Jean-Marc Leroy GIE President

Since 1 July 2015, Jean-Marc Leroy is Senior Vice President at the Infrastructure Business Line of ENGIE. Prior to that, between January 2009 and July 2015, he was Chief Executive Officer of Storengy, the underground gas storage operator of ENGIE. He previously held several senior positions in the infrastructure business: Deputy Vice President of the gas transmission division at Gaz de France and responsible of LNG terminals and storage activities of GDFSuez.

Jean-Marc Leroy has been member of the GIE Board since 2005 and served as GSE President from 2008 to 2012.

Mr. Leroy was elected as GIE President on 13 November 2015.

Georgi Gegov Executive DirectorBulgartransgaz

Georgi Gegov holds a MS in Law from the University of National and World Economy. He specialized „Strategical economic development of the energy market“ in Energy Delta Institute, Groningen.

From 2003 to 2006 Mr. Gegov was Legal Adviser in Bulgargaz ЕАD. As of February 2007 to January 2011 he was Chairman of the Board of Directors of Sofiiski Imoti EAD. In the period December 2009 - July 2010 he was a Chairman of the BoD of Bulgargaz EAD. From July 2010 to November 2013 Mr. Gegov was a Chairman of the BoD of Bulgartransgaz EAD. As of December 2010 to September 2013 he has been Executive Director and Member of the BoD of South Stream Bulgaria. From January 2015 he holds the position of Executive Director and Member of the Management Board of Bulgartransgaz EAD. In December 2015 Mr. Gegov was elected as a Member of the ENTSOG Board.

Mirek Topolánek is a Member of the Board of Directors at eustream, the Slovak gas TSO.

In 1996 he started his political career as Member of Czech Parliament. From 2006 to 2009 he was the Prime Minister of the Czech Republic. In 2009 he was President of the European Council. In this year he was actively involved in solving the gas crisis and had organized 1th Southern Corridor Summit.

After leaving high politics he has been active in energetics business and educational activities. In 2011 he was elected the Chairman of the Association for the District Heating of the Czech Republic (ADH CR). He is also Chairman of the Supervisor Board of the Opatovice Power Plant. From 2013 to 2014 he was appointed as the Director for Development & Foreign Relations in company NAFTA Bratislava. Since November 2014 he has held position of the Director of International Development and Public Affairs Director in Slovak TSO Eustream. Since 11 August 2015 he has been a Member of the Board of Directors of Eustream.

He graduated from the Faculty of Mechanical Engineering at the Technical University in Brno. He started his professional career as a senior designer in Automation and Mechanization, OKD Ostrava, later as Specialist of Measuring & Control Systems in Energoprojekt Praha. From 1991 to 2003 he became Executive Director, later Chairman of the BoD at company VAE, a.s. (EPC Company in Energy Sector).

Keynote AddressBoyko Borissov Prime Minister Bulgaria

Boyko Borissov is the Prime Minister of the Republic of Bulgaria since November 2014 and also served as Prime Minister from 2009 to 2013.

On November 10, 2005 he was elected Mayor of the Capital City of Sofia by virtue of Sofia Municipal Council Decision No 270/06.11.2005.

He was Member of Parliament from the Parliamentary Group of GERB PP in the 42nd National Assembly ( May 21, 2013-July 24, 2014) and has been the leader of PP GERB since January 10, 2010.

From 1985 to 1990 he worked as a lecturer at the Higher Institute for Police Officers Training and Scientific Research of the Ministry of Interior. He received a PhD for his dissertation thesis “Psycho-Physical Training of the Operational Staff”.

In 1990 he left the Ministry of Interior and in 1991 established IPON-1, one of the largest security companies in the country and corporate member of the International Association of Personal Protection Agents (IAPPA). Boyko Borissov is an individual member of IAPPA.

On September 1, 2001 he was appointed Secretary General of the Interior Ministry by Decree No 194/2001 of the President of the Republic of Bulgaria. He was promoted to ‘Colonel’ pursuant to an ordinance of the Minister of Interior. He was awarded the rank of ‘Major General’ by Decree No 32/2002 of the President of the Republic of Bulgaria. On June 25, 2004 he was awarded the rank of ‘Lieutenant General’.

Maroš Šefčovič is a Slovak diplomat and the current Vice President of the European Commission, in charge of Energy Union.

He was previously European Commissioner for Interinstitutional Relations and Administration from 2010 to 2014. His area of responsibility includes the administration of the Commission, including management of some of the Commission’s Internal Services; in particular consolidation of administrative reform, personnel and administration, European Schools and security. A recent nomination would have him be promoted to the Vice President of the Commission for the Energy Union, he was previously slated to become the Commissioner for Transport.

Ms. Temenuzhka Petkova was elected Minister of Energy on November 4, 2014 by the 43rd National Assembly.

From 1992 to 2000 Temenuzhka Petkova held the posts of auditor and financial expert at the State Financial Control Department - Sofia. Her professional career continued at the Public Financial Inspection Agency as a state internal auditor and Head of department. Since 2007, she has been Director of the Organization and Implementation of Inspection Activities Directorate in the Public Financial Inspection Agency (PFIA).

From 2010 to 2013, she was Director of the Public Financial Inspection Agency.

Temenuzhka Petkova served as Deputy Minister of Finance in the caretaker government of Prof. Georgi Bliznashki. As Deputy Minister of Finance, Temenuzhka Petkova was responsible for the Taxation and Internal Control Directorates in the Ministry of Finance, the National Revenue Agency, the National Customs Agency, the Public Financial Inspection Agency and the State Commission on Gambling.

She is a graduate of the University of National and World Economy in Sofia, Bulgaria. She holds a Master’s degree in Accounting and Control. She completed trainings in Internal Audit in the Public Sector at the Ministries of Finance of Ireland and Great Britain, and in State Financial Inspection at the Ministry of Finance of Portugal.

Piotr Szymanski hails from Warsaw, Poland. He studied physics at Warsaw University, and went on to complete a PhD in experimental particle physics at the Institute for Nuclear Studies in Swierk, Poland. He worked as a research associate at the Rutherford Appleton Laboratory, UK and the J-W Goethe University in Frankfurt, Germany as well as a Staff Member at the European Organization for Particle Physics (CERN) in Geneva, Switzerland. He holds a habilitation in physics and is the author or co-author of more than 200 scientific papers in various fields of particle physics. He was also Head of the Department for Interdisciplinary Applications of Physics at the Institute for Nuclear Studies in Swierk, Poland. Dr. Szymanski is currently Director of Nuclear Safeguards at the European Commission in Luxembourg, which is responsible for the verification and inspection of the non-diversion of nuclear materials at all civil nuclear installations within the European Union.

Kirsten WestphalSenior Associate, Global Issues Division Stiftung Wissenschaft und Politik (SWP)

Dr. Kirsten Westphal is Senior Associate at SWP, the German Institute for International and Security Affairs.

From 2003 to 2008 she was Assistant Professor at JLU Gießen for International Relations and Foreign Policy. From 1999-2002 she was a Researcher at the JLU Gießen, Guest researcher at IRELA Madrid and Center for International Development and Environmental Relations (CIDER) JLU Gießen and worked for PreussenElektra AG from 1996 to 1998.

She is active in the research division on global issues and her areas of expertise encompass the Russian Federation, Energy policy, EU energy policy, Global Energy Issues and Security of Supply (Oil and Gas), Renewables, International Energy-Governance; Non-conventional Oil and Gas; EU Foreign Energy Relations with the US, Russia, Caspian Region, MENA and Emerging Powers Brazil, China, India and South Africa.

Pamela Taylor is a Director at FTI Consulting and has extensive experience in a range of energy policies including regulation of interconnection, design of energy markets (capacity allocation, balancing, tariffs, market coupling, new market reforms) and of European energy policies (liberalisation, climate change and security of supply). Ms Taylor worked at Ofgem for nearly 10 years and was responsible for gas and electricity market policies in the UK and Europe. She has experience in influencing European stakeholders, having chaired negotiations on European rules involving up to 10 other energy regulators, the European Agency and the European Commission, all with differing priorities.

Dr.-Ing. Peter Breithaupt has a 25+ years track record in the energy industry. Among others, Dr. Breithaupt has worked for Shell and N.V. Nederlandse Gasunie and held a number of management positions varying from R&D, venture start-up’s to large energy infrastructure projects. Throughout his career, Dr. Breithaupt’s focus has been on technology-driven business development, venture capital and mergers & acquisitions, and the development of sustainable energy concepts.

He studied mechanical engineering at the RWTH Aachen, Germany. In 2002, parallel to his professional assignments, he received a Ph.D. grade in energy engineering from the University of Bochum, Germany. Dr. Breithaupt is a Shell-IMD alumni.

Dries Acke works as Head of the Energy Union Programme at the European Climate Foundation in Brussels.

Dries carried forward the ECF’s flagship Roadmap 2050 project and now heads ECF’s activities on EU energy policy and the Energy Union. Previously, Dries worked at Apple, Inc. where he worked for five years in the EMEA Public Affairs department.

He holds an M.A. in Contemporary History from the Catholic University of Brussels and Leuven, Belgium, and was awarded a post-graduate degree in International Relations from the Karl-Rüprecht University in Heidelberg, Germany.

Malcolm Rice-Jones is Chairman of the Power Generation Task Force at GasNaturally. Mr. Rice-Jones is Director of Gas Market Development, for ConocoPhillips, based in London.

He has 30 years’ experience in the energy industry, initially working for BP in their oil trading and refining groups before spending 3 years in the Corporate Finance Department of PwC dealing with a wide range of issues in the power business.

Malcolm then joined Conoco, where he led the upstream industry’s involvement in the liberalisation of the UK gas market before working on a number of North Sea projects, including as Commercial Manager for a multi company effort to develop the West of Shetlands area. After periods working on international LPG opportunities and developing power projects in Europe, Malcolm then joined the team negotiating the key contracts for the Qatargas 3 LNG project.

After this, Malcolm spent a number of years leading a market analysis team, responsible for the fundamental analysis of all European energy markets before taking on the additional responsibility for a business development group. More recently Malcolm worked on shale gas exploration in Poland before moving into his current role in April 2015.

Malcolm has an MA in Economics from Cambridge and an MBA from Warwick.

Mr. João Faria Conceição is an Executive Member of the Board of Directors of REN – Redes Energéticas Nacionais, SGPS, S.A. Since 2009, he is responsible for the Electricity and Natural Gas business areas, and for the corporate areas of Regulation and Support to Concessions.

Mr. João Faria Conceição holds a degree in Aerospace Engineering from Instituto Superior Técnico (IST, Lisbon) and a Master Degree from Von Karman Institute for Fluid Dynamics in Brussels. He also attended an MBA at Insead (France) in 2005.

He began his career at JP Morgan in Brussels. From 2000 to 2007, he was a consultant at the Boston Consulting Group and then, for a period of two years, supported the Ministry of Economy and Innovation on energy policies. Mr. Lars Gustafsson serves as Chief Executive Officer of Swedegas AB since 2005.

Over the years, he aligned the company and the Swedish market to European standards and plays an active role positioning gas in the Swedish energy transition towards sustainable energy solutions.

Mr. Gustafsson has held leading positions in the Swedish power industry for 30 years within areas such as Distribution and regulation, Marketing, Sales and Wholesales, IT and Customer service.

Sandra Lagumina, a graduate of Paris Institute of Political Studies and the National School of Administration, holds a DESS post-graduate degree on Common Market Law and a DESS postgraduate in Public Law. From 1995 to 1998, she held various positions at the French State Council, the National Assembly, the Cabinet of the Ministry of the Economy, Finance, and Industry, and then within Ministry services.

She joined Gaz de France in February 2005 as Deputy Vice President of the Strategy Division, in charge of Public Affairs. She was appointed General Counsel of Gaz de France in 2007, then Corporate General Counsel of GDF SUEZ in 2008. From 2013 to 2015, she was CEO of GRDF. Dimitrios Kardomateas is the Head of the Strategy, Development and Regulation Division of the Hellenic Gas Transmission System Operator (DESFA) S.A.

He is a chemical engineer, graduate of the National Technical University of Athens, with postgraduate studies in environmental control at the University of Manchester (M.Sc.) and in Business Administration at the Hellenic Management Association. He has 6 years experience in process engineering & design of the energy sector (1986-1992) and 23 years experience in strategic planning, conceptual design of new projects, gas network simulation studies, cost estimation studies, energy market studies, technical & economic feasibility studies, financing studies, contract negotiation, business planning, european & national regulation incl. development of network codes, etc. first at the Public Gas Corporation of Greece (DEPA) S.A. (1992-2007) and then at DESFA S.A. (2007 – today).

He has worked on all international gas projects that cross or link Greece in cooperation with the staff of the respective foreign companies. He has served as representative of Greece for the negotiation of the first and second gas directives; he has also served as representative of Greece at the E.C. Committee for the Trans-European Energy Networks Program. He has been member of the national committee for transposition of the 3rd gas directive in the Greek legislation. He has also served as Chairman of the Board of the Management Organization Unit (M.O.U.) S.A. in the period June 2004- June 2007. He has been elected member of the Management Board of the European Network of Transmission System Operators for Gas (ENTSOG) in the period Jan. 2010-June 2014.

Also, he has been elected member of the Management Board of Gas Infrastructure Europe (GIE) in the period July 2011-June 2013.

With more than 15 years’ experience as a journalist and editor, including more than 12 years focused on European energy policy, she understands how the EU works, what’s important and how to communicate it clearly.

Jean-Arnold Vinois, a Belgian lawyer, spent most of his professional career in the European Commission. Starting in 1987, he occupied several management posts dealing with internal market, transport, trans-European networks and energy policies, and lastly as acting director for the internal market for electricity and gas in 2011/2012. Since his retirement in 2013, he was appointed Honorary Director and he acted as Special Adviser to the Commissioner in charge of energy until 2014. He is now Adviser on the Energy Union of the Jacques Delors Institute, for which he co-authored with Sami Andoura a report published in January 2015 “From the European Energy Community to the Energy Union: a policy proposal for the short and the long term”. He is also performing specific missions for the European Commission, namely in Ukraine, and for other organisations.

Dr Nick Frydas is a Power Systems Engineer and Energy Economist with a career of more than 27 years in the European energy sector. He has served in a variety of operational, commercial and strategic roles with Power Utilities (PPC and NGC) and Energy Traders (EDF Trading and Merrill Lynch) and with the international consultancy Mott MacDonald. In the period 2004-2007 he was appointed by UN as the Chairman of the Energy Regulatory Commission of Kosovo. Since 2014 he is part of the management team of ENTSO-E Secretariat in Brussels.

Stephan Kamphues has held various positions at E.ON Ruhrgas AG, which he joined as Head of the Business Law/East European Law Section in 1992 after practicing as a lawyer. In 1996, he took over as Head of the Legal Department at E.ON Ruhrgas International AG (formerly Ruhrgas Energie Beteiligungs-AG) before becoming a member of the Management Board in May 2004. While at E.ON Ruhrgas International, his main focus was on the acquisition and development of the company’s foreign shareholdings in Western and Central Europe. During this period, he also served on several supervisory and management boards.

Stephan Kamphues has been CEO of Open Grid Europe GmbH (formerly E.ON Gastransport GmbH) since March 1, 2008. Following his involvement with the GTE Executive Committee, he was elected the first ENTSOG President in December 2009.

The ENTSOG General Assembly unanimously approved the appointment of Mr. Kamphues as President of ENTSOG for the term 1st January 2016 - 31st December 2018.

Doug Wood is Chairman of the Gas Committee at EFET, the European Federation of Energy Traders.

He has been involved in liberalising gas markets in Europe since 1991 and has held operational, commercial, regulatory and external affairs positions in energy companies in retail, trading, and production and supply.

Most recently he served as Head of Regulatory Affairs for BP’s gas and power business in Europe, before setting up a company providing regulatory consulting services on a freelance basis. He has been a member of the EFET Gas Committee since 2000, has chaired the EFET Gas Hub Development group since its inception, and has sat on a number of expert advisory groups across the industry on behalf of EFET and independently.

Mr. Dennis Hesseling joined the EU Agency for the Cooperation of Energy Regulators ACER as Head of the Gas Department in December 2012. As such, he is responsible for the Agency’s gas activities regarding framework guidelines / network codes, infrastructure, and market monitoring (non-REMIT).

Before joining ACER, Mr. Hesseling worked as Head of Unit in the Competition Department of the Netherland Competition Authority NMa, responsible for merger control and antitrust enforcement in the Dutch energy, telecommunications and media sectors. Prior to that, he worked in the NMa’s Energy Regulation department from 2002 on, mainly on gas issues. From 2000 he worked as a management consultant for McKinsey & Company in Brussels, providing strategic and operational advice to postal companies and banks.

Mr. Hesseling holds a PhD in Mathematics from Utrecht University, the Netherlands. Next to his work for the NMa, Mr. Hesseling trained energy regulators and competition authorities in the Ukraine, Romania, Bulgaria, Turkey and Vietnam, and political parties in various African countries.

Prior to his current position in Brussels as Delegate for European Affairs at Total and elected GasNaturally Chairman, François-Régis Mouton held various positions in the Exploration & Production Branch of Elf Aquitaine S.A. from 1988 to 1996, including participation in operated and non-operated Joint Ventures in Gabon, and in gas storage projects in France. He then joined the Gas & Power Division in 1996 as Vice President Elf Aquitaine Gas UK Ltd, and in 2001 became Commercial & Business Development Director at Total Gas & Power North Europe, based in Brussels. He was then appointed Senior Advisor at the World Bank Group in the Oil, Gas & Mining Policy Division from 2005 to 2007, where he successfully launched the Public-Private “Global Gas Flaring Reduction” Partnership in the Middle East (zero flaring policy in countries like Qatar), promoted regional cooperation on gas flaring reduction in the Gulf of Guinea (Cameroon, Equatorial Guinea and Nigeria) and also convinced France and the European Union to join the Partnership as donor countries. Finally from 2007 to 2010, he held the position of Joint Venture Manager & Communication/Sustainable Development Manager for “Pazflor”, the largest project currently operated by TOTAL.

François-Régis holds a “Diplôme d’ingénieur” from the Grande École des ‘Hautes Études d’Ingénieur’ (HEI) in Lille, France, a Masters Degree in Reservoir Engineering from the French Institute of Petroleum in Paris (IFP School), and a Training in Finance for Non Finance Managers, ‘Ecole des Hautes Etudes Commerciales’ (HEC) in Paris, France.

Alexandre RoeschPolicy DirectorSolarPower Europe

Alexandre Roesch is Policy Director at SolarPower Europe (the former European Photovoltaic Industry Association).

Prior to joining SolarPower Europe in 2010, Mr. Roesch holds various positions at the French Permanent Representation to the European Union, as deputy counselor in charge of energy and as assistant to the counselor in charge of nuclear affairs. During this period, he has been involved in the negotiation of major pieces of European legislation relevant to the energy sector, and in particular the Renewable Energy Directive.

Mr. Roesch graduated from the Institut d’Etudes Politiques (Strasbourg) and holds a Master Degree in Environmental Law and Management.

She has more than 25 years of experience in international management, technical advisory, engineering, development and research in the oil & gas and maritime industries – in areas such as classification, risk and probabilistic modelling, hydrodynamics and strength of ships and offshore structures. Her leadership background includes strategy and strategic development, innovation and growth in hot markets, leading through change and organizational development. She is a board member in research related institutions.

Ms Hovem has an MSc in Naval Architecture and Offshore Engineering from UC Berkeley (1990) and an MSc in Civil Engineering from the Norwegian Technical University (1987).

Since October 2011, Hans Coenen is vice-president Corporate Strategy & Portfolio Management of N.V. Nederlandse Gasunie. In this function Hans is responsible for developing and maintaining the Corporate Strategy of Gasunie. Currently Hans is also board member of Gasunie Deutschland GmbH acting as managing director. Before, Hans held several management positions within Gasunie in financial and commercial/business development departments.

Hans holds an Engineering title (1989) from the Agricultural University in Wageningen and a Masters title (Financial Economics) from the University of Tilburg.

Thierry Trouvé is Chief Executive Officer of GRTgaz since the 26 of April 2013.

As an engineering graduate from Ecole des Mines de Paris, Thierry Trouvé, had been the CEO of Elengy between 2009 and 2013.

Thierry Trouvé began his career with the French Ministry of Defense before holding various positions with the RATP (1990), then with the Ministry for Industry in Nord-Pas de Calais region (1996). In 2000 he joined the French Energy Regulator (CRE) as the director of the electricity market and public service.

In 2003 he was named Pollution and risk prevention director with the Ministry for the Ecology and Sustainable Development. In 2006 he became Deputy Managing Director of GRTgaz.
