Stephanie Herseth Sandlin was voted the year’s top South Dakota story by the state’s Associated Press member newspaper editors and broadcast news. A year earlier, Noem was a little-known state lawmaker and Herseth Sandlin was con- sidered a safe bet to win re-election. But Herseth Sandlin got caught up in a wave of frustration with Washington to become the first South Dakota House member to lose a re-election bid in nearly three decades. The 2010 runner-up in the AP’s survey is the state’s widespread spring flooding, which resulted in a presidential disaster declara- tion with millions of dollars in damage to roads, culverts, bridges and other public infra- structure. Grabbing the No. 3 spot is voters’ over- whelming passage of an expanded statewide smoking ban restricting residents from lighting up in bars, video lottery establishments and Deadwood casinos. Trantina, age 76, of Sioux Falls, South Dakota passed away on Thursday, December 23, 2010, at Dougherty Hospice House in Sioux Falls. Memorial service is 2:00 p.m. on Monday, December 27, 2010, at Wintz & Ray Funeral Home in Yankton, South Dakota with Reverend Dani Jo Ninke-Greaver officiating. Inurnment will be at the Rose Hill Cemetery in Scotland, South Dakota at a later date. Phyllis was born on March 19, 1934 at Sacred Heart Hospital in Yankton, South Dakota to Clarence and Wilma (Huennekens) Schmidt. She graduated from Irene High School. She worked at Gurney Seed and Nursery for many years. Phyllis’ greatest joy was spending time with her family. She enjoyed crafts, painting and playing cards. She is survived by four chil- dren: Laure Williams of Yankton, Kay Lynn Slocum of Norfolk, NE, Danny Trantina of Yankton, Scott (Gail) Trantina of Sioux Falls; four grandchil- dren: Alicia (Andy), Philip, Lindsay and Drexton; three siblings: Kay (George) Wilcox of Keystone, FL, Robert (Pat) Schmidt of Irene, SD, and Sherry (Bob) Slowey of Yankton; along with many nieces, nephews and other relatives. She spent her last month com- fortably at home surrounded by her family and passed away in their presence. Burial will be in the Mission Hill Cemetery in Mission Hill, South Dakota, following the service and luncheon. Rachel and her twin sister then completed a course of study at the Juneau County Normal School in New Lisbon, Wisconsin and secretarial classes in Sioux City, Iowa, while working as a nanny for the Frank Whicher family. Rachel married LeRoy Johnson on August 17, 1947, in Yankton and they moved to the family farm north of Mission Hill. LeRoy passed away in 2007. Rachel was an avid reader with an appreciation of language and good books throughout her life. She was a good friend who enjoyed long-lasting relation- ships. She loved her home and family and was a skilled home- maker. She honored her Danish heritage in the sewing of many beautiful cross stitch pieces as well as in her baking and cooking. She was a member of United Church of Christ in Mission Hill, where she was a member of the Ladies Aid and Sunday School Teacher. She later became a member of United Church of Christ in Wakonda, South Dakota. Rachel is survived by her chil- dren: Julie (Ken) Scheel of Pulaski, Wisconsin; Lewie (Cindy) Johnson of Volin, South Dakota; Susan Johnson of Santa Ana, California; and Mary Ann (Rock) Boyd of Volin; 14 grand- children; four great grandchil- dren; sister Charlotte Medeck of Garden Grove, California; and many nieces and nephews. She was preceded in death by her parents; husband, LeRoy on January 20, 2007; son Greg; iden- tical twin sister, Helen LeFebvere; two sisters, Julia Warsing and Esther Skoven; and an infant brother. She grew up in Yankton where she attended school. She lived in Magnet, Nebraska for a few years before moving to Oregon. Sheryl lived in Oregon for over 20 years and moved back to Yankton in 2004. Sheryl was an avid bird lover and enjoyed all animals. She loved rummage sales and always had to try to be the first one there. Sheryl also enjoyed taking care of the elderly. Sheryl leaves behind her four “kids” with whom she loved more than anything: Punky, Ornery, Minnie Moss and Cotton; four brothers: Keith Jensen Jr. of Yankton, Mark Jensen of Yankton, Brian (Dawn) Jensen of Tyndall, SD and William Jensen of Yankton; two sisters, Cindy Haltiner of Yankton and Rebecca (Jim) Snook of Yankton; two aunts, Judy (John) Wescott of Yankton and Sharon Palmer of St. Paul, MN; and several nieces and nephews, including Yolanda Loafer whom she thought of like a daughter. PAGE 14 MIDWEST DIGEST Daugaard’s Inaugural Events To Cost $70,000 SIOUX FALLS (AP) — Organizers of the two inaugural balls for incoming Gov. Dennis Daugaard say next month’s festivities will cost about $70,000 in private donations. Daugaard will be formally inaugurated as South Dakota’s next gov- ernor on Jan. 8. After his swearing-in, Daugaard will attend two parties hosted by the city of Pierre. The Capitol Ball is scheduled for 6:30 p.m. at the State Capitol, fol- lowed by the Inaugural Ball at 8 p.m. at the Ramkota Hotel in Pierre. The two parties are funded through donations and sales from tick- ets and buttons with the new governor’s photo. Organizers will also use the help of more than 200 volunteers. One organizer says dona- tions have been better than expected so far. Sheriff’s Deputy Injured In High-Speed Chase SCOTTSBLUFF, Neb. (AP) — A Scotts Bluff County sheriff’s deputy has been released from the hospital after being injured in a high-speed chase north of Scottsbluff. Radio station KNEB reports that Lanny Hanks was sent home Saturday. Authorities say he’d been hurt Thursday night when 46-year-old William Kinser, of Hemingford, led authorities on a five-mile chase into an icy field and slammed into Hanks’ patrol car, sending it into an irri- gation canal. Hanks was able to get out of the wreckage and tackle the elusive driver with the help of a passing motorist. Kinser is being held in the county jail on charges that include flee- ing, driving under the influence and driving under suspension. Neb. Hunters Can Now Take Antlerless Deer LINCOLN, Neb. (AP) — Deer hunters with special permits can take antlerless deer during a late season that began Sunday. The Nebraska Game and Parks Commission says the season is open to hunters with youth, landowner and Season Choice Area per- mits. The season runs through Jan. 18. Scaffolding and other signs of the $57.4 million project are expected to be taken down in the spring. The remaining repairs — work on interior courtyards — are scheduled for completion in May. Bob Ripley, who oversees the project, told the Lincoln Journal Star that it feels good for the project to come to an end and soon have the grounds free of construction. The Capitol was built during the Depression by a frugal Legislature that spent money on it as they went. Work began by plow in 1922 and finished 10 years later. SIOUX FALLS (AP) — Organizers of the two inaugural balls forincoming Gov. Dennis Daugaard say next month’s festivities will costabout $70,000 in private donations.

Daugaard will be formally inaugurated as South Dakota’s next gov-ernor on Jan. 8. After his swearing-in, Daugaard will attend two partieshosted by the city of Pierre.

The Capitol Ball is scheduled for 6:30 p.m. at the State Capitol, fol-lowed by the Inaugural Ball at 8 p.m. at the Ramkota Hotel in Pierre.

The two parties are funded through donations and sales from tick-ets and buttons with the new governor’s photo. Organizers will alsouse the help of more than 200 volunteers. One organizer says dona-tions have been better than expected so far.

Sheriff’s Deputy Injured In High-Speed ChaseSCOTTSBLUFF, Neb. (AP) — A Scotts Bluff County sheriff’s deputy

has been released from the hospital after being injured in a high-speedchase north of Scottsbluff.

Radio station KNEB reports that Lanny Hanks was sent home Saturday. Authorities say he’d been hurt Thursday night when 46-year-old

William Kinser, of Hemingford, led authorities on a five-mile chase intoan icy field and slammed into Hanks’ patrol car, sending it into an irri-gation canal. Hanks was able to get out of the wreckage and tackle theelusive driver with the help of a passing motorist.

Kinser is being held in the county jail on charges that include flee-ing, driving under the influence and driving under suspension.

Neb. Hunters Can Now Take Antlerless Deer LINCOLN, Neb. (AP) — Deer hunters with special permits can take

antlerless deer during a late season that began Sunday.The Nebraska Game and Parks Commission says the season is

open to hunters with youth, landowner and Season Choice Area per-mits.

The season runs through Jan. 18.

LINCOLN, Neb. (AP) — The NebraskaCapitol is returning to its former glory aftermore than a decade of restoration work.

Scaffolding and other signs of the $57.4million project are expected to be takendown in the spring. The remaining repairs —work on interior courtyards — are scheduled

for completion in May.Bob Ripley, who oversees the project,

told the Lincoln Journal Star that it feels goodfor the project to come to an end and soonhave the grounds free of construction.

The Capitol was built during theDepression by a frugal Legislature that spent

money on it as they went. Work began byplow in 1922 and finished 10 years later. Thetotal cost was less than $10 million.

The Legislature approved the renovationin 1997.
