    2.0 POWER SUPPLY SCENARIO OF SOUTHERN REGION

    The likely power supply position of Southern Region has been estimated based the capacity additions and the load forecast as per 17th EPS. The details are as given below:

    From the above table it may be observed that if all the generation projects who have applied for connectivity then Southern Region shall be in surplus of the order of 11,600 MW during end of 12th plan (i.e. 2016-17),. However, if only 50% of the generation projects applied for Connectivity gets materialized then the surplus shall be of the order of 3000 MW only. In other words the power supply scenario with Southern region as a surplus shall be quite uncertain with respect to its quantum.

    A. CONNECTIVITY APPLICATIONS

    Till date POWERGRID has received 29 nos. of applications for connectivity (IC - 34,000 MW & Connectivity - 33,700 MW) from different IPPs & 1 no. of applications for connectivity from bulk consumer located in Southern Region as per CERC Regulations, 2009.

    Out of these 29 applications, 10 nos. applicants were granted Connectivity as per details given at Annexure-1.

    In the present meeting the remaining 19 applications from IPPs and 1 no. from bulk consumer is proposed to be discussed.

    3.2 Transmission System for Connectivity (New Applcaitions)

    The power plant of M/s VSF Projects Limited is proposed to be located in the proximity of the proposed Nellore 765/400 kV pooling substation of POWERGRID being developed as a part of the transmission system associated with Krishnapatnam IPP generation projects.

    Keeping above in view following connectivity of the VSF Projects generation is proposed based on examination as per CEA (Technical Standards for connectivity to the Grid) regulations, 2007:

    Transmission System proposed for Connectivity (under applicants scope): Generation switchyard Nellore Pooling station 400 kV D/c line Provision of Bus reactor of 1x80 MVAR at generation switchyard.

    3.2.2 Nuclear Power Corporation of India Ltd. - Kudankulam-II (2x1000 MW)

    NPCIL has indicated that the proposed power plant is expansion of under construction Nuclear power plant of 2x1000MW at Kudankulam, Tamil Nadu. The under construction power plant is being stepped-up at 400kV level and its evacuation transmission system is already commissioned. NPCIL have indicated that the proposed expansion of generation shall also be stepped at 400 kV level.

    Keeping above in view and considering the proximity of above generation project, unit size, etc, following connectivity of the NPCIL project is proposed based on examination as per CEA (Technical Standards for connectivity to the Grid) regulations, 2007:

    Transmission System proposed for Connectivity: Bus extension of the under construction power plant switchyard Provision of Bus reactor of 1x125 MVAR at generation switchyard.

    3.2.3 NTPC Limited (3x800 MW)

    The NTPC have indicated that the proposed power plant is located about 200 kms from existing Narendra 400/220kV substation of POWERGRID and about 200 kms from under construction Raichur (New) 765/400kV POWERGRID substation. NTPC

    has further indicated that the proposed generation shall be stepped at 400 kV level. Keeping above in view and considering the proximity of above generation project, unit size, etc, following connectivity of the NTPC project is proposed based on examination as per CEA (Technical Standards for connectivity to the Grid) regulations, 2007:

    Transmission System proposed for Connectivity: Generation switchyard Narendra (New) 400 kV D/c (Quad or Twin HTLS) line Generation switchyard Raichur (New) 400 kV D/c (Quad or Twin HTLS) line Provision of Bus reactor of 2x125 MVAR at generation switchyard.

    3.2.4 NSL Nagapatnam Power and Infratech Pvt. Ltd. (2x660 MW)

    The NSL Nagapatnam Power and Infratech Pvt. Ltd. have earlier been granted LTA under CERC regulation, 2004 with dedicated 400kV (quad) transmission lines to Nagapattinam pooling station. However the applicant has surrendered the earlier grant of LTA and applied for Connectivity & LTA under CERC regulations, 2009. Keeping above in view and considering the proximity of above generation project, unit size, etc, following connectivity of the NSL Nagapatnam Power project is proposed based on examination as per CEA (Technical Standards for connectivity to the Grid) regulations, 2007:

    Transmission System proposed for Connectivity: Generation switchyard Nagapattinam pooling station 400kV D/c (Quad or Twin

    HTLS) line Provision of Bus reactor of 1x125 MVAR at generation switchyard.

    3.2.5 Dandelion Properties Private Limited

    POWERGRID have received the application for Connectivity of 250 MW from Ms/ Dandelion Properties Private Limited as bulk consumer in accordance with CERC regulations 2009.

    The bulk consumer is located at Thimjepalli Village, Krishnagiri District, Tami Nadu near to the existing Soolagiri (Hosur) 400/220 kV substation of POWERGRID. Accordingly, looking into the proximity of above bulk consumer following connectivity is proposed based on examination as per CEA (Technical Standards for connectivity to the Grid) regulations, 2007:

    Transmission System proposed for Connectivity (under applicants scope): Provision of 400/220kV, 1x315 MVA transformer at Soolagiri (Hosur) alongwith

    associated bays GMR Krishnagiri SEZ 220kV Sub-station Soolagiri (Hosur) 220 kV D/c line

    4.0 INTER-CONNECTION STUDY AS PER CEA REGULATIONS, 2007

    The inter-connection studies as per CEA regulations, 2007 have been carried out and the details of which are as given below:

    a) Transmission System capability

    The Transmission system capability involves (i) transmission capability of the immediate evacuation system and (ii) Capability of the grid to further disperse the power beyond immediate evacuation system. The grant of connectivity does not entitle the connectivity applicant to inject any power unless application for LTA is made therefore transmission beyond immediate evacuation system is to be evolved once the connectivity applicant applies for the LTA. Accordingly, for the sake of grant of connectivity the transmission system capability has been checked for the transmission system proposed for the immediate evacuation system only.

    b) Transient Stability studies, Voltage Stability and Losses

    These studies pertain to the performance of the grid under the scenario when adequate transmission system strengthening not only for the immediate evacuation but system for further dispersal is evolved. In the instant case as only connectivity has been applied and the transmission system is to be evolved only for immediate evacuation. The data required for carrying out transient stability studies and voltage stability studies are submitted by the applicant at a later stage when detailed engineering is completed. Hence, these studies shall be carried out as and when the applicants apply for LTA and Connection Offer for signing of Connection Agreement to CTU.

    c) Voltage Regulation

    As per IEGC code, all Users shall take all possible measures to ensure that the grid voltage always remains within the following operating range of 380 kV 420 kV in the 400 kV systems.

    To maintain the voltage within the operating range at the generation plant, a suitable size bus reactor has been proposed to be implemented by the generation developer.

    d) Electro magnetic transient

    In 420 kV, the system is designed for a limit of Switching overvoltage to 2.5 pu and is expected to decay to 1.5 pu in 5 to 6 cycles. Consistent with these values and protective levels, following insulation levels are generally adopted:

    (i) Impulse withstand voltage for - Transformer and Reactors 1300 kVp - For Other Equipment 1425 kVp

    (ii) Switching surge withstand Voltage 1050 kVp (iii) Minimum creepage distance 10500 mm

    e) Harmonics & Voltage Flicker

    These studies are mainly applicable for Distribution Systems and Bulk Consumers and hence not carried out.

    f) Machine Dynamics, Ferro-resonance & Fault duty

    These studies shall be carried out during detailed engineering.

    g) Metering requirements, Protective relaying, Substation grounding

    The metering details shall as per the CEA (Installation and Operation of Meters) regulations, 2006. The metering requirements, Protective relaying and substation grounding shall be detailed during the preparation of Connection Agreement.

    5.0 TERMS AND CONDITIONS APPLICABLE FOR CONNECTIVITY

    The following may be noted by all the applicants who have applied for Connectivity:

    5.1 The grant of connectivity shall not entitle to interchange any power with the grid unless it obtains long-term access, medium term open access or short term open access. However, the IPPs shall be allowed to undertake interchange of power including drawl of power for commissioning activities and injection of infirm power in to the grid during full load testing before being put into commercial operation, even before availing any type of open access, after obtaining permission of the concerned regional load dispatch centre, which shall keep grid security in view while granting such permission.

    5.2 Transmission system strengthening shall be identified to facilitate power transfer on long-term basis once above applicants apply for Long-term Access as per CERC Regulations, 2009.

    5.3 All the applicants are required to inform/confirm following to facilitate connectivity: i. Likely date of synchronization, likely quantum and period of injection of infirm

    power before being put into commercial operation to the SLDC and RLDC concerned at least one month in advance.

    ii. As per the procedure for connectivity approved by CERC, the time frame for commissioning of dedicated transmission system from the signing of Transmission Agreement would be 9 months plus the time lines as specified by CERC in tariff regulations, 2009. If the time available is less than the above stipulated time frame then CTU shall approach CERC for appropriate direction in the matter.

    iii. In case the dedicated transmission system upto point of connection is to be undertaken as a party of coordinated transmission plan, then it shall be implemented by ISTS Inter-State Transmission Licensee (including CTU) as per the decision by Empowered Committee. In such case, the applicants need to sign transmission agreement within one month of grant of connectivity, furnish requisite Bank Guarantee and fulfill other terms & conditions as stipulated in the CERC Regulations/Detailed Procedure, 2009 in this regard.

    iv. The scope of works at generation switchyard like line terminal bays, bus/line reactors, associated bays etc. shall be under the scope of respective generation developer/applicant.

    v. The applicants shall abide by all provisions of the Electricity Act, 2003, CERC(Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-State transmission and related matters) Regulations, 2009, CEA (Technical Standards for connectivity to the Grid) and Indian Electricity Grid Code as amended from time to time.

    vi. The applicant shall have to apply for Connection Offer to CTU at least more than 2 years prior to physical interconnection as well as have to sign Connection Agreement with CTU prior to physical interconnection as per CERC Regulations, 2009.

    B. LONG-TERM ACCESS APPLICATIONS

    6.0 TRANSMISSION SYSTEM FOR GENERATION PROJECTS IN NAGAPATTINAM / CUDDALORE AREA OF TAMIL NADU

    In the Nagapattinam/Cuddalore area LTOA under CERC regulations 2004 was earlier granted to 3 nos. applicants viz. PEL Power, IL&FS and NSL Power. Of these, PEL Power and IL&FS have signed the BPTA on 24.12.2010 and PEL Power also submitted requisite Bank Guarantee. IL&FS is yet to submit the requisite Bank Guarantee. Further, NSL has re-applied under CERC regulations, 2009. The comprehensive transmission system evolved for IPP generation projects in Nagapattinam/Cuddalore Area are as given below

    From the above it is seen that 6,800MW of LTA is required from Nagapattinam / Cuddalore area. The transmission system already evolved includes two nos. of 765kV circuits which is capable of transferring about 4000MW under normal condition and about 2500MW under contingency conditions. Therefore, it is clear that

    additional outlet from Nagapaatinam/Cuddalore pooling station shall be required for accommodating more no. of generation projects.

    Load flow studies considering dispatch of 6800MW and additional 765kV D/c line to Tiruvalam has been carried out, the results of Load Flow study is enclosed at Exhibit-I. From the study results it may be observed that the all the transmission lines are well within the limits and the planned transmission system is adequate for evacuation of power from these generation projects. However the loading on Madhugiri Yelhanka 400kV (quad) line is carrying about 2200MW which is on higher side and needs strengthening, therefore, additional 400kV outlet from Madhugiri shall be required towards suitable location in 400kV Bangalore ring based on the feasibility of laying transmission line.

    Therefore in addition to above comprehensive transmission system following system shall be required

    (i) Nagapattinam Pooling Station Tiruvalam 765kV D/c line and associated 765kV bays

    (ii) Provision of 765/400kV, 2x1500 MVA transformer at Tiruvalam (iii) Madhugiri Bangalore 400kV (quad) D/c line

    The transmission charges on account of Common Transmission System as mentioned earlier and the Additional transmission system as mentioned above shall be shared by all the IPPs in the Nagapattinam/Cuddalore in the ratio of LTA capacity sought by each applicant. Further, the applicants shall also share transmission charges for the High Capacity Power Transmission Corridor IX to transfer power to Western & Northern region beneficiaries in proportion to their allocation of power in WR & NR and inter-regional charges like Raichur-Sholapur 765 kV S/c (under Private Sector). Additionally applicable transmission charges on account Southern regional ISTS grid in proportion to the capacity for LTA shall also have to be borne by the IPPs.

    Proposal: In view of above it is proposed to grant LTA to following applicants only as the progress of other generation projects is non-satisfactory, as per details given below subject to following strengthening of grid:

    Further in the Vemagiri pooling station power from Hinduja (725MW) & GMR (775MW) is proposed to be injected, with these the total injected capacity at Vemagiri pooling station shall be around 6,700MW. The comprehensive transmission system as mentioned above comprises 2 nos. of 765kV D/c line from Vemagiri pooling station to Hyderabad via Khammam. This system prima-face is adequate for transfer of 6700MW. The load flow study result with the above transmission system is enclosed at Exhibit-II. From the study results it may be observed that the loading all the transmission lines are generally well within the limits except for loading on Khammam NSagar 400kV S/c line is on higher side. The load flow study results considering strengthening of this section with additional Khammam NSagar 400kV D/c line is given at Exhibit-IIa, wherein it is seen that the planned transmission system is adequate for evacuation of power from these generation projects.

    Sharing of Transmission charges The sharing of transmission charges is mentioned in subsequent para 8.0.

    Bus Reactor at generation switchyard. Further as an interim arrangement only with the understanding that this line shall be extended to Khammam, the 400 kV line from generation switchyard to Khammam has been permitted LILO of Vijayawada Gazuwaka 400kV S/c line.

    The connectivity & LTA applications were reviewed as per the request of applicant and load flow studies were conducted, the study results are placed at Exhibit-III. The Connectivity of generating station to ISTS is proposed through 400 kV Quad or Twin HTLS D/c line to Vemagiri pooling station.

    Proposal : In view of above, it is proposed to grant fresh connectivity & LTA to above applicant as per details given below:

    Additional Transmission system required for ISGS projects pooled at Vemagiri pooling station:

    Sharing of Transmission Charges As the IPP generation projects in Vemagiri area does not have firmed up beneficiaries hence as per CERC regulations, the transmission charges shall be borne by the generation developers only.

    The transmission charges on account of Common Transmission System as mentioned earlier and the Additional transmission system as mentioned above shall be shared by all the IPPs connected to Vemagiri pooling station in the ratio of LTA capacity sought by each applicant. Further, the applicants shall also share transmission charges for the High Capacity Power Transmission Corridor IX to transfer power to Western & Northern region beneficiaries in proportion to their allocation of power in WR & NR and inter-regional charges like Raichur-Sholapur 765 kV S/c (under Private Sector). Additionally applicable transmission charges on account Southern regional ISTS grid in proportion to the capacity for LTA shall also have to be borne by the IPPs.

    9.0 REVISION OF CONNECTIVITY & LTA APPLIACTIONS OF MEENAKSHI ENERGY PRIVATE LIMITED

    POWERGRID had granted connectivity vide letter ref. no. C/SEF/TA/C/S/10/03 dated 06.05.2010 & LTA vide letter ref. no. C/ENG/SEF/TA/L/S/10/008 dated

    10.12.2010 to Meenakshi Energy Private Limited. Subsequent to the above grant the applicant has signed BPTA with POWERGRID and submitted requisite Bank Guarantee. However the applicant has submitted revised applications for seeking Connectivity and LTA due to revision in the unit sizes from 300MW to 350MW. The revised details of the generation project are as given below:

    In this regard it may be mentioned that Meenakshi Energy Private Limited (MEPL) and Simhapuri Energy Private Limited (SEPL) are developing generatyion projects in te Krishnapatnam area. Further, they are also developing the dedicated transmission line 400 kV D/c (quad) from their generation swicthyards to the Nellore substation. This dedicated transmission line is to be LILOed at the Nellore Pooling station being developed for pooling of power from generation proehcst in krishnapatnam area. The chronology for grant of LTOA/LTA for MEPL and SEPL are as given below:

    MEPL and SEPL had applied and granted LTOA under CERC, Regulations, 2004 for 546 MW and 491 MW from the proposed capacity of 600 MW each.

    Subsequently, MEPL had applied and granted connectivity and LTA under CERC, Regulations, 2009 for 273 MW from additional generation unit of 300 MW.

    Recently, MEPL have indicated change in unit configuration from 2x300 to 2x350 MW and have accordingly connectivity and LTA for additional capacity of 364 MW 273 MW earlier granted.

    In this regard SEPL have expressed their apprehension regarding adequacy of the transmission system to handle additional power due to enhanced unit size at MEPL.

    As regards, the power handling capacity of the system for enhanced unit size, it may be mentioned that this matter has two pronged aspects (i) adequacy of the immediate transmission system (ii) adequacy of the grid beyond immediate connectivity for absorbing and dispersal of additional power.

    With regard to adequacy of the immediate evacuation system it is to mention that dedicated transmission line is quad conductor double circuit line and the total power to be handed is 1401 MW, which is well within carrying capacity of quad conductor of very small length. Therefore, the dedicated line shall be adequate for enhanced capacity of units.

    Further, the common transmission system for IPP generation projects in Krishnapatnam area comprise of 765kV D/c line which shall have to cater to 1240 MW from Thermal Powertech other than above mentioned 1401 MW. Hence the transmission system is adequate to absorb and disperse power beyond pooling station. However in the interim period till the time common transmission system is commissioned there may be some constraints beyond Nellore (Existing).

    Proposal : In view of above it is proposed to revise the earlier granted LTA to MEPL from 273MW to 364MW subject to the following additional conditions keeping earlier conditions same.

    1) Till the time the Common Transmission System for Krishnapatnam area is commissioned,

    a. 491 MW of SEPL and 546MW of MEPL shall have equal priority b. additional 364 MW of MEPL shall have lower priority as compared to

    (a.) above 2) Mutual agreement between SEPL & MEPL shall be arrived at and submitted

    to CTU for sharing of transmission charges & losses.

    Also SEPL & MEPL are to sort out issues pertaining to scheduling, metering, UI, etc in consultation with SRLDC.
