chhagan Lal Mundra, Chairman,  of Chhattisgarh State Industrial Development Corporation (CSIDC) and Chief Secretary VIvek Dhand.

The Chief Minister in his address explained how he had to resort to innovations to attain the aspirations of citizens of the State.

Singh said that his Government is committed to make ‘Start-up Chhattisgarh’ a grand success in the State and would extend full support to develop the enabling eco-system for Start-ups in the State.

He said that innovation would be promoted in schools and colleges under ‘Atal Innovation Mission’.

After launch of Start-Up India by the Prime Minister Narendra Modi in January, 2016, States were to prepare their action plan and were asked to start implementing the same.

In line with the Startup India Action plan, the State Government launched ‘Start-up Chhattisgarh Action Plan 2016’ for promoting Start-ups in Chhattisgarh and announced that ‘boot camps’ would cover all 27 districts of the State.

A total of 3858 persons have shared their start-up ideas under ‘Start Up Chhattisgarh’ programme out of which 36 ideas were selected for setting up units which will be provided refund of all taxes deposited by them.

The State Government has provisioned Rs 3 crore in the budget of fiscal year 2017-18 for Start-up Chhattisgarh programme.

The ‘Start-up Chhattisgarh’ programme has been initiated to spread awareness regarding entrepreneurship and to educate and empower the aspiring entrepreneurs in setting up enterprise.

Under this programme, selected ideas will be provided

conceptual financial, and technical support for entrepreneurial welfare.

Youngsters are showing keen interest in Start-up Chhattisgarh scheme by actively participating in the seminars cum boot camps being organized in 18 districts.

In Raipur Durg and Bilaspur districts, 20 boot camps have been organized in colleges, wherein more than 20 thousand youth, entrepreneurs and students participated.

The Chhattisgarh Government is  also setting up a ‘Centre of Excellence on Innovation and Technology in Education’ to manage the execution of Virtual Education Scheme with funding support from MEITY, Government of India.

Chhattisgarh Infotech Promotion Society (CHiPS) has initiated the Virtual Education Scheme with funding support from MEITY, Government of India, officials informed.

The project envisages leveraging technology to improve student-learning outcomes, assisting teachers through ICT enabled classrooms, building teachers capacity using online and offline platforms for teacher training, creating and providing digital content for the entire education system and support the District-State administration with relevant, accurate and timely data to inform policy decisions.

The project will look at School Education, Higher Education, Technical Education and Vocational Education.

The Scheme offers to set up a learning management system which will provide content mapped with the state syllabus to be used by teachers and students. The project is coupled with ICT at schools scheme which has a focus on secondary and higher secondary schools.The Learning Management System will further be extended to colleges, vocational institutes and ITIs.
