Jean-Claude Depail GIE PresidentGDF SUEZ, Member of the ExCom

Born in 1949, Jean-Claude Depail holds an engineering degree from ENSEM (Nancy), as well as master’s degrees in physics and economics.

Jean-Claude Depail joined Gaz de France in 1973. He started out in the Economic Research Department of the Economic and Commercial Division. In 1978, he transferred to the Transportation Production Division, where he became head of the Research Department in 1983. In 1986 he was appointed Regional Delegate in Angouleme with the Compagnie Française du Méthane, a subsidiary of Elf, Total and Gaz de France. In 1990, he returned to Gaz de France as Director of the Normandy Region of the Transportation Production Division. In 1993, he joined the Sales Division, in charge of relations with major industrial accounts. In that capacity, he was responsible for preparing the sales organization of Gaz de France for large accounts following the adoption of the first gas directive in 1998. In 1999 he became head of Key Accounts at Gaz de France. In 2000, Jean-Claude Depail was appointed Sales and Marketing Director for Gaz de France Négoce. In July 2003 he was appointed Director of the Trading Division in charge of gas supplies, natural gas management, optimization and sales to major clients.

Since July 2007, he had been Chief Operating Officer of the Global Gas & LNG Business Line.

On March 4, 2010, he was appointed Executive Committee member in charge of the Infrastructures business line.

Mr. Depail was elected as GIE President on 24 June 2010.

David Mundell Scotland OfficeParliamentary Under Secretary of State

David Mundell grew up in Newton Wamphray and Lockerbie. Attending Lockerbie Academy in Lockerbie, before going on to study law at the University of Edinburgh, also gaining a Diploma in Legal Practice. He has also received an MBA from the University of Strathclyde Business School.

He went on to work as a solicitor before joining BT as Group Legal Advisor for Scotland in 1991. He became BT Scotland’s head of national affairs, remaining with BT until becoming an MSP. He was a councillor in Annandale and Eskdale from 1984-6 and on Dumfries and Galloway council for another one until 1987, when a student. He is a member of the Law Society and Writers to the Signet.

He was elected to the Scottish Parliament in 1999 and 2003 as a list MSP for the South of Scotland.

In the 2005 general election, he was elected as MP for the Dumfriesshire, Clydesdale and Tweeddale constituency. He was the Shadow Secretary of State for Scotland and a member of David Cameron’s Shadow Cabinet.

Chris TrainNational Grid Network Operations Director

Chris Train is currently responsible for the real time operation of National Grid’s electricity and gas transmission networks in the GB, forward energy trading and balancing services, operational forecasting, planning and policy. Additionally he is responsible for the Companies CCS development.

Chris Train has over 20 years experience within the energy and utility sector. Chris led the National Grid acquisitions of Keyspan and New England Gas in the north east US. These transactions followed the successful sale of half of National Grid’s UK gas distribution Networks.

In his early career Chris held a number of engineering regulation and commercial positions. Chris is a Chartered Engineer and a member of the Energy Institute, the Institution of Gas Engineers and Managers, and the Chartered Institute of Marketing. He has extensive experience operating in the commercial and regulatory environment in the UK, US and Europe.

Jean-Arnold Vinois European Commission, DG ENER Head of Unit

Jean-Arnold Vinois began his career in 1975 as barrister and later as legal adviser to UNICE, the Federation of European Industrialists and Employers. In 1987, he joined the European Commission where, since 1992, he occupied within the Directorate General for Energy and Transport, several management posts dealing successively with human and financial resources, trans-European networks, transport research, railway transport and interoperability.

Since April 2006, Mr. Vinois is Head of the Unit responsible for Energy Policy and Security of Supply, dealing with the Strategic EU Energy Review, the security of gas supply and the development of trans-European energy networks.

Stephane Bourgeois started on 2 May 2011 to lead the Regulatory Affairs Unit of EWEA’s Policy Department. On top of his supervisory role, he is in charge of strategic and transversal issues including the 2050 energy roadmap.

French and Swiss national raised in Italy, he graduated in European Affairs at Sciences-Po after having studied Law, Political Science and Geography in Paris, London and Berlin. He has worked in the European Parliament from 2006 to 2011. For the last three and half years he was Fiona Hall MEP’s Head of Office and Energy Researcher, working notably on the Renewable energy Directive, the Third Energy Liberalisation Package and the Energy Performance of Buildings Directive.

Andy BarrettIHS CERASenior Associate

Andy Barrett has over 30 years of experience in the international energy industry. Currently a Senior Advisor with IHS CERA, he was previously a founding Executive Vice President and Board Member of BG International – now BG Group, where he was responsible for the company’s overall strategy and portfolio development together with regional responsibilities for South America, East Asia, the Middle East and parts of Europe and UK.

Prior to this he headed BG’s international downstream business including pipeline, distribution, power generation and LNG activities. Before BG he was with Shell in a variety of business areas.

With IHS CERA he has advised several resource-holding governments on policy and institutionalizing energy planning, and is a leader in IHS CERA’s current European Policy Dialogue program. Over the past 18 months he has led the study for the Caspian Development Corporation sponsored by the European Commission, the World Bank and the EIB.

Mr. Barrett has doctorate and masters degrees from Oxford University in chemistry, has qualified as a chemical engineer and is an alumnus of Wharton Business School.

Jim WardNational Grid Carbon CCS Business Lead

Jim Ward is responsible for CCS developments in National Grid. He graduated from Imperial College in Chemical Engineering and was with BP for 10 years in various commercial roles in oil and gas, working in European and Asian markets. He left BP to run the fuels side of a power generation business in Australasia. On his return to the UK, Jim was a director of BG’s gas storage business before joining what is now National Grid’s transmission business. Here he was responsible for auctioning gas transmission capacity, its associated risk management, as well as managing emissions and gas risk. When National Grid reviewed its strategy and role in the climate change arena, facilitating government targets, Jim identified and has since championed the development of new-build network solutions for CCS (or shared use pipeline developments) as well as potential re-use of NTS assets.

Laszlo Varro International Energy Agency (IEA) Head, Gas, Coal & Power Markets Divisions

Laszlo Varro is Head of the Gas, Coal and Electricity Markets division of the International Energy Agency since March 2011. The division is responsible for covering gas and electricity markets, providing medium term outlooks for supply and demand fundamentals as well as policy analysis including market design and supply security policies. It publishes research papers and contributes on its field to a wide range of IEA publications.

From June 2008 to March 2011 he was Director for Strategy Development, overseeing the portfolio development and strategic planning activities of MOL Group. Previously, as the Chief Economist of MOL Plc his role was to oversee energy economics in MOL and provide a professional support for executive decisions on a wide range of issues in macroeconomics and energy economics. Before joining MOL in March 2005, amongst other positions he was the Director of Price and Economic Analysis of the Hungarian Energy Office, the national regulator.

Laszlo Varro earned a graduate Diploma in Economics at the University of Cambridge, UK after finishing his undergraduate studies at the Budapest University of Economics and the Colorado State University.

Margot Loudon EUROGAS Deputy Secretary General

After graduating from London University (BA Honours PhD), Margot Loudon worked with British Steel and then with the Nationalized Industries Chairmen’s Group (NICG) based in London.

In 1984, she began her career with the gas industry in the capacity of Financial Analyst with British Gas plc. Seconded by British Gas to Brussels in 1986, she worked in the Secretariat of Comité d’Etudes Economiques Gaz, and was appointed Deputy Secretary General in 1990 of Eurogas, then the organization representing integrated gas sector interests.

Therefore Ms. Loudon has participated in the debate on the internal gas market since its inception in late 1980s, working with the gas companies in Europe, in close contact with policy makers of the Commission and European Parliament. In more recent years, Ms. Loudon’s work has embraced not just strategic considerations argued by the gas sector (today from the wholesale and retail supply perspective), but the highly technical regulatory issues discussed, notably by the Madrid Forum, and in dialogue with CEER and ERGEG, giving her understanding of policy makers’ objectives as well as a detailed working knowledge of companies’ interests and concerns.

Karen Sund has worked with the commercial and strategic side of gas for two decades in more than 20 countries. She has a wide outlook, not only geographically, but across value chains and sectors, all useful in developing scenarios for future energy that take in prices, behaviour and policy. This has been particularly useful in working on global strategies for large gas exporters, supporting regulators for upstream, introducing gas to new countries, helping utilities meet market liberalisation or even supporting clean tech in finding profitable business models. Karen is used to adjusting business models to client’s perefered level of risk-taking, making them robust to future uncertainty so as to maximise upside without risk discomfort among investors/ shareholders.

Dr. Walter Boltz was elected Vice Chair of the Board of Regulators of the Agency for the Cooperation of Energy Regulators (ACER).

Since 2001, Mr. Boltz is Chair of E-Control, the Austrian energy regulatory authority. Since December 2005, he also holds the post of Vice President of the Council of European Energy Regulators (CEER), Vice Chair of the European Regulators Group for Electricity and Gas (ERGEG) and he chairs ERGEG’s Gas working group. From 2004-2005 he was President of the Association of Issuing Bodies (AIB).

Monica MerliMoody’sManaging Director, Infrastructure Finance

As Managing Director for Moody’s EMEA Infrastructure Finance Team, covering utility, infrastructure and project finance sectors, Monica Merli’s responsibilities include overseeing the ratings of companies involved in electric, gas and water utilities and infrastructure in theregion. Monica Merli has authored a number of rating methodologies for the UK water sector and other infrastructure sectors.

Monica Merli joined Moody’s in December 1998 from Dai-Ichi Kangyo Bank, where she worked as an analyst in the bank’s credit research and supervision division. Prior to her banking experience, she had more than 5 years of accounting and corporate finance experience with a leading UK Chartered Accountants group.

Monica Merli holds an Economics and Business degree from the University of Florence, Italy, and is an alumnus of the London Business School where she completed the Corporate Finance Programme.

Heiko Ammermann, Principal at Roland Berger Strategy Consultants, holds a degree in economics and has over six years of experience in the area of authorisation and regulation.

He has carried out several projects for wind developers in offshore parks and brings experience from the authorisation and realisation of projects in the oil and gas sector. In one of his recent projects, he was responsible for the project-specific design and coordination of a transboundary authorisation process, involving four national authorisation process as well as an overarching international consultation process involving nine countries. Mr Ammermann is currently working on two studies for the European Commission to assess challenges in the authorization and financing of TEN-E infrastructure.

Mr. Boltz spent several years working in different positions for the EDP department of an Austrian banking group. He then managed the Austrian branch of an international consulting group in the fields of management and technology consulting. From 1991 to 1996 he worked for an Austrian commercial bank in Central and Eastern Europe, among his responsibilities was the restructuring of energy companies. From 1996 to 1999, he was member of the board of a major German consultancy company, and from 1999 to 2001, member of the board of Pricewaterhouse Coopers Management Consulting, in charge of “Energy & Utilities. Walter Boltz graduated from high school in both the USA and Austria and holds a Degree in Applied Physics from the Vienna University of Technology.

Monique Delamare holds a degree in Engineering. She began her career in the Entrepose Group then joined Total in 1981.

From 1990 till 2004 she took part in the project management of various offshore oil projects. She occupied several project manager positions around the world: The Netherlands, Great Britain, the Middle East, Nigeria and Mexico.

After having been responsible for the construction of the Altamira LNG terminal in Mexico she joined TIGF at the end of 2006 as Operations Director. Since 2008 she was appointed Managing Director of TIGF where she has been following the evolution of the gas market and leading the development of TIGF to operate under the third energy package.

TIGF is now a well positioned gas player whose mission is “to offer natural gas transport and storage services, to develop interconnections with Spain and to contribute to the European security of supply”.

Marcel Kramer South Stream CEO

Marcel Kramer, a Dutch national has been directing the South Stream pipeline project since September 2010.

His career began in the mid-70s when, immediately after graduating from the Faculty of Law of Nijmegen University, he took up a role in the Department of Oil & Coal at the Ministry of Economic Affairs of the Netherlands.

From 1979 Mr. Kramer held a number of international energy-related positions at NATO Headquarters in Brussels and Oil Industry Division at the International Energy Agency in Paris. His next move (1988) was to Canada, where he spent almost four years in Calgary as Director of Crude Oil Supply and Trading in Petro-Canada.

In 1992 he returned to Europe to work for Statoil, which saw him take up several key management positions in Norway, Bangkok, Singapore and Caracas over a period of twelve years. In 2003, Mr Kramer joined Gasunie in The Netherlands and he was appointed Chairman and CEO in 2005. At the time of his retirement from Gasunie, in the Summer of 2010, Mr Kramer was awarded the title of Officer in the Order of Orange- Nassau by Her Majesty Queen Beatrix of the Netherlands, in recognition of corporate and social achievements for the benefit of the country. At the same time, he was invited by the CEO of Gazprom to lead the South Stream pipeline project.

Marcel Kramer is the current President of the Royal Dutch Gas Association, and is also professionally involved in several international energy-related organisations, such as the International Gas Union and the International Association of Energy Economists. He is a member of the Supervisory Board of Royal Boskalis Westminster, a major internationally active dredging and towage company based in The Netherlands, listed on the stock exchange AEX.

From November 2007 to June 2010 Marcel Kramer was President of GIE - Gas Infrastructure Europe.

Marija Savova VelkoskiTrans Adriatic Pipeline (TAP) AGCommercial Manager

Ms. Marija Savova Velkoski joined TAP project as Commercial Manager in May 2009. She holds a postgraduate degree in Energy Engineering from the Technical University of Denmark.

Ms. Velkoski is a senior pipeline engineer with extensive project management and consulting experience in the field of natural gas. She was involved in a number of international studies and projects on networks planning, gas demand and supply analysis, as well as gas regulation related to gas market opening and liberalization. Ms. Velkoski also worked on studies related to security of gas supply and gas storage for the European Union.

Prior to joining TAP, Ms. Velkoski worked as a Director of Department for Studies and Planning at the Danish consulting company Ramboll Oil & Gas. In this position she was engaged as a technical key expert for the Romanian gas regulator on development on Network Codes for Third party Access to the transmission network, regulation of gas shipping activities and establishment of a gas exchange market in Romania. She also worked on Network Codes for the Polish gas company POGC, and on models related to the gas market opening in Denmark.

In her current position with TAP, Marija leads a team of specialists responsible for the development of the Gas Transportation Agreement and the transmission tariff for the future pipeline and the TPA exemption process and provides necessary commercial input to the permitting process.

She is based in the TAP project’s headquarters in Baar, Switzerland.

Since 2006, Dirk von Ameln holds the position of Permitting Director for Nord Stream AG.

Nord Stream AG is an international joint venture established for the planning, construction and subsequent operation of the new offshore gas pipeline through the Baltic Sea. Russian OAO Gazprom holds a 51 percent stake in the joint venture. The German companies BASF SE/Wintershall Holding GmbH and E.ON Ruhrgas AG hold15.5 percent each, and the Dutch gas infrastructure company N.V. Nederlandse Gasunie and the French energy company GDF SUEZ S.A. each hold a 9 percent stake.

Dirk von Ameln started his career as a research assistant at the Mining Science Institute of Aachen University of Technology and, from 1988 onwards, he hold the position of senior engineer. Subsequently, he took a position at Ruhrgas AG. He was responsible for the planning, execution and all authorization procedures of various major pipeline systems. In addition, he was acting attorney of MEGAL Mittel-Europäische Gasleitungsgesellschaft GmbH and a member of the group responsible for negotiating the contracts establishing NETRA Norddeutsche Erdgas Transversale GmbH & Co. KG.

From 1996 until 1999, Dirk von Ameln worked as Gas Marketing Consultant for Shell International Gas, London. From 1999 to 2004, he was Manager Pipelines and Materials for Ruhrgas AG. In 2005, Dirk von Ameln took on the position as Director of the Technical Division and Member of the Management Board of E.ON Gaz Romania in Târgu Mureş, Romania, with 18.000 km of distribution grid and some 7,000 employees in the Technical Division alone.

Dirk von Ameln studied mining science at Aachen University of Technology. In 1985, he was awarded the degree of Diplom-Ingenieur (Dipl.-Ing.) and, in 1989, a doctorate (Dr.-Ing.).

Jean-Marc Leroy is the CEO of Storengy, a new company of GDF SUEZ, dedicated to underground storage of natural gas in France and abroad.

Since 2005, Jean-Marc Leroy has been in charge of storage infrastructures and LNG terminals of GDF SUEZ. From 1997 to 2004, he has been active at Gaz de France head office in several key positions: Manager of the President’s Office, secretary of the Board, Deputy Vice president of the Strategy Division, Vice President in charge of Exterior Relations and Internal Communication. Jean-Marc Leroy started his career in Electricité de France (EDF). In 1994, he moved to Gaz de France as Deputy Vice President of Gaz de France Transmission Division.Jean-Marc Leroy is also President of GSE – Gas Storage Europe, representing gas storage operators in Europe.

Dik Paul is Commercial Projects Manager for NL and Germany and EU Regulatory Affairs Manager for Shell Upstream International Europe. In this role he is responsible for delivery of the commercial projects and commercial scope of Shell upstream development projects in the Netherlands, Germany and the UK southern North Sea and is also responsible for decision taking, delivery and coordination of pan EU Regulatory Affairs matters within Shell International Upstream Europe.

Dik joined Shell in 1993 after his national service in the Royal Dutch Navy where he lectured at the Royal Dutch Naval Academy. He has a Masters degree in Chemical Engineering from the Technical University in Delft, the Netherlands.

In Shell he started with various upstream operations and project management roles in Europe. Later he became head of business planning and economics in Oman, followed by various commercial roles in the UK and the Netherlands. These commercial roles spanned from business development (including storage opportunities), lead negotiator, infrastructure development and access, to joint venture set-up and joint venture management on behalf of Shell in various EU countries (Netherlands, UK, Germany, Italy and Norway).

Dik is also a Vice President of GSE - Gas Storage Europe, responsible for the Market Vision Working Group.

Ken Culotta is a partner in King & Spalding’s Houston office, a founding member of the firm’s London affiliate, King & Spalding International LLP, and a visiting partner in the firm’s Frankfurt office. He is a member of the firm’s Global Transactions Practice Group.

Mr. Culotta represents a broad spectrum of energy and natural resource industry clients, including oil and gas producers, transport and storage providers, power, LNG , CNG and CAES developers, energy marketers, service companies and mining companies, including private equity funds and other investors in these sectors. His practice focus includes cross-border energy transactions, and the unique public and private law issues involved in structuring, documenting and negotiating these transactions.

Mr. Culotta received his B.A. from The University of Texas in 1979, and his J.D. at The University of Texas School of Law in 1985. Mr. Culotta also did graduate work at the University of Freiburg (1980-1981).

Francisco de la Flor Garcia has been working in the natural gas business since mid eighties. He has worked in several companies holding various positions and having responsibilities for commercial, technical, procurement, international and planning issues. He is currently Director of Regulation in Enagas since 2002.

At the same time, he is a Professor for University postgraduates at the Global Development Learning Network, belonging to the World Bank, and lecturer in many other training courses and fora.

He holds university degrees in Chemical Engineering and in Economics Sciences and Business Management. He has completed a Business Administration Executive Program at the IESE Business School and followed doctorate studies in Economics.

Francisco is President of GLE - Gas LNG Europe.

Jaime del Álamo has a Degree in Mechanical Engineering and a Master in Automotive Engineering by the Polytechnic University of Madrid (Spain)

His last employment was as technical assistant for the Spanish Ministry of Environment, Air Quality Department. He represented the institution in various international technical working groups (EC, ISO, UNECE) and was responsible of the elaboration of national strategies for the Ministry; main field of activity: transport and environment.

At present he is the Technical Manager of NGVA Europe (European Natural & bio Gas Vehicle Association). He is coordinating the technical activities inside the association, and he is actively participating in different EU/UN Working Parties and following the Brussels & Geneva technical Roadmaps. He is assisting the members with their technical issues and elaborating technical reports and communications.

Peter Clarke is currently located in Houston, USA and is responsible for strategy, planning and business analysis for ExxonMobil’s global natural gas and power marketing activities. Prior to this assignment he was a Director of ExxonMobil Gas Marketing Europe Limited, located in Leatherhead, UK and was responsible for ExxonMobil’s natural gas marketing in Europe. Peter has gained broad experience of the global natural gas business working initially in Exxon Company International’s gas department headquartered in New Jersey, USA and later, following the merger with Mobil Corporation, in ExxonMobil’s Gas & Power Marketing Company located in Houston, USA. He has held various management positions in ExxonMobil’s gas and LNG marketing organizations in the USA, Europe and in Asia.

Early in his career he held various positions in Esso’s fuels marketing, supply and trading organizations in Ireland, UK and France.

Peter is a graduate in Mechanical Engineering at University College Dublin.

In 1996, he took over as Head of the Legal Department at E.ON Ruhrgas International AG (formerly Ruhrgas Energie Beteiligungs-AG) before becoming a member of the Management Board in May 2004. While at E.ON Ruhrgas International, his main focus was on the acquisition and development of the company’s foreign shareholdings in Western and Central Europe. During this period, he also served on several supervisory and management boards.

Stephan Kamphues has been CEO of Open Grid Europe, formerly E.ON Gastransport GmbH since March 1, 2008. He was elected the first ENTSOG President in December 2009 and he is also President of GTE - Gas Transport Europe.

Jean-Arnold Vinois began his career in 1975 as barrister and later as legal adviser to UNICE, the Federation of European Industrialists and Employers. In 1987, he joined the European Commission where, since 1992, he occupied within the Directorate General for Energy and Transport, several management posts dealing successively with human and financial resources, trans-European networks, transport research, railway transport and interoperability.

Since April 2006, Mr. Vinois is Head of the Unit responsible for Energy Policy and Security of Supply, dealing with the Strategic EU Energy Review, the security of gas supply and the development of trans-European energy networks.

Alberto Pototschnig ACERDirector

On 6 May 2010, the Administrative Board of the Agency for the Cooperation of Energy Regulators (ACER) designated Alberto Pototschnig as the first Director of ACER.

Alberto Pototschnig was a Partner and Deputy Chairman of Mercados Energy Markets International, an international consultancy company specialising in the energy sector, as well as an Adviser to the Director of the Florence School of Regulation. Alberto is an economist and econometrician by training with extensive experience in energy policy, regulation and market design issues, with a focus on European markets. After seven years in the consultancy business with London Economics, Alberto joined the Italian Energy Regulatory Authority in 1997. As the Director of electricity regulation, he was responsible for the design and implementation of technical and economic regulation for the electricity sector. In 2000 he was appointed CEO of the Italian Electricity Market Operator, and later worked at the Italian Transmission System Operator (TSO).

Alex BarnesEFET Chairman Gas Capacity WG

Alex Barnes is Chairman of the EFET Gas Capacity Work Group, and Head of Regulatory Affairs for Gazprom Marketing & Trading (GM&T) Limited, based in the UK.

After joining GM&T in 2009 he established the Regulatory Affairs team which covers gas, power and carbon regulation in the countries in which GM&T operates. He has 20 years experience in the oil and gas industry, focusing on the gas industry for the last 15 years. Previously he has worked for Total where he worked in downstream oil in the UK, and then as Business Planning Manager for Total Gas Marketing when the UK was liberalizing its gas market in the mid 1990s. After 3 years working in Paris on gas market analysis and LNG, he moved back to the UK and joined BG Group as Regulation Manager. There he was involved in projects such as the Dragon LNG terminal at Milford Haven where he led the team that secured exemption from third party access under the Second Gas Directive, and the development and implementation of the EU gas legislation. In the UK he has had considerable experience of the development of the Network Code governing access to the gas network, including capacity allocation mechanisms and balancing rules. For 3 years he was a shipper representative on the UK Network Code Modification Panel which advises Ofgem on the suitability of proposed changes to the Code.

He has an MBA from Henley Management College, and a degree in Politics, Philosophy and Economics from Oxford University.
