The Maryland Recreation & Parks Association, Inc. (MRPA) is a non-profit, professional

association affiliated with the National Recreation and Park Association. The organization,

originally founded as the Baltimore Recreation Society in 1948, is dedicated to advancing

recreation and parks for all Marylanders. Hope Godwin, employed by the Baltimore City

Bureau of Recreation, was the first president. In 1950, the society expanded to include

recreation professionals throughout the state of Maryland and changed its name to the

Maryland Recreation Society. In 1960, the society once again changed its name to better

reflect its membership. The new name was the Maryland Recreation and Parks Society.

The current name, The Maryland Recreation and Parks Association, Inc. was formally

adopted in 1973.

Welcome to the Maryland Recreation and Parks Association Speakers Bureau.The Maryland Recreation and Parks Association (MRPA) is hoping to build the Speakers

Bureau into a strong educational resource for MRPA members.

Our designated speakers are experts in the field of Recreation and Parks and related topics,

who are eager to share their knowledge with individual agencies or at summits, symposiums

and special training events. Their training expertise falls in the category of Agency Coaching

and Consulting. This service is an extension of the Training and Development Committee

of MRPA. MRPA feels the Speakers Bureau can bring knowledge to your individual agencies

and increase the understanding of the profession.

The speakers in this pilot group are experts in their area and are well-versed in best

practices within the profession. All speakers are, engaging and passionate and have

spoken locally and nationally to a variety of learning communities.

All presentation topics are limited to subjects related to the Recreation and Parks but the

speakers can also create a customized training for your agency. Please view the complete

list of speaker topics within this booklet designed for the pilot period. When selecting a

topic, first consider the intended audience and then its area of interest.

The fee for a 3 hour (.3 CEU driven) Speakers Bureau Training is $1,500 for 50 staff. All

attendees will receive CEU’s if they meet the time requirement. Customized trainings,

extended hours and additional staff options can be negotiated.

LEADERSHIP LESSONS OF A CAREER PROFESSIONAL / LEADERSHIP SECRETS OF ATTILA THE HUN This instructional story is used to explore a wide variety of Leadership and Management concepts experienced throughout my 43 year career in the field of Public Parks and Recreation. This course can be adapted for either entry level, mid managers or as a review for more seasoned professionals.

Joe O’Neill has over 43 years of professional experience in the parks and recreation profession. He has lead operations in Community Center and Recreation Programming, Enterprise and Special Facility Operations and in the Park Maintenance Field. Prior to his recent retirement, Joe was the Maintenance and Development Division Chief for the Maryland National Capital Park and Planning Commission in Prince Georges County, MD. This position included responsibility for 187 career staff and an operating budget over $30 Million. Joe has taught at several college and universities, at the professional development schools at Oglebay Park in Wheeling WV, and has presented at a number of state and National Conferences on a wide range of parks and recreation related topics. Throughout his career, Joe has served in leadership capacities including as the President of the National Recreation and Parks Association and as President of the Maryland Recreation and Park Association.

This session will allow participants to gain insight on their own happiness and better understand the intentional happiness they can create every day at home and at work. “Let’s Go Get Happy!”

PART-TIME JOB; FULL-TIME COMMITMENT: CUSTOMER SERVICE TRAINING FOR SEASONAL AND PART-TIME STAFFSeasonal and part-time staff can have a tremendous impact on a customer’s experience and the bottom line but are often made to feel “extra” instead of “extraordinary”. Dr. Mo launched her company “Let’s Go with Dr. Mo, LLC” in 2016 and has enjoyed training, consulting, team building, and delivering keynotes ever since! She has taken a special interest in working with the Maryland Recreation and Parks Association Leadership Institute and Training Committee over the past four year. Dr. Mo worked as a practitioner in Corporate Adventure, Campus Activities, Intramural Sports, and Community Recreation prior to teaching Recreation & Parks Management for sixteen years for both CCBC Catonsville and Frostburg State University. She helped to create and launch the MRPA Student Mentor Program in 2003 and received a Presidential Award of Mentor Emeritus in 2016.

She received her Ph.D. from WVU, where her research focused on the empowerment of women in the outdoors. Her career has spanned many areas, but her passion has always been to help groups learn, laugh, and play while building a stronger team. As a former practitioner and educator, Dr. Mo applies the three E’s: Educate, Engage, and Entertain so everyone can walk away gaining valuable information, reap the benefits of working together, and have some fun in the process. She has recently been appointed to the National Advisory Board GP RED, which focuses on Research, Education, and Development for Health, Recreation, and Land Agencies. NOT ANOTHER MEETING? ESSENTIAL MEETING MANAGEMENT AND FACILITATION SKILLSWe spend a lot of our work week both in and running meetings. Although meetings are necessary, we need to explore fundamental steps to running an effective and efficient meeting. The participants will examine symptoms of ineffective meeting and facilitation techniques that keep tasks moving forward and make it fun! “Let’s Go to an Efficient Meeting!”

WHY CUSTOMER SERVICE IS IMPORTANT FOR MAINTENANCE EMPLOYEESPark and recreation agencies depend on their hard working maintenance staff to provide safe, clean and functioning facilities for the public. Budget restraints and reduced staffing puts more front line customer service needs on the maintenance staff. We will define why customer service is so vital to our facility maintenance and using fun exercises, learn how to interact with our visitors. THE ROLE OF THE TRAINEROutside training for park and recreation employees can be hard to find and expensive. This session will look into “training the trainer” and how they will fit into an agency’s needs. We all have strengths and weaknesses and a variety of instructional talent. Learn various competencies and training strategies to make you a better instructor.

Jeff was employed in the Maryland Park Service since 1978. He started at Seneca Creek State Park as a seasonal employee and after a short, but rewarding experience working with youth as a Therapeutic Wilderness Counselor in North Carolina, Jeff moved back to Maryland, and was hired as a Park Ranger at Sandy Point State Park. He later was promoted to Assistant Manager at Rocky Gap State Park. Before his retirement in 2012, he was asked to be a Training Division Supervisor in charge of the State Park Ranger School. Jeff received commendations for his service as the statewide coordinator for the Volunteer Ranger program and for his efforts in developing the training website. Jeff was also the recipient of the Richard A. Johnson Environmental Education Award for his role as a mentor to future leaders in promoting environmental stewardship. He has been a member of MRPA since his career started. He has served on the Membership Committee and the PARC Branch Board as a Member-at-Large and Chair and received its Tree Hugger award. Jeff has led the MRPA Ranger School and has assisted with various training opportunities at MRPA Membership Workshops and the Annual Conference.

TRAINING TOPICSSITUATIONAL AWARENESS IN THE WORKPLACE – PLAYING OFFENSE & DEFENSEWe see and hear about workplace violence everyday. Working in a park or recreation facility will not keep you from the possibility of a dangerous or violent confrontation with the public or even one of your co-workers. The session will have exercises that demonstrate proactive methods and if needed, reactive methods to keep you and your facility safe. NATURAL & HISTORICAL INTERPRETATION AS AN ENFORCEMENT TOOLHow can you prevent illegal behavior, out of control visitors, and dangerous situations by what you do best…interpreting the natural and historical resources of your park or recreation facility. Using education over enforcement techniques and some “verbal judo”, you can transfer authority from your agency to those things in nature or history that have their own requirements.

Bill Tyler is a native of North Carolina with 33 years of work experience and 26 years in the Leisure Services, Fitness and Recreation Management field. He earned his Bachelor of Science Degree in Counseling Psychology with a minor in Physical Education and Recreation Management from the University of North Carolina, Pembroke.

His work experience includes the Federal Government: Library of Congress, Director of Health Promotion Services, YWCA, Metropolitan Area Executive Director of Bowie YMCA, Metropolitan Area; President and CEO of Tyler Fitness and Associates Personal Training and Fitness; Regional Supervisor & Division Chief of Montgomery County Department of Recreation; Division Manager of the City of Las Vegas, Department of Leisure Services; and Bureau Chief/Assistant Director of the City of Baltimore; and Division Chief of Maryland-National Capital Park and Planning Commission, Montgomery County Parks Department.

Bill is a member of various professional organizations and committees, including the National Recreation & Parks Association and MRPA. He’s received certifications in Diversity Training from the Multicultural Institute of Washington and City of Las Vegas Diversity Champions training program. He has graduated and received certificates of completion from the National Recreation & Parks Executive Development School and Montgomery County Leadership Development Institute.
