1.0 Introduction
The ultimate goal of ATA affiliated schools is to teach students all the Tamil language
skills that can be used throughout their life. Any language skills were broadly classified
as speaking (பேச்சுத் திறன்), understanding (பேட்புத் திறன்), reading (ேடிப்புத் திறன்) and
writing (எழுத்துத் திறன்). Students are taught in the classes to acquire these skills using
textbooks and other tools.
This document describes the standardized evaluation process (henceforth referred to as
SURWEP) that will be used to evaluate the progression of these skills in students
throughout the school year.
SURWEP will be available to all Schools adopting the ATA Syllabus starting the school
year 2014-2105.

2.0 Objectives
The section lists all the objectives of SURWEP.
2.1 Evaluation of Speaking Skill ( )
The intent is to evaluate the nilai-specific ability (pronunciation, vocabulary and grammar) of
students to speak in Tamil language. It will be evaluated during middle of each of the 3
trimesters of the academic year.
2.2 Evaluation of Understanding Skill ( )
The intent is to evaluate the nilai-specific ability (listening and interpretation) of students to
understand what others speak in Tamil language. It will be evaluated during middle of each of
the 3 trimesters of the academic year.
2.3 Evaluation of Reading Skill ( )
The intent is to evaluate the nilai-specific ability (pronunciation and speed) of students to read
texts written in Tamil language. It will be evaluated during middle of each of the 3 trimesters of
the academic year.
2.4 Evaluation of Writing Skill ( )
The intent is to evaluate the nilai-specific ability (listening and transcription) of students to write
in Tamil language. It will be evaluated during middle of each of the 3 trimesters of the academic
year.

3.0 Personnel and Roles
This section lists the personnel that will be involved in SURWEP and their roles and
responsibilities.

4.0 Procedures
This section lists the procedure that shall be used to perform the SUWERP for all the classes.
All the students need to be evaluated.

1 In each trimester, two weeks before the day of evaluation, prepare the Question
Sheet (QS) and Evaluation Sheets (ES) and print them. One or two question sheets
shall be prepared as per the template <Nilai>-T<n>-QS-<yyyy-yy>. For each student
one evaluation sheet (that covers all the skills) shall be prepared as per the template
<Nilai>-T<n>-ES-<yyyy-yy>. The templates are provided in the appendix. Append the
academic year <yyyy-yy> to both question sheet and evaluation sheet for better
archival and traceability.

3 Evaluation of each skill shall be completed within 5 minutes for Nilai 4 to 7. It will be
ranging from 1 to 3 minutes for other beginning levels Mazhalai to Nilai3.
4 Take the student to a quiet area and make him/her feel comfortable
5 Tell them the intent is to evaluate their skill ( speaking, understanding, reading, writing
as appropriate )
6 Administer the evaluation as per the steps provided in table 4.2 below.
7 Evaluate their performance and assign one of three ratings :
Proficient (P) – for above average performance
Developing (D) – for average performance
Beginner (B) – for below average performance
8 Record the results after each evaluation, sign and report.

Speaking 1) Engage the student in a conversation.
2) Ask them to speak about one of the topics listed for the corresponding skill
in the evaluation sheet (e.g. M1-T1-ES-2014-15 for Malalai-Nilai-Trimester-1-
Evaluation-Sheet-2014-15) provided in the appendix section.
3) Listen to them speak for few minutes (1 min to maximum 5).
4) Evaluate their performance.
5) Assign appropriate scores and record your comments.
Understanding 1) Engage the student in a conversation.
2) Ask them to listen to the audio recording or to you speak as per the
corresponding skill in the evaluation sheet (e.g. N1-T2-ES-2014-15 for Nilai-
1-Trimester-2-Evaluation-Sheet-2014-15) provided in the appendix section.
Students can request replay of the audio recording or the evaluator to repeat

the narration. Encourage students to take notes while listening.
3) After listening to the entire audio recording or narration (1 min to maximum
5 minutes), ask the questions listed in the evaluation sheet and have them
either tell or write the answers.
4) Evaluate their performance.
5) Assign appropriate scores and record your comments.
Reading 1) Handover the evaluation sheet (e.g. N2-T3-ES-2014-15 for Nilai-2-
Trimester-3-Evaluation-Sheet-2014-15) that has the lines/paragraphs
corresponding to the skill and ask the student to read aloud. Students can
read repeatedly if required.
2) Listen to them read the lines/paragraphs (1 min to maximum 5 minutes).
3) Evaluate their performance
4) Assign appropriate scores and record your comments.
Writing 1) Ask the student to either copy the printed letters/words/sentences or
transcribe the letters/words/sentences as you speak as per the
corresponding skill in the evaluation sheet (e.g. N3-T2-ES-2014-15 for Nilai-
3-Trimester-2-Evaluation-Sheet-2014-15).
2) Collect their writing after 1 to 5 minutes depends on the level

5.0 Timelines
This section provides the details of the timelines to perform the evaluations for various
classes/nilai.
There are 25 classes on an average in a school year and the school year is split into three
trimesters. To better measure the progression the evaluations shall be performed in all three
trimesters.
First trimester SURWEP evaluations can be performed during the middle of the semester like
5’th or 6’th class as decided by the teachers.
Second trimester SURWEP evaluations can be performed during the middle of the semester
like 13’th or 14’th class as decided by the teachers.
Third trimester SURWEP evaluations can be performed during the middle of the semester like
21’st or 22’nd class as decided by the teachers.

6.0 Reporting Results
After all evaluations are completed for each trimester, the evaluators (teachers or qualified
volunteers) shall add their comments, sign the results and turn them (both hard copy and soft
copy) over to the administrators.
7.0 Analysis of Results and Actions
The results shall be consolidated and analyzed to get feedback and take corrective actions to
further the development and progress of students.
Analysis shall be done on individual results and class results. Based on individual results the
evaluated student can be attended. Based on the class results the syllabus or teaching methods
and tools can be modified.
