    Agenda Item 3 – Consent Agenda (Approval Item) David Kays (OGE) presented the consent agenda which consisted of the September 24, 2018 and September 27, 2018 minutes. Motion by Mo Awad (Evergy) seconded by Brandon McCracken (WFEC) to approve the consent agenda. The motion passed unanimously.

    Agenda Item 4 – RTWG Task Force Updates – CPTF & BDTF There were no new updates for either of the two RTWG task forces.

    Agenda Item 5 – RRR Update Denise Martin (SPP) provided the RRR update. November 2018 will have no changes.

    Agenda Item 6 – Settlements Update Steve Davis (SPP) let the group know that the resettlement calendars have been updated and are available online.

    Agenda Item 7 – Legal Update Joe Ghormley (SPP) provided the legal update using the September 2018 Regulatory Status Report and Regulatory Outlook as the baseline (http://www.spp.org/spp-documents-filings/?id=18504). A brief overview of each filing made since the latest publication was given, as well as three orders that were recently received.

    Agenda Item 8 – RR 330 – Daily Non-Firm Timing Correction (Approval Item) Ken Quimby (SPP) introduced a revision request to correct an issue created with the implementation of RR 88. RR 88 modified the timing of the release of unscheduled firm transmission service to the non-firm market from 12:00pm CPT to 10:00am CPT. After implementation, it was noticed that “Non-Firm Daily Service no later than” submission time should have been modified from 12:00 p.m. CPT to 10:00 a.m. CPT to match the timing of the release of unscheduled firm transmission service to the non-firm market. This revision request corrects that issue and closes the Daily Non-Firm submission window when the Non-Firm Hourly submission window opens. Motion by Bernie Liu (Xcel) seconded by John Varnell (Tenaska) to approve RR 330. The motion passed unanimously. (Attachment 2 – RR 330 Recommendation Report)

    Agenda Item 9 – Market Revision Requests

    a. RR 332 – BSS OCL Correction (Approval Item) Kristen Darden (SPP) introduced a revision request to correct calculations implemented in RR 200 and RR 235. Currently, the over-collected losses calculations are not being distributed correctly and many bilateral settlement schedules are not receiving the over- collected losses they should. This revision request corrects the calculation and was approved by the MOPC on October 16, 2018 contingent upon review and approval by the RTWG. Motion by Brandon McCracken (WFEC) seconded by Ray Bergmeier (Sunflower) to approve RR 332 as having no Tariff implications. The motion passed unanimously.     b. RR 333 – FERC Order 831 Settlements Clean-up (Approval Item) Kristen Darden (SPP) introduced a revision request to include design enhancements necessary for the implementation of RR 229. The changes include modifying the Out-of- Merit flag, Day-Ahead Make Whole Payment, RUC Make Whole Payment, RUC Make Whole Payment Distribution, and Real-Time Regulation Service Deployment Adjustment Amount charge types to ensure the correct offer price and Locational Marginal Price are being used consistently. RR 333 was approved by the MOPC on October 16, 2018 contingent upon review and approval by the RTWG. Motion by Jessica Meyer (LES) seconded by Joel Hendrickson (Tri-State) to approve RR 333 as having no Tariff implications. The motion passed unanimously.     c. RR 266 – JOU Combined Single Resource Modeling Post Settlement In advance of the MOPC meeting, the RTWG was updated during the October 8, 2018 meeting that SPP intended to submit comments regarding RR 266. This revision request was originally approved by the RTWG on July 26, 2018. SPP submitted comments on October 8, 2018 proposing to use “Interest” in place of “Ownership” in order to capture stakeholder intent that non-ownership interests (e.g. PPAs) be included. RR 266, as modified in SPP comments, was approved by the MOPC on October 16, 2018.

    d. RR 288 – DVER Dispatch Instruction Rules Clean-up

    In advance of the MOPC meeting, the RTWG was updated during the October 8, 2018 meeting that SPP intended to submit comments regarding RR 266. This revision request was originally approved by the RTWG on September 27, 2018. SPP submitted comments on October 8, 2018 addressing the removal of the phrase “even if the Market Participant has indicated that the Resource is not dispatchable” on the basis that it is unnecessary and poses no issue remaining in the Tariff. During the October MWG meeting, it was decided that the removal was necessary in order for the control status mode indicated by the Market Participant to be taken into account. RR 288, as originally approved by the RTWG, was approved by the MOPC on October 16, 2018.

    e. RR 323 – Order 841 Compliance

    An update was provided on RR 323 and the comments submitted by the RTWG on September 27, 2018. SPP reviewed the proposed revisions in Section 28.6 of the Tariff and recommended the MWG not accept the RTWG comments because specific direction was not provided in FERC Order 841 regarding appropriate transmission service for electric storage resources charging without being dispatched by SPP. SPP comments submitted on October 4, 2018 were approved by the MWG. These comments rejected the RTWG proposed modifications in Section 28.6 and also made additional unrelated edits. RR 323, as modified in SPP comments, was approved by the MOPC on October 16, 2018.

    Agenda Item 10 – RRR Training To address Action Item 87, Denise Martin (SPP) presented training on the Revenue Requirements and Rates (RRR) file. The RRR file was filed and accepted by FERC in 2011 for the purpose of providing a process for updating the Annual Transmission Revenue Requirements and the Point-To-Point Transmission Service rates for Transmission Owners that have a FERC approved transmission formula rate and formula rate protocols. The RRR file provides information to help Transmission Customers calculate transmission charges for transmission service and Transmission Owners to shadow settle Annual Transmission R
