Like he had many times before, on June 30 Elijah Spratt went swimming.

This time, however, the 10-year-old Clinton boy was pulled under by the powerful current of the Twin Rivers Park in Arlington.

He wasn’t wearing a life jacket and drowned.

His stepmother and father believe Elijah would be alive if he was wearing a personal flotation device, or PFD.

“He died doing what he loves the

most,” said Jacqueline “JJ” Edwards, Elijah’s stepmother.

During a family outing last year, Edwards recalled tubing on a river in Leavenworth. Her tube was attached to Elijah’s by a carabiner, they got stuck on either side of a large rock with the cur-rent pulling them against it. She recalled panicking and Elijah telling her to be calm, then pushing his tube off the rock toward her, freeing them from the cur-rent’s force.

“I think back to that day and how calm he was,” Edwards said.

“That boy was a fish.”

“I know in my heart that if Elijah would have had the opportunity to wear a life jacket June 30, he would have.”

Clinton woman wins HUB garden cart

Stephanie Streitler won more than $800 worth of garden supplies and tools from The HUB’s raffle fun-draiser.

The after-school hangout in Langley has risen from the ashes in the past two years. It went from

being scrapped and shuttered to reopening on a limited basis. Now it is prepared to run five days per week next school year after success-ful fundraisers like the cart raffle, a salmon feed in spring and a match-ing grant by Nancy Nordhoff. More than 600 raffle tickets were sold for the cart, bringing about $600.

The HUB operated three park-ing lots in Langley during the

Choochokam Arts Festival to bring in money for the program.

After more than six years at the helm, Ebey’s Landing National Historical Reserve Manager Mark Preiss is hanging up his hat and headed for high country.

Preiss has accepted a position as chief executive officer of Glacier National Park Conservancy, the non-profit fundraising partner for the Montana-based park. His last day on the job is set for July 31.

Leaving was a difficult decision but Preiss said he feels good about his ten-ure and is proud of what the community has accom-plished.

“I think we’ve shown what’s possible,” Preiss said. “People were ready and committed. How can you not be optimistic about the future when you see what’s been accomplished?”

“Ebey’s has always been about possibilities,” he said.

Al Sherman, a longtime Central Whidbey farmer and Trust Board member, credited Preiss with a series of successes, from his role in helping to overhaul coun-ty and Coupeville design

review rules to shepherd-ing over innovative new pro-grams that leverage commu-nity support.

“He’s done a great job, he really has,” Sherman said. “He just got things done.”

Preiss took over for long-time manager Rob Harbor in 2007. Interviewed by the Whidbey Examiner shortly after his hire, Harbor said he knew from the start that Preiss was the right guy for

the job. “In our first meeting,

he wasn’t wearing a tie,” Harbor said. “I knew he’d fit in well in Coupeville.”

But Preiss did more than just fit in. According to Jan

Pickard, also a Trust Board member, his “visionary lead-ership style” both energized the public and galvanized community efforts into a cohesive and effective force.

To start, the reserve’s 30th birthday saw the establishment of the annual Ebey’s Forever Conference. The event would later give birth to the highly success-ful Ebey’s Forever Fund.

The community-driven grant program aims to help struggling property owners with the high cost of main-taining historic structures. In 2013 alone, the fund con-tributed $100,000 to 13 prop-erty owners.

Preiss also helped set up a preservation field school, another program that lever-ages community support by using volunteers to com-plete needed work on his-toric structures.

The program has ben-efitted a handful of famous

structures, from the Ferry House and the Alexander Blockhouse to the Boyer Barn, which is believed to be the oldest barn on Whidbey Island.

“The field school concept was really just a new form of community barn raising,” Preiss said.

While Preiss is proud of the work he’s done, he is adamant that the accom-plishments over the past six years are really those of the community. All he did was provide a few nudges in the right direction.

“What I’m most proud of is I was invited to be a part of this, a part of Ebey’s, to feel its story and help preserve and sustain its unbroken record,” Preiss said.

Pickard said the Trust Board will likely hire an interim director to fill in until the position can be filled with a permanent replacement.

Burn ban begins Wednesday

Sheriff Mark Brown, Island County’s fire mar-shal, says a countywide burn ban takes effect at 8 a.m. Wednesday, July 10.

The ban prohibits out-door burning of natural debris even with a per-mit. Recreational and

cooking fires are allowed only if contained in an approved fire pit lined with concrete or metal, such as those at estab-lished campgrounds.

Outdoor cooking is allowed on a propane barbecue, a briquette barbecue or self-con-tained camp stove.

The stretch of warm, dry weather has made the county’s natural fuels too combustible to allow outdoor burning.

The burn ban remains in effect until otherwise announced by Brown in his capacity as the coun-ty’s fire marshal, accord-ing to a news release issued by the sheriff’s office.

Commission hears comments on fare

Ferry fare increases may be on the way.

Washington State

Transportation Commission proposed fare increases to ensure the state meets the reve-nue target set by the state Legislature in the upcom-ing biennium budget.

Public comment is being accepted in the coming weeks, includ-ing a meeting from 5 to 7 p.m. Wednesday, July 10 at the Island County Commissioners Hearing Room in Coupeville.

Comments may also be submitted by email to [email protected], by phone at 360-705-7070 or in writing to WSTC Fare Proposal, P.O. Box 47308, Olympia, WA 98504-7308.

Across the board, passenger fares would increase 2 percent and 3 percent for vehicles. There would be an additional 2 percent increase on pas-senger fares and 2.5 per-cent on vehicle fares on May 1, 2014. Youth passes would be 50 percent off the full fare.

All proposed changes, if approved, would become effective Oct. 1.

Truck catches fire in Ken’s Korner

An engine fire destroyed a small Ford truck Friday afternoon at Ken’s Korner, near the Kiwanis fireworks stand.

The call came in shortly after 3:30 p.m. and South Whidbey Fire/EMS were on site nine minutes later, said Deputy Chief Jon Beck. Crews were able to put out the fire within five minutes of arriving on scene, he said.

The owner had just had the vehicle serviced before the engine ignited, he said. No injuries were reported at the scene.

Beck cautioned the weather is getting drier and drier as we get fur-ther into the summer. No fireworks related fires of injuries were called in to South Whidbey Fire/EMS over the holiday as of July 5. Crews did respond to unattended fires through-out the night. A county-wide burn ban began today, Wednesday, July 10.

Family seeking urgent horse care

The King family of South Whidbey is searching for a home for its two horses.

Having learned one of their children has leukemia, the family is in the process of mov-ing to Seattle to be near Children’s Hospital for at least the next six months.

The Kings are look-ing for someone to take their 20-year-old quarter horse/Arabian, Ben, and a 21-year-old Andalusian stallion, Fino.

The horses have been ridden primarily on trails. They come with tack and some feed. Both are in good health and fed an organic diet.

Neither has shoes. The Kings also have two

cats and seven chickens in need of new home.

New buoys await boaters

The Port of Coupeville has four new moorage buoys in Penn Cove in time for the busy part of the boating season.

The port commission-ers held a special meeting this month to approve a contract with Onalaska, Wash. based Alpha Marine Installation to replace the anchors for the port’s four buoys. Executive Director Jim Patton said it will cost an estimated $10,000 to replace the anchors.

A diver hired by the Port of Coupeville removes the buoys in the fall so they don’t get battered by the severe winter weather. When the diver was removing the buoys from the 2,000-pound concrete anchors, he noticed the steel rings had basically rusted away and need to be replaced.

Patton included the project on the port’s con-struction, maintenance and repair list.

PLAN AHEAD!Once the decision has

Fireworks & Snowden

Don’t be apathetic about NSA spyingEditor,

As I sat on my deck in Clinton and watched the rockets’ red glare and bombs bursting in air, it gave truth through the night that something was amiss in the whole affair, of both July 4 and of Edward Snowden.

There were a lot of noises and flashes on the Fourth, just as there was a lot of news coverage of Edward Snowden. The focus of both events seems to be on the sensational instead of focusing on the substance.

What does Independence Day mean to us today?

In 1776, it meant being free from the oppressive government of England which denied many rights and freedoms, includ-ing freedom of speech and privacy.

Have fireworks and barbecues replaced our reflection on and examination of our freedoms today? Has the sensational news coverage of Edward Snowden masked the devastating invasions taking place on our freedom of speech and rights to privacy by both corporations and government?

Whether you consider Snowden a traitor, information thief, whistleblower or hero, his leaks revealed the shocking nature of surveillance that is taking place in the United States today.

According to leaked top secret docu-ments, the National Security Agency obtained direct access to the systems of Google, Facebook, Apple, Microsoft and other Internet giants in the United States.

The NSA access is part of a previously undisclosed program called “Prism,” which allows officials to collect material including search history, the content of emails, file transfers and live chats.

The Internet companies deny knowl-edge of Prism and any order to release data.

However, Mark Rumold, staff attorney at the Electronic Frontier Foundation — a nonprofit digital rights group — told ABC News that, “If these companies received an order under the Foreign Intelligence Surveillance Act amendments, they are forbidden by law from disclosing having received the order.”

Another revelation followed that the court of the FISA was ordering a subsid-iary of Verizon to turn over to the NSA logs

tracking all of its customers’ telephone calls on an ongoing daily basis.

I agree with Benjamin Franklin, who said, “The more a society monitors, con-trols, and observes its citizens, the less free it is.”

It appears to me that sitting by passively and allowing corporations and government to invade our privacy and control our com-munications, much sooner then we can imagine, we may be living in an country that we never imagined — one closer to the big brother type … similar to the ones we’ve invaded in order to restore the free-doms we are now ourselves losing.

U.S. Sen. Mark Udall, of Colorado, said, “I don’t think the American public knows the extent to which they were being sur-veilled and their data was being collected. I think we ought to reopen the Patriot Act and put some limits on the amount of data that the National Security Agency is collect-ing. It ought to remain sacred, and there’s got to be a balance here.”

Personally, I’d like to continue to email letters to the editor concerning any topic without fear of being monitored by the government.

If you’d like to join me in speaking out, write to our members of Congress and president to let them know you want strict limits and regulations put on the surveillance and collection of data from the American public.

Also, there needs to be Congressional involvement with full access to oversee the

activities of the National Security Agency. BOB EFFERTZ

Golf course

S.W. Parks and Rec sees the big pictureEditor,

Thank you, South Whidbey Parks and Recreation for attempting to meet the needs of all South Whidbey residents by consider-ing a public golf course at Holmes Harbor as part of a comprehensive plan.

Unlike the editor, who suggested those local golfers who don’t belong to a private club can take their money and drive 30-40 miles north to Oak Harbor — or better yet spend their money off Island — the parks department sees the whole picture.

Keeping this public course money at home and adding to the tourist/visitor rev-enue potential makes more sense.

It would even add a few local jobs. Lake boaters, swimmers, youth sports

leagues and skateboarders are pleased the parks department recognized the needs and helped provide for them, not sending them away from their community to pursue their interests.

The Island County Board of Commissioners is not the “Kelly Emerson Show.”

Emerson was appropriately scolded Monday by the other two commis-sioners after going against the board majority.

Contrary to a June 12 work session agreement by the commissioners, Emerson gave notice she’d be attend-ing a public discussion in Oak Harbor.

The meeting was to talk about a possible law and justice levy the com-missioners may or may not put on a ballot.

Having two of three commissioners attending a meeting creates a quorum, establishing it as an official govern-ment meeting because there are enough board members to take action.

There are rules and procedures that must be met to ensure open pub-lic meeting laws are followed.

While no vote was taken dur-ing the June 12 workshop, both Commissioner Price Johnson and Commissioner Johnson intent to avoid a quorum was clear.

Only one commissioner would attend their designated meeting in their respective districts to avoid the potential problem.

Oak Harbor is the area Johnson represents.

Emerson attended the Oak Harbor meeting, leading Johnson to pull her attendance.

While Emerson is claiming igno-rance of any consensus during the June 12 meeting, her actions reveal a lack of respect for fellow board mem-bers and accepted protocol.

Johnson and Price Johnson publicly chastised Emerson for her actions, and rightfully so.

Johnson put Emerson on notice, telling her she may be forced to rescind her support of Emerson as board chairwoman.

As chairwoman, Emerson’s role is to represent and enact the wishes of the majority, not indulge her personal agenda. If Emerson is unable to per-form that function, we agree that she shouldn’t be chairwoman.

Commissioners were right to put Emerson on notice

A plea made by Ledgewood residents to the governor and state lawmakers paid off this month with a $200,000 appropriation.

The money, which comes from the state Department of Natural Resources, funded addi-tional drilling and aerial radar mapping in the community.

The work is expected to help scientists and engineers better understand the area’s complex and unstable geology.

It may also provide clues as just what set off the massive landslide that rocked the neighbor-hood this past March.

Community leaders sent a letter to Gov. Jay Inslee and local legislators asking for $500,000, part of which would pay for additional geologi-cal work and the rest, $300,000, for stormwater infrastructure improvements.

According to Young, much of the credit to state Rep. Norma Smith, R-Clinton.

After receiving the letter, Smith met with Public Lands Commissioner and DNR chief Peter Goldmark.

Both agreed that additional geological efforts were warranted and money should be appropri-ated.

“It was the right thing to do,” Smith said.“We’re really pleased it happened,” said Ralph

Young, a water commissioner for Ledgewood.Due to the end of the fiscal year, however, the

work had to be completed within a narrow two-week window, said Bill Oakes, director of Island County Public Works.

The past week was spent feverishly dig-ging six more holes at various locations in Ledgewood and Bon Air, one of which was right in the middle of the landslide. Road crews spent two days building an access for the large drilling rig.

“It’s had three months to settle,” Oakes said. “But we found some spots that were really soupy.”

Core samples taken at the six holes will be studied along with those taken at two other

sites in May. All eight holes were drilled to a depth of about 50 feet below sea level, which means those on Fircrest Avenue were about 280 feet deep.

“Hopefully, this will enable us to give resi-dents a little better of an answer about the geol-ogy,” Oakes said.

The new funding also paid for lidar, a highly accurate topographical mapping technique that uses lasers pointed at the ground from a plane.

Oakes said lidar mapping was conducted one day after the slide occurred but this second flight revealed just how much the area has settled since the March event.

According to Oakes, the state’s help was wel-come and would not have been possible with the community’s efforts.

“Thanks to the neighborhood for making this happen,” he said. “Absolutely, it was the citizens who generated this money.”

Smith said she was not successful securing funding for infrastructure improvements but vowed to continue efforts in the next biennium. There may be possibilities for loans but getting cash will be difficult.

“That’s still a bit of an unknown but I’m pleased we were able to get DNR in to finish up the geological work,” Smith said.

The county is planning to hold a commu-nity meeting at 3 p.m. Tuesday, July 9 at the Coupeville Recreation Hall.

The county’s hired geotechnical firm will be on hand to answer questions from the public.

Approximately 325 people enjoyed the mixed road and trail courses of the Langley Running Festival Sunday, July 7.

The course featured a half mara-thon, 10K walk and a newer short distance four-mile and seven-mile event.

Race organizer Matt Simms said he counted people from at least 24 other states and four countries competing in this year’s race.

People from further away are hearing about the Langley Running Festival, he said.

Placing first in the half mara-thon overall was Clinton resident Kurt Warwick, 24, with a 1:22:23 time.

Sarah Getty, of Des Moines, came in first for the women with a time of 1:31:37.5. This was the first year a local has won the half mara-thon, Simms said.

This is the second year the event included two shorter-dis-tance races. The races also includ-ed a mix of racing on the road and on South Whidbey’s trails.

“It’s an interesting evolution, our first year it was almost local people,” Simms said. “The second year was a mix.”

“Now we have people from all over that are coming.”

This was Getty’s first year running in the Langley Running Festival. Getty ran the race to pre-pare for an Iron Man competition in August.

“The course was nice and chal-lenging,” she said. “There were a lot of hills, but all of the downhill parts made up for the ups.”

The race began with local resi-dent Maddy Jerome playing The Star Spangled Banner. That was followed by a moment of silence for the victims of the Boston Marathon bombing earlier this year.

Simms said he knew of two Running Festival participants who

competed in the Boston Marathon this year, overall winner Warwick and Willy Mendoza.

Runner Mike Gates, 46, said he was happy with his race time of 1:36:43.5.

Gates, of Snohomish, placed seventh overall and is training to run a full marathon. This was

Gates’ first time at the Langley Running Festival.

“I set a goal, and I beat it,” he said.

Ty Campbell, 21, placed third for the half marathon in the men’s division with a time of 1:29:51.2. This was Campbell’s first time competing in the race and the first he’s run in that was longer than six miles.

Campbell competed in his regular running shoe, a Mexican huarache.

“I enjoyed working on my down-hill pace,” he said.

He said the “gently rolling hills” described in signs turned out to be less gentle than he anticipated.

Campbell, who is living in South Whidbey while working for Sky Root Farm this summer, learned about the race on the Choochokam website.

“I hope to get some good street dancing in later tonight,” he said of the festival.

Simms said he received a lot of positive feedback from partici-pants this year.

Proceeds from the event ben-efit South Whidbey Parks and Aquatics Foundation.

“It’s a great testament to have the community come out and make this event work. If we had to hire people, it would be money the foundation wouldn’t get,” he said.

By NATHAN WHALENSta reporter

What started as an attempt to promote a book became a decades-long journey for a group of Central Whidbey-based singers.

That journey included trips to the British Isles, Scandinavia and former Eastern Bloc countries.

The Shifty Sailors, a group of singers known for performing maritime-based songs, is turning 20 years old in 2013. The bal-ladeers completed a full slate of summer performances along the Pacific Coast in Oregon and Northern California.

“We never figured it would go over,” said Vern Olsen, a Coupeville resident who is one of the founding members of the Shifty Sailors.

Known for their striped shirts and rousing renditions of sea shanties, the group has been a fixture at major Whidbey Island events for years.

In 1993, Island County Historical Society sponsored produc-tion of a book, “Sails, Steamships and Sea Captains,” and were looking for a way to promote it.

Olsen, along with a small group of singers that would even-tually form the nucleus of the Shifty Sailors were asked to per-form at an event promoting the book. In addition to Olsen, per-forming were Karl Olsen, John White, Kermit Chamberlain, Les Asplund, Rick Newell, Bruce Bardwell and Alan Hancock.

“We have been friends forever,” said Hancock, now an Island County Superior Court judge.

Hancock was among the founding members but left the group in the late 1990s after the sailors produced a CD.

He wanted to focus on his other musical interest — playing bagpipes.

Following the book promotion event, the small group of singers, all from Whidbey Island, continued singing at events such as the Penn Cove Water Festival, Choochokam, Coupeville Arts and Crafts Festival and the FolkLife Festival in Seattle.

Hancock said Vern Olsen had the great idea in 1998 that the group should produce a CD, which was recorded live at what was then known as Great Times Espresso on Front Street.

The money raised from CD sales could be used to pay for shirts and equipment the group needed.

The group received their first international exposure in 2001, when a cousin of Olsen invited the Shifty Sailors to play at a tall ship festival in Bergen, Norway.

In 2003, the singers spent the summer touring the Baltic countries in the former eastern bloc. They toured Latvia, Lithuania, Poland, Germany and Denmark.

Mike Thelen, who was a newcomer to the group at the time, noted it seemed difficult for people in some of the former Soviet-dominated countries to have a sense of joy, but they started smiling after several songs by the Shifty Sailors.

The Shifty Sailors managed to go on an excursion every other year. They went to Ireland, Wales, England and France in 2005; visited New England in 2007; Hawaii in 2009 and the Czech Republic in 2011.

The group was able to fund their adventures through sales of CDs and merchandise.

Olsen mentioned that the Shifty Sailors often tag along with tall ship festivals throughout a touring season.

Originally starting with nine singers, the Shifty Sailors has grown to a current complement of 21.

“It’s just such a fun group of guys. For me, it’s difficult to tell the difference between practicing and performing.”

The Shifty Sailors rehearse as a group one night every other week.

Olsen said the group is comprised of Whidbey Island con-nections. He often gets requests from people to join the group, but wants to keep the number of singers right around 20.

The group is busy preparing for a summer full of events. They have several dates throughout the summer at locales between Blaine and Seattle.

The highlight of the summer, however, is their swing down the Oregon and Northern California coast. They are renting a bus for a tour West Coast cities starting in Westport, Wash., and continuing down to Monterey, Calif.

In addition to the their West Coast tour, the Shifty Sailors are singing at several festivals throughout the Puget Sound region, including the Loganberry Festival at Greenbank Farm, the Fall Fishermen’s Fest in Seattle and the Wooden Boat Fest in Port Townsend.

Choochokam arrived in full force in Langley over the weekend.

The 38th annual festival of the arts drew more than 100 vendors and artists to the community.

The event also brought about 30 enter-tainers to the downtown area Saturday and Sunday.

Scents of homemade potpourri, hand-crafted woodworks and leather goods filled the downtown streets, which were bustling with people walking about the festival.

Each day the festival was filled with music in multiple venues and ended with street dancing near the main stage. Those with memories of South Whidbey had the opportunity to share their stories recorded for posterity. The South Whidbey Historical Society had a camera recording those recollections.

Celia Black, vice president of the Choochokam Arts Foundation, said the festival drew more than 10,000 people over the two-day period.

“Some of the vendors have said to me this is their best year here for sales,”

Black said. “I am pleased with the amount of visitors this year.”

Black said she was appreciative of the Whidbey Children’s Theater for their variety of performances and activities for children including face painting and arts and crafts.

“They did a terrific job with their perfor-mances and they have been wonderful to partner with,” she said.

Langley resident Sharen Heath attends the festival every year. She said she loves seeing the fabulous art.

“There’s a lot of great energy at this festival,” she said. “I feel a lot of happiness and joy.”

Heath collects art cre-ated by a range of local artists. During this year’s festival she sat to have her portrait painted by Aaron Coberly, an artist with the Whidbey Island Fine Art Studio.

Coberly, from Redmond, teaches workshops with the stu-dio. His next workshop is Oct. 18.

This is Coberly’s third year painting at the festival. His portraits range start at about $100 with cost depending on the size and time required.

“Doing ‘on the spot’ portraiture is a chal-lenge and good experience,” he said. “This helps me grow as an artist.”

Cary Jurriaans, director of the Whidbey Island Fine Art Studio, said this year’s fes-tival was one of the best for her.

“It’s great to see Langley artists connect with each other at the fes-tival,” she said.

Jurriaans said she and the other artists from the studio are working to pro-mote representational art at the festival. She also wanted to inspired the many children who are at the festival

“We have great teach-ers and supporters,” she said.

This year is a first for the Choochokam Arts Foundation to run the festival on its own. Before breaking off into its own foun-dation, the group previously partnered with the Langley Chamber of Commerce to organize the two-day event.

Black said the new foundation is looking to expand its programming year-round, not just for the festival.

Star. He said it was encouraging to know they thought he could be successful on the show.

“I’ve had a really amazing time. It’s frightening, and electric at the same time,” he said. “It’s a real challenge to put my design right on the spot.”

“I like to obsess with 30 versions before I know what I want to go with. It’s terrifying, but awesome the way the show challenges you as a designer.”

Atwood said the challenges he faces on the TV show are similar to what he teaches his students.

“What I would tell my students, and the questions I would ask them, now I have to ask myself these questions,” he said.

Atwood said he has been design-ing his whole life. He said he remembers that, as a child, he took apart everything and reassembled them in new ways.

His design style combines the feel of the movie “Cool Hand Luke” and Mick Jagger, or avant-garde with American vintage and electric rock and roll.

Atwood said he wants to be origi-nal and show people good design.

Viewers seem to have taken notice — he said he’s received great feedback from people on the street.

“Whether I win or lose I’m going to take that with me, the amazing feedback.”

Atwood spent the weekend cele-brating the holiday with the Nichols family, which included fireworks, checking out the beaches and hav-ing the in laws playing tricks on him, he said.

Cassie Nichols, his mother-in-law, said he had a fun weekend with

the family.“Brooks is a funny and entertain-

ing guy,” she said. “He’s got a lot of things going on.”

“I’m getting the Whidbey Island welcome,” Atwood said.

The current season of the show is down to the final four contestants and last two episodes.

You can watch Atwood in the next challenge, which airs 8 p.m. Sunday on the HGTV channel.

Atwood said he is asking viewers to vote for him as fan favorite on HGTV’s website at Fanvote.hgtv.com

of confusion for his dad and me,” Edwards said.

It’s grief that spurred Elijah’s family in Clinton into action.

Edwards joined with Amy Jacobson of Lake Stevens to collect life jackets, PFDs and donations to buy more that can be placed at Twin Rivers Park and possibly Deer Lake someday.

Jacobson was at the park the day Elijah drowned.

Edwards estimates she has enough cash donations to purchase 200 new life jack-ets, and at least 100 donated PFDs were gathered.

At a booth created at the last-minute at Choochokam Arts in Langley this past weekend, 45 PFDs were donated.

During an interview at Freeland Park, a woman noticed Edwards and handed her two life jackets, one of which was a child’s PFD.

The life jackets range from new to used.

Edwards and Elijah’s family don’t care, though. They will accept any and all PFDs and plan to have them inspected before they are taken to the parks for use.

Elijah’s family remem-bered him as also a solid line-backer during his only sea-son with the South Whidbey Youth Football League. He

helped the midget team of 9 and 10 year olds win the conference’s super bowl in November, the league’s first ever.

“He was one of the rea-sons we were able to stop Anacortes in a playoff game,” said Jordan Nelson, Elijah’s football coach.

“He might not have been the biggest or the strongest kid out there, but he’d hold them.”

Elijah had a “tenacity,” Nelson said, that made him an ideal linebacker. Being new to the organized team sport, lining big No. 35 - Elijah’s jersey number - upright behind the defensive linemen allowed Elijah to see the play develop. It also let him stuff the play at the line or not far beyond it.

“Elijah was more heads-up,” Nelson said.

“Having that to play off of and go behind someone, at one point we had him blitzing off the nose tackle.”

The South Whidbey midg-et division football team plans to attend Elijah’s memorial wearing their jerseys.

Shortly after the season ended, Imburgia turned over custody of his eldest son to the state. It was while in the care of a foster family that Elijah drowned in Arlington. He lived with foster parents there since December.

Even with their memories of holding Elijah in the hos-pital and trying to warm his body, Edwards said she and Elijah’s father try to remem-ber the best about the boy’s life: His smile, his “electric” blue eyes and his willingness to help and please them, or as Edwards called Elijah, “my little helper,” who would do dishes with her, open doors for the family and help with groceries.

The family is grateful to the emergency responders who searched for Elijah, for the efforts to revive him, and for Burley Funeral Chapel.

A celebration of Elijah’s life is 3 p.m. Sunday, July 14 at Daryl and JJ’s home, 4261 Campbell Road, Clinton.
