The Minutes from the last meeting on 15 September

2016 were agreed as being correct.

Tony Hall said that the group is moving in the right

direction and these were a good set of Minutes.

Surrey and Borders Partnership Tobacco

Management Strategy

The Surrey and Borders Partnership (SABP) Tobacco

Management Strategy states: “Our core purpose is

to work with people and lead communities in

improving their mental health and physical wellbeing

for a better life”. Collaborating with partners, Surrey

and Borders Partnership will work with people to

eliminate or support their reduced dependence on

tobacco in their lives, including enabling people to

remain abstinent from tobacco whilst on the premises

and/or whilst conducting Trust business (staff).

From 2 October 2017, people who use services, staff

and visitors will no longer be permitted to smoke

tobacco on any Surrey and Borders Partnership

(SABP) NHS Foundation Trust premises, including all

grounds and gardens. This follows NHS England

guidance which recommends all mental health trusts

should be smoke-free by 2018.

It does not apply to private or group homes.

To help support this transition, SABP will be working

alongside the smoking cessation service, Quit 51, to

ensure all relevant staff have the training to provide

effective advice to people who use services.

A smaller number of staff will receive higher levels

of training to undertake assessments and provide

Nicotine Replacement Therapy (NRT), which will

be carried out within 30 minutes of people’s arrival

at Trust hospitals. NRT uses replacement nicotine

substances such as gum, patches, inhalators,

tablets, lozenges and sprays to assist with

abstaining from tobacco.

Studies show that stopping smoking is also

associated with reduced depression, anxiety and

stress and improved mood and quality of life, with

an effect that is equal or larger than

antidepressant treatment.

About 20% of adults in Surrey smoke. People with

a Mental Health condition are more likely to smoke

and those with a learning disability are less likely

to smoke.

How will staff be affected?

Staff will not be able to smoke during paid working

hours, including whilst travelling during the working

day or in paid breaks. Staff will be able to smoke

during unpaid breaks, although not on SABP

premises. To ensure staff have a proper break

from the workplace, they will not be able to split

longer unpaid breaks in to shorter, more frequent

breaks.

How will a smoking ban be enforced?

Surrey and Borders Partnership acknowledge that a

smoking ban will be very difficult to enforce and their

energy will be focussed on supporting people to quit,

rather than seeking out those who cannot or will not.

Where people are found to be smoking, this will be

managed in a non-confrontational way. It is proposed

that relevant policies will be written and/or amended

to reflect policy. SABP will review care plans of

people who use services who persistently smoke on

the premises. Likewise, SABP may consider taking

appropriate action against staff.

Won’t a smoking ban for people who are

inpatients increase incidents of aggression, as

well as the number of people who go missing?

This is a real concern for many people, but it is not

supported in the literature or in the reported

experience of other trusts. SABP hope that their

reviewed activities and staff time which is freed from

taking people outside to smoke will offer people

increased opportunities to engage positively.

Additionally, full support, including NRT, will be

available on all SABP wards.

SABP do recognise, however, that this will be very

difficult or disagreeable for some people.

Joyce Simms said that she will be encouraging staff to

use the recording system to show incidences of a

change in behaviour linked to the smoking cessation.

What about vaping?

This currently remains an unanswered question and an

area SABP are particularly keen to hear from people

about.

SABP plan to allow the use of disposable e-lites/e-

cigarettes in outdoor spaces and possibly some

designated indoor spaces. This includes our inpatient

units. This is broadly in-keeping with other mental health

trusts which are already managing the use of tobacco.

As of yet, SABP are undecided about the use of

chargeable vaping devices (of the refillable variety). The

smoking cessation service advice is that they are a

valuable tool in quitting smoking, but it is believe that

other mental health trusts do not allow their use in

inpatient services. There are possible risks, for example,

with charging, consumption of the liquid and ‘vaping’

other substances.

Issues raised by Group Members

Kathryn Fisher said information will be needed in Easy

Read. Rob Berry said that he would feed this back.

However there already exists an Easy Read Draft

Strategy.

Self-Advocacy Group Meetings.

Next Steps

• Surrey and Borders Partnership will be gathering

views until 19 December 2016.

• The recommendations will be presented to the

Surrey and Borders Partnership Trustee Board

during January 2016.

• March/April 2017 will see the start of the

implementation phase.

Update from Sarah Linington

Community Event

The group discussed arrangements for the

next Community Event which is due to take

place on 15 December 2016.

At the last meeting it was agreed to base the

event around the theme of ‘Keeping well

during winter’. Members of the group

suggested including the following:

• Keeping Warm – Claire Dawson (Surrey

Community Action) – possibly link with

Telecare

• Fire Safety – Tessa Schooling (Surrey Fire

and Rescue)

• Alcohol Awareness – Street Angels

• Chair exercises – Nicky and colleagues

• Keeping Healthy – Nicky and colleagues

• Mental Health stands (Safe Havens)

• Sensory Session – TBC (Parity)

Barry Hobbs said that he would produce a

flyer which lists all the activities available over

Christmas such as lunches. He also said that

he would bring the sound system.

Priorities

The commissioning of Learning Disability

services has now been transferred to

Guildford and Waverley Clinical

Commissioning Group (CCG).

The same people are responsible for both

children and adult services. Guildford and

Waverley CCG are looking at how to achieve

an all age Learning Disability service to

prevent the issues which often emerge during

transition. A new Transition Manager has

been appointed.

Guildford and Waverley CCG are currently

looking at how to transform services.

Learning Disability is one of the top health

priorities for the CCG. Kathryn said she

would do a presentation about this at a future

meeting.

Health Action Plans

A Health Action Plan is a personal plan

about what a person needs to do to stay

healthy. It lists any help that they might need

in order to stay healthy and makes it clear

about what support they might need.

Barry Hobbs said that there is a template on

easyhealth.org.uk which is hosted on the

health section of the Surrey Learning

Disability Partnership Board website:

Tisha Mitchell said that whilst a lot of people

have Health Action Plans, they often don’t

use them.

Nicky Palmer said that she would speak to

the new Nurse Manager for Acute and

Primary Care Liaison.

Kathryn said that she will be sending out

Health Action Plan data.

Chris Esson said that from April 2017, all

CCG’s will be required to state in their

operational plans how they will make sure all

GP’s do Annual Health plans/checks.

Health Programme Board has recently been

re-started and people can feedback their

concerns.

Sian Williams said that she was a clinical

nurse specialist in palliative care. She does

training for nurses and health and social care

assistants.

Sian has looked into the issue of carrying out

pain assessments. She has used the Abbey

Pain Scale, which is for the measurement of

pain in people who cannot verbalise. She

said she would like to see the CCG’s

promoting this. Nicky Palmer said that she

would send Sian information about previous

training Surrey and Borders Partnership

(SABP) have done around pain management.

Nicky also said that she would link Sian to the

Surrey Recovery College.

Commissioning Group (CCG) and Surrey

County Council are starting a wide-ranging

and ambitious programme of integrating

health and Adult Social Care.

The aim is to create a one place, one budget, one team model with the

CCG as the lead organisation.

These integration plans follow 18-months of change in the CCG area

including:

• 8 to 8 working for General Practice.

• Three GP hubs created with integrated care teams encompassing

Mental Health, Community Nursing and Social Care (7 staff now

appointed and dedicated to the Integrated Care Team).

• Co location of rapid response and reablement staff.

• A single point of access to the above services (one telephone number).

Chris said that one of the benefits is that people only have to tell their story

once. Nicky asked if the primary and acute liaison nurses have been

involved. Chris said they have not, as services are primarily aimed at

people aged 65+.

The Voluntary sector are also included.

Chris said that there are some logistical issues, such as IT and space.

Chris said that the way the integrated care teams are being set up in Surrey

Heath may be different to other areas.

Nicky said that Surrey and Borders also will have a ‘Single Point of Access’

with the launch of their new 24 hour crisis mental health service, which will

include telephone advice and triage, home based assessment and home

based treatment for Surrey and NE Hants.

Flu vaccination:

• Neurological conditions, including learning disability,

are now included within the eligibility criteria for

getting a free flu vaccination.

• Carers (including young carers) and people who live

in the same household as someone with a diminished

immune system are also eligible.

• You can get this from your GP, or (if over the age of

18) from a number of local pharmacists.

• For those who cannot have an injection, GPs do have

vaccine in the form of a nasal spray. However, this

has been developed and purchased for 2-4 year olds,

not adults. Whilst it can be used on others, it may not

be as effective as the injection. It is up to each

individual GP practice to decide if they have enough

stock and are able to give the nasal spray to others,

so please discuss with your GP.

• A full list of eligibility criteria for free flu jabs is

available on the Guildford and Waverley CCG website

• Those who are not eligible for the free vaccination

may still purchase these at pharmacists.

Self Advocacy Groups

KAG

Surrey County Council has been reviewing

advocacy services across the County in order to

improve and develop this valuable support

provision for local residents. As at result a

retendering for the provision of advocacy support

in Surrey has taken place.

The new tender is due to be awarded in January

2017.

Barry Hobbs said that the Advocacy Groups have

written to the commissioner of this service and

asked to be involved in the interviewing process.

Their request was declined.

David Muir said that he was concerned that this

would be the end of the Self Advocacy Groups.

It was agreed to get an update for our January

2017 meeting.

AGM

Yasmin Broome said that Surrey Coalition held their

AGM on 11 October 2016. They had responded to

feedback from Advocacy Groups after last year’s AGM,

to make sessions more interactive and shorter.

Alison Cooper said that she has heard that if anyone

needs more than 8 hours of care, the preferred model is

residential care. None of the other group members said

that they had heard this.

Nicky Palmer said that she would give Alison the contact

details for Surrey Down CCG, as they have the lead for

Continuing Health Care.

Tony Hall said that that we need to be clear about the

distinction between the Disability Action Alliance and

the Surrey Disability Alliance Networks.

Tony said that he recently attended a meeting for the

parents and carers of Rushmoor.

Rugby being run by Chobham RFC.
