SEZ- A Catalyst for the Economic Growth

Special Economic Zones are capable of bringing multiple benefits to an economy in terms of creating jobs, augmenting exports, building infrastructure of international standards and inviting huge foreign investments. Besides these, some of the possible trickle down effects of SEZs on the host economy, include learning effects, Human Capital Development effect, demonstration effect, Technological & Knowledge transfers and so on.  This session will take an overview of the various contribution SEZs have made to the Indian economy in the last few years. The session would also highlight the role SEZs would be playing by catalyzing the Economic Growth and Development of India in coming years.

States’ Perspective on SEZs

The SEZ scheme has given leadership role to the State governments in identifying locations and private sector partners for developing these zones. The role of the State government is vital in development of these zones. However, different State governments differ markedly in the quality of their vision, their capacity of build infrastructure & the political constraints under they operate. Some of state governments like Maharashtra, Karnataka, Andhra Pradesh, Gujarat etc have also announced their State SEZ Policy. As a result, development of these zones say in Gujarat and in West Bengal is going to be on different lines. Besides, it has been observed that the industries department in certain states is playing a very pro active role by fast scrutiny and speedy forwarding of workable applications to Board of Approval.  In this session, Industry Secretaries of some dynamic states would present the role played by their government department and agencies in promoting these zones in their states.

Land acquisition and Rehabilitation – Emotional and Social Dimension Land acquisition and rehabilitation have brought in a lot of controversies, which have been impacting the implementation of SEZ in India. Since requirement of land is critical for implementation of SEZ, the dealings need to be transparent and smooth. People feel that state governments, who have been acquiring land, are not transparent and the process is not fair. This matter has to be taken care of by land acquisition laws. Rehabilitation of the affected families should be the top priority and responsibility of the SEZ developer and the respective state governments. The state governments need to adopt pragmatic land acquisition policies so that it does not lead to deprivation among the displaced, but becomes a win-win situation. However, we also need to be careful that we do not continuously send wrong messages to global investors. A balanced discussion on this issue would take place during this session.

SEZ-Global Experiences Though, SEZs is a new concept in India but country has witnessed couple of success stories in this sector. Just to name a few: Gem and Jewellery SEZ in Hyderabad, the textile SEZ of the Mahindras in Chennai, Nokia SEZ in Sriperambedur, Flextronics in Chennai, Apache SEZ in Nellore, Brandix Apparel SEZ in Vishakhapatnam, Divi Laboratories in Andhra Pradesh and the Rajiv Gandhi Technology Park in Chandigarh are the landmark achievements in this sector in India. This session would focus on sharing the experience though Presentations & Case Studies from the prominent SEZ developers. Countries like China (with great success), UAE, Malaysia, Jordan, Poland, Kazakhstan, Philippines, Russia and to some extent North Korea have experienced tremendous boost in their industrial growth on account of their successful implementation of SEZs. Thus, to understand global trends and international perspectives on SEZs, some international speaker from countries like China, Dubai, Sri Lanka, Bangladesh would be sharing their experiences with regard to SEZs through presentations.

SEZ implementation -Techno-Commercial and Financial aspects

A lot of Legal/Regulatory issues related with privately ownership, infrastructure provision, Land Management, Environmental Protection, Labor/immigration issues, Tax Evasion/Distortion, WTO Compatibility, MFA issues etc play an important role in the success of this scheme in a country. SEZ’s involve large magnitude of funding with reasonably long gestation for construction and attaining commercial viability. Lack of adequate response from the financial sector is a major issue with respect to SEZs.  This session would discuss latest amendments in SEZ Act & rules, Fiscal incentives, Regulatory benefits, Legal dimensions and other issues related issues. It would also discuss the role of Banks & Financial Institutions with respect to financing of Economic Zones. In addition it would concentrate on the issues like revenue loss, imbalances in economy, real estate motive Vs productive activity, islands of prosperity etc., which are creating a negative impact among the people about this policy and concept

Buyer Seller Meet

The Buyer Seller Meet is meant to have interactive meetings with Buyers (prospective investors/ unit holders) and Sellers (developers) from across the country considering the need of the time. It is to imbibe and instill among buyers that SEZ is one of the best destination for putting up their unit, thereby inspiring them to invest into these zones. The main objective of this part of the event will be:• To create one stop shop platform for Developers & prospective Unit holders. • To create the opportunity for select Indian developers to meet the Indian and global customers at one point. • To arrange the interactive one-to-one meetings with developers and buyers community. • To create atmosphere among the foreign customers to set-up their manufacturing facilities in India or to enter into a Joint Venture companies in India with local partners considering SEZ / EOU Schemes.
