Low cyclist numbers due to hillsCAITLIN MILES

A recent study shows Cashmere High School has one of the lowest percentages of students biking to school in the city.

However, associate principal Carla Smith (right) said that was not surprising, due to the surrouding hill suburbs.

A study by Ph.D student George Williams surveyed 10 schools late last year, and found low numbers of students cycling.

Cashmere High School has a roll of 1684 students. Only eight per cent of those use a bike to get to class.

The study drew 1113 responses from students.

While it found 33 per cent of respondents were not cycling due to the loads they have to carry, and 12 per cent because they found the journey dangerous, Ms Smith said there could be other reasons for Cashmere’s students not to use their bicycles.

“I think there’s a multitude of reasons our students don’t cycle. The school is surrounded by hills ‑ I wouldn’t want to bike up those,” she said.

“I don’t think it’s that our students have a lack of confidence on the road; there are good cycle lanes around the school. I think they just choose not to bike,” she said.

She believed more boys bike to school than girls. However, most students chose to walk or

catch the bus.“I’ve asked the girls why they

don’t cycle and they said it’s because of their kilts. They’re hard to bike in,” she said.

Christchurch Boys’ High School had the highest percentage of students cycling, at 25 per cent.

Linwood College and St Margaret’s College were both tied for the lowest, with only two percent of their students cycling.

The study by Mr Williams was presented at the Asia-Pacific Cycle Congress in Brisbane, which was held in September last year.

GARAGE BURNSTwo fire crews attended a garage fire on Tuesday night at around 11pm. A crew from Woolston and one from Christchurch were called to the scene, but the fire was out by the time they arrived. One person was treated for smoke inhalation.

BETTER FOR BIKESA new cycleway is being built from Moorhouse Ave, through Church Square, to Barrington St. There will be new crossings over Wrights and Lincoln rds, where they intersect with the Southern Motorway, and the path through Marylands Reserve will be improved.

CALL FOR BAN POSTPONEDA decision on whether to ban boy racers from Summit Rd has stalled because city council traffic engineer Andrew Hensley could not attend a meeting to discuss it. Mr Hensley was meant to talk at the Summit Road Protection Authority meeting last Monday about different options for the ban, which could include blocking the road completely to cars or putting a night time ban in place. The group agreed something needed to be done, and it will discussed at its next meeting in July. The ban has been called for because of the frequent crashes and vandalism along the road.

Still truckin’ after 50 yearsFifty years ago, David Harris took off in his Land-Rover with a bunch of other enthusiasts, on a pioneering trip from Hawarden to Lees Valley as part of the Canterbury Land-Rover Owners Club. This year, he did the same trip with the same club – he was the only original. He talks to Andrew King

Hi David. Tell me where you grew up?

I was born and bred here in Christchurch, and I am still here. We moved to Parnassus for 12-18 months for work, but I have been here most of my life. I am now retired, but I was a joiner by trade. I still do a bit of it every now and again.

What high school did you go to?

I went to Papanui High School. It was a good school, no problems.

Do you still catch up with your old mates from school?

Unfortunately, most of them are no longer with us. I had a couple of relatives at school that I still see. Most of the people I get around with are from the Canterbury Land Rover Club, and of course my kids and grand-kids.

So you have a couple of kids?

Yeah, we have three boys and seven grandchildren. My sons have all been in and out of the club at various times. They all live here in Canterbury. We just welcomed another grandchild into the family before Christmas. One of the grand-kids and my son were in [the club] at the same time, giving us three generations in the club for a brief period.

What do your kids do?My eldest son works at the

Air Force Museum, the middle son works at Fulton Hogan, and the youngest owns his own company, called Container Waste.

OK, so the burning question: what is the attraction to Land Rovers?

Well I was always into my hunting and fishing, so it was a

natural choice of vehicle because they can get you that wee bit further than a normal car. I saw an ad in the paper to join a newly formed Land Rover club and thought ‘that sounds a bit like me’. The rest is history.

When did you first take a drive in a Land Rover?

I bought my first one in 1963, when I was around 23 years old. I did 100,000-odd miles in it. Toured the North Island in it. I bought it so I could get further into the hills, or near lakes or rivers, for hunting and fishing. I had it for 27 years. Then I got a Range Rover, which my wife, Gale, wrote off.

How did she do that?She was just driving along and

it tipped over (laughing), but that is just what happens when you are out four-wheel driving.

Was that her first crash?Yes, first and only one.So, tell me about the

Canterbury Land Rover Club. I hear you have been involved since the beginning?

Well, we have just completed a trip we did 50 years ago when the club first started, and I was the only one who was on both trips. It was from Hawarden to Lees Valley and was very difficult back then. It was real pioneering stuff back then.

So, how did if feel to get back up there 50 years later? Did all the old memories come back?

Oh, yes. We were looking around and trying to remember all the old landmarks. We also did it on the 25th anniversary of the club. When we were up there this time, I spoke to one of the farmers and he can remember, as a kid, us coming through their property, which would have been

a big deal for them back then.Where is the craziest place

you have taken your Land Rover?

Well, I have virtually been through all the back country in the South Island. Central Otago is a beautiful place to get lost in. And the West Coast - that can be rugged (laughing). Having quite a lot of members, we could get all round the place with the contacts we had. We now have to sign waivers to go on people’s properties. It has become a lot more complicated. I am not easily frightened. There are not many places I wouldn’t drive it, within reason.

How many are in the club?We had 200 at one point,

which made us the biggest Land Rover club in the country. But we lost a few after the 2011 earthquake for some reason, so now we have between 140-150

still in the club.A lot of people wouldn’t

understand the physical nature of doing this kind of thing, would they?

No. You’re not just sitting in a vehicle. You are using low range all the way up and down. You thrash around in the cab and take some pretty solid bumps sometimes. It is quite hard on the body. My newer vehicle has much nicer suspension. It is a mental game too. You have to pick your line and be smart about how you attack a hill or ridge. I have learnt a few tricks over the years to keep myself out of trouble.

So how many made the reunion trip from Hawarden to Lees Valley?

There were 17 vehicles and more than 30 people, so it was a big crew, which is good because you can help each other out and

have fun together.Is it still just Land Rovers?Nah, we changed that about 10

years into it. Now we have all sorts of vehicles.

Did you hold any positions in the club?

Pretty much everything, except for secretary (laughing). I’m not much of writer. I have been chairman, treasurer, and been on the committee for years. I am just a member now.

Thanks for having a chat with us David. When is the 50th anniversary of the Canterbury Land Rover Club?

It will be in July, and we are hoping to get as many of the 1200-odd members we have a had over that time to come along.

I was recently asked ‘what is a community house and what does it do?’ Of course, the answer to that depends on the community in which each is situated, but they all share a common theme – community development.

Every community house has its own constitution and purpose, which guides its particular work in the community. They are usually run by a team of staff and volunteers, who work closely with local residents and community groups to help create an environment in which people can build a sense of connection, belonging and participation in their local community.

Often, people misunderstand the true purpose of a community house and label it a “drop-in centre” for the down and out. This truly is a misconception and a wrong judgement. Community houses are a safe place for the community to gather, so people can connect socially; develop skills; participate in activities,

For this to be successful, a place is made for everyone. So, in that respect, you may get a few people who are poorly dressed, and perhaps their hygiene is questionable. However, addressing social isolation, breaking down barriers, and fostering inclusiveness requires a community to work together, rubbing shoulders with one another and being accepting of differences.

It is well documented that when people know those who live in their area, good or bad, that community becomes a safer, more vibrant place. An earthquake is not needed to make a better society; that’s your job.

Meryl Sell, Ferrymead: This is indeed a problem with many aspects to consider. Tourism follows dairy as our biggest economy so it should be encouraged.

Young travelling tourists have to stay somewhere. Camping grounds are pricing themselves off the market … from $30 to $40 a night. Tourists have limited money to spend and they buy groceries, takeaways, alcohol and fuel and thrill seeking activities.

The only place they can make savings is on accommodation (and who can blame them for that). Clearly there is a huge need for free or low cost accommodation areas, with toilets, rubbish containers and water. It is interesting to note that some rural areas in NZ are providing such areas. Such as Lumsden in Southland and the benefits to their local shops is considerable.

Here in Christchurch it would be very interesting to know how many of these overnight campers are tourists and how many are “tradies” working locally and sleeping rough. If a large number is the latter it shows a real need for places, at a reasonable cost, for them to stay.

I live close to the Ferrymead windsurfing area which appears to be packed every night and I am sure that the local Ferrymead shops are benefiting hugely. The complaints I note are petty, shopping trolleys (aren’t they sprinkled around town in all areas), a female in a male toilet (who hasn’t used a free loo when all the others are full). Rubbish every where … get a bigger container. Our red zone areas are huge . . . open an area, put in some portaloos and water arrangement that is coin operated . . . we want tourists to spread the word that we are a friendly country, worth coming to see.

Given the situation of overcrowding, sanitary and rubbish issues by freedom campers, city council chief e xecutive Karleen Edwards and city councillor Phil Clearwater must concede the gravity of the situation and, as opposed to complacency and procrastination, enforce part 10 of the freedom campers bylaw and close Addington Park to this fraternity having been there since January.

These sentiments are reiterated by not only local residents finding overuse of the park demeaning for them and their children, but also Spreydon-Heathcote Community Board wanting this solution

We do not understand why the authorities do not create locations for self-contained units, ourselves, who have made the move, are travelling clean.

The camp sites are a possibility, but the price remains very unattractive for a couple, as well as some places in quality locations and service in general. We have not thought about the rest of our trip, but it is certain that this will be much more complicated, and therefore we do not visit certain place, and go to certain tourist sites.

Also like to add that we understand the situation, but we are not guilty, we are strangers. Many young Kiwis are not a good example either.

The new Court Ambassadors are year 13 students Campbell Wright and Miriam Qualls and they will be joining the pro-gramme along with students from 25 other schools throughout Can-terbury.

Each year the Court Theatre offers every secondary school in Canterbury two places on its Court Ambassadors pro-gramme.

Will Hadfield was determined to come back from a second place to win the South Island Optimist Championships.

The Cashmere resident won the two day regatta on March 12-13 in Dunedin.

He was nervous on the first day because he had come second at the Canterbury Champi-onships the previous week-end to Charteris Bay Yacht Club’s David Buchanan.

“After coming second at the Canterbury Champs I was optimistic that I could win however there was some good competition with both David and Suede there who have both had a fantastic season and many other competent opti sailors attending as well.”

The 13-year-old had a rough start in the first race on day one, coming fourth.

“After the first race I wasn’t feeling too good, I had got a fourth which may sound good but if you’re trying to win it’s rub-bish.”

But following the first race, he picked up his game and got two firsts and a second.

The second day saw the races abandoned because the wind did not fill in, and Will (left) was named the overall champion.

“I felt a combination of being relieved and happy as this had been my goal to win and I felt

good that I achieved it. I’ll definitely be back next year to defend my title.”

David Buchanan came second, and Dunedin’s Ollie Gilmour came third.

Will said sailing in Dune-din was a different experience, because there was a large sand bar that snaked its way through the harbour.

Will has been sailing Optimist regattas since he was eight.

At the end of last season his re-sults qualified him to be part of the New Zealand Optimist Sailing Squad.

He will compete at the New Zealand Optimist Nationals in Kohimarama, Auckland which begins on Thursday.

WINNERS: Cashmere High School girls cricket team won the New Zealand Community Trust Secondary School Girls final against Christchurch Girls High School last week by a close eight runs. Nine schools from around Christchurch competed in the two day event. Cashmere will now go on to represent Canterbury in the New Zealand Cricket Players Association Nationals. Cashmere were 132-5 with Christchurch Girls High School 124 all out.

Drainage assessments underwayEQC has started rolling out its assessment programme for sewer and stormwater pipes suspected of having earthquake damage.

The programme is to ensure a consistent standard of assessment of all sewer and stormwater drains for drainage claims.

Customers with unsettled drainage claims will be contacted progressively throughout 2016 to arrange an assessment of their drains, General Manager, Customer and Claims, Trish Keith says.

The assessments will be carried out whether or not an inspection has been done

previously, at no cost to homeowners. The inspection programme will also include properties where new drainage claims are lodged during 2016.

Assessment information has been provided in the past by drainlayers contracted by homeowners and EQC. The presentation and the level of detail provided varied significantly. In some cases assessments have not included a recommended repair strategy and estimated cost of repair.

“That’s meant that in the past we’ve had to go back to drainlayers to get the level of information we’ve needed to settle drainage claims, which has added unnecessary time and hassle for customers,” Mrs Keith says.

“The new assessment process – which was trialled successfully with drainlayers at the end of last year – offers much more guidance for drainlayers. The new process should ensure the reports are consistent and capture all earthquake damage,” Mrs Keith says.

“Some of Canterbury’s largest drainlaying firms, all of which are licensed with the New Zealand Plumbers, Gasfitters and Drainlayers Board, will carry out the assessments.”

The firms will have a certifying drainlayer – the highest qualification available – to oversee the work of licensed drainlayers. A CCTV recording of the inside of drains will identify any earthquake damage. This information will be used to develop a recommended repair strategy and estimated cost of repair. EQC will use all this information to determine cash settlement.

“We will provide additional support for customers who have a genuine need for help in hiring drainage contractors after they have received their cash settlement,” Mrs Keith says.

“If further damage is discovered during the repair process customers can contact EQC. If we agree the damage is earthquake-related, an additional payment to cover extra costs may be made.”

Update on ILVEQC is working out the settlement amounts for around 4,400 customers who were told their properties qualify for Increased Liquefaction Vulnerability (ILV) land damage.

“We have made good progress so far but there is still more we need to do before we can start making any payments,” says EQC Head of Canterbury Land Settlement, Keith Land.

“This work includes determining pre-quake property valuations and the amount of the reduction in market value for affected properties as the direct result of ILV land damage. We are also investigating whether some properties with ILV land damage can be feasibly repaired. In these cases, a settlement based on repair cost may be available.”

EQC expects to start settling ILV customers in mid 2016.

“We recognise that our customers have been waiting a long time for ILV settlements, but this is the first time this type of land damage has been recognised as insured damage, so the settlements involve ground-breaking work which takes time.

“We want to make sure we have robust valuation assessments in place and give our customers quality information,” says Mr Land.

Settlements for ILV land damage will be made by cash payment, which is how EQC has been settling all land claims to date.

The cash settlement for ILV land damage will be based on one of two approaches: repair cost, or reduction in market value of the property due to ILV land damage – also called Diminution of Value (DOV). “We are establishing which properties can have their ILV land damage feasibly repaired, and which can’t, thereby require settlement on the basis of DOV. It’s important to note that each property is considered on its own merits. Each property has unique characteristics, which means that one-size-fits-all or an automated settlement approach is inappropriate,” says Mr Land.

ILV land damage settlements on the basis of repair cost

Where, for example, the house needs to be rebuilt, EQC will likely settle the ILV land damage on the basis of repair cost if:

— there is a feasible repair method for the repair of the ILV land damage on the property;

— the customer intends to carry out the repair within a reasonable period of time using that method;

— the land has not been sold since the earthquakes.

ILV land damage settlements on the basis of DOV

Based on what is known to date, EQC expects that most ILV properties will be settled on the basis of DOV. This is because there will generally not be a feasible repair to ILV damage where the house has remained in place after the earthquakes.

Furthermore, if an ILV property was repaired or rebuilt without any repair of the ILV land damage, it is likely the settlement will be based on DOV. The settlement will also be based on DOV if the property has been sold since the earthquakes.

“Generally the DOV approach and settlements for what is another non-visible land damage type will be similar to how EQC is handling Increased Flooding Vulnerability (IFV) claims.

“For those properties where we are investigating settlement based on repair cost, we will contact customers in two months’ time to inform them of the potential to repair the ILV damage on the property, and see whether they intend to repair the land,” says Mr Land. EQC expects to complete ILV settlements, together with other outstanding land settlements, by the end of this year.

offered tangible cases of post-disaster downtown regeneration in other centres to stimulate discussion on realistic goals for Christchurch in the next five years.

Dr Johnson has visited Christchurch many times since 2011. She said the great many aftershocks had “reset” the clock for some parts of the community and its infrastructure time and time again, but that Christchurch people should take heart in the betterment and transformation taking place.

“Homes are not simply being patched up. There is a great deal of betterment going into the reconstruction of the housing stock, the infrastructure, and the commercial sector.”

New approach to February 2016 quake claimsThe Earthquake Commission (EQC) will be drawing on lessons learned in previous Canterbury earthquakes to assess and settle claims from the February 2016 earthquakes.

The plan is to speed up assessments, where possible, by calling customers to get all the information we need to desktop assess and cash settle their claim, EQC General Manager, Customer and Claims, Trish Keith says.

“We won’t necessarily be sending an assessor to the home, except where there is extensive damage, the claim is complex or a customer’s circumstances require it.

“EQC will cash settle most of the claims to enable customers to get onto repairs quickly. We’re doing this because we are hearing from customers that their damage is largely cosmetic building repairs and contents,” Mrs Keith says.

For those customers already in the Canterbury Home Repair and land programmes who lodge new claims from the February earthquakes, EQC will deal with their claims at

the same time. In this way, EQC will not slow the existing work programmes down due to the new event.

EQC’s approach builds on the lessons we have learnt from Canterbury, Cook Strait, and Eketahuna earthquakes. It also reflects that EQC already has a lot of information about Canterbury customers.

“The new process is being piloted with a small group of customers before EQC starts rolling it out in earnest, and early feedback has been very positive.” Mrs Keith says.

“We can use information we already know about our Christchurch customers to make settling the latest claims smoother and faster,” Mrs Keith says. “Our goal is to make EQC easy to do business with.”

There is still time for customers to lodge a claim. Customers whose home suffered damage in the 14 February earthquake have until 16 May 2016 to lodge a claim. The deadline for lodging a claim for the 29 February earthquake is 30 May 2016.

Bamford School pupils celebrated being the 110,000 recipient of the Red Cross earthquake recovery grants. After helping more than 110,000 Cantabrians, the New Zealand Red Cross earthquake grants will be finishing at the end of this month.

Since the February 22, 2011 earthquakes, $109 million has been distributed throughout the city and has helped one in four Cantabrians. The eastern suburbs were worst hit in the February earthquake and thousands were helped by the Red Cross.

Recovery communications manager Simon Makker said that immediately after the earthquake the Red Cross put out an appeal, and since then, all the money has gone back into the community.

He said the level of response took a lot of people by surprise.

The appeal raised more than $103 million in donations from Kiwis. A further $28 million was given to NZ Red Cross from national societies and corporate sponsorships, bringing the appeal’s total to $131 million.

Mr Makker said it was like an end of an era, but the charity would still be continue to help people in the community post-earthquake.

“We’ve got a lot of social-type workshops still available. Especially after Valentine’s Day, it was in demand - that earthquake brought back a lot memories for people.”

Grants made by the organisation have included the 2010 Hardship grant, 2013 Christchurch Schoolchildren’s grant, and the 2011 Emergency and Hardship grant.

Mr Makker said about $44 million was dedicated to the

2011 Emergency and Hardship grant alone, and there were around 51,000 applications made.

Overall, about 37 grants have

been made over the past five years to different causes.

The final three grants available are to help homeowners with packing, moving, or storing

belongings, or for independent advice around quake-damaged homes.

Applications for those grants close on March 31.

standard treatment usedafter the removal of atumour from a breast, evenwith those who are deemed

to have a low risk of relapse.The Cancer Research

UK-funded clinical trialexamined more than 2000women, aged 50 or older,who had early breast cancerwith a low risk of returning.The study, presented at

the European Breast CancerConference in Amsterdam,split the women into threegroups following breast-conserving surgery: one hadfull dose radiotherapy to thewhole breast, the currentstandard treatment; thesecond had the full dose ofradiotherapy to the tumourarea, with a lower dose torest of the breast; and thethird group received the fulldose to the area where the

tumour had been, and noradiotherapy to the rest ofthe breast.Five years after their

treatment, only one per centor less of women in eachgroup had a recurrence oftheir cancer in their breast,according to theresearchers.Dr Charlotte Coles of the

METHOD:Snip the edges of the steaks to prevent curling during cooking.Heat half the oil in a heavy frying pan. Season the meat with blackpepper. Pan-fry for about 3 minutes each side for medium rare.
