    The Socio Economic and Caste Census 2!! can "e "roadly divided into three phases #

    !. Notification of Intent: The State&'T Government should formally notify the intention

    of the Government to conduct the Socio Economic and Caste Census "y passing a

    formal Government (rder and pu"lishing it in the (fficial Ga)ette. The (rder should

    contain the period of enumeration. * specimen of the (rder is in *nnexe!.

    2. Notification of Questions: The +uestions that will "e ased during the Socio

    Economic and Caste Census -separate for rural and ur"an areas should also "e

    pu"lished in the (fficial Ga)ette. This has to "e notified "oth "y the Central and State

    Governments. /otification on "oth intent and +uestions can also "e "rought together.

    0. Carving of Enumeration Blocks: The Enumeration 1loc -E1 is the "asic "uilding

    1loc for enumeration. !!23 households with a population of 435 persons

    would generally constitute an E1. The E1s carved out during the population

    enumeration phase of Census 2!! would "e used for the Socio Economic and Caste

    Census also. The instructions regarding this are at *nnex 0.

    6. Charge Register: 7uring Census 2!!, every E1 has "een systematically noted

    down in a Charge 8egister. This 8egister has details of the Towns and 9illages, the

    E1s carved out in each of these Towns and 9illages. * copy of the Charge 8egister is

    availa"le with the Census Charge (fficer. This will "e made availa"le for the SocioEconomic and Caste Census. The first and foremost tas is to ensure that the Charge

    8egister is complete. :n case of any discrepancy the 8egister will have to "e updated.

    The instructions regarding this are at *nnex 0.

    !!. Enumerators"Su!ervisors #it: Each enumerator&supervisor should "e provided with

    certain stationary items. These items should "e procured "y the Charge (fficers and

    inspect such E1s and ensure that the changes are genuine. The instructions

    regarding this are at *nnex 6.

    4. $%ridged &ouselists '$&L(: The list of households with the name of the head of

    household, present in a particular E1 during the Census 2!!, called the *"ridged

    Houselist, will "e made availa"le to the enumerator. The enumerator will have to

    update the *H;. Generally large scale variations from the *H; are not anticipated.

    However, in case large changes are noted, the supervisory officers are expected to

    personally inspect such E1s and ensure that the variations are genuine. The method

    of updating the *H; will "e explained separately. The instructions regarding this are at

    *nnex 3.

    )* $!!ointment of Enumerators: *n enumerator has to "e designated for every E1. :n

    Census 2!!, teachers were generally appointed as enumerators. =or the Socio

    Economic and Caste Census, enumerators will have to "e appointed from a larger

    pool of Government (fficials, eeping in mind the restrictions imposed "y the 8ight to

    Education *ct. *n enumerator may "e ased to conduct the Socio Economic and

    Caste Census in more than one E1 if re+uired. Generally, not more than 6 E1s should

    "e assigned to one enumerator. The roles and responsi"ilities of the enumerator are

    detailed in the *nnex 4. $n enumerator +orking under the geogra!hical

    %oundaries of a Rural ,evelo!ment Block should not %e given enumeration+ork in the same %lock area*

    -* $!!ointment of Su!ervisors: Every 4 Enumerators will "e supervised "y a

    Supervisor. This 1loc of 4 Enumerators will "e called a Supervisory Circle. The roles

    and responsi"ilities of the supervisor are detailed in the *nnex 5.

    .* $!!ointment Letters: Every person involved in the conducting of the Socio

    Economic and Caste Census should necessarily "e given a formal letter of

    appointment detailing the area -s assigned and the duties and responsi"ilities. These

    letters should "e issued "y the Charge (fficer. The name and contact details of the

    enumerator and supervisor should "e entered in the Charge 8egister. The specimen

    appointment letters are at *nnex >.

    !. Identity Cards: Every enumerator&supervisor should "e issued an identity card duly

    signed "y the Charge (fficer. This should "e necessarily carried and displayed "y the

    officials in the field. * specimen of the :7 Card is given in the *nnex ?.

    provided to the enumerators&supervisors. The list of these items is given in the

    *nnexure !.

    !2. $llo+ances@ Enumerators and supervisors would "e provided an honorarium for

    doing the Socio Economic and Caste Census. 1esides honorarium, the

    enumerators&supervisors would also "e entitled to a training allowance. The training

    allowance will "e paid to all persons who attend the training -including reserves.

    However the honorarium will "e paid only to those who actually perform the field wor

    -no honorarium will "e paid to reserves./he details of honorarium and training

    allo+ance +ill %e sent %y the "0 Rural ,evelo!ment for the rural areas and the

    "0 &1P$ for the ur%an areas*

    !0. /raining@ * three tier cascade of training has "een contemplated. *t the /ational

    level, a group of trainers will "e intensively trained. These trainers will "e called

    /ational Trainers -/Ts. These /Ts would train a group of trainers at the State level.

    corresponding code will automatically "e selected from the list accordingly.

    !>. Printing of ackno+ledgement sli! %ooklets and com!letion stickers@ *fter

    canvassing of the +uestionnaire, the household will "e given a preprinted slip withsignature of the enumerator and data entry operator as a toen of their visit. The

    "oolet has to "e printed at the district level with the name of State, district, "oolet

    num"er and leaf num"er preprinted on it. The Charge (fficers would use a ru""er

    stamp to affix the name of the Tehsil on each slip if printing the name of tehsil is not

    possi"le. Small completion sticers are to "e printed at the 7istrict level and given to

    each enumerator. This sticer will "e pasted on the outside wall of the household

    immediately after completion of fieldwor at that household. Specimen copy of the

    acnowledgement slip is given in *nnex !0.

    !?. Printing of SC"S/ list@ * list of Scheduled Caste and Scheduled Tri"e names,

    applica"le to the particular State&'T, will "e provided to the State&'T. This has to "e

    printed and supplied to each enumerator.

    Enumeration

    !. *dministrative "oundaries as used for the Census 2!! would "e used for the Socio

    Economic and Caste Census. The "asic enumeration units would "e the enumeration

    "loc. This would consist of !23 to !3 households consisting of 43 to 5population.

    2. 8espondent "ased canvasser method would "e adopted for the Socio Economic and

    Caste Census. :n other words, enumerator will visit every household and canvass the

    +uestionnaire. The responses of the persons would "e noted down without any

    verification. /o proof or document would "e ased from the respondents. The

    sign an acnowledgment slip. *t the end of the interview session and data entry

    5. The %rincipal Secretary of the State&'T 7epartments in charge of 8ural 7evelopment

    in case of rural areas and 'r"an 7evelopment in case of ur"an areas would "e

    26. * Tehsildar or an officer appointed "y the State Government will "e overall incharge.

    operator will save the data capture. (nce saved, this data would not "e amena"le to

    any editing "y the team.

    !5. :n case the enumerator feels that the response is incorrect, he will record the same inthe space provided "elow the +uestionnaire in the device within 4 hours of completionof interview and save it. The enumerator will "e responsi"le for the accuracy ofinformation to the extent possi"le. The process will "e repeated for each household inthe enumeration "loc.

    !>. *t the end of each dayFs survey, the enumeration team will assem"le at the Tehsiloffice and upload all the filled +uestionnaires onto the server present at the "locoffice. The team will also eep their enumeration devices at the office for rechargingovernight. 7etailed instructions for enumeration and supervision will "e provided to themem"ers of the team.

    !?. =or those E1s, where daily visit to charge office is not possi"le, the enumerators will

    visit the office periodically. He would necessarily visit the charge office -Tehsil when

    enumeration of an E1 is complete.

    2. *t the Tehsil office, data incharge will collect the ta"let %Cs from all enumerators who

    have come to Centre, upload the data to the server and tae "ac up in two

    remova"le devices. (ne device will "e sent to district office on daily "asis and another

    one will "e ept "y the Tehsildar in his custody. Ta"let %Cs will "e purged of data that

    has "een taen out and fresh data, if re+uired, will "e uploaded on it and handed over

    to the team for further enumeration. (n return, the data collected "y the Supervisor

    team will also "e processed in similar manner.

    2!. :n Tehsils, where internet connectivity is ro"ust, it will "e immediately uploaded to

    Central Server, maintained "y /:C.

    22. Some +uestionnaires collected on a random "asis along with all +uestionnaires

    containing comments "y the enumerators disagreeing with the response of the

    respondent, would "e uploaded onto the supervisorFs machine.

    20. Supervisor along with a data entry operator would visit all households uploaded on his

    machine and chec with the respondent if the information recorded in the machine

    was as per his response. :n cases, where respondent disagree with the information

    recorded earlier and also in cases where the enumeration has recorded his

    o"servations earlier, he would conduct a summary in+uiry and verify the facts "efore

    changing the data. :nformation recorded "y him would "e treated as final. *t the stage

    of draft pu"lication stage such records will "e displayed with an F -asteriss at

    prominent place to indicate that the information in those records are different from the

    declaration of the respondent and have "een entered after verification "y the

    supervisors. :f any claims or o"Bection is raised against these records, information as

    availa"le in "oth records -as narrated "y the respondent and as recorded "y the

    supervisor will "e made availa"le to the designated officer for disposal of claims and

    o"Bection. *t the end of each day or at periodic intervals, supervisor will upload

    +uestionnaires onto the server at the 1loc (ffice.

    date should not exceed 5 days from the date of receipt of forms. =or this purpose the

    State Government will notify officers who will "e competent to tae a decision on

    claims and o"Bections. * Summary hearing will "e conducted "y (fficers appointed "y

    the State Government. 8ecords of the summary hearing will "e uploaded onto the

    data"ase through a system provided "y 1E;. * copy of the order would "e given to

    the person concerned. %ersons not satisfied with their decision have a right to appeal

    at the district level. The State Government will appoint officers at the 7istrict level

    competent to tae decisions at this level. *n acnowledgement slip should "e given to

    the applicant with details of date, time and place of the hearing of these claims and

    o"Bections. This date should not exceed 5 days of receipt of forms. %eriod for filing

    claims and o"Bections would "e 2! days from the day of pu"lication of the draft list.
