G Fussell - Design and Croydon heritage:

o residents currently directly adjacent to the rail corridor value the “quietness” of their street (in regards to traffic), and the screen of trees creates a strong sense of neighbourly community

o recognition of Richard Day and his family (after whom many of the local streets through Croydon are named) nb two small cottages for the underprivileged commissioned by Richard Day are to be demolished as part of this project

o maintain or replace trees adjacent to rail corridor, subject to constraints imposed by future electrification of the rail line.

- Open space: o limit provision of car parking to the western end of the rail overpass o Removing the level crossing at Queen Street is a good thing, but would like to see something else

to help reduce vehicle speeds through the area. M Wheare

- Design and Croydon heritage: o heritage means primarily the people and the energy of those living here o Croydon has never been mainstream (i.e. “quirky”) o the suburb is always open to change - industrial, then family and now migrants; a “place to start

your life” o a sense of creativity and entrepreneur-ship amongst business owners.

- Linear park: o “linear” park is not a term necessarily understood by people.

- Open space: o plan for “quick wins”, with pockets of different areas to attract various groups (e.g. residents,

business, schools, sporting clubs) o these groups could potentially take ownership of these areas and be responsible for maintenance o use of technology for social interaction (e.g. scrolling twitter feed) o flexible open plaza (e.g. open-air art gallery, resting places, pop-up opportunities for complementary

businesses (e.g. art classes, ice creamery) o nature attracting features (e.g. gardens, bird baths).

C Auricht - Croydon has minimal green space, so preference for more community-orientated land uses, as opposed to

commercial - need to ensure community "owns" the space; it is for the people - opportunities to incorporate pop-up markets etc within new green spaces - pop-ups would only require a permit from Council.

Final comments: - How do existing businesses see themselves linking in with the station and under-croft development, if at all?- Overarching themes include: heritage, greenery, diversity, innovation and energy - Potential for an interactive display to capture the heritage of the area.

4 Urban Design Principles: T Conybeare presented the draft Guiding Principles relating to the macro-environment, the structure, and the open space and streets. Refer Attachment C. Feedback from CLG members.

- positive - needs to include a statement about sustainable design (i.e. future maintenance, responsibilities)

T Conybeare to further refine the Guiding Principles for presentation at Community Open Day (refer Agenda Item 5).

- Workshops – make sure they are focussed on not just talking about it, but getting the people in the area involved in creating the art etc. Invite them along whether they use the space or not e.g. Islamic school doesn't currently use the space, but invite them to be involved and ask what they would like to see included.

Tim's team will work on analysis and further refine the information, to present it at the next meeting in preparation for open day.

5 Other Business: Community Open Day (26 October 2013)

- A draft of the Open Day invitation flyer was tabled for discussion (refer Attachment D). - It is anticipated that the flyer will be distributed via letter drop to properties in the vicinity of the park, and via

CLG members. - Amendments to the invitation flyer include:

o Modify title to “Croydon Station Upgrade” o change to a three hour session, from 10.30am-1.30pm o inclusion of a graphic (e.g. photo of the park with station in the background)

- Advertising for the event (in addition to community letter drop) may include: o signage at the park and rail station o inclusion in school newsletters

- Resources to be developed include: o information flyer o panel boards outlining the guiding principles o panel boards displaying precedent images and their relationship to the guiding principles; this may

include provision of coloured sticker ‘dots’ so community can highlight which ones they like / not like

o blank plans of the open space area, so community can “build their vision” for the site o general feedback forms (to cover more general South Road Upgrade concerns) o wet weather plan (e.g. marquee)

- CLG members to actively assist on the day to help encourage community involvement and to help capture community feedback.

New neighbour to South Road concern re: asset safety G Fussell raised a community concern regarding safety of large assets (e.g. caravan and boat) for new neighbours to South Road Precinct website M Wheare raised possibility of a “Queen Street Precinct website” for advertising and promotion of events

- would require someone to take ownership for development and promotion - C Auricht commented that traders could create their own organisation and coordinate between themselves.

• I see Croydon's heritage as old houses, stone fronted bungalows. With a strong migrant heritage, particularly Greek and Italian.

• I think there should be different sections. Some for car parking and also expanding the existingfor car parking and also expanding the existing playground. Also like to see areas for ball games and quiet seating

• I consider a linear park to be a green space running through a suburb

• When I think of Croydon's heritage I think of the old stone buildings mixed with modern art andold stone buildings, mixed with modern art and cafes. Id like to see the upgrade incorporate that and keep the old mixed with new feel

• Beware of cheap and nasty pop ups.  Retail has to be complimentary to the existinghas to be complimentary to the existing businesses

Summary

A Croydon Train Station that is built to reflect  and enhance the local heritage using bricks and stone in its construction and incorporating a strong focus on vegetation to soften the impact of the new structure. Building on the existing open space and playground aspect around the Station providing an open flexible green space, using  water wise native  low maintenance vegetation with a range of playing fields both active and passive to be enjoyed by all the community. The structure p j y y yand the green space should be fully integrated with the wider residential community, the existing business precinct  and be welcoming to and enjoyed by all those who come to this area.

Suggestion to look at the options: Widen South Road, extra lane both ways to accommodate traff ic,

Suggestions: leave level crossing as i t is. Put al l of the roador the rai lway under South Road at this

point .

Colour, mosaics or grow vines up the pylons. lnclude a budget for upkeep of any plantings.

Village character of main street-

Croydon and part icularly El izabeth and Queen Streets have a pedestr ian focus.

The train boom gates act as a car traff ic calming mechanism, making cars stop and slow down.

Safe walking and cycl ing is paramount, retaining the vi l lage nature of the area.

Dual use roadway, slow speed of cars.

• Form and scale should be complementary to the quiet residential character of the neighbourhood in which it is located

• Choose materials that acknowledge that most views of the bridge will be from up close

• Acknowledge heritage character whilst incorporating new materials and forms

• Build upon the vibrancy and diversity of the Queen Street precinct and Croydon community as a whole
