Director’s Remarks Empowering our schools and communities to meet their educational goals through all available resources is a founding principle for South Central Service Cooperative. Since our beginning in 1985, the staff continues to strive to put students first. To do that, we work to address the needs of teachers, administrators, counselors, cafeteria workers, bus drivers, board members, etc. To inform our public, the staff at South Central Service Cooperative researched and composed this annual report of services delivered to our schools during 2011-2012. This report will document services and products delivered by each department; it will also provide extensive financial information. The purpose of this report is to inform participating school personnel, local district board members, area legislators, Arkansas Department of Education personnel, the Governor and his staff, and other interested parties about the services of the South Central Service Cooperative. We trust that by providing this information we will make people aware of services that they may not use because of a lack of awareness of their availability. We also hope that those who utilize these services on a regular basis will be made aware of the depth of offerings, so they can utilize all that is available and also give us feedback on strengths and areas of concern. The South Central Service Co-Op area includes thirteen school districts in four counties; this equates to approximately 1,570 public school teachers and administrators and 15,659 students. Some services are provided to several private schools, home schools, etc. in the area in keeping with federal rules and regulations concerning federal funds also generated by those students. A close working relationship has also been established between the co-op and SAU in Magnolia. South Central Service Cooperative also works with Henderson State University and district connections with the HSU Education Renewal Zone (ERZ). The staff of the South Central Service Co-Op has carefully prepared this report in compliance with A.C.A. § 6-13-1020 which requires, “In an annual meeting of the board of directors, . . . the education service cooperatives shall report to their constituent school districts on the year’s operation.” This document represents a wide range of services and activities. Included below is a list of services jointly shared by our member districts and by some districts outside the SCSC boundaries; districts outside our co-op purchase their share of the services.

In 1985, four employees staffed the co-op; however, in 2011-12, there are 56 full-time employees and 10 part-time employees. SCSC hires, on a consultant basis, speech therapists, occupational therapists, physical therapists, psychological examiners, etc. based on IEP specified needs for our 3-5 year old students. Consultants are also employed to provide summer, after-school, and specific-topic workshops; classroom demonstrations; graduate class and field study instruction; grant writing; etc. A revenue spreadsheet is included with this report that represents a five-year span of account revenues. On January 13, 2011, South Central Service Cooperative moved into its new home at 2235 California Avenue. From a space standpoint, our old home had approximately 7,800 square feet of space compared to approximately 13,500 square feet in the new facility. The parking lot is a popular item at the new building. No longer do teachers have to park in the cemetery when the parking lot fills! We are very thankful for the partnership with the City of Camden on this building. Common Core State Standards and Arkansas’s new teacher evaluation process are huge endeavors for our schools in the coming years. South Central Service Cooperative is investing people, time and money so our schools and students will be successful in these efforts. As our mission guides us, the staff at South Central Service Cooperative will strive to “link our schools together for success.”

Co-op personnel may write the reports, or local schools served by the co-op may write the descriptions. These reports may also include letters sent to the co-op or evaluations of a co-op activity. South Central Service Cooperative Administrators' Conference: During the 2011 SCSC Administrators' Conference in July, Dr. Thomas Many led the districts' leadership teams through a process of effectively using Professional Learning Communities (PLC). With districts implementing Response to Intervention and the Common Core State Standards, the PLC would provide a structure for focused professional development, data disaggregation, planning, and reflection at the district, building, and grade levels as well as the subject levels. MSP Grant: In July 2011, South Central Service Cooperative partnered with Southern Arkansas University’s Educational Renewal Zone (ERZ) to write a federal grant proposal entitled The South Arkansas Mathematics Standards Partnership. Grant writers were Tim Daniels, Associate Professor of Biology from SAU and Pre-K-12 Science Professional Development Consultant for SCSC, and Roger Guevara, SAU ERZ Director. The partnership was designed as a three-year project to create and provide professional development activities to enhance both teacher content knowledge, as measured by approved pretests, and instructional skills in two learning progressions identified in the Common Core State Standards for Mathematics. Instructional skill growth was measured by the use of an instrument called the Revised Teacher Observation Protocol (RTOP). The focus group for the training was teachers of mathematics in grades 3-8. The two learning progressions identified in a needs assessment were the measurement and data domain in grades 3-5 and the statistics and probability domain for grades 6-8. The total amount of the grant for FY12 was $167,807.04. Funding will be continued for up to two additional years based on the progress of the teachers in content knowledge and in the use of the revised instructional methods taught. The partnership is a collaborative effort of Southern Arkansas University, the University of Central Arkansas, South Central Service Cooperative, and ten public schools including: Ashdown, Hope, Texarkana, Fouke, Harmony Grove, Junction City, Magnolia, Norphlet, Parkers Chapel, and Strong-Huttig. A total of thirty-nine teachers are currently participating in the training. Linda Griffith, Professor of Mathematics at UCA, and Tim Daniels, Associate Professor of Biology at SAU, delivered training at SCSC during three Saturdays in the fall of 2011 and during three Saturdays in the spring of 2012. An additional ten days of training will take place in June and July 2012. Half of the class will meet at SCSC in Camden, and the other half will meet in Texarkana. Compressed interactive video will enable the two professors to team teach both groups, even though the sites are in two separate co-op service regions. Principals Learning in Action: South Central Service Cooperative partnered with Ladell Looper to present the Smart Accountability Leadership Development Program: Principals Learning in Action. The program operated during the school calendar year beginning in September and ending in May. The training is designed for principals or building level administrators, although superintendents/designees and board members were strongly encouraged to attend. The purpose of the program is to provide coaching/support for administrators, develop and improve the skills of the administrators, develop and maintain effective leaders, build leadership capacity and increase internal accountability. South Central Service Cooperative had two school districts (5 principals total) participating in the training during FY11-12.

South Central Service Co-op Supplemental Salary Schedule 2011-2012

All employees that work 450 hours per semester or 900 hours per year are provided an additional $600.00 to salary for insurance supplement. The $600.00 is not reflected in any of the salaries or schedules listed in this document. The Director’s salary is negotiated. The Facilities Coordinator's salary is determined yearly by a comparison study of other facilities coordinators' salaries in co-ops around the state. Leading indicators such as the consumer price index, availability of staff, and market value are used to determine salary. Substitutes are paid $7.75/hour. Supplemental pay for Additional Work or Duties: Supplemental pay for additional work or duties is based on an increment or a fraction of an increment. One increment equals $1,200.00. Supplemental pay is awarded by the Director. Step Explanation During the regularly scheduled meeting of the SCSC Board of Directors on May 25, 2011 the board members voted unanimously to change the 2010-2011 salary schedule by reducing the certified, classified, and hourly salary schedules from 31 steps to 20 steps. Individuals who exceeded the 20th step remained at those levels based on A.C.A. § 6-17-1506 (a). There were 11 employees affected who were on steps 21-31 at the time of this decision by the SCSC Board of Directors. It is the intention of the SCSC Board of Directors that employees whose salaries fall beyond step 20 receive the applicable increase as outlined in the salary schedule.

Program Summary: The South Central Service Cooperative provides ABC preschool services to 217 students in eight school districts in the cooperative area. Curriculum is aligned with the Arkansas Early Childhood Framework to promote student readiness when entering kindergarten. Students are presented hands-on learning activities with manipulatives and technology that, when coupled with teacher guidance, encourage social, adaptive, cognitive, language, and motor development.

Major Highlights of the Year: All facilities were reviewed using ECERS, Early Childhood Environment Rating Scale, and all received passing scores. Staff received training in the use of technology in the classroom and in Conscious Discipline.

Goal: The goal of Career and Technical Education is to prepare secondary students for entering the Workforce or enrolling in post-secondary education after high school graduation. Formerly known as Vocational Education, this program serves students who are taught valuable technical skills in the areas of Agriculture, Business, Family & Consumer Sciences, Auto Mechanics, Medical Professions, Construction, Drafting and Design, Welding, etc. Ideally, we hope to prepare ALL students for the workforce/post-secondary education/military. Other indicators we are required to meet are proficiency on the literacy and geometry benchmark exams, technical skill attainment (CTE EOC Exams), high school course completion and graduation, placement and non-traditional participation and completion. Program Summary: The coordinator for the South Central Carl Perkins Consortium is required to write the annual application and distribute/spend the funding for our area schools on indicator projects approved by the Arkansas Department of Career Education. Our office also provides start-up grants, Completer Reports, Placement Reports, technical assistance and professional development.

Major Highlights of the Year: Perkins Improvement Projects included Technology in Digital Communications for Junction City through the purchase of 5 iMac computers, Adobe CS5 and Premier Pro software; Technology in FACS for Taylor through the purchase of 5 computers and a laser printer; Laying the Foundation in Agri for Sparkman through the purchase of an iPad, rotary laser and constructions calculators; CAERT lesson plans purchased for two AGRI programs each at Emerson, Taylor, Harmony Grove, Sparkman, Junction City and Smackover; and travel and registration fees paid for CTE teacher/administrators to attend various professional development activities during the year, such as National ACTE, State ACTE, FBLA, FACS Inservice, and Ag Inservice. In addition to the Perkins funds, we received a grant from the Arkansas Department of Career Education in the amount of $8,523.14 for the purchase of four laser level kits for the Agri Departments at Harmony Grove, Sparkman, Emerson, and Junction City and six 15" drill presses, six Bosch 12" sliding compound miter saws, and six laser kits for the aforementioned schools plus Taylor and Smackover.

needed. Program Summary: Ten of our schools presently use Distance Learning courses to offer both core and elective classes to students. All of these schools belong to the DL state consortium. We certified five facilitators this summer. Site visits are made twice a year to each participating school and so far, all of these schools have had at least one visit and will have the second soon. We have three schools that are participating in a grant application. The co-op also has hosted 31 compressed interactive video sessions ranging from Common Core State Standards to Child Nutrition. Our DL Coordinator attended state workdays and all state meetings for distance learning that included the first Tri-state DL Conference where she presented on best practices for professional development via civ.

The Distance Learning Group has also launched the new ARMoodle, which will house professional development for teachers interested in blended learning. We attended trainings on this website and are designing and editing content from the state literacy specialists. We will have trainings at our co-ops for anyone interested in using Moodle as a tool for a blended learning environment in their classroom. This Spring the state migrated to the new state video network supervised by DIS. Hopefully, this change will mean a stronger more flexible video network for the state. Major Highlights of the Year: Child find, developmental/speech screenings, hearing/vision screenings, developmental assessments, speech assessments, referral/evaluation/annual review conferences with parents, quarterly progress reporting. Technology has been integrated into daily therapy sessions through the use of iPads, iPods and laptop computers. Our behavior interventionists attended Pivotal Response Training through the Southwest Autism Research and Resource Center in Phoenix, Arizona. Coordinator was able to fund the installation of weather stations at three different locations. The stations are up and running, and the students have become REAL scientists who gather and report data on an international site. The second grant is from GEMS (Great Explorations in Math and Science). There will be a summer professional development for k-3 teachers to experience the program and receive resource books. The GT Coordinator facilitated sessions to develop a scope and sequence for the GT programs in the area. The group reviewed the literacy common core from a GT perspective and led discussions on how to align some of the GT projects to literacy and math. SCSC GT Coordinator also worked with the schools whose GT programs were being monitored. It was wonderful working with such professionals. Each of the schools received glowing remarks from ADE. I was very privileged to be working with the coordinators at the schools and look forward to working with them next year.

Program Summary: The SCSC Literacy Program is funded through grants from the Reading Department of the Arkansas Department of Education. Legislative Act 44 of 1983, which established the need for an increase in student achievement scores, initiated the funding. It was then continued through Act 999 of 1999, the Arkansas Comprehensive Testing and Assessment Act, which established that in Arkansas, all in-service training should be geared toward teaching Arkansas standards and raising student achievement. Early Literacy Learning in Arkansas (ELLA) is a two-year professional development opportunity aligned to the Common Core State Standards, designed to assist teachers in grades K-1 in implementing instructional techniques that support emergent learners (those students learning how to read and write). Effective Literacy (ELF), a component of ACTAAP, is a two-year professional development opportunity aligned to the Common Core State Standards, focusing on a comprehensive literacy approach for instruction, assessment, and intervention in grades 2-4. Disciplinary Literacy is a four-day professional development opportunity designed for content area teachers specifically social studies and science teachers of grades 5-8 and 9-12 to integrate content learning with specific research based literature aligned to the Common Core State Standards. Comprehensive Literacy for Adolescent Student Success (CLASS) is a two-year professional

Program Summary: South Central Service Cooperative, in partnership with the Arkansas Department of Education Mathematics Program for grade K-12, was established by ACT 1392 of 1999 for the improvement of mathematics instruction throughout Arkansas. Assistance is provided to schools through professional learning opportunities, model lessons, lesson study, teacher observation and technical assistance to improve the teaching and learning of mathematics through increased content understanding and improved instructional practices across the curriculum. Professional learning opportunities for 2010-2011 include: Curriculum Alignment-The focus of this opportunity is to align the local curriculum with the state curriculum documents by creating detailed curriculums maps, pacing guides, and lesson plans that include classroom assessments that are aligned with the state framework. Cognitively Guided Instruction (CGI)-This statewide initiative is based on over 20 years of research. In CGI, teachers explore how elementary school children learn concepts of number, operations, and early algebra. They learn how to use this framework to inform their mathematics instruction. Teachers analyze, create, and pose story problems and number sentences that are mathematically demanding to assess and further students' understanding of mathematical concepts and skills. Data -Disaggregation and Analysis-This opportunity promotes and helps to develop a comprehensive understanding of test data. Teachers look at the school level data as well as their classroom and student data. Analyzing and planning next steps including interventions for students are addressed. Assessment Wall creation and usage is also a focus. Math Coaches' Training-The focus of this training is both content and pedagogy for mathematical education. Emphasis is placed on vertical alignment of mathematics for grades K-Geometry. This opportunity delivered through the Dawson Cooperative, intensively trains

Participants will then use data to determine a “best guess” of a real measurement using data, which leads to the development and understanding of measures of center by engaging an important mathematical practice—inventing an algorithm. Participants will then invent and explore methods for measuring the precision—the consistency—of a collection of measurements Problem Situations: Addition and Subtraction and the Nature of “Equals” Grades K-3 This course will investigate the different types of addition and subtraction situations and children’s understanding of the equal sign. Goal: The goal of the SCSC Math/Science/Technology Consortium is to provide specific training in K-12 curriculum and instruction, to incorporate an integrated approach into mathematics and science instruction, to provide training in alternative assessment and in differentiating instructional methods, to learn to effectively integrate technology to support mathematics and science instruction, and to address the individual needs of member districts.

Program Summary: From 1985-2012, the South Central Service Co-Op has administered the Dwight D. Eisenhower Math/Science Professional Development Consortium (now entitled Math/Science/Technology Consortium) for its member schools. This consortium provides funding to support in-service training and retraining of teachers in grades K-12. The emphasis of that training is in the areas of mathematics, science, and technology. Major Highlights of the Year: With this consortium, the co-op has provided various types of training for teachers and administrators. Demonstration lessons in K-8 classrooms, Saturday and summer workshops, field study opportunities, and integrating technology into the classroom are some of the ways that these funds have provided training in new methodologies for teaching. The training is long-term and is designed toward continuous improvement. One example is the iPads for Administrators training. Superintendents were the primary participants. Each superintendent received an iPad and a cover along with instruction on how to use the iPad to be more productive and efficient. Harry Dickens, Technology Director from the AR Public School Resource Center was the lead presenter. Co-Op staff assisted Harry.

A second example was the use of Math/Science/Technology Consortium funds to support administrators’ attendance at the two-day TICAL (Technology Information Center for Administrative Leadership) conference held at the Peabody Hotel in February.

Finally, K-8 demonstration lessons in classrooms have also been a major focus of the consortium. Over 530 lessons were delivered to classrooms that represented teachers of grades preK-12 and their students.

Program Summary: The SCSC Media Center provides audio/visuals and other items that can be scheduled by participating member districts and makes weekly deliveries and pick-ups to 53 school buildings. A complete listing of available resources is listed at the cooperative website where teachers may place requests on-line. In addition, the SCSC Media Center supports the Traveler Project funded by the Arkansas State Library, and provides information and workshops on resources. The media secretary maintains an email distribution list and an online wiki to keep all schools advised of information and resources available. Major Highlights of the Year: The media center was relocated from the 400 Maul Road building on Maul Road to the new SCSC building on California Avenue. A new media secretary was hired to maintain the media collection and fill requests. New shelves were purchased for the media center, and the media was organized accordingly.

Program Summary: Target Testing is an interim assessment project for schools that wish to periodically assess students in grades two through eleven in literacy, mathematics, or science objectives based on the Arkansas frameworks. The information obtained by administering the three interim assessments is intended to be used formatively to allow teachers to intervene with some or all students where weaknesses are revealed. Pre and post assessments are available to help teachers and schools plan for instruction at the beginning of a year and measure and document student growth over the course of a year.

Major Highlights of the Year: All schools participating in the Target Testing consortium this year piloted on-line testing. While there were some problems encountered with bandwidth issues, it was considered a success and will be done at all grade levels next year. It also gave schools a good insight into the on-line testing that will be required by PARCC.

Program Summary: PD opportunities target the focus areas as outlined by the ADE, and PD sessions are offered to meet the requirements of law regarding the required 60 hours of PD, as well as meeting the needs of schools based upon needs assessment survey results, SAI data, and CWT data from the 13 districts served. The SCSC Teacher Center Coordinator has the primary responsibility for reviewing, along with the teacher center committee, the data sets from the districts in planning professional development to meet the major needs of the districts. Districts in specific levels of school improvement were required to participate in the district leadership team meetings this year through Smart Accountability. The SCSC’s State Specialty Team provided technical assistance to districts. Special Projects & Programs

Funding Source: Arkansas Department of Education Restricted: Yes Detailed below are special projects or programs in which state funding came to this cooperative to provide services regionally or statewide. For each special project or program, a brief description is given along with the funding source and amount.

Project/Program Name: Classroom Walk-Through Train the Trainers Competitive Grant: No Goals and Description: With the approval of Teachscape, Arkansas was able to adapt Teachscape’s version of the Classroom Walkthrough (CWT) process to meet the needs of Arkansas educators. Because of this, the Arkansas Department of Education Professional Development Unit sponsored train-the-trainer sessions for all cooperatives and the Tri-Districts to send participants to become trainers for their perspective sites. During this four-day training, participants learned more about helping instructional leaders continually improve and adapt classroom practices by combining the Classroom Walkthrough process with innovative data collection technology. These educators were instructed on the easy-to-use data collection, analysis, and reporting tools coupled with a classroom walkthrough process that provides a framework for reflective discussions, data analysis, action planning, and progress monitoring. Project/Program Name: Classroom Walk-Through Reflection of High Yield Strategy Practice Competitive Grant: No Goals and Description: The use of walk-through data, in a PLC setting, to examine the use of high yield instructional strategies was the project goal. Participants have access to the High Yield Strategy course in Arkansas IDEAS and worked to plan for differentiating support to teachers. Training materials were provided to all participants to assist them in sharing the information with other educators.

Project/Program Name: Enhancing Education Through Technology Grant (TIE) Project Competitive Grant: Yes Goals and Description: The purpose of the TIE project is to increase technology integration across the state of Arkansas. Southwest Arkansas Education Co-op wrote a comprehensive partnership EETT grant to develop a statewide professional development module system to embrace all forms of technology, meet the needs of teachers and administrators, and address state standards and licensure issues while enhancing instruction through integrated technology practices. All education cooperatives across the state were offered the opportunity to train teachers from their area to become TIE Cadre members. There are currently 114 TIE Cadre members impacting 71 districts and 80 buildings across the state. Cadre members have conducted over 300 workshops across the state on 72 different technology modules. The trainings have impacted 5,000 teachers and administrators. The modules are all project based and have been developed by teachers. Modules include

trainings on things such as blogs, classroom wikis, and high yield strategies with technology, internet safety, podcasting and video editing. Modules are housed on the TIE website at http://tie.k12.ar.us. By sharing these modules across the state, we are able to offer the same quality in technology trainings that we did not have previously. The cadre members not only train for the education co-ops in the summer but also are also able to help train in their buildings and districts. Module development and professional growth are the focus of cadre trainings. Project/Program Name: EtherScope Competitive Grant: No Goals and Description: In an effort to assist schools in preparation for online Common Core State Standards testing in 2014-15, ADE awarded a grant to the education cooperatives for the purchase of EtherScopes. There were eight EtherScopes purchased and each cooperative area partners with a “sister” cooperative to share an EtherScope. Our cooperative is to “sister” with Southwest Arkansas Education Service Cooperative. Our goal is to evaluate all of the schools in our cooperative to see if their networks are capable of connecting 1 to 1 computer to student for the CCSS testing. When we visit each school, we save reports from the EtherScope for evaluation purposes and inform the school technology coordinator of the findings. Project/Program Name: Literacy Decision Makers Competitive Grant: Yes Goals and Description: The purpose of this grant was to provide funding to support Literacy Decision Makers Training sessions and regional Smart Accountability sessions.

Project/Program Name: Primary Literacy Competitive Grant: No Goals and Description: During this session, participants will engage in collaborative and reflective learning designed to support reading coaches and other teacher leaders in their work with peers. The Teachscape catalog of resources on the Arkansas IDEAS Portal includes a total of over twenty different modules in the following four categories: foundations of reading and writing; advanced and in-depth reading courses; data analysis and planning courses; and in-depth reading courses. These modules have been developed based on the research spearheaded by the National Reading Panel. The Partnership for Reading is a collaborative effort by three federal agencies - the National Institute for Literacy (NIFL), the National Institute of Child Health and Human Development (NICHD), and the U.S. Department of Education. The intended outcomes are to support participants in their daily work by providing effective strategies and instructional solutions that utilize the available resources.

Project/Program Name: Principals Learning in Action Funding Source: Districts Competitive Grant: No Goals and Description: South Central Service Cooperative partnered with Ladell Looper to present the Smart Accountability Leadership Development Program: Principals Learning in Action. The program operated during the school calendar year beginning in September and ending in May. The training is designed for principals or building level administrators, although superintendents/designees and board members were strongly encouraged to attend. The purpose of the program is to provide coaching/support for administrators, develop and improve the skills of the administrators, develop and maintain effective leaders, build leadership capacity and increase internal accountability. South Central Service Cooperative had two school districts (5 principals total) participating in the training during FY11-12.

Project/Program Name: Math and Science Partnership Grant (Common Core Math) Competitive Grant: Yes Goals and Description: In July 2011, South Central Service Cooperative partnered with Southern Arkansas University’s Educational Renewal Zone (ERZ) to write a federal grant proposal entitled The South Arkansas Mathematics Standards Partnership. Grant writers were Tim Daniels, Associate Professor of Biology from SAU and Pre-K-12 Science Professional Development Consultant for SCSC, and Roger Guevara, SAU ERZ Director. The partnership was designed as a three-year project to create and provide professional development activities to enhance both teacher content knowledge, as measured by approved pretests, and instructional skills in two learning progressions identified in the Common Core State Standards for Mathematics. Instructional skill growth was measured by the use of an instrument called the Revised Teacher Observation Protocol (RTOP). The focus group for the training was teachers of mathematics in grades 3-8. The two learning progressions identified in a needs assessment were the measurement and data domain in grades 3-5 and the statistics and probability domain for grades 6-8. The total amount of the grant for FY12 was $167,807.04. Funding will be continued for up to two additional years based on the progress of the teachers in content knowledge and in the use of the revised instructional methods taught. The partnership is a collaborative effort of Southern Arkansas University, the University of Central Arkansas, South Central Service Cooperative, and ten public schools including: Ashdown, Hope, Texarkana, Fouke, Harmony Grove, Junction City, Magnolia, Norphlet, Parkers Chapel, and Strong-Huttig. A total of thirty-nine teachers are currently participating in the training. Linda Griffith, Professor of Mathematics at UCA, and Tim Daniels, Associate Professor of Biology at SAU, delivered training at SCSC during three Saturdays in the fall of 2011 and during three Saturdays in the spring of 2012. An additional ten days of training will take place in June and July 2012. Half of the class will meet at SCSC in Camden, and the other half will meet in Texarkana. Compressed interactive video will enable the two professors to team teach both groups, even though the sites are in two separate co-op service regions.
