5. PRESENTATION A. Solano Active Transportation Funding Cycles + Projects Update

Brent Rosenwald provided a presentation on the Solano Active Transportation Funding Cycles + Projects Update. Mr. Rosenwald explained that Transportation Development Act (TDA) Article funds are used for budget shortfalls to get projects completed on time. He added that the Active Transportation Program (ATP) is a competitive grant for bike and pedestrian related projects. Jason Riley asked if STA is planning to sponsor any projects for the Transportation Fund for Clean Air Program (TFCA) and Brent Rosenwald responded that he will check with Triana Crighton as she is the person who is managing the TFCA Call for Projects and will email him back. David Belef asked how far along is the design process and when construction will begin for the Vine Trail project. Sam Kumar responded that construction will probably begin in 2022. Brent Rosenwald added that he will also be emailing this presentation to all of the BAC members. Neal Iverson asked if the City of Vacaville is perusing any of these funds and Hannah Lee responded that the City of Vacaville is planning to apply for TDA funds for the project located at the intersection of Browns Valley Road and Clarecastle Way. Brent Rosenwald added that STA will be meeting with each jurisdiction to discuss about the different projects that are planning to apply for these types of funding sources. Jason Riley stated that not many local agencies have applied for the TFCA funds yet because they are currently checking if there are enough local funds to support the main cost of the projects before they apply for TFCA funds.

6. INFORMATION – DISCUSSION A. May is Bike Month Updates and Planning

Amy Antunano provided an update on May is Bike Month Planning. Ms. Antunano provided different marketing materials for the BAC members to review and may any necessary changes. Brent Rosenwald reminded BAC members to nominate a Bike Commuter of the Year. Amy Antunano confirmed the community bike ride time and location with Neal Iverson who stated that the bike ride will start at 6pm at Ray’s Cycle. Mr. Iverson also request to have a digital copy of the Vacaville Community Bike Ride so he can post it on his social media. David Belef request to create a flyer for the Bike Rodeo on May 2, 2020 from 9am to 1pm. Mr. Belef ask to remove “member” from the Bike Month schedule flyer under the Film Festival section. He also added that once he confirms with the theater on which film to play, he will let Amy Antunano know to list it on the schedule. David Belef noted that Bike Vallejo is planning to give out six bicycles during the month of May. Mr. Belef stated that there will be a contest for middle school students to submit answers to a list of bicycle related questions. Amy Antunano announced that Solano Mobility will be having a contest that involves the commuter platform which is currently on the Solano Mobility website where you can log your trips to receive points for using alternative transportation, and those points can be used to redeem gift cards. During the month of May, Solano Mobility will be hosting a Bike Challenge for Bike Month, once it is released, Ms. Antunano will notify the BAC to spread the word. Brent Rosenwald request the BAC’s input for the Draft Bike Survey Questions provided in the agenda packet and the members provided feedback for Mr. Rosenwald

to update. Neal Iverson recommended to include adding a Level of Comfort Bike Riding Scale and to provide both a paper survey as well as an online survey.

7. FUTURE AGENDA TOPICS & COMMITTEE COMMENTS Brent Rosenwald announced that there will be a new Dixon representative for the BAC, her

name is Jodie Stueve and she will be attending the May 7, 2020 meeting. The BAC members unanimously agreed to move the July 2, 2020 meeting to July 9, 2020 due to the holiday weekend.

8. ADJOURNMENT The STA BAC meeting adjourned at approximately 7:05 p.m. The next BAC meeting is set to meet at 6:00 p.m. on Thursday, May 7, 2020 at STA.

Background: The Solano County Agricultural Advisory Committee helps promote and protect the agricultural industry, public health, and the environment.

Discussion: After discussions between STA staff and Agricultural Advisory Committee Members (AAC) a mutual understanding was reached regarding the need for greater coordination between Bicycle Advisory Committee (BAC) members and AAC members. With this in mind, STA staff invited a few members of the AAC to come present at the June 18th BAC meeting. The AAC members provided insight into the role of their committee and demonstrated how a closer relationship with the BAC will benefit both committees going forward.

In order to ensure the success of this partnership, the BAC will vote to appoint a member to sit on the AAC. Moreover, STA staff will continue to distribute BAC agendas and materials to AAC members, ultimately allowing for them to participate in future meetings.

Fiscal Impact: None.

Recommendation: Approve the appointment of two member of the BAC to sit on the Solano County Agricultural Advisory Committee.

DATE: May 15, 2020 TO: STA BAC FROM: Triana Crighton, Assistant Planner RE: Transportation Fund for Clean Air FY20-21 Projects Update

Background: The Bay Area Air Quality Management District’s (BAAQMD) Transportation Fund for Clean Air (TFCA) is collected from a $4 fee on all vehicle registrations within the Air District’s boundaries. 60% of these funds are applied to the TFCA Regional Program, which is administered by BAAQMD. The remaining 40% is distributed to each Bay Area county Congestion Management Agency (CMA), and is called County Program Manager Funds.

BAAQMD, in coordination with the CMA’s, establishes TFCA policies for both programs annually. Eligible TFCA projects are those that reduce air pollution from motor vehicles, such as clean air vehicles and infrastructure, carpools/vanpools, shuttle bus services, bicycle projects, and alternative mode promotional/educational projects. The TFCA County Program Manager Funds available for Solano County projects in FY 2020-21 is estimated to be $372,341.

Southwestern portions of Solano County are eligible to apply for these funds. This area includes the cities of Benicia, Fairfield, Suisun City, and Vallejo, as well as the surrounding unincorporated areas. The Yolo-Solano Air Quality Management District provides similar funding (i.e. Clean Air Funds through a different process) for the remaining cities of Dixon, Rio Vista, Vacaville, and the surrounding unincorporated areas.

All eligible projects must meet cost effectiveness requirements related to the amount of emission reductions, and must submit monitoring reports twice a year. Past projects funded through the TFCA program include Class I and II bike facilities, Solano Mobility, and Safe Routes to School projects. STA staff aims to identify projects that align well with the goals of both BAAQMD and STA.

Discussion: At the February Board Meeting, the STA Board approved a funding allocation of $175,000 of FY 2020-21 TFCA funds for the Solano Mobility Program. These Rideshare and Employer Incentives programs are a cost effective and successful program in terms of air emission reduction benefits as calculated through BAAQMD’s TFCA program. It also remains a priority program for the STA Board to reduce congestion and to promote the use of travel alternatives in Solano County. Benefits of the program include marketing and promotion of commute alternatives through transit brochure distribution, vanpool formations, bicycle and pedestrian education, employer programs, marketing events, and incentive campaigns.

The STA Board, along with approving the funding for Solano Mobility, approved opening a Call for Projects for the remainder of the STA Program Manager funds. The Call for Projects was announced February 20th and closed on April 20th, 2020. STA received a total of ten applications. Applications were received from Cal Maritime, City of Benicia, City of Suisun City City of Vallejo, and Paradise Valley Estates. Additionally, the Board approved a setaside of $75,000 to be dedicated specifically to EV projects – this left $122,341 for capital projects.

These projects and allocations will be reviewed by Solano County’s BAAQMD representatives. When choosing the projects and allocations, STA staff considered the overall cost-effectiveness and potential to reduce greenhouse gas emissions. The projects will be brought to the TAC and STA Board for approval.

Fiscal Impact: The total funding amount requested for the TFCA County Program Manager funds was $428,521 -- STA has $372,341 available the FY 2020-21.

DATE: June 15, 2020 TO: STA BAC FROM: Brent Rosenwald, Planning Assistant RE: Transportation Development Act Article 3 (TDA-3) Fiscal Year (FY) 2020-21

Funding Update

Background: Transportation Development Act (TDA) funds are generated from a ¼ cent tax on retail sales throughout California. Two percent of the TDA funding generated is returned to each county in which it was generated in the form of TDA Article 3 (TDA-3) funds for bicycle and pedestrian projects. STA works with the Metropolitan Transportation Commission (MTC) to administer the TDA funds. MTC typically provides fund estimates each February, July, and October/November.

The Solano Transportation Authority (STA) works with member agency staff each spring to fund bicycle and pedestrian projects for the upcoming fiscal year, based on MTC’s fund estimates. TDA-3 funding requests are reviewed by the Bicycle Advisory Committee (BAC), and the Pedestrian Advisory Committee (PAC). Recommendations are sent to the Technical Advisory Committee (TAC) and ultimately approved by the STA Board of Directors. Funds must be spent within three fiscal years.

Discussion: The TDA-3 FY 2019-20 preliminary fund estimate from MTC is $420,000 with no funds carrying over from previous years. With the Call for Projects currently open, STA staff has begun internal discussions regarding the allocation of program funding for FY 2020-21. In light of the recently completed Solano County Active Transportation Plan, STA staff has been revising its Active Transportation priority projects list to include projects identified in the Plan. STA staff would like to engage the BAC regarding this newly revised list so that they will be able to review and comment on specific projects prior to submitting recommendations for program funding later this year. Looking ahead, STA will look to engage project sponsors and invite them to present at the next BAC meeting in in order to gain a clearer understanding of each project. After this, STA is aiming to have TDA recommendations sent to the Technical Advisory Committee by September and subsequently forwarded to the board for approval in October.

Fiscal Impact: The total funding amount available for TDA Article 3 funds in FY 2020-21 is $420,000.

Recommendation: None.
