– Official posture: NO SUBSTITUTE. DDPR. Complementary (Michael Ruhle)– Sceptics: it will promote proliferation and is not a good option. (Tom Sauer and Ian Rutherford)– Euro-Bomb. France and the “Europeanist”.

• Concentrate instead in counter proliferation. (Rutherford)• NATO’s nuclear force.
