YOUTH EMPLOYMENT

ACTIVITY 2015/16

1. The partnership Partners in the development and implementation of youth employment activity in South Ayrshire are committed to working together to maximise impact, avoid duplication and deliver effective services for young people. South Ayrshire Employability Partnership The SAEP was established in May 2012 as a merger of the Workforce Plus and MCMC groups. The partnership reports to the CPP through South Ayrshire Economic Development Partnership and leads the strategic planning of employability through the SAEP Action Plan. South Ayrshire Progressions South Ayrshire Progressions was established to better co-ordinate the delivery of learning provision, identify gaps and avoid duplication and where appropriate develop new provision. Where gaps are identified partners are committed to being as flexible as possible within organisational and funding constraints to meet the needs of young people. The group involves key partners in the development and co-ordination of youth employment provision.

Youth Employment – The local context

South Ayrshire is located in the south west of Scotland and includes the towns of Ayr, Prestwick, Troon, Maybole and Girvan as well as a significant rural population. South Ayrshire is mixed in terms of deprivation and there is significant local deprivation in communities including North Ayr and Girvan. The JSA claimant rate is slightly above the Scottish rate at 2.3% (July 2015) The claimant rate for young people aged 18-24 is currently 3.4%.

School leaver destinations have followed an improving trend in recent years and 92.1% of school leavers in academic year 13/14 entered a positive post school destination.

MCMC Partnerships

An MCMC Partnership has been established in each secondary school in South Ayrshire. The partnerships receive funding to tackle the following:

Identify those young people at risk of failing to achieve / make a positive transition

Work in partnership to support all young to achieve their preferred post school route

Raise achievement

Create sustainable curriculum/partnership activities:

Ensure the progress of young people who are Looked After / involved with the Youth Justice system is rigorously tracked and monitored.

Utilise the MCMC Partnership expertise to enhance the Senior Phase of CfE. The partnership’s membership includes:

Opportunities for All

Opportunities for All is an explicit commitment to offer a place in learning or training to every 16-19 year old who is not currently in employment, education or training. It will ensure that the post-16 system focuses on supporting those at risk of disengaging and those who have already done so and should seek to

reengage all young people appropriately with learning or training between their 16th and 20th birthdays and enable support to be offered to young people more effectively beyond that age.

Youth Employment Hubs Youth Employment Hubs have been established to provide a regular drop-in facility where unemployed young people can access a range of services, support and advice from South Ayrshire Progressions partners. This includes:

Jobcentre Plus The service is targeted at Unemployed young people aged 16-19 (or under 25 if engaged with JC+ Work 4 U team) and young people aged 16-19 and engaging with employability services – eg STEP AAs, Employability Fund provision. Young people are able to access careers information advice and guidance and support and partners will develop additional services in response to local needs including for example learning opportunities, information sessions etc. All young people attending the hubs will be registered and will be supported to develop action plans which will be shared with partners in order to provide co-ordinated support.

Employability Fund

Stage 2 16 week programme for 16 – 19 year olds focused on work preparation that includes a work placement and the opportunity to develop work based core skills through a range of in-house activities. Accreditation offered includes “Youth Achievement Award” and other SCQF accredited units related to the learners needs. Stage 3 16 week programme for 16 – 19 year olds focused on improving work readiness. This programme is mainly placement based with one day in-house activity to develop job seeking skills and support access to “My World of Work” and job applications. Accreditation offered includes “Certificate of Work Readiness” and relevant SQA employability modules. Stage 4 10 week programme focused on supporting 16-19 year olds who are close to the labour market to access and sustain a Modern Apprenticeship in occupational areas offered by the council. The programme is mainly placement based with the opportunity to gain relevant occupational qualifications.

Employability Fund

Stage 3 Destination Hospitality will deliver 3 weeks (9 days) training and three weeks monitored industry work placement with partner employers. The aims of programme are to introduce clients to the Hospitality, Leisure and Tourism industry in Scotland; to prepare clients for work placement; to deliver three vocational training 1 day courses i.e. REHIS Elementary Food Hygiene; BIIAB Alcohol Service and World Host Customer Care; to deliver a maximum of three weeks supported and monitored work placement; for clients to secure jobs. Stage 4 Individualised support per client, variable to suit, with a max of 2 weeks on work placement. The aims of Springboard's one to one programme are: to introduce clients to the Hospitality, Leisure and Tourism industry in Scotland; to prepare clients for work placement; to deliver a supported and monitored work placement; for clients to secure jobs.

IT & Employability This is a 6 week (2 half days per week) course aimed at developing unemployed people’s IT literacy. All IT skills are taught in the context of employability, so participants not only learn how to prepare a cv, covering letters and how to search for jobs online, they learn the employability skills associated with preparing a good covering letter, how to make their cv stand out from the crowd and how to use a number of online resources including Universal Job Match, Monster, S1 Jobs, Gumtree and social media.

Employability Fund - Introduction to Industry Programme

Stage 3 The Introduction to Industry 4 weeks courses are aimed at those who are not sure of their chosen industry sector or career choice. The course allows participants to look at specific industries in detail and on completion be able to make informed decision as to whether to pursue a career in the particular sector. It is a short investment in time to make a valuable informed decision about a career choice.

Employability Fund - Work Ready Programme

Stage 4 Aimed at those that are closer to the job market and who have had a successful employer interview and job offer and who require a short intervention (2-4 weeks) to equip them with the skills and confidence to enter the particular job opportunity. As WEA Stage 4 is employer led WEA will design and deliver bespoke training for a particular employer. Each individual is supported throughout the course with one to one meetings and review of progress made are set out within the programme. Over the course delivery there may be some elements of work experience which would be detailed in the individual learning plan at other times due to PVG being required workplace visits may be made to familiarise individuals with the workplace environment. Core skills are embedded within the course.

organised workshops and in working within the work placements and on our community impact project, based at Annanhill allotments. Learners will be supported on a 1:1 basis and within small group settings and be mentored throughout. Job coaching will be available, if needed.

Employability Fund Stage 2 EF 14 week programme is about developing personal skills, core skills, gain understanding of what expected in the world of work, mixture of centre based and employer based. Stage 3 EF 14 week programme aims to develop and enhance employability skills for candidates, address issues that participant feels is a barrier to employment and help candidates achieve greater knowledge of what is expected in the workplace by undertaking real life work experience within their choice of employment sector.

Employability Fund Stage 3 13 week programme will help clients gain a better understanding of what is required for them to progress into employment through delivery of Certificate of Work Readiness. Stage 3 Introduction to Hospitality 10 week programme aims to prepare trainees for the workplace and address any gaps in employability skills. Placements will be sourced to suit the vocational interests of the individual within the hospitality sector, within pubs, restaurants and hotels. Stage 4 Customer Service & Hospitality is a 4 week programme which aims to prepare trainees for entering employment within a hospitality workplace environment and to undertake a work placement to gain up to date experience and skills in these sectors. Appendix One Activity Agreement and Employability Fund – Referral processes 1. age.’ Opportunities for All: Supporting all young people to participate in post-16 learning training or work Scottish Government, November 2012 Meeting the above commitment is a shared responsibility between all partners and involves close partnership working,

appropriate sharing of data and planning of provision to meet young people’s needs. A key element of this is ensuring that all partners refer young people to appropriate provision that meets young people’s needs at the right time.

General principles:

SDS have the principle responsibility for case managing unemployed young people aged 16-19

If a young person requires support and advice prior to taking the next step in their learning they should always be referred for a career guidance interview from SDS.

2. Activity Agreement / New Futures Young people eligible for an AA are comprised from the following groups:

a. Those young people who elect to leave school at their statutory leaving date but who have not secured an ‘agreed offer’ at the point of leaving,

b. Those young people aged 16-19 who made an initial positive transition from school, but have subsequently moved into a negative destination and are assessed to require further support

Young people in Group A. will primarily be identified and referred through school MCMC partnerships. Young people in Group B

can be referred by arrange of partners including SDS, Social Work, Throughcare and CLD. In practice most referrals will be co-ordinated through post school tracking and the Youth Employment Drop-Ins. All young people should receive a careers guidance interview prior to an Activity Agreement.

3. Employability Fund The Employability Fund is managed by SDS and replaces the previous National Training Programmes (Get Ready for Work, Get

Ready for Work (Lifeskills), Training for Work) The Employability Fund is delivered across stages 2-4 of the Strategic Skills Pipeline.

Eligibility:

16 -17 year olds: Who are not in education, employment or training.

18-24 year olds: Who have been unemployed for up to 9 months.

25 year olds +: Who have been unemployed for between 3 and 12 months .

Over 18s can access the programme regardless of their period of unemployment if they are in one of the following groups:

A young person who has just left school

A disabled person

A lone parent

A refugee

An ex-offender

Resident in a 15% SIMD datazone

Engaged in a sector based work academy

A Work Programme completer

Referred by a pace adviser and under threat of redundancy

4. Employability Fund referral processes a. New referrals: Young people 16 / 17 year olds

MCMC Partnerships The primary route for young people to access employability fund provision at 16/17 will be through referral by an SDS Careers Adviser following careers information advice and guidance prior to the young person’s school leaving date and following joint planning with the school and other partners as appropriate.

Youth Employment Drop-Ins / Case-managed by SDS Unemployed young people engaging with youth employment drop- ins will be referred by SDS following discussion with partners.

Young people participating in an activity agreement Referral to Employability Fund provision by STEP. Prior to referral a careers guidance interview should take place.

Young people who are not case managed by SDS An initial referral to SDS for a careers guidance interview should be made. The young person will be added to SDS’ case management system. (This includes young people who are ‘unknown’ to SDS, and young people engaging in learning including College)

b. New referrals to stage 2,3,4 18+

Young people who are in receipt of DWP benefits will be referred to the Employability Fund by Jobcentre Plus.

Referrals for young people who are 18 /19 and not in receipt of benefits will be managed in the same way as for young people aged 16/17 as above

Young people aged 20+ and not in receipt of benefits can be referred by SDS, South Ayrshire Council CLD staff, EF Training providers and Ayrshire College.

c. Progression / referral between Employability Fund stages

Referrals between stages can be made by the provider, SDS or DWP. (if the participant is 18+ and claiming DWP benefits DWP will make the referral)

Progression between stages can be between different providers. Providers are encouraged to direct young people to SDS for careers information, advice and guidance to ensure they are given information about the full range of options prior to progression.

d. Referring agency responsibilities

Complete Eligibility Confirmation Form incorporating Initial Assessment.

Support client to identify suitable Employability Fund provider and send paperwork to provider.
