REGULAR MEETING

Mayor Ramsey convened the May 5, 2020 City Council regular meeting at 6:37 p.m.

A. Welcome, Roll Call and Introduction to Electronic Meeting – Mayor Dawn

Ramsey

Mayor Ramsey welcomed everyone present. All members of the City Council were present. She

reviewed the protocol for the electronic meeting.

B. Invocation – By Council Member Don Shelton

Council Member Shelton offered the invocation.

C. Pledge of Allegiance – By CFO Sunil Naidu

CFO Naidu led the audience in the Pledge of Allegiance.

Council Member Shelton made a motion to approve the April 21, 2020 Council study

meeting minutes, and the April 21, 2020 City Council meeting minutes, as printed. Council

Member McGuire seconded the motion. The vote was unanimous in favor.

E. Mayor and Council Reports

Council Member McGuire gave a review on the LPC meeting he attended. He said the Arts

Council would be holding a meeting via zoom later this month.

Council Member Harris said he also attended the LPC meetings. He believes people are doing

their best to make the right decisions. He asked for an update on Mulligans later in the meeting.

Council Member Shelton made a motion to amend the agenda to add a closed session at the

end of this meeting to discuss the purchase, exchange, or lease of real property.

It was noted that this is a continuation of the closed meeting from the study session.

Council Member Zander seconded the motion. The vote was unanimous in favor.

Council Member Zander thanked staff for the story walk on the Bingham Trail and the Jordan

River Trail. She said she is also receiving positive feedback for the virtual SoJo race series.

Council Member Marlor said the Architectural Review Committee meeting was postponed. He

met with staff regarding the closed meeting topic. He said there are a lot more people out

enjoying the parks, especially the Jordan Ridge Park. He said people should get out and enjoy the

amenities in the city. He thanked staff for keeping up maintenance on the parks.

Council Member Shelton noted the story walk at Bingham Creek. He said it is the second story

done on that trail. He said graffiti was noticed along the trail; staff resolved the issue quickly. He

was also involved in the LPC meetings.

Mayor Ramsey said she met with the Salt Lake County Council of Mayors. There is a lot of

work taking place. She met with the Point of the Mountain infrastructure committee. There is a

great deal of work taking place there as well. She met with the ULCT Board, and is in almost

daily contact with them. She receives daily updates for IHC. She reported that things are going

well with the Sewer Board. She met with the Wasatch Front Regional Council to discuss plans

for the Southwest Visioning Project. She surprised the outstanding educators of the year with the

Jordan Education Foundation. They put out a video message to the residents from the City. It is

on the city’s webpage and social media outlets. This Friday, East Lake Elementary and Monte

Vista Elementary will be doing a drive by parade. She said she was asked to film a commercial

about wearing a mask and taking social distance seriously.

F. Public Comment:

Kim Correa, Executive Director of the Inn Between, thanked the Mayor and City Council for

their partnership. She said they work to ensure that terminally ill people have a place to spend

their last days. She thanked the City for their funding. She said their facility has been on total

lockdown since March 8th. Only essential staff is present. It has been challenging for residents

and their families. They have not been admitting new people, but make exceptions for those

terminally ill. They have had no positive cases of Covid 19.

G. Presentations: G.1. Proclamation: Honoring the 100th Anniversary of The League of Women

G.2. Proclamation: Recognizing May 17-23 as National Public Works Week. (By

Mayor Ramsey read the proclamation honoring the 100th Anniversary of the League of Women

Voters.

Public Works Director Rasmussen showed a video highlighting the public works department.

Mayor Ramsey read the proclamation.

H. Action Items: H.1. Resolution R2020-36, revising City-Wide policy 300-052, GRAMA Records

H.2. Resolution R2020-28, authorizing the Mayor to sign Interlocal Cooperation

Agreement with Riverton City-Irrigation. (By Public Works Director, Jason

Rasmussen)

Council Member Marlor made a motion to approve Resolution R2020-36 and Resolution

R2020-28. Council Member McGuire seconded the motion. The vote was unanimous in

favor.

I. Public Hearing: Resolution R2020-34, amending the 2019 CDBG Annual Action

Plan and Citizen Participation for CARES Funding. (By CDBG Coordinator, Katie

Olson)

Katie Olson, CDBG Coordinator, reviewed a prepared presentation (Attachment A).

Mayor Ramsey opened the public hearing.

Jennifer Campbell, PO Box 1028 West Jordan, Executive Director of South Valley Services,

said their shelter is located in West Jordan. She thanked staff for their work. She said they have

not stopped their services. She thanked the city and said they appreciate the opportunity to

continue their partnership.

A prepared document from South Valley Services was submitted to the City for inclusion in the

public hearing (Attachment B).

Mayor Ramsey thanked Ms. Campbell for the work they are doing. She said they know the

numbers are increasing during this time. Ms. Campbell noted that the South Jordan Police

Department is great to work with.

Katie Olson, read a statement from Utah Community Action (Attachment C).

Council Member Zander asked how they are getting information out on this grant? Ms. Olson

said they are working with Community Development Director Preece, sending letters to those

with a business license. They will also be advertising on the City’s social media channels.

Council Member Zander made a motion to approve Resolution R2020-34. Council Member

Harris seconded the motion. Roll call vote. The vote was unanimous in favor.

J. Public Hearing: Ordinance 2020-08, re-adopting the City Construction Standards

and Specifications. (By City Engineer, Brad Klavano)

Council Member Klavano reviewed the background information on this item. He said the biggest

change is adding the low impact development handbook, and that is a required change by the

State.

Mayor Ramsey opened the public hearing. There were no comments. She closed the public

hearing.

City Engineer Klavano noted that this was done collectively with Engineering, Public Works,

and the Parks staff.

Council Member Shelton made a motion to approve Ordinance 2020-08. Council Member

McGuire seconded the motion. Roll call vote. The vote was unanimous in favor.

K. Staff Reports and Calendaring Items

Administrative Services Director Kyle said they were able to implement the Mulligans plan as

discussed by the City Council. They have received positive feedback and the patrons are able to

practice social distancing. He said they are going to start cart rentals again, primarily to single

users and related individuals. They will be opening up private lessons again, requiring a 6 ft.

distance. They are also allowing batting cages, with some restrictions. They are also preparing to

open some concessions, but not the grill at this time. He said they are waiting to open the pro

shop and will reevaluate in a month. They are opening the practice greens with signage

encouraging social distancing. They don’t anticipate opening the mini golf until the status

changes to low risk.

Mr. Kyle said regarding the virtual Summerfest, the City Council could help with handing out

root beer floats or activity boxes.

Council Member Harris said on the mini golf, can they open it for individuals that live in the

same household? Mr. Kyle said there are concerns with maintaining social distancing for mini

golf. He said they want it open, but want it to be safe and done in an approved way. They are

also waiting and watching for other entities to open their mini golf.

CM Whatcott said the city has not done any water shut offs for March or April. They did this in

an effort to provide the residents some extra relief. Some residents are getting large balances. If

they let the water bills get larger, it will be harder to get the residents on a payment program. He

said staff is recommending that they follow the regular course of business, which means they

will continue to work with people on their bills. They reviewed the number of residents it would

impact. CM Whatcott said there are 201 residents that they have received no payments from

since December. He said the bills will get much larger in the summer months. He said if

someone was effected with Covid 19, they will work with them on getting a payment

arrangement. The shutoffs that they are talking about were before the pandemic hit. He said the

City will send multiple notices to the residents, including at least 3 letters and personal phone

calls.

Council Member Harris said they should include language in the letter that they will try to work

out payment arrangements. He said he is okay to shut off people’s water as long as that

communication is there. CM Whatcott noted that in some circumstances, the city waives late

fees.

Fire Chief Dawson updated the City Council on restrictions in the city for fireworks this year

(Attachment D). Their recommendations fall in line with the state code. He said they added areas

on the canal and identified some high hazard areas to the city. It was noted that 2019 had an

average amount of fires caused, at approximately 12. In 2018, there were many fires. He noted

that city owned property will have fire restrictions as well.

Council Member Zander said with no big groups being allowed to gather for fireworks, they

might have more residents doing their own fireworks this year.

Mayor Ramsey said there is a need for a marketing plan so the residents understand it is for

safety, not for restricting their rights.

Council Member Zander asked when the recreation center will open? Mayor Ramsey said in

June. Mr. Kyle said the County is posting recreation center updates on their Facebook page.

Council Member Zander made a motion to go into a closed meeting to continue their

discussion from the study session regarding the purchase, exchange, or lease of real

property. Council Member Marlor seconded the motion. The vote was unanimous in favor.

CARES ACT FUNDING

AMENDMENTS

Adding an exception for COVID -19

During the COVID-19 pandemic, the following provisions apply

Deadlines for the submission of the FY19 and FY20 Con Plan and Actions

plans is extended to August 16, 2021.

The 15% cap on public services is suspended for FY19 and FY20 CDBG

funds.

Public comment periods for all items are decreased to 5-days.

Virtual public hearings are allowed.

Any forthcoming waivers and changes by HUD during the pandemic will be

considered to automatically apply to this Plan without requiring an

amendment.

Other Changes

Clarifies language on who approves CPP amendments

Matches them to other types of plan approvals

Clarifies that the CPP needs to be sent with the Con Plan but not rewritten

COVID-19—When Survivors are forced to stay home or in close proximity to their abuser more

frequently, an abuser can take advantage of an already stressful situation such as COVID-19 to

gain more control. People who are already more vulnerable to economic and health insecurity

are facing additional challenges during this unprecedented time.

Increased Services—We have seen an 75% increase of individuals that need help paying for

housing cost.

SVS has remained open and providing life-saving services during this national crisis.

The average cost of providing services is $2,535/person. We have already served 28 South

Jordan residents in the three quarters. The money that you provide is leveraged with other

money from SVS, so you don’t have to bear the full financial burden.

Due to the funding support of South Jordan City, operations of the Case Management & Housing program and at the Copperview Food & Resource Center have been able to maintain quality services for our clients of the community during this COVID crisis with a curbside delivery model. The pantry continues to provide a 3-5 day emergency food box for these vulnerable clients and rental assistance for households in crisis within the South Jordan area. As a response to the current pandemic, the City’s funds have also enabled UCA to continue filling the growing needs of these services for impacted residents. Utah Community Action wishes to thank South Jordan City for their continued support.
