In 2007, Ray Sylvain left his position as program manager for SAIC, one of the top fi ve government contractors with billions of dollars in annual revenues, to start Sylvain Analytics. He had one purpose in mind: to design and

Any time a person leaves a plum job to go into business for oneself, it’s a risky move. When servicemembers are discharged from military

hospitals, the hospitals attempt to collect payment for their treatment. If the servicemembers don’t pay the balance of their claims on time and are released from active duty or transferred to another base, it then becomes the responsibility of the Defense Finance and Accounting Services (DFAS) to collect any delinquent payments. But, because keeping track of these servicemembers and the amounts they owe is too time-consuming and labor-intensive, DFAS simply returns any money it collects for delinquent medical claims to a general fund.
