Abstract

This paper proposes a new version of social development concept which is moreThis paper proposes a new version of social development concept which is moresociological in the sense that it emphasizes on the improvement of basic elementsof social intercourse, namely structural elements, cultural elements, and processelements. Field research was conducted in two cities to identify the extent of socialfy fdevelopment - as indicated by the improvement of basic elements of socialintercourse –in the area of street vendor promotion program. Soft SystemsMethodology is being applied as a tool to enquire social development process atthe area of the informal sector, to select some related programs or activities thatcould be identified as the most powerful indicators of social development, and toconstruct a new version of social development index.
