The year 2011 marks another important milestone for SOCSKSARGEN Area Development Project (ADP) Office. It very well supported the key programs and initiatives of the Department of Agriculture in providing safe and sufficient food to our people amidst the natural disaster encountered during the year.
The dynamic participation of the local governments, private sector and non-government organizations in the SOCSKSARGEN ADP Board, paved way to the orderly and fast-tracked development of agricultural projects. The Board also approved significant policies directed towards smooth implementation of the SOCSKSARGEN Integrated Food Security Program. Through this, farm-to-market roads and agriculture support facilities are made sustainable.
In the promotion of an integrated area development approach, we have strengthened coordination and collaboration with other national government agencies for the development of vital transport facilities in SOCSKSARGEN such as the airport, seaports and regional road networks which will hasten exports of agriculture commodities. Various interventions for the modernization of these facilities have been identified and promoted for public-private partnership.

Greetings of Peace and Food Security!
Foremost, I would like to thank my colleagues in the SOCSKSARGEN Area Development Project (ADP) Board for their support since I assumed post in October 2011. It is my pleasure to serve SOCSKSARGEN thru the ADP which, for so many years, has been a catalyst for economic growth and development of the area.
We are especially grateful to our early leaders who, having recognized the potential strength of SOCSKSARGEN, set a vision and carried-out the growth initiatives through this special body for the last twenty years. The extension of the project until 2016 as provided in Executive Order No. 16, series of 2010 is again calling for continued partnership among key players and stakeholders in the implementation of food security and key development plans and programs in support to peace and development in Mindanao.
Our development interventions under the SOCSKSARGEN Integrated Food Security Program are vital to enhancing the capabilities and the quality of life of our rural farmers.
Relevant initiatives aimed at improving transport and food trade are actively pursued by the Board. It significantly passed and endorsed resolutions engaging the support of the Department of Public Works and Highways (DPWH) for the conduct
of feasibility studies and completion of priority intra-regional road networks that will provide the people of SOCSKSARGEN access to more economic opportunities. It also pushed for the improvement of the General Santos City airport to optimize its use and adequately cater to current and future demands. Such concerns were actively heeded by the Department of Transportation and Communication and the Civil Aviation Authority of the Philippines.
I therefore commend the committed men and women of the SOCSKSARGEN ADP Office, our partner Local Government Units, national government agencies, non-government organizations and the private sector for undertaking the various initiatives during the year.
Rest assured that we at the ADP Board will continue to push for significant policies and interventions to ensure stable food supply, combat poverty and bring equitable economic progress to SOCSKSARGEN.

Operating in a challenging global economy and changing environment, the SOCSKSARGEN Area Development Project (ADP) Office has been doing its part pave the way forward at enhancing the living condition of farmers and stakeholders of SOCSKSARGEN. For twenty years now, we have demonstrated our commitment to agriculture and industry development through our flexibility and responsiveness, redirecting our energies and shifting our focus to address current needs by infusing interventions of greater economic impact.
It is my pleasure to present to you this CY 2011 Annual Accomplishment Report which cover the projects successfully implemented under the SOCSKSARGEN Food Security Program and other development initiatives of the SOCSKSARGEN ADPO. These were made possible under the direction of the Project Board, actively led by the Honorable Secretary Proceso J. Alcala of the Department of Agriculture.
During the year, we have accomplished the following significant projects and activities:
• Rehabilitation/upgrading of 36-Km farm-to-market roads under CYs 2010-2011 funds;
• Technical assistance to LGU-General Santos City for the project proposal and assessment of the City Abattoir and Integrated Food and Transport Terminal proposed for Private-Public Partnership implementation;
• Conduct of consultation and data gathering for the development of priority intra-regional road networks through the Department of Public Works and Highways;
• Conduct of consultation for the improvement of the GSC Airport and Makar and Glan Ports;
• Coordination with DA RFU XII and LGUs on to the implementation of Intensified White Corn Production Project;
• Participation to the Protected Area Management Board for Mt. Matutum, Allah Valley and Sarangani Bay

Protected Areas relative to the protected area management plan;
• Preparation of 3 souvenir books and promotional materials for the National Tuna, Mango, and Coffee Congresses as assistance to the Private Sector; and
• Facilitation of the Project Board and Executive Committee Meetings to discuss and resolve issues relative to food security and economic development initiatives.
It feels so rewarding to learn that our farmers have improved their income and productivity through our food security projects. Some insipiring stories direct from our farmer-beneficiaries are highlighted in this report.
We are indeed grateful to the committed staff of ADP-PMU, active members of the SOCSKSARGEN Technical and Monitoring Teams, and to our partners from both the local and national government agencies, private sector and non-government organizations for their unwavering support. Without it, we would not have satisfactorily carried-out our activities in 2011.

executive summary
Year 2011 is the beginning of another
six-year journey of the SOCSKSARGEN
Area Development Project (ADP) in the
implementation of food security program.
As Special Project under the Department of
Agriculture, its coordinative function was
extended until 2016 per Executive Order
No. 16 signed by President Simeon Benigno
Aquino III on December 21, 2010, to fast-
track construction of vital infrastructure and
to sustain regional efforts, particularly in
the implementation of food security and key
development plans and programs in support
to peace and development in Mindanao.
Under the SOCSKSARGEN Integrated Food
Security Program (FSP), the projects for the
next six years are focused on the construction
and provision of postharvest facilities and
other agri-support infrastructure and services,
particularly farm-to-market roads (FMR). A total
of 115 kilometers is targeted to be concreted
and upgraded by 2016; the rest are provisions of
postharvest facilities and equipment and other
agri-support facilities which will require a total
budget of PhP993 million (DA fund). Moreover,
big agri-infrastructure investments such as the
GSC Abattoir, GSC Integrated Transport and Food
Terminal, Mango Processing Plant, and Grains
Terminal were included in the 6-year FSP Plan
under the Public – Private Partnership (PPP) as
proposed by the Local Government Units (LGUs).
All projects under the SOCSKSARGEN FSP, except
for the CY 2011 projects and the proposed
PPP projects, will be implemented by contract
and under a DA (85%) and LGU (15%) funding
scheme based on the implementation guidelines
approved in October 2011.
For 2011-2016, bulk of the funds is allocated
for the concreting of FMRs. Indeed, the shift
in FMR implementation from rehabilitation to
concreting is a welcome development in the
agriculture sector to establish climate-resilient
and sustainable roads. In CY 2011, a budget of
PhP 50 million was approved for the concreting
of 6 FMR projects comprised of 4.01 kilometers
and for program management. Despite the late
release of allotment, procurement process was
finished and project mobilization/construction
started in December 2011. The FMR projects are
targeted to be completed in the first quarter of
2011 to serve over 2,000 hectares of production
area and benefit 13,792 rural populace.
On the other hand, 4 carry-over projects
were completed in 2011 comprised of 3 FMRs
and 1 training center which provided better
opportunities to farmers. The completion of 4
projects brought the cumulative accomplishment
to 119 projects for the period 2003-2011, posting
an accomplishment of 92%.

In the evaluation conducted on earlier completed
projects, the farmer-beneficiaries reported the
benefits provided by the Food Security Program.
Completed road projects enhanced the productivity
of farmers, improved the delivery of products, and
increased socio-economic activities in the project
influence barangays and in effect increased the
incomes of rural farmers.
The active performance of the ADP Board is vital
in the expeditious execution of Food Security
Program and other development initiatives in the
region. Under the dynamic leadership of Secretary
Proceso J. Alcala, the Board and Executive bodies
convened thrice in 2011 to address both current and
long-standing issues relative to food security and
development undertakings in the region. The Board
and EXECOM passed and approved eight resolutions
which comprised of the following: requesting for fund
support for the conduct of feasibility studies of the
proposed PPP projects and priority intra-regional road
networks; creation of a Technical Working Group that
will undertake collation of socio-economic data for
the proposed intra-regional road projects; requesting
the early preparation of the GSC Airport Master Plan
and settling issues on airport improvement works;
supporting the approval of House Bill 3832 – an act
establishing Mt. Matutum as a protected area under
the category of protected landscape, providing for
its management and for other purposes; adoption of
the new FSP Implementation Guidelines; and election
of Board Vice Chairman in the person of Governor
Emmylou Taliño – Mendoza of North Cotabato.
The ADP Board strongly supports the development of
the GSC airport and intra-regional road connectivity.
The airport is crucial particularly to agri-fishery trade
which is the primary economic driver of the region. With
the intervention of the ADP Board, the Department of
Transportation and Communication finally prioritizes
the improvement and upgrading of airport facilities
and funding for the technical study to optimize
utilization of the airport within its medium-term plan.
Similarly, 9 intra-regional road networks prioritized
by the LGUs were endorsed to the Department of
Public Works and Highways for completion and for
conduct of feasibility studies. These road projects will
accelerate movement of people and goods from one
province to another which is critical to trade and food
security.
With more programs and projects to implement until
2016, the ADP Office along with other key players of
SOCSKSARGEN will have continue the collaborative
efforts for the attainment of food security and
sufficiency and inclusive growth in the region.

SOCSKSARGEN ADP BOARD
is one of the 10 Locally Funded Projects (LFP) in Mindanao under the Department of Agriculture covering the areas of South Cotabato, Cotabato, Sultan Kudarat, Sarangani, and General Santos City (SOCSKSARGEN). It was established in August 1991 through Executive Order Nos. 474 & 481, series of 1992, mandated to integrate, coordinate, facilitate, and monitor major development initiatives in the growth area. The ADPO is composed of the Project Board and the Project Management Unit.
With the extension of ADPO term until 2016 through Executive Order No. 16, series of 2010, it continues to promote dynamism, particularly in the implementation of agri-infrastructure and high impact projects geared towards poverty alleviation, food sufficiency, and peace and development in the region under its banner program –
SOCSKSARGEN Integrated Food Security Program.

policies in the context of regional development, particularly in the enrichment of
SOCSKSARGEN’s agricultural and agro-industrial potentials. The Board is consist of

of the Provinces of South Cotabato, North Cotabato, Sultan Kudarat, and Sarangani,
Region 12 Directors of the following departments and agencies: National Economic
and Development Authority, Agriculture, Public Works and Highways, Civil Aviation
Authority of the Philippines, Philippine Ports Authority, Trade and Industry,
Environment and Natural Resources, Interior and Local Government, and Agrarian
Reform; the Commanding General of the 10th Infantry Division of Philippine Army;
NGO Representative; and Business Sector Representative.

OUR WORKING GROUPSTo facilitate the smooth implementation of projects
under the program, the implementation mechanism for
SOCSKSARGEN Food Security Porgram was updated and
approved by the Project Board in October 2011, which
include the creation of the following:
A composite group composed of representative from the
LGUs, concerned NGAs and the Project Management Unit
that reviews proposals and program of works submitted
by the Local Technical Team in terms of technical
feasibility, economic viability, environment safety, social
acceptability and sustainability as a whole. The team
recommends priorities and areas of improvement when
necessary.
Also a composite group composed of LGU representative
and Project Management Unit staff that conducts regular
inspection and documentation of projects during the
implementation and provides technical and policy
recommendations to the implementing LGUs.

SOCSKSARGEN FOOD SECURITY PROGRAM ACCOMPLISHMENTS
The Department of Agriculture (DA) allocated a Special Budget in the amount of PhP 50 million for the
ADP Office in 2011. Despite the late release of funds from the Department of Budget and Management,
timely implementation of food security projects was carried-out, with the procurement process
completed in the 4th quarter and project mobilization/construction initiated in December 2011. Re-
scheduling of the program activities from the 1st semester to 2nd semester of the year was undertaken,
devoting the early part of the year in the updating and review of proposed projects for the period 2012
to 2016 and in assisting Local Government Units (LGUs) in the preparation of the CY 2011 pre-project
implementation requirements.

rural roads is targeted to be concreted and upgraded until
2016.
The 6-year Plan consists of 131 agri-infrastructure projects
with an estimated DA budget of PhP 993 million (cost
of PPP projects not included). Of the total budget, 77%
share will be spent for FMRs, 7% for postharvest facilities
and equipment, 3% for market-related infra, 0.4 % for
technology demonstration for grains and high value crops,
and 13% for program management. Implementation of
these projects, except for the proposed PPP projects, will
follow the DA (85%) – LGU (15%) cost-sharing scheme based
on the new FSP Implementation Guidelines approved by
the SOCSKSKSARGEN ADP Board Executive Committee in
October 2011. The projects are geared toward increasing
productivity, stimulating and increasing agri-production and
improving the lives and incomes of farmers in the long term.
The programs, projects and strategies under the
SOCSKSARGEN Integrated Food Security Program Plan for the
period 2011-2016 were a product of a multi-sector planning-
workshop which are consistent with the development thrusts
of the LGUs, and in line with the President’s Social Contract
with the People and the Philippine Development Program
(PDP) Goals.
Efforts for the next six years are focused on concreting and
upgrading of farm-to-market roads (FMRs), provision of
postharvest facilities and equipment to include tramline,
dryer, sheller and milling equipment, and village-level fruit/
food processing centers, and promotion of application/
adoption of efficient technologies and good farming
practices on basic food (rice and corn) and other priority
and highly potential crops (i.e. coffee, palm oil, etc.) through
conduct of technology demonstration.
In line with the initiative of the national government to
encourage Public – Private Partnership (PPP), few big-ticket
projects such as the GSC Abattoir, GSC Integrated Transport
and Food Terminal, Mango Processing Plant, and Grains
Terminal were included in the Plan for PPP implementation as
proposed by the LGUs.
The current strategies of the national government include the
re-design of FMRs from rehabilitation to concreting for better
quality and therefore better services to farmers. In the past,
rural road projects are limited only to rehabilitation. Concrete
roads will help preserve the quality of agricultural products
and will hasten delivery of products to the market or nearest
distribution areas. In SOCSKSARGEN, a total of 115 kilometer-

SOCSKSARGEN SECURITY PROGRAM ACCOMPLISHMENTS
Concreting of 6 FMRs with a total length of 4.01
kilometers was approved under CY 2011 SOCSKSARGEN
Food Security Program. Preparation and review of
project requirements such as the Program of Works
(POW), Plans and Memorandum of Agreement (MOA)
were undertaken by the LGUs and the SOCSKSARGEN
Technical Team during the second quarter of the year.
Procurement process was done from third to fourth
quarters, which made way to project mobilization and
construction in December 2011. As of 31 December
2011, one of the 6 projects – the Concreting of Lanoon
– Aroman FMR in Carmen, North Cotabato already
accomplished 42.39 percent.
Implementation of the CY 2011 projects is being
expedited to hit its target completion date by first
quarter of 2012. Once completed, the roads will be
serviceable to approximately 13,792 farmers and
residents and 2,073 hectares of existing production
areas, mostly planted with corn, rice, banana, mango,
papaya, coconut, rubber, oil palm, abaca, and rootcrops.
As a result of the national elections in May 2010, there
was a slight delay in procurement process with project
implementation spilling-over to 2011. Of the 7 carry-over
projects, 3 FMRs (23.68 Kms) and 1 Training Center were
completed before year-end, benefiting 1,950 farmer-populace
and serving an influence production area of 1,911 hectares in
the rural barangays of Sarangani, North Cotabato and General
Santos City. Farmers who have been directly served by the
farm-to-market roads affirmed that these projects made their

farm activities easier and provided them better economic
opportunities. Story on page 21.
On the other hand, 3 remaining road projects in 2010
covering 13.46 Kms are expected to be completed in the
first quarter of 2012. Frequent rainfalls particularly in the
upland areas where most of the road projects are located
caused damages on the access roads. This significantly
contributed to the delayed completion of projects. Photos

their lives change since the SOCSKSARGEN Food Security Program-funded road was rehabilitated in May 2011. The
improved Golden Plains-Purok Blel Farm-to-Market road has widened the old narrow path farmers used to haul
their produce, which provided efficient postharvest handling services, both for commodities and facilities (e.g.
travelling shellers), and encouraged new business ventures in high value crops and vegetables such as the recent
establishment of shallot onion plantation in the area.
Rehabilitated in 2011, the 13.02 – kilometer Datal Bila-Gomelo-Datal Batong FMR in Malungon, Sarangani Province
is now improving the socio-economic activities of the locality. Costing PhP 9.8 million, the improvement of the road
increased vehicle traffic in the area by 70-80%, mostly supporting transport of agri products from the production
sites to the market places. The average daily number of vehicle passing the area grew from 3-5 vehicles in the prior
years to about 65 vehicles at present. Available mode of transport in the area includes motorcycles, hauling trucks,
and other four-wheeled vehicles. Now, farmers save about 45 minutes in time in transporting their products to the
nearest market in Polomolok and Malandag municipalities.

Moreover, idle lands have been planted with vegetables,
pineapple and corn. Today, an estimated 75 hectares of newly
developed areas are being propagated with diverse crops. The
road is currently servicing a total agri-area of about 1,600 hectares.
Construction of Training CenterBo. 2, Tacurong City, Sultan Kudarat
In 2010, the provincial government of Sultan Kudarat prioritized
the construction of the Provincial Training Center in Tacurong City
amounting to PhP 3.977 million under the SOCSKSARGEN Food
Security Program, to house training activities aimed at enhancing
the capabilities of farmers in crop production.
The two-storey building aptly equipped with facilities is now
being utilized by the farmers. The facility is located adjacent to
the Provincial Soils and Water Laboratory – a project also funded
under the SOCSKSARGEN Food Security Program in 2006. In 2011,
22 capability building seminars/trainings/meetings related to
crop production technologies and soil and water management,
participated by a total of 480 farmers were held in the training
center.

SOCSKSARGEN SECURITY PROGRAM ACCOMPLISHMENTS In 2010 to 2011, the Office conducted an evaluation of completed FMR and irrigation projects funded
in CYs 1999, 2000, 2003 and 2004. The scope of evaluation was to assess the physical condition
of the earlier implemented projects and how these projects impacted the lives of our farmer-
beneficiaries. The evaluation report will be finalized and packaged in 2012.

“Roads to Better Lives”
The rehabilitation of Tacul-Magbok-Paraiso Road was done in 2 phases. The Phase 1 project having a length of 1.5 kilometers was completed in August 2004, while Phase 2 – an extension to the earlier project which has a length of 1.7 kilometers was completed in November 2005.
After the road was rehabilitated, local traders and investors flocked to the remote villages of Magsaysay in Davao Del Sur and of Tulunan in North Cotabato, encouraging local farmers to plant selected high value crops for trade. Corn, rubber, banana and coconut plantations dominated the area giving the locals employment and relatively good income. During wet season, farmers in lowland areas were accustomed to planting their fields with rice and replacing it with corn during dry season.
A 20% increase in yield was noted thereafter which made local community realize the significance and effects of good road. The local farmers attributed the yield increase
to efficient transport of commodities, introduction to advanced farm technologies and access to farm inputs. “Prior to road rehabilitation, buyers and traders won’t go here; we farmers had to trade our products to the local market. Now we have two options—to sell to the contact buyers, or bring and sell our produce to the nearby market with much ease”, said Mr. Gil Talinting, Sr. a long-time farmer in the area.
Moreover, with better roads and increased traffic, small businesses like sari-sari store, vulcanizing shops and other services flourished in the area. The emergence of new economic activities resulted to almost 50% increase in the average household income. Travel time and travel cost dramatically decreased to 75% and 66%, respectively.
Consequently, the Local Government of North Cotabato, along with the barangay LGU ensured that the road will be regularly maintained so as to keep the opportunities coming.

SUCCESS STORIES: ROADS LEADING TO BETTER LIVES
Tamban-Alegria FMR, Phases 1 and 2
Poor roads were a long time clamor of the people in the vast
upland area of Alabel and Malungon municipalities. Due
to poor roads, the locals are restrained from availing social
services in education and health, as well as some economic
opportunities which are commonly available in poblacion or
urban areas. The communities are further constricted by the
limited transport services resulting from the lack of interest
of rural vehicle owners to operate. With this limitation, the
locals have to bear the two to three hour walk along with
their animal-driven carts to the market when delivering and
purchasing goods.
With the rehabilitation of 8.96 – kilometer Tamban-Alegria
FMR, farmers can now purchase and transport their products
much faster and easier. The road project has since serviced
an estimated of 3,275 hectares production area. Different
crops like sugarcane, corn, abaca, mango and coconut were
produced by farmers regularly in the highlands as traders
constantly drive-in during harvest to buy their products. Hence,
habal-habal and public utility jeepneys regularly ply these
routes. As a consequence, travel time reduced by as much as
75%. Furthermore, with market opportunities and access on
farm inputs, farmers were able to increase their production by
50%, contributing an increase of about 170% to the average
annual income of the households.

Silway 7 (RCDG) Bridge
Years earlier, locals were using an old hanging bridge to
cross over the Silway River in Polomolok before reaching the
highway, notwithstanding the impending danger posed by
the rising water level due to heavy rains. On the other hand,
vehicles and animal-drawn carts were using the alternative
route that passes through another barangay covering a
distance of 8 kilometers to the national highway. This is twice
the distance compared to travelling through the bridge.
To address the needs of the local community, the DPWH
constructed 2 abutments to replace the old hanging bridge
costing PhP 1.5 million. However, the bridge remains
incomplete and unserviceable to vehicles. Thus, the South
Cotabato Provincial Government proposed for the construction
of Silway 7 (RCDG) Bridge under the SOCSKSARGEN Integrated
Food Security Program in 1999. The said bridge was completed
in 2001.
After the bridge construction, socio-economic activities within
the influence barangays of Silway 7 and Klinan 6 increased.
Delivery of basic social services improved and economic
opportunities increased, benefiting the 4,579 populace living
the area. The bridge is able to service approximately 1,935
hectares of existing production lands.
With shorter access road, the locals now bring their produce
to the nearest market in less than 30 minutes, saving
approximately 66% in travel time. Travel cost also reduced by
16%. Consequently, farmers’ profit increased as agricultural
inputs became accessible and marketing of produce
became easy. These have led to increased production, crop
diversification, and opening up of new production areas.
Production growth boosted the average annual income of the
locals up to 78%. Mango, corn, rice and sugarcane are among
the major crops produced in the area.
“I grew up in this area using the hanging bridge for a
long time. That was too dangerous, especially for kids.
Then years later they constructed an unfinished (bailey)
bridge. And finally, we have this permanent bridge which
is dependable. Our daily activities were made easy. Thank
you”, related by Lola Thelma Bagatila, a long-time resident in
the area.

Lumbang Aspang fmr
Alejandro Guitan, a small corn farmer of Sitio Aspang, San Jose, together with his son spend long hours of arduous travel using their horse driven cart packed with 5 bags of corn grits to the main road. While his son takes his way home to their Sitio, Alejandro has to wait few hours for passenger jeepneys to haul his products to market. He spends P40 for himself and for each bag of corn for the transportation. With occasional low trade price for corn, Alejandro was paid with small amount of cash just enough to buy essential grocery supplies, and low-cost presents for his children as he goes back home. This situation goes the same as it was for Alejandro and several farmers in the area for many years.
Not until the SOCSKSARGEN Food Security Program with the Local Government Unit of General Santos funded for the rehabilitation of the Lumbang-Aspang Road. This resulted to major changes in the mode of transportation, marketing of farm products, crop diversification and production, thus, sufficiently increased the income of farmers like Alejandro. By providing better road facility for easier and faster access to market, transportation of products were already unnecessary for Alejandro and his fellow farmers in Sitio Aspang, since traders are already travelling directly to their place to purchase
their produce.
“We now save the expenses in transporting our farm products as traders personally come to us and buy our products. That’s a big difference for us poor farmers”, said Alejandro.
Furthermore, the 6.08 kilometer road (6 meters width) with construction of drainage structures now served 1,314 populace and dramatically spurred agricultural development in almost 900 hectares of farmland. The area is now producing significant volume of farm products like mango, pineapple, banana, corn, onions, asparagus and different kinds of vegetables. The Local Government Unit of General Santos City had also constructed contributory farm roads as corporate plantations for pineapple and banana expand their operation.

Alip Lumaga CIS
Water is a long-time concern of the farmers in Sitios Alip and Lumaga in Columbio, Sultan Kudarat. Most farmers rely on rainfalls for their crops despite enough available water resource from Alip River. The river could sufficiently irrigate the 619 hectares of agricultural land in the area – majority of which are lowland rice areas. However, due to lack of irrigation canals, only farmers near the river can use its waters through manually constructed earth canals. This type of farming provides meager income for most of the farmers – until the construction of a 3.503 km concrete line canals and other irrigation structures under the SOCSKSARGEN Food Security Program in 2000.
And now that farmers have realized their long-time dream, they can’t help but wear a smile and reminisce how they have struggled years back. “Since my farm was located 3 kilometers away from the river, I was dependent on heavy rains to irrigate my crops. Most often, we failed as crops do not develop well without ample water. Those were really hard days,” Camilo recalled – now the President of the Alip-Lumaga-Malingen Communal Irrigators Association. “Thanks to the project! Now we don’t worry about irrigation”, he added. Asked about the improvement on his production, he gladly revealed that harvesting 25 to 30 bags per hectare before was already fine. But now, with sufficient irrigation water, plus the adoption of new rice farming technologies taught by the Local

Government Units, “we are now producing almost 80 to 90 bags per hectare, while some may even have more”, said Camilo. This denotes 200-220 percent increase in their average yield which also increased their household income.
With the construction of line canals, irrigation water is efficiently distributed to each farmer with less seepage and water loss. The present IA officers formulated policies for the proper management of irrigation facilities, to include the regular cleaning of canal structures and conduct of meetings among the IA members. “Our association ensures that we have enough funds for the maintenance and operation of these facilities out of the irrigation fees collected from the members. The irrigation facility definitely provided sustainable productivity and income not only to the farmers of Alip and Lumaga, but to the entire community”, Camilo added.

MANI CIS Phases 1 and 2
Irrigated crops yield higher and provide better income as they give higher assurance of marketing contracts. This credit is due to the efficient irrigation system and fine water source – a testimony from the farmer-beneficiaries of Koronadal City.
The rehabilitation of MANI CIS, Phases 1 and 2 in 2000 and 2002, respectively, under the Food Security Program boosted the competitiveness of rice production in this part of Koronadal City – now tagged as one of the major producers of rice in South Cotabato Province. The MANI CIS is managed by MANI Irrigators Association (IA) which has 408 active members covering 469 hectares of rice production. The rehabilitation of MANI CIS cost the government PhP 26.6 million, which covers the repair and construction of additional canal linings.
The rehabilitation of irrigation canals resulting to higher yields brought abrupt increase to the income of farmers. “Before we only produce a maximum of 60-65 sacks of palay per hectare. There were even times when we farmers produce only a single cropping a year due insufficient water in our field. Dry spells, droughts, and pests even worsen the situation.With the project, we now have good supply of irrigation water”, recalled Angel Villanes, an IA member. The facilities you provided improved the distribution of irrigation water to our fields. Palay needs enough water to grow and to produce well; and we now have that water supply we needed. Today, our average production is between 80 to 85 sacks of palay per hectare. This is good enough compared before”, Enrique Belonio, an IA officer said as he expressed his satisfaction over the facility improvement.
Koronadal City, South Cotabato

The project beneficiaries fully understand that maintenance of irrigation facilities is necessary to sustain their farming activities. Hence, the IA officials and members ensure that there is an available fund for the maintenance and operation of these facilities. “We will surely suffer if any of these facilities are damaged. That’s why we make sure that irrigation fees, primarily for maintenance purposes, are not neglected by the members”, Mr. Belonio shared.
Bayanihan is part of the operation and management scheme of MANI IA. Participation and involvement of the direct beneficiaries is encouraged even during regular cleaning of dikes and performing maintenance and minor repairs of irrigation facilities. Regular coordination with the concerned NGAs/LGUs, in
relation to monitoring of major infrastructure projects vital
to the economy of SOCSKSARGEN, is being done quarterly.
Below are the project updates:
Improvement of Makar Wharf continues over the years to upgrade
the port facilities and services the port offer to the business sector
and the public.
In April 2011, the construction of wastewater treatment facility,
which amounts to PhP 11.2 million, was completed. The project
comprises the construction of drainage canal, bar screen, septic
vault, reactor tank, sludge drying bed, and electromechanical
system. Livestock wastewater and sludge are now directed to the
newly constructed drainage canal to attain the required volume
of wastewater for the development of bacteria placed inside the
reactor tank.
There will be more development projects under the PPA’s Medium
Term Investment Development Program (MTIDP) for the years 2012
to 2016, to include the following:
Construction of Passenger Terminal Building and Gate
Complex. The construction of passenger terminal building and
gate complex is to be funded through PPA Corporate fund with an
estimated project cost of PhP 100 million. The project is comprised

Monitoring of Major Infrastructure Projects
Improvement of Makar Port FacilitiesCompleted the construction of new R.C wharf, back-up area, drainage and port lighting systems on July 2, 2008, costing PhP 452 million funded through PPA Corporate fund.
Construction of perimeter security fence which includes construction of 211 meter steel fence (interlink wire & G.I. pipes) and perimeter security lights was completed on September 4, 2010 amounting to PhP 2.5 million.
Concreting and paving works of Open Storage Area, which covers the concreting and paving of 111 meter by 100 meter area, construction of access roads, and provision of drainage system, was completed on December 14, 2010. The project costs PhP 47 million.

of the passenger terminal building inclusive of facilities, a gate complex, road, pedestrians and parking spaces. Feasibility study
on the project was already completed.
Port Development Phase 2. The project is comprised of installation of quay cranes and rehabilitation of wharf. The project
is proposed to be implemented on 2012-2014 per PPA Medium Term Plan (MTP) through private contract, with an estimated
project cost of PhP 882.7 Million.
Port expansion and Reclamation for open storage area. The expansion and reclamation project, which extends the storage
area to 3.74 hectares, is part of the major development program for the Port of General Santos in line with the Port Master Plan,
included in the PPA MTP for 2011-2016. The project has a proposed project cost of PhP 865 Million.
In view of supporting the cross-border trade and people mobility between the Jose Abad Santos – Glan – Sarangani
Cooperation Triangle (JAGS-CT) and Tahuna, Indonesia, improvement of Glan Port was undertaken in 2007. The existing
dilapidated wharf structure was demolished, giving way to the reconstruction of wharf superstructure and construction of
PPA Field Office.
Currently, various construction works are undertaken such as the provision of Roll-on Roll-off (RoRo) ramp, RC landing,
maneuvering area, and repair of bulkhead and pavement at the approach amounting to PhP 30 million. The project is now
72% complete.
Additional projects pipelined under the PPA MTIDP for CY 2012-2016 include:
1. Extension of 30 meters to the existing RC wharf costing PhP 35 million;
2. Repair and widening of rock causeway from 5 meters to 9 meters amounting to PhP 25 million;
3. Construction of perimeter fence, main gate and guard house worth PhP 7 million; and
4. Construction of passenger terminal building that costs PhP 1.2 million.
Glan, Sarangani Improvement and Expansion of Glan Port
Repair of existing damaged RC wharf at Glan Port, Glan, Sarangani. Construction started on August 24,
2007 with a contract cost of nearly PhP 20 million funded through the PPA Corporate funds. The
project was completed last April 21, 2008.

The General Santos City airport comprised of a runway,
terminal building, hangar/maintenance building, control
tower, fuel farm, fire and water systems, and navigational
facilities is nestled on a 600-hectare airport property. Due
to financial constraints, long-term development planning
for the airport was stalled.
In 2011, the SOCSKSARGEN stakeholders, particularly
the Local Government of General Santos City, actively
pursued for the development of the GSC airport. Meetings
and coordination with the Department of Transportation
and Communication (DOTC) and Civil Aviation Authority
(CAAP) have led to significant plans for the GSC airport
in the forthcoming years, which include the conduct of a
technical study for the GSC Airport Master Plan by next
year. Plans and updates on the improvement works at the
airport include the following:
Special Patent over the 600-hectare airport property. CAAP applied for a Special Patent for the
GSC airport property covering 600 hectares with the
Department of Environment and Natural Resources
(DENR). The Special Patent will be issued once issues
on ancestral land claims within the airport property are
resolved.
Preparation of the GSC Airport Development Master Plan. The Terms of Reference (TOR) for the
formulation of the GSC Airport Development Master Plan
is being finalized by the CAAP – Central Office (CO). The
conduct of a technical study for the GSC airport, which
has duration of 8 months and budget of PhP 11 million, is
targeted to be undertaken in 2012.

Rehabilitation of GSC airport terminal building and perimeter fence. In 2010, a rehabilitation of the GSC airport terminal
building and construction of perimeter fence was undertaken with a budget of PhP 21.3 million. However, issues as to
the quality of the improvement/rehabilitation works arose leading to a joint project inspection by the LGU-GSC, NEDA
RXII, SOCSKSARGEN ADPO, DOTC-PMS, and CAAP-CO. Various corrective measures and improvement of facilities were
recommended and will be undertaken by DOTC/CAAP-CO, to wit:
- Submission of Program of Works and Plans
- Rectification of all comfort rooms
-Provision of fire hydrant and rehabilitation of fire protection system
- Provision of standard signage for Persons With Disability (PWD) and Emergency Exit
- Rehabilitation of electrical system
- Waterproofing of terminal building
- Landscaping
- Additional ACU at pre-departure area
On the other hand, fencing of 1.26 km airport area amounting to PhP 10 Million was already completed. Another 11–
kilometer fencing works is programmed for 2012, with a project cost of PhP 35.8 million. More airport improvements/
upgrading are to be implemented within the period 2012 to 2016 such as the following:
1. Repainting of Runway, Apron and Taxiway Markings
2. Rehabilitation of Terminal Building to include provision of Passenger Loading Bridge
3. Supply and Installation of Bird Control Repellant System
4. Expansion of Public Parking Area
5. Construction of RESA on both ends of the Runway
6. Construction of Stockroom
7. Construction of Access Road, Sidewalk and Drainage Canal
8. Construction of Perimeter Road
Other Area Development Initiatives
Technical Support to Other Agencies on Other Development Initiatives, Agri-Industry and Environment-related Undertakings
As a coordinative body, the SOCSKSARGEN ADP assists in other development undertakings in the region relative
to agriculture and food security which are initiated or led by other agencies like the Local Government Units and
National Government Agencies in the area. The development initiatives assisted by the Office last year include the
following:
In support to the initiative of the national government
on the Food Staples Sufficiency Program to boost
production on key staples such as rice, corn, cassava
and other rootcrops to attain food sufficiency, the DA -
CentralOffice alloted PhP 20 million for the region, thru
DA – Regional Field Unit (RFU) XII, for the intensified
white corn production project.
The Work and Financal Plan for the said project was
prepared in the last quarter of 2011, spearheaded by the
Regional Corn Coordinator, Mr. Zaldy Boloron. Project
components include:
1. White corn seed production and redistribution
2. Provision of biological control laboratory
3. Farm machineries
4. Extension training
5. Market product promotion of white corn grits
DA RFU – XII is still awaiting the release of budget
for the White Corn Production Project. Target
implementation is within the 1st quarter of 2012.

SOCSKSARGEN abounds with various food commodities such as corn, rice, pineapple, mango, banana, asparagus, coconut, coffee, papaya, and other fruit trees, and meat products like pork, beef, and chicken, and also marine and aquaculture fishes with tuna on the frontline. Considering the bulk of these products, major infrastructure and facilities such as an Integrated Food and Transport Terminal and an “AA” – type Abattoir were proposed by the local government of General Santos City for funding and implementation under a Public – Private Partnership (PPP) scheme.
In September 2011, the ADP Board passed and approved resolution no. 4 requesting DA to allocate funding and provide technical assistance for the conduct of project feasibility studies for the two PPP projects of General Santos City. The City government has already committed to provide the land as a counterpart to the project. With this development, series of consultation meetings with concerned agencies were conducted, particularly for the preparation of project proposal as a pre-requisite in accessing fund support. A Technical Working Group (TWG) comprised of LGU- General Santos City led by its City Agriculture Office and City Veterinary Office,
the City Economic Management and Cooperative Development Office (CEMCDO), the DA – National Meat Inspection Service, the Department of Trade and Industry (DTI), and the Private Sector was created to undertake initial project assessment and come–up with the most viable project implementation arrangements.
Relative to the on-going assessment of Abattoir and Integrated Food and Transport Terminal projects, the Office facilitated an orientation on PPP participated by the TWG members and Planning Officers of LGUs – South Cotabato, North Cotabato, Sultan Kudarat, Sarangani and General Santos City in November 2011. The purpose of the PPP briefing is to familiarize with the processes of the PPP Center and learn the various PPP mode of implementation. Further, an observation tour of the Fruit and Vegetable Landing Facility in Cagayan de Oro City and vegetable production sites in Bukidnon was conducted by the group to learn about the farm-to-market operations and sound management practices of the NORMIN Veggies – a model organization handling fruit and vegetable production and marketing in region 10 which employ a PPP-type of operation.

OTHER AREA DEVELOPMENT INITIATIVES
The construction/improvement priority intra-regional road projects which will connect one province or municipality to another was proposed by the Local Chief Executives during the SOCSKSARGEN Area Development Project Board and Executive Committee meetings held last year. The SOCSKSARGEN ADP Board/Executive Committee approved resolution nos. 2, and 3, series of 2011, requesting the Department of Public Works and Highways (DPWH) in their Medium Term Development Plan the priority road projects identified by the LGUs, to wit:

The implementation of these projects is aimed at accelerating the movement of people, trade of goods, particularly agri-fishery products, and other basic services to uplift the living conditions of the people in the rural areas and promote peace and development in the region.
As member of the Protected Area Management Board (PAMB), the agency involved in various meetings and workshops
to revisit the Protected Area Management Plan. For the Mt. Matutum Protected Landscape, the Plan was endorsed by the
LCEs of SOCSKSARGEN. A House Bill to formally and finally declare the area as part of the National Integrated Protected
Area System (NIPAS) was already sponsored by the concerned Representatives of the 1st and 2nd Districts of South Cotabato
and the Lone District of Sarangani. Further, the PAMB has approved the Protected Area Users’ Fee for the the Allah Valley Protected Landscape (AVPL), Sarangani Protected
Seascape (SBPS), and Mt. Matutum Protected Landscape for implementation.

The ADP Office provided assistance to the Private Sector as the lead agency in the preparation of souvenir books
and promotional materials for the Tuna, Mango and Coffee Congresses during the year.
The National Tuna Congress is a yearly activity hosted by the SOCSKSARGEN Federation of Fishing and
Allied Industries (SFFAII), while the Mango and Coffee Congresses were spearheaded by the Sarangani Fruit
Federation Incorporated (SFFI) and the Coffee Industry Development Council (COINDECO), respectively.

The implementation of SOCSKSARGEN Food Security
Program and other development initiatives in the region
had run smoothly owing to the dynamic leadership of
Secretary Proceso J. Alcala and the active ADP Board.
Meanwhile, Governor Emmylou Taliño-Mendoza was
elected as Vice Chairman of the Project Board, Mr.
Martiniano L. Magdolot, Executive Director of the
Mahintana Foundations, Inc. as Representative of the Non-
Government Organizations, and Mr. Jan S. Ced (who was
later replaced by Mr. Raymund K. Salangasang), President
of the General Santos City Chamber of Commerce and
Industry, Inc. as Representative of the Private Sector to the
Board as per the latest E.O. No. 16, series 2010.
The SOCSKSARGEN ADP Board/Executive Committee

significant progress on pressing food security and long-
standing development issues of the region. Positive

Planning and Consultation
Conducted 11 Consultative/TWG Meetings with National Government Agencies (NGA), Local Government Units (LGU), and Civil Society Organizations (CSO) pertaining to the following:
- Endorsement to the National irrigation Administration (NIA) of Priority Irrigation Projects proposed by the LGUs under the SOCSKSARGEN Food Security Program for 2011-2016
- Consultative meeting and PPP orientation with the CSO in SOCSKSARGEN in March 2011, in line with P-Noy’s call for partnership and participation of CSO in the preparation of budget proposal per National Memorandum Order No. 109 dated 17 February 2011
- Inter-agency consultation and TWG meetings relative to fund sourcing, discussion of implementation modalities, data gathering and other requirements necessary for the project proposal and fund request for the establishment of the GSC “AA” Abattoir and Integrated Food and Transport Terminal in General Santos City. Conducted 13 Technical Team Meetings for the review of POW, plans, and designs, and technical evaluation of projects, pre-construction conference, and meetings with the concerned LGUs and contractors to resolve construction-related issues.
Conducted 61 project monitoring activities for the CYs 2008-2010 - implemented projects and site inspection for 6 projects funded in CY 2011. Under the Food Security Program, on-going projects are monitored by the SOCSKSARGEN Project Monitoring Team, while newly completed projects are inspected jointly with the SOCSKSARGEN Technical Team.

As part of the capability enhancement, two Management Information System (MIS) personnel were sent to a basic training on Geographic Information System (GIS) in November 2011. The training can be applied in the preparation/integration of demographic and socio-economic maps in aid of the Food Security Program strategic planning in 2012.

FINANCIAL REPORT
The operational requirement of the SOCSKSARGEN Area Development Project Office is appropriated annually under the budget of the Department of Agriculture in the General Appropriations Act. The budget is based on the Work and Financial Program submitted by this office through the Department of Agriculture and endorsed by the Regional Development Council.
However, in CY 2011, the budget of the office was sourced out from the continuing appropriation of the Department of Agriculture. It was not included in the CY 2011 GAA for lack of legal basis. The SOCSKSARGEN ADP Office had its extension only on December 21, 2010 through Executive Order No. 16 issued by His Excellency President Benigno S. Aquino III.
The annual budget of the project office covers funds for various infrastructure projects and agricultural support in the area, and office operation.

In the last nine years of operation, the infrastructure projects and other agricultural support shared an average of 79.25% of the total appropriation. While program management was at 20.75%, that includes the coordinative and monitoring activities of the project office and technical support extended to the Local Government Units.
The SOCSKSARGEN Area Development Project Office has implemented a total of PhP478.59M worth of infrastructure projects and other agricultural support from CY 2003 to CY 2011. These projects covered the provinces of South Cotabato, Cotabato, Sultan Kudarat, and Sarangani, and the city of General Santos. Identification of projects is done by the respective Local Government Units. Review of project proposal, designs and program of works is conducted by the SOCSKSARGEN Technical Team created for the purpose
