take a responsible, proactive stance against crime.Five locations were identified for placement of signs within Area 2. They are as follows: the east and west ends of Ocean Blvd., the east end of SE 1st St., and the east and west ends of Sea Park Blvd. The Sheriff stated he will use inmate labor to place the signs. The signs, posts and labor will be provided at no cost to the community. The Sheriff’s Office also provides a simple outline of what is expected from those who become involved in the program. In the future, SPRA will provide more information on the NW program so that all areas will have an opportunity to take advantage of what such a partnership can provide. SPRA looks forward to working with the Sheriff’s Crime Prevention Team.

SR A1A SIDEWALK UPDATE

The Florida Department of Transportation (FDOT) District 5 engineering consultant was confident that the continuation of the SR A1A sidewalk along the east side of SR A1A would be included in the final design plans. Since the roadway near the Ocean Blvd. and SR A1A intersection was one foot wider in each lane, the roadway will be lowered to eliminate drainage issues for the Sandpiper Tower Condos, as well as provide a safe location to cross SR A1A. SPRA recently received the plans highlighting the sidewalk improvements for the area in front of Sandpiper Towers and transmitted the plans to them. The end result will be a more secure crossing for residents and visitors in South Patrick Shores. This should also be a positive safety and capital improvement for those who own property at the condominiums.

The Brevard County Supervisor of Elections website at http://www.votebrevard.com/ has a vast amount of information ranging from: voter education/information, election information, early voting, ballots by mail, maps, statistics & data, poll workers, parties & committees, and last, but not least, current candidates for various offices for who we’ll be casting ballots in the primary and general elections this year. He spent two afternoons cutting down the tree, which overhung the sidewalk. John has a well-earned reputation for removing invasive species on the beachside.• Sleepy Lagoon HOA is in the process of re-landscaping their entranceway.

BREVARD COUNTY HIGHLIGHTS:

(1) Brevard County Combines Forces to Cleanup

Lagoon Fish-Kill: Five locations inundated with dead fish, as a result of an algae bloom in Indian River Lagoon, was the focus of a clean-up effort involving Brevard County, Brevard County Sheriff’s Office, St. Johns River Waterway Management, Keep Brevard Beautiful and various citizen volunteers. These agencies formulated a plan of action that targets fish kills in Sykes Creek, Cocoa Beach, Snug Harbor, Windjammer Court, and the Grand Canal in Satellite Beach. Dead fish were collected by boat by St. Johns River Waterway Management, coordinated with the Sheriff’s Office Ag/Marine Unit. Several Brevard County departments, including Parks and Recreation, Solid Waste, Public Works and Natural Resources, focused cleanup efforts on County parks and County-owned property. Keep Brevard Beautiful (321.631.0501) coordinated citizen volunteer groups and provided gloves, bags and grabbers to volunteers

who were interested in helping with the cleanup. The volunteer effort also included private property owners, who collected the dead fish. The county placed dumpsters at five locations so residents could discard the fish they collect, and the fish were hauled daily to the county landfill, where they were buried. Dumpster locations were: Bicentennial Par; Eau Gallie Boat Ramp; Kiwanis Island Park; Kelly Park, and POW/MIA

at Pineda Causeway. The dumpsters were also placed close to boat ramps to facilitate disposal of fish collected by boat. The Sheriff’s Office also used inmate labor to assist with shoreline cleanup, and St. Johns River Waterway Management focused on residential areas. All areas targeted were between State Road 528 to the Eau Gallie Causeway, where the majority of concerns had been raised.Natural Resources Management, along with the Florida Fish & Wildlife Conservation Commission conducted water tests to determine the source of the fish kill. Terry Williamson, a biologist with Natural Resources, said their office collected water quality data and samples, and initial findings point to an algae bloom generated by warm conditions and high nutrients in the lagoon. “There are a lot of nutrients in the water, causing the algae to bloom. When the local nutrients are depleted and the algae starts to decompose the dissolved oxygen drops to a level that killed some fish,” he said. “The high winds we’re having today should help mix the water in the lagoon and get the oxygen levels back up.”Williamson said residents can play a role in helping avoid fish kills. That includes keeping leaves and grass clippings out of storm drains and canals, picking up any debris found in the street in front of your home that could find its way into the storm drains and canals, as well as following the county’s fertilizer ordinance. Traffic Operations, questions about traffic safety and speeding were asked as follows by SPRA: “As per our conversation, there were arrows painted on Skylark Blvd. on the one-way roadways going east and west, but they have faded out. The roadways have 25 mph posted and signs showing the dividing roadway, that

are one-ways. Also, with regard to Ocean Blvd. and the health and safety of residents, wouldn’t it be considered prudent to paint two 20 mph areas in each lane between SR A1A and SR 513, as well as step up deputy patrols? This would help remind those who travel through the

community that this street has a posted 20 mph, which is important to safety in our community. This seems like a simple and inexpensive request on behalf of citizens.”The response from the Brevard County Public Works Traffic Operations Program was as follows:

“Thank you for taking the time to contact us about these traffic concerns. I have asked one of our field technicians to visit Skylark Avenue to determine if the pavement arrows and any other striping needs to be refurbished. Once the extent of re-striping is confirmed we’ll schedule the work to be completed.I appreciate your suggestion to paint the posted speed limit on the travel lanes of Ocean Blvd. as a method to

slow down traffic. While there are some advantages to pavement messages in certain conditions, there are a few aspects to consider. We have carefully considered your suggestion, but have decided against it for the following reasons.

• The driver’s main point of focus should be at the object straight ahead, such as a vehicle or the road and roadside ahead of you. As such, roadside signs are required to be at a certain minimum height above the road to allow the driver to maintain that eye level. Having the driver shift his focus to assimilate a pavement message requires the driver to look down and would distract him from his main focus.• Federal guidelines on signage and markings warn us as traffic engineers who design our roads and locate the traffic control devices to use this signage conservatively.

If used to excess, they tend to lose their effectiveness. On the 1/2 mile segment of Ocean Blvd, there are multiple, necessary signs including the existing 20 mph speed limit signs, stop signs, and school crossing signs and markings. Adding speed limit markings to these existing conditions would be considered excessive.• Pavement messages that receive continuous wear from traffic must be refurbished frequently and this maintenance effort is costly and labor intensive. Understand that if we were to allow this one, we would be expected to provide these supplemental messages on all county roads where speeding is a concern. In these times where we are asked to find more ways to cut our budget every year, we simply cannot add this to our expenses.• If your concern is that motorists are speeding on this road, it is an enforcement issue for the Sheriff’s Office.

FLORIDA STATE HIGHLIGHTS:

(1) The 2016 Legislative Session: Speaker Crisafulli stated, “This year’s $82.3 billion budget is fiscally responsible and prioritizes funding in the best interest of all Floridians.” Education funding per student exceeds the previous high in FY 2007-08 by $52 per student. To help protect Florida’s natural resources, the state included a reliable and dedicated funding source for restoring the Everglades for over $203 million this fiscal year. $21.5 million was also allocated toward muck removal in the Indian River Lagoon system. In addition, the new budget includes $76 million to promote the

state’s tourism industry through increased marketing and advertising, along with some $19.5 million for Space Florida to further bolster Florida’s aerospace industry. In addition, $3 billion in reserves is maintained so that government can more responsibly plan for the future. Tax Cuts: The Legislature also passed over one-half billion dollars in tax cuts this Session. This year’s tax cut package is aimed at helping grow Florida’s economy and provide needed tax relief to families. Some of the major components of the tax cut package include: $428 million in property tax relief for Florida’s homeowners, a three-day Back to School sales tax holiday, the elimination of sales tax on purchasing manufacturing equipment, and the elimination of sales tax on food and drink sold to members at veterans organizations. Crisafulli stated that by cutting $1 billion in taxes over the last two years, we will continue to grow our economy and create more jobs for Floridians.
