    Environment Policy and Governance

    To date, the LIFE Environment component (now called Environment Policy and Governance) has co-financed 321 projects in Spain. These projects represent a total investment of 531 million, of which 201 million was contributed by the European Union. Completed projects mainly targeted clean technologies, integrated environmental management, industrial and agricultural waste, urban design and planning and the reduction of emissions of greenhouse gases (GHGs). The project beneficiaries were quite varied, with SMEs, local and regional authorities, NGOs, research institutions and development agencies as the most prominent. The projects typically lasted between 24 and 36 months.

    There are 121 ongoing projects in Spain. These cover a wide range of issues, including: industrial, municipal, hazardous and agricultural waste; the reduction of emission of GHGs; air quality and noise management, transport planning and urban design; integrated environment management; end-of-life vehicles; clean technologies; packaging and plastic waste; sustainable building; wastewater treatment; risk assessment and management; industry and production (chemicals, textiles and clothing, non metallic materials and food and beverages); energy saving, water resources protection; transportation and storage; and green procurement. The main project beneficiaries are, by order of importance, research institutions, universities, regional authorities, SMEs, public enterprises, professional organisations, NGOs, large enterprises, and local authorities. The project durations foreseen are between 24 and 62 months.

    Presented in the box below is an example of a successful LIFE Environment project in Spain.

    Demonstration of a process to recycle glass fibre waste, placed on rubbish dump, producing Polypropilene composites (WGF-PP) LIFE07/ENV/E/000802 The WGF-PP project demonstrated on a semi-industrial scale, an innovative recycling process to recycle glass fibre waste, coming from glass fibre production, for use in reinforcing thermoplastics. The project first designed and constructed a plant that allowed the technical and economic feasibility to be evaluated before its application on a larger scale. The plant proved the technical viability and produced several final products that were validated by potential users.

    The WGF-PP project can be considered as a starting point for reducing the landfilling of fiberglass fibre waste in the EU. Around 150 000 tonnes/year of glass fibre waste is landfilled in EU, thus the project is helping to reduce the environmental impact of this waste, as well as averting the production of new fibre glass, and thus the consumption of primary raw materials. It also produces energy savings and consequently, a reduction in CO2 emissions. The technology developed uses a 90 litre mixer where different types of material can be added, i.e. glass fibre waste, polypropylene, additives, dyes. The use of non-virgin fibre glass or other material would not be possible in the classic production system.

    However, the recycled glass fibre, reinforced with plastics granules, has the necessary properties for specific applications in the automotive and appliance sectors. Rather than sending glass fibre waste to landfill, this project provided a means of reintroducing it to the market, as part of a plastic compound or composite. The process also allows for the recycling of reinforced plastics wastes, coming from End of Live Vehicles.

    The project also benefits the environment by reducing the amount of energy-consuming glass fibreconsumption and production. Around 17 GJ are needed for the production of one tonne of fibreglass. In Europe, fibreglass producers dump 150 000 tonnes of waste (10% of production). Recycling this waste will produce 500 000 tonnes of reinforced materials and save 2.5 million GJ. This translates into a saving of 1.46 tonnes of CO2 emission for every tonne of recycled fiberglass fibre.     Nature and Biodiversity

    To date, the LIFE Nature component (now called Nature and Biodiversity) has co-financed 228 projects in Spain. These projects represent a total investment of 370 million, of which 202 million was contributed by the European Union.

    Completed LIFE Nature projects in Spain have supported actions aimed at conserving and restoring habitats (wetlands, coastal lagoons, dunes, national parks) and species (Iberian lynx in Andalusia and Extremadura, Giant Lizard in the Canary Islands, and European mink, brown bear and the Iberian imperial eagle in various Spanish regions). Regional authorities made up nearly 80% of the project beneficiaries. Other types of beneficiary were NGOs, local and national authorities, research institutes and development agencies. Project durations ranged in average from 24 to 60 months.

    There are 36 ongoing projects under the LIFE+ Nature and Biodiversity component in Spain. These projects are focusing on the conservation/restoration of habitats (including pine woods, coastal lagoons, salt steppes, estuaries, marshlands, oak forests, Mediterranean wetlands and rivers, Posidonia oceanica meadows, etc.) and species (including the Iberian lynx, the Cantabrian brown bear, the Eagle, the white-headed duck, the Pyrenean desman, etc.). Two of the projects aim to combat illegal poisoning, while another two focus on eradicating invasive species (e.g. the freshwater turtle). The biggest project, with a total budget of 15.4 million (of which the EU will contribute 50%), is studying and identifying potential marine Natura 2000 areas in the Spanish sea. These LIFE+ projects have a duration of between 24 and 61 months. Beneficiaries are mainly local and regional authorities, NGOs, public enterprises and a university.

    Presented in the box below is an example of a successful LIFE Nature project in Spain.

    Wetland restoration and management: Canal de Castilla Special Protection Area (Canal de Castilla) LIFE06/NAT/E/000213 This project was carried out in a group of 34 small wetlands and banks located in the Norte and Campos

    stretches of the Canal de Castilla.

    The project developed a Management Plan for the Wetlands of the Canal de Castilla, which establishes

    active and preventative actions in order to maintain or restore the favourable conservation status of natural

    habitats, species and ecological processes present in the area. The aim is to safeguard the ecological integrity of the area and

    contribute to the consolidation of the Natura 2000 network. The execution of the plan will be carried out by the environmental

    department of the Junta de Castilla y Len, the Duero Hydrographical Confederation and other public and private administrations and

    institutions. Its initial term will last for six years.

    The project also contributed to improving the flood levels in 14 wetlands by blocking existing drains and installing 12 inlets. It created

    15 140 linear metres of hedge along the canal banks and in the surrounding areas by planting 109 087 trees and bushes. Around 14

    ha were mowed in order to diversify the marsh vegetation structure, and to achieve a more productive and interesting habitat for

    species conservation.

    The project carried out annual monitoring of the breeding populations of bittern, purple heron and marsh harrier. This monitoring has

    not verified bittern reproduction, but it did demonstrate its isolated presence during migration and wintering passages. The isolated

    breeding of purple heron was verified after the extinction of the main breeding colony in one of the wetlands of the Castilla Canal and

    its resettlement in the nearby pool of La Nava. The breeding population of marsh harrier represents approximately 12% of the

    regional population and 2.5% of the national population. The population varies, depending on the availability of food.

    Thirty-eight information panels were erected across the wetlands targeted by the project. Interpretative routes covering 44 km of the

    canal were also created and two bird observatories were constructed close to two of the wetlands of greatest ornithological interest:

    the Venta de Valdemudo and Valdemorco lagoons. These observatories complement the one that already exists in Toja de las Ribas.

    The project developed a comprehensive media package (leaflets, gadgets), environmental education programmes, mainly aimed at

    schools, and organised a travelling exhibition, which attracted more than 5 000 visitors.

    Information and Communication

    The projects funded under this component disseminate information and raise the profile of environmental issues. They also provide training and awareness-raising for the prevention of forest fires.

    The first completed project under this LIFE strand is detailed in the box opposite. It was carried out by a professional organisation (Unions Agrria) and represented a total investment of 0.5 million, of which the EU contributed 50%. The project ran for a period of 24 months.

    There are eight ongoing Information and Communication projects in Spain. These projects include: an awareness raising campaign for visitors and local authorities on the value of the Albufera National Park and the Natura 2000 network; an awareness-raising and educational campaign on forest fire prevention; the promotion of a European Recycling Society in Barcelona; the promotion of responsible food consumption that fosters biodiversity in the Natura 2000 network and other protected areas in Spain; the encouragement and application of land stewardship among biodiversity conservation stakeholders at European level (especially in the Western Mediterranean Arch); improved awareness of the Natura 2000 network in Spain and a betterappreciation of its maintenance; an improvement in the conservation of large trees and mature forests in the Spanish Natura 2000 network and the Spanish Network of Natural Protected Areas; and the further promotion of the Natura 2000 network through a media campaign. These projects represent a total investment of 13.6 million, of which the European Union will contribute 6.6 million. They have a foreseen duration of between 24 and 55 months and are being implemented by two local authorities, two regional authorities and four NGOs.

    LIFE+campaign 'Changing the change'. The Galician agriculture and forest sector facing climate change (CHANGING THE CHANGE) LIFE07/INF/E/000852

    The workshops organised by the CHANGING THE CHANGE project generated considerable interest around 1300 farmers attended these well-planned and well-publicised events. Good feedback was obtained through questionnaires and voluntary remarks. School activities generated pride among children in rural areas by allowing them to see that their family's activities were valued and considered important. The campaign raised awareness on climate change issues as well as emphasising the value of farming activities as a means of combating rural depopulation and the perception of

    farming as a second-class activity. More than 500 children were directly targeted by this campaign. Throughout the project, technicians at the 37 agrarian offices in Galicia acted as environmental advisors. These technicians attended four-day training workshops and were updated with relevant information through daily bulletins issued by the central office of UPA. They informed farmers on new legislation and possible subsidies to improve environmental standards on farms and provided specific guidance on how to implement good practices for mitigation of and adaptation to climate change. Nearly 7000 requests for information were recorded during the project.

    In parallel to these activities, 2 000 people took part in three surveys carried out every six months. These surveys allowed the project to monitor the progress of the adoption of good practices and verified the impact of the project: on farmers. The following results were reported:

    Increase in the use of biofuels;

    Increase in the surface of solar panels installed;

    Decrease in the consumption of water;

    Increase in the agricultural area dedicated to agrifuels crops;

    Decrease in the use of nitrogen fertilisers/Increase in the use of

    organic fertilisers;

    Increase in the carbon content of soils;

    Increase in forest plantations.

    The project team contacted the main farmers unions in Spain (in all regions) and in other European countries (Portugal, Italy and Poland) with a view to the transfer of results. Exchange of information has proved fruitful and several regions in Spain are now willing to replicate the experience(mainly the Canary Islands, Valencia and Balearic Islands). Relationships formed among technicians are long standing and will be a good technical asset in the future. As a direct result of the project beneficiary is now participating in a new LIFE project (LIFE 08 ENV/ES/000459 ECOREGA).

    Finally, the project has helped train technicians at the beneficiarys central offices and at 37 county delegations. These technicians are in close and regular contact with farmers, helping with the continuous transfer of information to the field. Climate change issues are now embedded in the day-to-day activity of technicians. Such contact will help farmers adapt to a role as land managers in the light of changes to CAP. The project has achieved a shift in the attitude of the main technical advisors to farmers. This will help to climate proof' the activities of the farmer's union and that of its farmer members.
