Sociological Data Archive

The Establishment of the Social Science Data Archive in Bulgaria (SSDA) After the democratic changes in Bulgaria in 1989 the number of empirical social surveys has rapidly increased. In addition to the existing public research institutes many private sociological and marketing agencies have been established. Both actors in public and private sector have produced a large number of quantitative data sets. In the same time, the data from social surveys has not been analysed and used thoroughly by the research community as well as decision makers. There are many reasons for this situation. Among the most important are difficult and unregulated data access conditions, lack of willingness to exchange data and information among the research institutions, significant data losses, etc. On the other hand there exists a growing need for secondary analysis of data from social surveys and opinion polls for educational purposes as well as the development of the theoretical and methodological research. The establishment of the Social Science Data Archive (SSDA) in Bulgaria will contribute to the • accessibility of survey data, • development of secondary data analysis, • data exchange with researchers abroad. Potential users of the data are the academic and educational institutions in Bulgaria and abroad, various NGOs, think tanks, etc. Objectives of the Data archive Project are: • to increase the researcher’s awareness and

understanding of the importance to set up a Social Science Data Archive in Bulgaria;

• to make available data from international comparative surveys for secondary data analysis in Bulgaria and thus, to promote a data sharing culture;

• to assess current problems and possibilities for consolidation and integration of sociological data as well as to identify prospects for cooperation among Bulgarian sociological research institutions;

• to define common criteria for data storage in the archive and

• to promote international co-operation and exchange of experience in social science data archiving, and particularly in standards for data documentation, training of personnel and motivation of researchers to deposit data in the archive.

The main activities are:

• Desk research on the experience of already existing social science data archives in Central and East European Countries;

• Needs assessment: Expert survey among main actors in the field of social empirical research in Bulgaria as well as main expected users;

• Specialized training in social science data archiving;

• Establishment of the Information and Data Dissemination Centre and installation of two work stations for secondary data analysis;

• Establishment of a database containing data from international surveys in which Bulgaria has taken part and making it available to Bulgarian researchers;

• Indexing existing data files and the thematic catalogue of surveys carried out in Bulgaria during the last decade;

• Translation of questionnaires, data descriptions, etc. into English, with priority to recent surveys carried out in the last two-three years;

• Design and creation of a web page; • Dissemination of information materials about

SSDA; • Organisation of an international workshop to

discuss the prospects for consolidation and integration of sociological data in Bulgaria and the further development of SSDA. It is envisaged that the workshop will be integrated into the International Summer School "Best Practices in Archiving and Use of Data from Comparative Studies", organized by UNESCO and International Social Science Council.

The articles in the volume show that the new trends in sociological theory and methodology, in sociology of economics, politics and culture are firmly rooted in a well-developed national sociological tradition. However, there are also obvious changes in the formulation of research problems, in the suggested explanatory models, in the preferences for empirical studies and in methods of research. A brief description of the process might be: ‘development of a pluralistic sociology as a result of the interplay of global, regional and national social and intellectual factors’. This is a major trend, which will most probably dominate Bulgarian sociology in the future. This institute is a legal successor of three institutes: the National Institute for Family Protection and Child-welfare, the Centre of Welfare Training and the Centre for Social Policy. Publications/ papers: Journal “KAPOCS” (6 issues per year), Information Annual 2000, publications for further education, series for educational purposes Teaching: organized by the Department for Educational and Professional Development and basic activity its support the higher education of social subject. For this purpose it performs the following tasks: monitoring the higher education of social subject, development of study materials for social training programmes, participation in the elaboration of the credit-system for higher social education, investigations on the employment situation of the graduates who want to find a job, giving out methodological assistance in field practices, carrying-out surveys on expected demands for social experts, supporting quality assurance processes, social education programmes of EU member countries. Organization: The Romanian Institute of Administrative Sciences is a national association having a scientific purpose, being active in the field of administrative sciences, public law and public administration. administration • Management and justice implementation Main fields: The activities of the Romanian Institute of Administrative Sciences have in view: - Scientific inter- and multi-disciplinary research of the administrative phenomenon; - Improvement of public law; - Drawing up a unitary national administrative doctrine in order to improve the administrative legislation; - Enhancing the moral level and completing the professional education of civil servants; - Setting up of training institutions for improving the professional knowledge and skills of office workers, pupils and students from the administrative education branch - Making the public authorities and civil society aware of the new needs for developing the public administration and civil servants` problems; - Establishing relations with similar foreign institutions. Research projects: In the year 2000 the Scientific Board decided to resume the former project, that of administrative polls. The research object of this project is focused on public servants. The research is performed on a group of 9326 interviewed people, namely public servants from local public administration. This ensures a guarantee probability of the results of 95% and an average admitted error of +/- 1%. For developing the project, the territory Romania’s was divided into 7 areas and a special area, that of Bucharest municipality, including 6 sectors. The average of each area is of 13 municipalities, 25 towns and 385 communes. (Head: Prof. Doina Petica Roman, Duration: 2001-2002)

Publications/ papers: Since 1999, the Institute issues a new publication entitled "Scientific Papers" where there are gathered scientific papers and essays presented at annual scientific reunions edited on two sections, namely law section and economic section. Beginning with 1995, year of re-setting up the Institute, there is issued the new series of “The Public Law Magazine”, this one remaining the most important publication of the Institute. There are two annual issues. Teaching: Based on the decision no 5 dated 29 November 1997 of the "Paul Negulescu" R.I.A.S. General Assembly, the Scientific Board started the founding proceedings of an own University “The Romanian-German University of Sibiu”. The name had to reflect a large European opening as to easily be identified by its objectives in the national academic landscape, to contribute at enlarging activities and to ensure the financial support of the Institute and Public Law Magazine. Research: Institute and their research activity cover a wide range of cultural, political, economical, ecological and social topics. Special interests are related to the Central-South-Eastern Europe, European integration and the Euro-Atlantic security system. In partnership with the Institute of International Sociology from Gorizia (Italy)- the institute co-operates in the European projects: “Urbest” and “Crossborder Cooperation”. the characteristic features of political institutes, systems, processes in various states (including Russia), and also the role and influence of external, international factors on the internal processes in Russia and certain foreign countries. The students study the modern political systems and political cultures of different countries, regional political characteristics, distinctive features of the state structure, political processes, groups of interests, parties and party systems, political decision" making, political communications, crisis management etc.

• Chair of World Political Processes. At the World Politics section the international component of education is expressed in receiving knowledge on global, "through" processes and tendencies in international relations and world politics, and also on the impact of internal factors thereon. The students also study the problems of international security, economic dimensions of world politics, international political economy, nationalism problems, political conflicts, foreign policy decision-making, the role of interstate regions in world politics, etc.

• Chair of Political Theory. Teaching: There are two sections of the school - "Comparative Politics" and "World politics". The Comparative Politics section provides training in Political Sciences (the term of training - 4 years) awarding the degree of Bachelor in the field of studies and offering the possibility to continue training under the program of Specialist or Master in Political Sciences (or any other Master program of MGIMO) with a two-year term of studies giving the relevant degree. The section of World Politics offers training in International Relations (the term of training 4 years) awarding the degree of Bachelor in the field of studies and allows to continue training under the program of Specialist or Master in International Relations (or any other Master program of MGIMO) with a two-year term of studies giving the relevant degree. Research program

Centers for Advanced Studies and Education - CASEs The Program is being implemented with the support of the Russian Ministry of Education, the Carnegie Corporation of New York (USA), the John D. and Catherine T. MacArthur Foundation (USA), and the Open Society Institute (Soros Foundation) - Russia. The Program was initiated in April, 2000 by the Carnegie Corporation of New York, whose intention is to support the Program financially for a period of 6 to 8 years. Program Goals: • Mobilizing intellectual and professional

resources of the Russian academic community;

• restoring the disrupted horizontal links between researchers and research institutions;

• providing institutional and individual support to Russian social scientists;

• assisting the integration of Russian scholars in the international academic community;

• establishing Russian academic community as an integral part of civil society.

Program Objectives: Maintain and expand Russia’s intellectual potential in humanities and social science, with equal emphasis on areas where Russia has strong traditions and comparative advantage (history, philology, ethnography), and areas where Russia is well behind the developed market economies (political science, law, economics, international relations, etc.); support horizontal and vertical links between Russian educational, research and analytical centers, as well as between individual researchers, through both traditional (seminars, conferences, congresses) and innovative (web-conferences, virtual workshops) activities; • assist dialogue and cooperation between

the academic community, on the one hand, and Russian entrepreneurs and political elite, on the other; this will be achieved by focusing Centers for Advanced Studies and Education (CASE) on in-demand applied research, developing CASE Boards of Trustees, and using CASEs to implement large-scale federal and regional programs;

• facilitate integration of Russian scholars in the international academic community, by popularizing CASE research findings in the West, involving individual grantees in international exchange programs for scholars and study tours, creating CASE Web sites in English, inviting international scholars and professors to CASEs, etc.;

• introduce new research methodologies and techniques to facilitate work performed by Russian scholars in the regions, by supporting contacts between CASEs and academic and educational centers in Moscow, including private universities;

• help bridge the gap between academic research, training and applied analytic projects; support CASEs in their efforts to use the results of research projects in education; encourage CASE cooperation with local NGOs and mass media;

• support the development of professional groups and associations of Russian scholars; CASEs could become centers around which regional branches and affiliates of nation-wide professional associations would grow (Russian Association of Political Science, Russian Association for International Research, etc.);

• facilitate contacts between Russian scholars and their colleagues in other CIS countries, by supporting institutional cooperation of CASEs with leading research and educational centers in the neighboring countries.

Tasks for CASEs • Covering three to four research areas within

the selected subject (both in fundamental and applied forms);

• holding at least one major (50-70 participants) subject-focused conference annually that reflects the research subject of the particular CASE;

• holding at least two or three smaller, subject-specific seminars (10-15 participants) and meetings for scholars and practitioners;

• obtaining Russian and foreign literature under the library support component and making this literature available to Program participants;

• building subject-focused libraries and databases, participation in Program activities that support libraries;

• supporting publishing activities; • selecting and reviewing the most interesting

research papers and monographs to be published in Moscow or in the West;

• communicating information about current competitions, grant programs and research projects, providing information and methodological support to Program participants;

• developing and supporting local initiatives; • assisting the Program in the implementation

of nation-wide activities and events (holding conferences, seminars and grant competitions; providing information to be placed on the Program’s Web site, etc.);

• cooperating with other CASEs (exchange of information and research results, joint conferences, seminars, projects, etc.);

• providing organizational and administrative support to foreign scholars as well as Russian scholars from Moscow and St. Petersburg.

First Results of 2002 Census Published A summary of the results of the 2002 Russian census have been published by GOSKOMSTAT in October 2003. According to the census, the Russian population is 145.2 million. 73% of Russian residents, or 73% of the total population lives in cities, while 27% live in rural areas. Russian is seventh worldwide in terms of total population behind China, India, US, Indonesia, Brazil and Pakistan. Compared to the last census, which was taken in 1989, Russia’s total population shrunk by 1.8 million people. 1.6 million of those people lived in cities and 200 thousand lived in rural areas. Like most developed countries, urbanization -

or the process where people move to cities - has stopped. Almost 20% of the population lives in 13 cities with a population of one million or more: Moscow, Saint Petersburg, Novosibirsk, Nizhny Novgorod, Yekaterinburg, Samara, Omsk, Kazan, Chelyabinsk, Rostov, Ufa, Volgograd and Perm. The two largest cities - Moscow and Saint Petersburg have a population of 10.4 million and 4.7 million, respectively. Moscow is one of the world’s 20 most populated cities. More than 160 nationalities reside in Russia. Seven nationalities have populations of more than one million: Tatars, Ukrainians, Bashkurs, Chuvashes, Chechens and Armenians. Russians make up the largest percent of the population with 116 million or 80% of the total residents. The country is composed of 67.6 million men and 77.6 million women. For every thousand men, there are 1147 women. For the past 30 years now, women have been increasing their numbers compared to men. The medium age for a resident of Russia is 37.7 years or three years older than in 1989. • Philosophical, psychological and sociological problems of the 'new economy' ('the knowledge economy') and the 'new management' with a focus on spiritual, cultural aspects in the profile of a manager in the era of the knowledge economy;

• Strategic aspects of the inclusion of the FR Yugoslavia in the European Union and turning South-Eastern Europe into a developed part of the union of European nations.

Publications/ papers: The Institute's newly established journal is entitled 'Astrictia' and Working Papers. Co-operations: The Institute regards itself as an organic part of a widespread network of more than three thousand scientific and research-oriented organisations of its kind scattered all over the world. It maintains contact with about seventy of them. Institute representatives give lectures at acknowledged institutes and universities in the USA, Russia, Greece, Germany, Austria, France, Italy, Switzerland etc. The Institute has membership of twenty-one international scientific associations. In accordance with the statuses of the foundation further aims are tuition sponsoring, promoting international and national scientific cooperation as well as taking part in organizing conferences and seminars. Besides the above mentioned the aim of existence is the preservation of cultural heritage, expansion of intellectual values and at the same time the defence and realization of human rights. Founder members: Foundation for the Hans Selye University, Budapest University of Economic Sciences and Public Administration, International and Out-of-border Program Office for the Development of Higher Education. Staff: At the moment except for the Foundation's full-time teachers, teachers of the Budapest University of Economic Sciences and Public Administration take part in the training as well. Library: At present the library's collection contains 1,500 volumes. By the end of the first term this number is to be increased to 10-15 thousand. Research projects: • Slovak Policy Network The goal of Slovak Policy Network project, which will be carried out during the year 2003, is to connect and support policy-makers. The target group is composed of top-level state administration officials and those state and public administration officials who are interested and influence the policy-making process. Among these we consider for example managers of state budgetary or allowance organizations, representatives of self-governments at regional or municipal levels.

The planned activities include mainly regular meetings of network members about important public policy topics, educational activities, running a web site for policy-makers, discussion material and research paper publishing and public sector monitoring. SGI will be the network leader during the initial sessions but gradually the members and their selection of topics will play more important roles. It will be possible to expand the well functioning network in many directions: internationalization, cooperation with educational institutions, strengthening evaluation and monitoring activities. Sociological Data Archive

The Project of an open social science database (DATABANK) was initiated within the Center “Social Indicators” in 2001. The main purpose of this project is to facilitate free access to the data of sociological surveys about Ukrainian society in the process of transition. DATABANK

started as a joint project of the Canadian Collaboration Fund, Kiev International Institute of Sociology, Centre "Social Indicators" and the National University of Kiev-Mohyla Academy. Main tasks of the project are: • to create conditions for social science data

archiving and develop specialized software for data search and transfer;

• to harmonize survey data from different institutions (participating in the project “DATABANK”) according to the standard data description;

• to ensure easy access to the DATABANK for all interested users and

• to provide Information on the DATABANK (Internet and printed information materials).

DATABANK will introduce new standards to improve the distribution of social science research data. It will facilitate the cooperation between different scientific centres and will contribute to the integration of Ukrainian social sciences into the world community. In addition to the purely scientific purposes, DATABANK will allow monitoring the social situation and will provide information for decision-making governmental organizations and NGOs, interested citizens, politicians, and journalists. In 2001 sociological research data from various Ukrainian research institutions were put together. In addition to the two project cofounders (Kiev International Institute of Sociology and the Sociological Department of the National University of Kiev-Mohyla Academy) the following institutions took part in the project: Donetsk Information-Analytical Centre, Institute of Sociology of the National Academy of Sciences of Ukraine, T. Critical Sociology Network (CSN)

The Critical Sociology Network (CSN) is a recipient of Civic Education Project (CEP) and consequently a recipient of grants from major foundations, organizations, and government entities across the United States and Europe. CSN was founded in June 2002 as an alternative initiative which avoids both the deep scepticism about the effects and ethics of sociology common in Western post modern circles and the positivistic and dogmatic nature of a good deal of sociological work in the former Eastern bloc. CSN’s guiding principle is that sociology is not only a means of describing society, but also an agency in guiding it. For it

to be effective, however, sociology must become more critical, particularly of its own practice. It must also relate its subjects of study to society as a whole. Such sociology will have to start with an examination of its own apparent powerlessness in the current situation. CSN has 30 active members and receives frequent inquiries from sociologists. Single Source Europe

A new project of the Federal Trust is entitled Single Source Europe (SSE) and will assist think tanks and research institutes from Central and Eastern Europe in their efforts to disseminate their English language material to audiences throughout the European Union. Single Source Europe is funded by the European Commission and involves the setting up and maintaining of an online portal for Central and Eastern European think tanks and research institutes. The portal will provide a “single source” for all their English language publications, whether policy papers, reports, journals or books; whether they are in electronic or printed form. In addition it will offer a variety of services including integrated information index/database, standardised acquisition procedures and advice on how Central & Eastern European think tanks can more effectively influence European policy debates. The Single Source Europe web site was launched on 19 January 2004 with great success. CEORG 2003 Omnibus Surveys on EU Accession Referenda in the Czech Republic, Hungary and Poland The latest public opinion research, conducted by the Central European Opinion Research Group Foundation CEORG in the Czech Republic, Hungary and Poland in the beginning of January 2003, looked into the intentions of the public to participate in a referendum on their countries' accession to the European Union, into voting intentions, and into the evaluation of the results of accession negotiations. In all three countries, the research was conduced on representative samples of population. In all three countries, the number of those that would definitely or probably participate in a referendum on EU membership reaches over 70%. For Hungary (63.9% would definitely participate and 10.2% would rather participate) and Poland (62.7% definitely and 10.3% rather), these numbers are stable since the May 2002 CEORG research. While the Czech Republic reaches the same sum of those that would definitely or rather participate as Hungary and Poland, the division within this group is quite different. Only 42.3% of Czech would definitely participate (34.9% in May and 45.8% in December 2002), and 37.4% claims to rather participate (28.1% in May and 31.6% in December 2002). "This difference comes from the Czech culture", explains Adela Seidlova of CVVM. "The Czechs are more sceptical and they do not like to give a definite commitment. So if they can, they prefer to choose 'rather' to 'definitely' more than Poles or Hungarians do." The amount of undecided is between 8.6% in the Czech Republic and 15.6% in Hungary. There was a significant drop in the number of undecided in the Czech Republic since May 2002 (21.8%). Higlights of the Candidate Countries Eurobarometer (CCEB) 2003.2 The Standard Eurobarometer and the Candidate Countries Eurobarometer interviewed 28,405 citizens in the 28 European countries that are either the members of or candidates to the European Union (wave CCEB 2003.2 and EB 59 represent face-to-face interviews conducted between March and May, 2003). The surveys were requested and coordinated by the Directorate General Press and Communication. As the fieldwork for both surveys was done concurrently using identical questions, GALLUP Organization Hungary released an overall description of public opinion in the present and future member states of the European Union. This comparison of the most topical indicators reveals that future cohabitants of Europe share similar views and hopes for the future of the Union. In this summary, GALLUP looks at the range of opinions in each member state as well as in larger groups of countries. While the highlights of both the Standard and the Candidate Countries Eurobarometer summarize the commonalities and differences in the respective regions, GALLUP focused in its publication on the European Union of 2004.
