SIOUX FALLS — Republican Kristi Noem’sNovember defeat of Democratic U.S. Rep.Stephanie Herseth Sandlin was voted theyear’s top South Dakota story by the state’sAssociated Press member newspaper editorsand broadcast news.
A year earlier, Noem was a little-knownstate lawmaker and Herseth Sandlin was con-sidered a safe bet to win re-election. ButHerseth Sandlin got caught up in a wave offrustration with Washington to become thefirst South Dakota House member to lose are-election bid in nearly three decades.
The 2010 runner-up in the AP’s survey isthe state’s widespread spring flooding, whichresulted in a presidential disaster declara-tion with millions of dollars in damage to
roads, culverts, bridgesand other public infra-structure.
Grabbing the No. 3spot is voters’ over-whelming passage of anexpanded statewidesmoking ban restrictingresidents from lighting
up in bars, video lottery establishments andDeadwood casinos. Lawmakers had passedthe law in 2009 but opponents gatheredenough signatures on a petition to force theNovember ballot initiative.

Phyllis was born on March19, 1934 at Sacred HeartHospital in Yankton, SouthDakota to Clarence and Wilma(Huennekens) Schmidt. Shegraduated from Irene HighSchool. She worked at GurneySeed and Nursery for manyyears. Phyllis’ greatest joy wasspending time with her family.She enjoyed crafts, painting andplaying cards.
She is survived by four chil-dren: Laure Williams of Yankton,Kay Lynn Slocum of Norfolk, NE,Danny Trantina of Yankton, Scott(Gail) Trantina of Sioux Falls;

(Skoven) Johnson, age 92, ofVolin, South Dakota, diedSaturday, December 25, 2010, fol-lowing a short battle with cancer.She spent her last month com-fortably at home surrounded byher family and passed away intheir presence.
Funeral services will be 11:00a.m. on Tuesday, December 28,2010, at the Wintz & Ray FuneralHome in Yankton with ReverendPaul Opsahl officiating. Burialwill be in the Mission HillCemetery in Mission Hill, SouthDakota, following the service andluncheon.
Visitation is Monday from 5:00to 8:00 p.m. at the Wintz & RayFuneral Home with a prayer serv-ice and video tribute at 7:00 p.m.Visitation will resume one hourprior to the funeral on Tuesday atthe funeral home.
Pallbearers will be Rachel’sgrandsons: Josh Johnson, LukeJohnson, Will Johnson, PeterStewart, Matthew Hoxeng, J.R.Willman, and Cole Willman.
Rachel was born May 15, 1918,in East Chatham, New York, toChris and Emma (Christensen)Skoven. She attended school inHurley, South Dakota and gradu-ated from high school in 1936.Rachel and her twin sister then
completed acourse of study atthe Juneau CountyNormal School inNew Lisbon,Wisconsin andsecretarial classesin Sioux City, Iowa,while working as ananny for theFrank Whicherfamily. Rachel married LeRoyJohnson on August 17, 1947, inYankton and they moved to thefamily farm north of Mission Hill.LeRoy passed away in 2007.
Rachel was an avid readerwith an appreciation of languageand good books throughout herlife. She was a good friend whoenjoyed long-lasting relation-ships. She loved her home andfamily and was a skilled home-maker. She honored her Danishheritage in the sewing of manybeautiful cross stitch pieces aswell as in her baking and cooking.She was a member of UnitedChurch of Christ in Mission Hill,where she was a member of theLadies Aid and Sunday SchoolTeacher. She later became amember of United Church ofChrist in Wakonda, South Dakota.
Rachel is survived by her chil-dren: Julie (Ken) Scheel ofPulaski, Wisconsin; Lewie(Cindy) Johnson of Volin, South
Dakota; SusanJohnson of SantaAna, California;and Mary Ann(Rock) Boyd ofVolin; 14 grand-children; fourgreat grandchil-dren; sisterC h a r l o t t eMedeck of
Garden Grove, California; andmany nieces and nephews.
She was preceded in death byher parents; husband, LeRoy onJanuary 20, 2007; son Greg; iden-tical twin sister, Helen LeFebvere;two sisters, Julia Warsing andEsther Skoven; and an infantbrother.

Yankton, South Dakota, went toHeaven on Friday, December 24,2010 after a three-year battlewith breast cancer. Her belovedsister, Cindy was at her side.

Sheryl was born August 28,1955 in Yankton, South Dakotato Keith Jensen Sr. and JoAnnPond. She grew up in Yanktonwhere she attended school. Shelived in Magnet, Nebraska for afew years before moving toOregon. Sheryl lived in Oregonfor over 20 years and movedback to Yankton in 2004. Sherylwas an avid bird lover andenjoyed all animals. She lovedrummage sales and always hadto try to be the first one there.Sheryl also enjoyed taking careof the elderly.
Sheryl leaves behind herfour “kids” with whom she lovedmore than anything: Punky,Ornery, Minnie Moss andCotton; four brothers: KeithJensen Jr. of Yankton, MarkJensen of Yankton, Brian (Dawn)Jensen of Tyndall, SD andWilliam Jensen of Yankton; twosisters, Cindy Haltiner ofYankton and Rebecca (Jim)Snook of Yankton; two aunts,Judy (John) Wescott of Yanktonand Sharon Palmer of St. Paul,MN; and several nieces andnephews, including YolandaLoafer whom she thought of likea daughter.

SIOUX FALLS (AP) — Organizers of the two inaugural balls forincoming Gov. Dennis Daugaard say next month’s festivities will costabout $70,000 in private donations.
Daugaard will be formally inaugurated as South Dakota’s next gov-ernor on Jan. 8. After his swearing-in, Daugaard will attend two partieshosted by the city of Pierre.
The Capitol Ball is scheduled for 6:30 p.m. at the State Capitol, fol-lowed by the Inaugural Ball at 8 p.m. at the Ramkota Hotel in Pierre.
The two parties are funded through donations and sales from tick-ets and buttons with the new governor’s photo. Organizers will alsouse the help of more than 200 volunteers. One organizer says dona-tions have been better than expected so far.
Sheriff’s Deputy Injured In High-Speed ChaseSCOTTSBLUFF, Neb. (AP) — A Scotts Bluff County sheriff’s deputy
has been released from the hospital after being injured in a high-speedchase north of Scottsbluff.
Radio station KNEB reports that Lanny Hanks was sent home Saturday. Authorities say he’d been hurt Thursday night when 46-year-old
William Kinser, of Hemingford, led authorities on a five-mile chase intoan icy field and slammed into Hanks’ patrol car, sending it into an irri-gation canal. Hanks was able to get out of the wreckage and tackle theelusive driver with the help of a passing motorist.
Kinser is being held in the county jail on charges that include flee-ing, driving under the influence and driving under suspension.
Neb. Hunters Can Now Take Antlerless Deer LINCOLN, Neb. (AP) — Deer hunters with special permits can take
antlerless deer during a late season that began Sunday.The Nebraska Game and Parks Commission says the season is
open to hunters with youth, landowner and Season Choice Area per-mits.
The season runs through Jan. 18.

LINCOLN, Neb. (AP) — The NebraskaCapitol is returning to its former glory aftermore than a decade of restoration work.
Scaffolding and other signs of the $57.4million project are expected to be takendown in the spring. The remaining repairs —work on interior courtyards — are scheduled
for completion in May.Bob Ripley, who oversees the project,
told the Lincoln Journal Star that it feels goodfor the project to come to an end and soonhave the grounds free of construction.
The Capitol was built during theDepression by a frugal Legislature that spent
money on it as they went. Work began byplow in 1922 and finished 10 years later. Thetotal cost was less than $10 million.
The Legislature approved the renovationin 1997.
