Record Notes of the Meeting on AP & Telangana Scheduling & Operational issues held on 18th December 2015
A Meeting on AP & Telangana Scheduling & Operational issues was held at
TSTRANSCO office at Hyderabad on 18th December 2015. List of participants is at
Annexure-I.
TSTRANSCO vide letters dated 06.08.2015 and 02.11.2015 (Annexure-II) had
requested to convene a coordination meeting between Telangana SLDC & APSLDC along
with all State generating stations to discuss scheduling issues of shared projects and
other modalities.
SE, SLDC, TSTRANSCO welcomed representatives from power utilities of Andhra
Pradesh & Telangana and SRPC & SRLDC.
SRPC & SRLDC stated that scheduling of shared projects would be in the interest
of both States. A common agreed methodology in respect of ramp up, ramp down,
technical minimum, backing down etc. would be helpful and a consensus may be arrived
at.
SRLDC presentation on the practices of scheduling of ISG Stations is at
Annexure-III.
Scheduling of shared projects
TSTRANSCO suggested that scheduling of the shared projects could be taken up
including ramp-up / ramp-down, backing down, revision of schedule etc., as is
being carried out for ISG Stations.
APTRANSCO stated that presently scheduling of shared projects could only be
done on net of schedule on day ahead basis and it was revised only during tripping
/ synchronization of units. All other provisions could be considered after
scheduling software is in place in both the SLDCs. Only around 1,000 – 1,200
MW margin is available to manage the variations in the demand and integration of

renewables . In the coming years, huge renewable generation is likely to be added
to AP grid and there could be need of taking out the shared project units and
stations also. How power from such units under reserve shut down could be
shared with the other State needs to be deliberated?
The following was agreed / noted after deliberations:
Scheduling of shared projects would continue as per existing methodology of net of
schedule between AP & TS. Day to day shares would be ensured. The schedules to
other State would be revised under unit outage/synchronization.
In emergency conditions, the other State may consider modification in the
schedules of the shared projects only at the request of SE/CE of the SLDC.
During reserve shut down, the other State would continue to get deemed schedule
from the unit/stage/station. Both APSLDC & TSSLDC agreed to it operationally on
interim basis. This assumes significance since huge renewable integration is
planned in both the States. Backing down/reserve shutdown gets complex with
multiple variable charges of energy even for different stages in the same station.
Both the States would follow merit order backing down/reserve shut down. The
other State’s request of surrender of power from the reserve shut down unit could
be considered.
Since this issue has significant commercial / operational implications, the same
was recommended to flag for discussion in higher forum. However both
AP & TS would also refer and get the provisional methodology vetted through their
commercial division/management for the interim period.
It was agreed that for revision of Simhadri Stage I schedules, 6 time blocks would
be given to APSLDC by TSSLDC due to non-availability of web based scheduling
SW at APSLDC.
Revisions of schedules of IPPs in AP by TSSLDC would be considered by APSLDC.

Only net of scheduling of shared projects would be continued by SRLDC. The
revision in net schedule would be carried out in the 4th time block, after receiving
the revised schedule from the respective SLDC (first time block being the request
for revision). All the previous time block’s net schedule details would be frozen by
SRLDC. In view of software limitations, the source file would not be available at
SRLDC and both States need to reconcile the revisions mutually.
It was agreed that both the SLDCs would reconcile the implemented schedule on
daily basis to avoid any ambiguity.
APSLDC & TSSLDC agreed to take immediate steps to put in place a full fledged
scheduling software (State generators, shared projects, Discoms, renewables, URS
etc.) by December 2016. A simple module of scheduling the shared projects could
be put in place by 31st March 2016 for scheduling the shared projects only. SRLDC
assured assistance, if required on technical specifications and sharing other
relevant information for the scheduling software.
TSSLDC stated that scheduling of shared projects could be carried out in line with
ISG Stations. APSLDC stated that the scheduling of shared projects in line with
ISG Stations would be put to management only after scheduling software is in
place.
The following ramp up/ramp down rates and technical minimum were noted
(Generators were requested to revert back in case of any discrepancy) as tabled

AP -IPPs
It was noted that the stations ramp up and ramp down rates were generally around
9 MW/minute (upto around 350 MW). Unit ramp up and ramp down rates were
around 2-2.5 MW/minute. Technical minimum was generally around 60% of DC.
Other operational issues
SRPC presentation on operational issues is at Annexure-IV.
LGBR for the year 2016-17
APSLDC agreed to furnish the power purchase details and LGBR at the earliest.

TSSLDC stated that the requirement figures were being reworked due to changes in
agriculture supply. Tentative purchases along with LGBR would be furnished.
Pollution Mapping
APTRANSCO & TSTRANSCO agreed to follow up with the concerned.
VC facility at SLDCs
AP SLDC stated that VC facility would be taken up at Vijayawada SLDC as and when
it is ready. At present building construction is in progress.
TSSLDC informed that equipment was in place and final connectivity to be made in
coordination with M/s. Alstom & PGCI. It will be ensured shortly.
Pump mode & Condenser mode operation
Srisailam LB units: Unit V not possible in pump mode due to technical problem.
SRLDC/SRPC requested TSGENCO/TSSLDC to revert back with the details of the
problem and the action plan for revival.
Nagarjunasagar units: TS informed that the pumping capability was to be tested by
the OEM (M/s BHEL) and it was also linked with minimum water availability in the
downstream tail pond reservoir.
TSSLDC confirmed that the SCADA issues with respect to Srisailam LB and
Nagarjunasagar were resolved. On a query, it was confirmed that all the units at
Srisailam LB and Nagarjunasagar were being run on condenser mode as per SLDC
instructions.
GT tap changes
APGENCO informed that GT taps for Upper Sileru units could not be changed as they
were stuck. SRLDC/SRPC suggested APGENCO to revert back with action plan for
rectification. GMR confirmed that the taps had been changed to 400 kV. Spectrum
confirmed that the GT taps had been changed to 220 kV. Other IPPs were suggested

to change the GT taps as recommended (400 kV & 220 kV levels). APSLDC assured
of follow up.
TSGENCO informed that in respect of Kothagudem units, PO for DVR had been
placed and was expected within two months. Subsequent to commissioning, they
would examine the possibility of bringing all the units GT taps to 220 kV level.
Regarding Nagarjunasagar units they would revert back.
Status of Reactor at Srisailam
TSTRANSCO informed that they had sent a reminder to CEA. SRPC/SRLDC
suggested that the issue could also be referred to the Standing Committee by
TSTRANSCO.
Reactive power management
APTRANSCO informed that Tenders had been finalized for the 32 x 7.5 MVAR and 4
x 14.4 MVA capacitors at 33 kV level.
TSNPDCL informed that 81 x 1 MVAR and 80 x 2 MVAR capacitor banks had been
commissioned at 11 kV level of 33/11 kV SS. Orders for 248 x 2 MVAR capacitor
banks had been placed and which were planned to be commissioned before March
2016.
SRPC informed that the issue was being followed up in the NPC and requested all to
furnish timely details.
Status of implementation of protection audit recommendations
SRPC / SRLDC emphasized that the time line allowed by Hon’ble CERC is getting
over by Dec’15 for phase – I & Phase – II activities but many items are yet to be
completed.
AP & TS utilities noted the dates for completion of Phase-I and Phase-II activities.
They stated that they would approach Hon’ble Commission.

RGMO/FGMO
APGENCO informed that Krishnapatnam unit II was under shut down and it would
come back with RGMO in place.
APSLDC confirmed that Hinduja TPP Unit-I was equipped with RGMO and the
details would be furnished to SRLDC/SRPC.
TSSLDC confirmed that the RGMO status points for thermal units were available at
SLDC. Details in regard of Hydro units would be furnished.
SRLDC requested that the consolidated table of RGMO status could be made
available to SRLDC through ICCP.
SCADA mapping of AUFR & df/dt feeders
APSLDC informed that 135 RTUs were required with an estimated cost of around
Rs.250 Crores. ( with systems etc) 20 RTUs were being purchased presently.
TSSLDC informed that 35 RTUs were required. 75% of mapping was over.
SRLDC/SRPC stated that as per Hon’ble CERC Order on KSEBL petition (dated
27.11.2015 on Petition No. 60/MP/2014) all the SR States were to complete 100%
mapping. Status was to be furnished to the Commission by 31st January 2016 by
SRPC/SRLDC and therefore the status/schedule for achieving 100% SCADA mapping
needs to be furnished by 31st December 2015. SRLDC would verify it with SCADA in
first week of January 2016 and consolidated report would be furnished.
ADMS
APSLDC informed that the revised logic had been implemented. Presently, 150 MW
of feeders had been put under the Scheme and they were planning to add additional
feeders.
TSSLDC informed that remote tripping of the feeders had been tested and they were
taking up with M/s. Alstom for making the Scheme operational. On a query, TSSLDC

informed that they had identified 500-600 MW of radial loads for this Scheme which
would be shed as per O/D in a cyclic manner.
LVRT
APSLDC informed that they are taking affidavits/certificates from the wind
generators in respect to implementation of LVRT.
SRLDC/SRPC suggested taking up with their SERCs for bringing out of specific
guidelines to enable the wind/Solar developers for mandatory implementation of
LVRT and enabling SLDCs for ensuring compliance.
On a query about LVRT / HVRT feature for Solar Generators, SRLDC clarified that
the Solar Generators also should ensure for implementation of LVRT / HVRT feature
as noted during the hearing of petition no. 420 / MP / 2014.
PSS tuning of generators
APGENCO informed that Order has been placed for PSS Tuning of Rayalaseema TPP
units and would be completed by August 2016. In respect of VTPS, PSS Tuning of
Units 3 and 4 had been completed by M/s BHEL and the reports had been furnished .
For Unit 5 and 6 replacement with DAVR along with PSS tuning would be completed
by August 2016. For Units 1, 2 and 7 PSS tuning was planned. SRT reports for
Krishnapatnam units would be furnished in the specified format.
TSGENCO: Nagarjunasagar units SRT reports would be furnished.
SRPC/SRLDC stated that Test Reports/graphs were to be furnished in legible specific
formats (in soft copy) clearly indicating the parameters and scales. SRT report and
PSS tuning details for Hinduja unit to be furnished. It was pointed out that all the
units above 50 MW(including IPPs) were required to carry out PSS tuning and SLDC
needed to ensure compliance. Schedule agreed in the 30th October 2015 meeting was
to be followed.
Upcoming generating stations

TSGENCO informed that Kakatiya Stage-II unit was likely to come up within 10-15
days. Singareni Unit-1 and 2 were planned to be synchronized by December 2015 and
January 2016 respectively.
APSLDC informed that Hinduja unit-1 was test synchronized.
Implementation of additional loads for SPS by TS
SRPC/SRLDC informed that the DTPCs had been installed by PGCIL at Veltoor,
Gajwel, Budidampadu and RSS. TSTRANSCO was requested to complete their scope
of work and necessary instructions could be passed on to the respective sub-stations.
TSTRANSCO assured of necessary action in this regard.
