    HOT NEWS: The North Central Region, Civil Air Patrol ARGUS system will be taken permanently offline

    as of January 1, 2014. As of November 30, 2013, the system will no longer allow new registrations, nor willusers be able to add new missions/sorties. “Read Only” access will be the only access available to any user

    during the period from November 30, 2013 through December 31, 2013. A backup of ARGUS's image storewas made as 06:00 on November 30, 2013. Copies of individual Wing's imagery will become available afterJanuary 1, 2014 and can be requested by the Wing Commander until January 31, 2014. The images will be

     permanently deleted at midnight central time January 31, 2014. While there is no network enabled replacement product available, the ARGUS author recommends a product called "Phyllis –  CAP Mission Photo Assistant” inuse by the Minnesota Wing. It is compatible with the goals of ARGUS and at one time was considered for beingthe ARGUS "front end" when internet connectivity was not available.       CAP Pamphlet 211, Operations Officer Specialty Track Study Guide, has been updated and is ready foruse. The guide prepares one for the responsibilities of an Operations Officer. It applies to all levels; squadrongroup, wing & region.       Lt. Col. Don Barbalace, SDWG Inspector General for over 4½ years, has transferred to the NHQ-999squadron and been appointed to CAP’s National Inspector General Staff as an "Assistant National IG". In anemail, Lt. Col. Barbalace wrote, “My job there has been greatly expanded this year and I can no longer do justice to both positions. It has been an honor and a privilege to work with you.” Col Seten is expected toannounce his replacement as Wing Inspector General in the near future.

      The latest issue of “CAP Vector” is now at: www.capmembers.com/cap_national_hq/capvector/.  “CAPVector” is a quarterly, online news and information tool designed to "get the word out" about CAP initiatives,events and programs.

    South Dakota Wing Administrator, 2nd Lt. Rachel Kuecker, received a joint gift fromthe squadron commanders to thank her for her hard work on their behalf throughoutthe year.

    The scenario for “Operation Rachel’s Gift” was like the plot of a 007 movie. ColSeten (M) requested Capt. Moad (007) contact the squadron commanders (Qs) forsupport. At the suggestion of her husband (the Mole) a “fun and frivolous gift” was

    obtained in great secrecy. A clandestine meeting was then arranged with the target inan innocuous public location on the pretext of handing over an urgent document (agift certificate to her favorite spa where she could have a massage, facial, manicureand pedicure). The drop was made and this covertly obtained photo says it all.

      The latest digital version of the Civil Air Patrol Volunteer, the 40th edition published since the magazinewas launched in 2006, is now available at http://www.capvolunteernow.com/cap_volunteer/.  In addition to thecover story about Civil Air Patrol’s inclusion in a new, permanent display at 1st Air Force at Tyndall AFB, Fla.,

    there is a feature about CAP’s recurring role in helping train Department of Defense and other Federal agency personnel to defend America. CAP’s new NCO program is also featured in the January issue, along withreports about two of the organization’s disaster r elief missions in 2013  –   the response to historic flooding in

    Colorado and an unexpected blizzard in South Dakota.

    DIRECTOR OF COMMUNICATIONS

    Submitted by 2nd  Lt. James Schimelfening, Assistant Wing Director of Communications. Can you hear menow? One of the lesser known capabilities within CAP is its nationwide High Frequency (HF) communicationssystem. You may have heard about CAP’s HF comms but what many don’t know that in the morning and in the

    evening Monday through Friday there is a national net call on standardized HF frequencies for check-in for allWings. The stations that check in are logged by the Net Control Station (NCS); many can be heard by others butnot the NCS and are then relayed to the NCS. Others can hear everyone but can’t make contact due to a varietyof circumstances especially atmospheric conditions.

    The Wing has a new, recently activated HF radio station in Custer in southwest South Dakota. This station usesthe portable MICOM-3 HF/ALE radio that can easily be transported then set up pretty much anywhere. Thisstation is not on-the-air all the time but checks in on the nationwide CAP HF net when it can. Contacts have not been always successful but most of the time SDWG has been on the map at the national level for check-in andeven surprised the NCS operator in Iowa on first contact.

    The HF’s station’s operator (Callsign: Grasslands-42) has been a CAP member since 2009 but his experiencewith long range communications dates to 1973 when assigned to the U.S. Army Rangers where he first receivedformal training in the operation of long range communications.

    BIG SIOUX COMPOSITE SQUADRON (SD-058, BROOKINGS)(Items by 2nd Lt. Rust appear in the Promotions section, CyberPatriot item by Maj. Kipp)

      The squadron’s cadet cyber -forensics team taking part in the “CyberPatriot-VI” has qualified to advanceto Round 3 (Semifinals) in the “All Services Division”, according to the CyberPatriot Program Office’s websiteLike the first two rounds of competition, the Semifinals are held in each team’s local area. The top teams in theSemifinals receive an all-expenses-paid trip to the CyberPatriot National Finals Competition in Washington, DCin March, 2014. They will compete face-to-face and defended their virtual networks against simulated cyber-attacks from a professional aggressor team.

    Last year, the squadron’s computer forensics  team finished first in the newly established Cisco NetworkingEvent, during which the teams were timed and scored on their ability to operate and secure a basic network.

    The annual CyberPatriot competition, created by the Air Force Association, is the premier national high schoolcyber-defense competition to inspire high school students toward careers in cybersecurity or other science,technology, engineering, and mathematics (STEM) disciplines critical to our nation’s future. The annualcompetition is presented by the Northrop Grumman Foundation, with founding partners Science ApplicationsInternational Corporation and the Center for Information Assurance and Security at the University of Texas-San Antonio. CyberPatriot is also a member of the U.S. Cyber Challenge, a national coalition of public-privatesector entities collaborating to enhance the workforce with the next generation of cyber security professionals.

    CRAZY HORSE COMPOSITE SQUADRON (SD-068, CUSTER)

      It seems like our squadron has been everywhere busily promoting Civil Air Patrol and honoring ourveterans. We started out with setting up a Christmas tree for the Custer YMCA festival of trees display (Photo3). We moved on to deciding how we should decorate our float for the Custer Parade of Lights. Unfortunatelythis event was cancelled due to the freezing temperatures. The weather did cooperate on 14 December for our participation in the Wreaths Across America ceremony held at the Hot Springs National Cemetery and the Cold

    Springs Cemetery. Our sincere thanks and appreciation to our co-participants; the Hot Springs VFW andAmerican Legion, the Custer VFW and American Legion, the Custer VFW Ladies Auxiliary, the Black Hills National Cemetery personnel, and Jasmine Cisneros. Together we made this event a success. (Photos 1 & 2)

    LOOKOUT MOUNTAIN COMPOSITE SQUADRON (SD-063, SPEARFISH)

    PIERRE COMPOSITE SQUADRON (SD-038, PIERRE)

    The squadron’s Cessna-172 aircraft was returned to service this monthafter an upgrade to its control panel! On 17 December, Wing ViceCommander Lt. Col. Rick Larson and 1st Lt Neil Schmid ferried therefurbished aircraft from the maintenance facility in Sioux Falls toPierre. The Pierre Composite Squadron is looking for more aircrew tooperate this advanced version of the Skyhawk aircraft.

    The upgrade consisted of installation of a Garmin G400 GPS unit that provides navigation and approach

    capabilities for CAP aircrews. The G400 GPS unit in Pierre’s aircraft features Wide Area Augmentation Systemfeatures, and is up to 5 times more accurate than regular GPSunits, aiding in search effectiveness and efficiency. The SiouxFalls composite Squadron also has a Cessna-172 equipped witha G400 GPS.

    Wing Commander Col. John Seten flew CAP’s Sioux Falls- based Cessna-182T out to Pierre to pick up the ferry crew andreturn them to Sioux Falls.

    RUSHMORE COMPOSITE SQUADRON (SD-031, RAPID CITY)

    The Squadron obtained sponsorships for some 80 wreaths for the Wreaths Across America program. On 14December we placed the decorative commemorative wreaths on the headstones of deceased veterans and took part in the ceremony at the Black Hills National Cemetery near Sturgis.

    Squadron Commander Maj. Craig Goodrich and Lt. RachelKuecker supervised and assisted the cadets in emplacing thewreaths.

    SIOUX FALLS COMPOSITE SQUADRON (SD-050, SIOUX FALLS)

      Cadet orientation flights (O-Rides) have been challenging to complete this month, especially with themarginal weather conditions; lots of clouds, snow, bitter cold temperatures and otherwise unpleasant weather inthe month of December for flying. However, Cadet Technical Sergeant Nicholas Nash and Mission Pilot 1 st Lt Neil Schmid found the perfect window of flying opportunity on Friday, 27 December to complete two flights.This completes Cadet Nash’s powered flight syllabus Sections 8 and 9 that cover Advanced Flight Maneuversand Use of Instruments in flight. Cadet Nash has one more flight to complete the powered flight orientation ride

     program, and is looking forward to flying and possibly getting his private pilot’s license in the future.

      On 12 December, C/Capt Brandon West conducted a safety training session for a dozen SFCS seniormembers. Many safety topics were covered, including Preventing and Treating Hot and Cold Weather InjuriesPreventing Fatigue, and Identification of Natural Hazards. In addition Cadet West displayed and explained his personal survival gear, which resulted in a lively discussion by the participating members. Most of theattendees received credit toward Ground Team Level Three certification.

    HOT NEWS: Attention All South Dakota CAP Members - The 2014 Wing Conference has been scheduled

    for 25-27 April 2014 at the Holiday Inn City Centre in Sioux Falls. The conference is in conjunction with aSAREVAL scheduled for Saturday, 26 April 2014. The Holiday Inn has offered the low rate of $83 per room per night. There will be a hospitality suite on Friday evening 25 April so that we can get together informallyOn Saturday, 26 April we will be involved with the SAREVAL which should end by 5:00pm.     Corporate Mission 14-C-3584, flown on November 12th

    was a continuation of the mission for Pennington Countyin the aftermath of Winter Storm Atlas in early OctoberPennington County Office of Emergency Management(OEM) requested SDWG conduct an aerial survey of thecounty’s main roads to ascertain if any deceased live-stock remained in the county’s  rights of way. Rancherswere still hauling carcasses from private property to the

    two designated drop off points and OEM thought somemight have been put along county roads for pickup. Theaerial inspection was to look for those carcasses so thatthey could be picked up and sent to the disposal pits thatwere slated to close on 14 November.

    Two CAP aircraft took part. One, from Spearfish, took offaround 1200 from the Black Hills Airport-Clyde Ice FieldThis aircraft surveyed the west side of a line drawn north/

    south through Wasta. The second aircraft took off from Rapid City Regional Airport around 1300. It surveyedPennington County east of the north/south line through Wasta. Both aircraft covered the county’s main roads aswell as some rivers and cross country shortcuts where the roads did not connect.

     Neither aircrew noted dead livestock along the county’sroads and rights of way. In western Pennington Countythey did note dead livestock still in ravines. The largestfind was on a shortcut in a draw leading down to a river

     bottom where over 50 head were piled up.

    The mission aircrew from Spearfish was Lt. Col. BuckDeWeese (Pilot), Capt. David Small (Mission Observer)and C/Col William Small (Mission Scanner). The missionaircrew from Rapid City was Maj. Craig Goodrich (Pilot)Capt. Pat Nowlin (Mission Observer), 2nd Lt. Jon Jensen(Mission Scanner).

    The two aircraft were aloft for a total of 7.5 hours with aground track of approximately 770 nautical miles.

    The six aircrew members contributed around 30 man-hours of unpaid time mid-week to carry out the mission.

    Wing commander Col. Seten, the Incident Commander, provided mission base support in the form of commandcontrol and communications with the aircraft. He also was OEM’s point of contact for any changes in customerobjectives once the aircraft were airborne. Col Seten later commented, “It was a somewhat small, althoughimportant mission. It was simple from a command standpoint but the thorough planning up front by the highlytrained aircrews was very detailed and also the photo processing is a highly technical procedure.” 

      Corporate Mission 14-C-3600, flown 14 November, was conducted for South Dakota State University’s

    College of Agriculture and Biological Sciences Natural Resource Management Program. Lt. Col. Gary Hewettof Rushmore Composite Squadron was mission pilot, Ms. Brynn Parr, an SDSU Graduate Research Assistant,was in the right seat with a telemetry tracking radio.

    The mission was to track a missing radio-collared bighorn sheep on Elk Mountain in the Black Hillswest of Custer whose radio collar signal had not been detected since October’s Winter Storm Atlasin the Black Hills area.

    SDSU has a cooperative agreement with SDWGto fly tracking missions in situations just like thisWhile the primary goal is to assist SDSU’s animaresearch programs, there are benefits to SDWG aswell such as flying time for the pilots, flight timefor the aircraft, and practice using radio-direction-finding to locate objects on the ground.

    The sheep was located just west of the Wyoming-South Dakota line. Since it was found so quickly

    Ms. Parr took the opportunity of being airborne to successfully track two additional collared bighorn sheepMission complete, the aircraft returned to Rapid City.

    Maj. Bruce Kipp is the wing’s new Public Affairs Officer. He has been very active in getting our message out tothe public through media releases and via the monthly Skychaser newsletter that he sends to our members andto an external audience of influential people across the state. I’m confident Maj. Kipp will continue to tell ourstory and also assist our squadron PAOs in the performance of their duties. Maj. Todd Epp, formerly WingPAO, will serve as Assistant Wing Public Affairs Officer. Both Majors Kipp and Epp are Emergency Servicesqualified, experienced Public Information Officers (PIO) as well.

    As you know, Maj. Epp was Wing PAO for nearly four years, often under uniquely challenging conditionsDuring that time he accomplished a great deal to re-energize and broaden the Wing’s public affairs programHis successes are reflected in his winning the prestigious CAP national-level Maj.     BIG SIOUX COMPOSITE SQUADRON (SD-058, BROOKINGS)(Items submitted by: 2nd Lt. Rust)

    The squadron is working on their second consecutive year bringing the Wreaths Across AmericaProject to Brookings. Last year we had sponsorships for 256 wreaths. To date we’ve  collected360 wreath sponsorships. We’ll once again place wreaths on veteran’s graves and memorials inBrookings and surrounding communities on December 14th. We’ve invited some 20 AmericanLegion posts from communities around Brookings to the wreath-laying ceremony. Hopefully

    after seeing our ceremony they will hold a ceremony for their own community in 2014.

    Several members of the squadron supported the Sioux Falls “Parade of Lights” on 29 November. The cadets help provide crowd control, parking lot aid, anti-vandalism patrol, and parade vendor assistance for the event in downtown Sioux Falls. Duringthe parade cadets were positioned along the route to keep the crowd on the sidewalkLater the cadets helped to remove and dispose of “no parking” signs from metersThat evening our members attended a reception and awards ceremony at the HolidayInn. We were joined in the parade support by cadets from Sioux Falls Junior ROTC programs which fostered a spirit of camaraderie and friendly ties.

      The squadron participated in Brookings’  very cold “Parade of Lights” on 5 December . A four-cadetcolor guard led the parade. In the body of the parade we drove our mini-van with six cadets marching behind it.As in previous years we also used the parade as a recruiting opportunity and handed out pamphlets about CAP.

    The squadron will be participating in the 2013 Wreaths Across America Program. We will belaying the wreaths with the help of the VFW Post in Custer and (hopefully) with the AmericanLegion Post in Hot Springs. Details are still being worked out for the honor guard, taps playerand recipients of the wreaths. The squadron will host two ceremonies; at the Hot Springs National Cemetery and at the Cold Springs Cemetery in Pringle

      It was a very busy month for Crazy Horse's color guard. Our color guard presented the colors for the MtRushmore National Memorial Quarter Launch & Coin Exchange to commemorate the release of the 2013 MtRushmore National Memorial quarter, the 20th coin to be released by the United States Mint for its "Americathe Beautiful Quarters" Program. Each participant under the age of 18 received an uncirculated quarter. OnVeterans Day we presented the colors for Hill City's School Program in the morning, and then posted the colorsin the afternoon at the Custer School's Program.

    “Attention Black Hills traffic. There will be a small rocket launch from the east

    tarmac in approximately 30 seconds” radioed Assistant Launch Safety OfficerC/CMSgt Jared Doyle over the Spearfish airport Unicom frequency.

    On Sunday, 10 November, seven cadets, five seniors and two prospective cadets metat Clyde Ice Field to launch powered model rockets. This activity had two purposes;

    first, it allowed cadets to work toward their CAP Rocketry badge and, second, it usedthe STEM rocketry kit program recently instituted by CAP. For the past month thecadets studied the history of rocketry, the aerodynamic principles of rocketry, andspecifically how model rockets work. Over the previous weeks the cadets assembledrockets from the Titan and Atlas sections of the Aerospace Education Program.

    Prior to launch day Lt. Col. Hopewell obtained approval from the airport manager and the FAA and notified theSpearfish Police Department. Mother Nature also approved and provided a pleasant temperature and, moreimportantly, just a light breeze. All the cadets were required to sign the National Association of Rocketry safetycode prior to launching their rockets. In all ten rockets were successfully launched. Nine were successfully

    retrieved and one was damaged beyond repair. The cadets measured the rockets height using an altitude trackerand basic trigonometry. C/MSgt Brad Blansett's rocket achieved the highest flight at 399 feet (much to thecadets' disappointment only less powerful motors were used).

    The cadets participating were C/Col William Small, C/SSgt Justin Harris, C/Amn Ryan Harris, C/Amn PeterIverson, C/CMSgt Jared Doyle, C/SMSgt Brad Blansett, and C/SMSgt Connor Caneva. Prospective cadet SethFitzgerald and a friend witnessed the launches from a safe distance. Senior Members in attendance that dayincluded Capt. David Small (who served as official Launch Photographer), Lt. Col. Daryl Miles, Capt. SylviaSmall (official Launch Keeper of Documents), Lt. Col. Jim Hopewell, and 1st Lt. Brandon Caneva.

    Earning their Titan Rocketry Award Certificate were C/Amn Peter Iverson and C/Col William Small. Earninghis Saturn Rocketry Award Certificate thus finishing the CAP Rocketry Course C/Col William Small earned thecoveted CAP Rocketry Badge.

      What started out to be a normal squadron meeting at the Spearfish airport on 7 November turned into anevent that most cadets rarely experience. The cadets were busily assembling model rockets as a part of the CAProcketry program, when one of the staffers of U.S. Representative Kristi Noem knocked on the door of the CAP building and asked to use the facilities. In the brief conversation that followed, Capt. Small found out that Rep Noem was about to fly out of the Spearfish airport, having been in town for a fund raiser. He asked her assistantif Rep. Noem could stop in and greet the cadets. A few minutes later the staffer and Rep. Noem returned to the

    CAP building. Ms. Noem spent several minutes conversing with the cadets and seniors present. She was veryinterested in their activity and asked questions about their rockets. She posed for pictures with the cadets beforeembarking on her charter flight back home. It was a memorable and exciting meeting for the cadets to interactwith a national figure such as Rep. Noem.

    Squadron members are assisting the American Legion Post in Pierre at their monthly meetingsThe Legion serves local veterans attending the meeting a hot meal beforehand. The cadets have been assisting in this effort each month. The veterans appreciate the squadron’s effort and havethanked the cadets in various ways. The Legion allows the cadets to practice drill in their largemeeting room when the weather makes outside practice difficult. The Legion meeting is on a

    non-squadron meeting evening thus cadets and seniors involved must commit additional hours to the program.

      Welcome aboard to our squadron’s newest members: Cadet Nicholas Kochutin and Cadet Tyler Eberle and Senior Member Ron Lenz. We are pleased you’ve joined CAP and proud that you have chosen to becomemembers of our squadron!

    The squadron continues to actively seek sponsorships for its Wreaths Across America program.To date the squadron has sponsorships for approximately 80 wreaths. It is expected this number

    will increase prior to 14 December, the date of the wreath-laying ceremony.

      Seven Rushmore members completed ICUT training today. All had completed their online training forthis course and capably demonstrated their new skills to their evaluator. Thanks to all for giving their time forthis valuable training and their desire to advance their knowledge in their CAP careers! Thanks also to Lt. Col.Gary Hewett for his assistance.       Last month the Wing conducted a Subordinate Unit Inspection of the squadron. This triennial inspection

    is held to determine the squadron’s compliance with current rules, regulations, and policies.  Areas covered areAerospace Education, Cadet Programs. Emergency Services, Mission Support, Command, Flight ManagementAircraft Management, and Public Affairs. One area identified for improvement and a key focus is the area ofProfessional Development. The squadron took note, and commencing in November, one meeting night permonth is dedicated to mentoring and senior member professional development.

    Last spring we lost the shelter for our CAP vehicles. The formerDHL distribution building will be used to relocate current tenants ofthe airport to make way for new hotel. The Airport Authority, withhelp from CAP 2nd  Lt. Richard King, who is also the AssociateAirport Director, made an empty T-Hangar available “behind the

    fence” in a secure airplane hangar a short drive from headquarters.

    As you can see from the photo it’s a tight squeeze, b ut with a littleengineering, some oil and a crow bar the door can be closed andlocked. Where events require some or all of the vans they will be brought to the parking lot in front of the headquarters building.

       New GPS Units for two Cessna-172 - Last month a new Garmin G400 GPS unit was installed in oneCessna-172 (N98776). The other Cessna-172 (N9929L) is now in the shop undergoing its GPS replacement aswell. These new units provide similar navigation capabilities of the Garmin G1000 glass cockpit. While not as

    robust and expensive as the G1000, the G400 provides CAP aircrews with navigation and approach capabilitiesand is a welcome change for those flying these aircraft.

      During the month several weekends were scheduled for cadet orientation rides. However, the weather persisted in forcing cancellation of all of the Sioux Falls flights. Nevertheless, our Capt. Matt Meert managedto find a good weather window and was able to complete several o-rides for the Brookings Cadets.

    Eight tribes of Lakota and Dakota Sioux in South Dakotawere honored at a ceremony held in Washington, DC on20 November.

    Tribal members played a key role in the Pacific Theater ofWWII by using their native language to send messagesthat could not be deciphered by the enemy.

    In honor their service the tribes received the CongressionaGold Medal, our nation’s highest civilian honor. Eachtribe designed their own medal.

    Silver medals were presented to over 70 South DakotaSioux “Code Talkers” and their families who attended theevent.

    South Dakota Sioux tribes honored were the Crow Creek Sioux, Cheyenne River Sioux, Sisseton-WahpetonOyate, Standing Rock Sioux, Yankton Sioux, Oglala Sioux, Lower Brule Sioux and Rosebud Sioux.

      The name of Chap. (Maj.) Hyle Anderson, Assistant Wing Chaplain, was inadvertently omitted from thelist of SDWG Veterans in last month’s issue. He was in the Navy Reserve from 1968-1970 and on active dutywith the Air Force from 1971-1975. The SDWG thanks you for your service.

    The name of Cadet Brady Roseland, Pierre Composite Squadron, was inadvertently omitted from thelist of promotions in last month’s issue. Congratulations to Cadet Roseland on promotion to the rankof Senior Airman and receipt of the Mary Feik Award!
