Regional Project Coordination Unit (PCU)

PCU will be established within SOPAC Provide technical support, coordination and a

management function for implementation of the Pacific IWRM Project

Provide this in accordance with Rules and Procedures of Implementing Agencies (IA’s) UNDP and UNEP and SOPAC as Executing Agency (EA)

Includes 4 positions - Regional Project Manager, Environmental Engineer/Manager, Communications/Community Assessment and Participation and Financial Adviser

Regional Project Manager Overall coordination, implementation,

supervision and delivery of the project Accountable to Regional Steering

Preparation and Requirements 

• SOPAC to finalise recruitment process and arrangements

• SOPAC to organise office space, equipment etc.

• Pacific IWRM Focal Points to nominate one suitable member to represent SC on recruitment panel:– Someone who has experience with

recruitment processes– Someone who is confident with current

understanding of the entire Pacific IWRM Project

– Someone who can commit the time to the process

National Project Staff Recruitment Process 

National Project Teams established in 13 Project Countries

2 – 3 staff: Project Manager, Project Assistant Provide technical support, coordination and a

management function for implementation of country demonstration proposals

Support where required provided to regional component and each other

Provide this in accordance with Rules and Procedures of country requirements and SOPAC as Executing Agency (EA)

National Project Team Positions and TOR’s 

National Project Manager Responsible for the implementation and

management of the demonstration proposals and regional requirements as needed

Contracted by SOPAC using locally tailored salary scales and terms and conditions

Recruited within relevant focal Ministry with (National APEX Body/National Water Committee and/or IWRM Project Steering Committee) input

Accountable to the National focal Ministry, National Apex Body and SOPAC

National Project Assistants Support the project manager in

demonstration project delivery including any regional requirements

In-country Preparations, Requirements and Timeline

National Project Team Recruitment: October-December 2008

Identify training requirements of Project Team Re-look at and refine National Project Team TOR’s

according to individual demo needs (August – Sept 2008)

Assess the TOR’S against national public service levels (August-Sept 2008)

Re-look and confirm the lead focal agency as the correct national implementation agency (August-Sept 2008)

Arrange for office and equipment that you have provided as identified as support for the demonstration proposals
