    Resolution No. 2013-004Internet and Social Networking Sites:

    Responsible Usage and Protocol to Address Blocking

    Status: Approved Authored by: Ateneo de Davao University

    WHEREAS, the Buklod Atenista, as stated in Article II, Section 1 of the Buklod AtenistaConstitution, believes that basic Ignatian values such as respect for humanity, dignity, freedom,

    justice, and service to our fellow men and women must at all times be upheld and propagated;

    WHEREAS, the blocking of means to fully utilize the internet within institutions is an imperativeissue as the member schools recognize that the internet is a vital means to course informationand communication, and an asset to assist student education, thus, the blocking of such is a formof student repression;

    WHEREAS, by such, it is imperative that the student governments demand justification andconsultation in cases of forms of internet blocking;

    WHEREAS, the rising cases of irresponsible use of the internet and social networking sites isalso a prevalent issue such as, but not limited to, cyber-bullying, offensive posts, and imprudentcomments;

    WHEREAS, the internet and social networking sites effect on the peoples mindset is aninfluence to reckon;

    WHEREAS, the Buklod Atenista believes that basic Ignatian values such as respect for humanity,dignity, freedom, justice, and service to our fellow men and women must at all times be upheldand propagated 1;

    WHEREAS the irresponsible use of internet and social networking sites is a form of disregard ofIgnatian values especially in the lines of respect for dignity;

    WHEREAS, the propagation of said values must also be coursed through the use of the internetand social networking sites;

    WHEREAS, the student government, with the expression of the right to full internet access forinformation and communication as well as educational assistance, must also render responsibleusage of such;

    WHEREFORE BE IT RESOLVED, that the member schools conduct means to educate thestudents in terms of responsible usage of internet and social networking sites and netiquettethrough, but not limited to, forums and open discussions with students;

    WHEREFORE BE IT FURTHER RESOLVED, that the member schools, should they experience aform of internet, websites, or social networking sites blocking, such as, but not limited to,facebook.com blocking, youtube.com blocking, and search terms impediment, undergo thefollowing protocol:

    (1) Requesting justification from the administration in charge of internet and socialnetworking sites blocking within 5 working days from the recognition of the issue;

    (2) Information dissemination of justification and consolidation of student feedbackregarding the matter;

    (3) Lobbying of student feedback to the administration of concern for proper action;(4) Request for information about the action taken with regard to the issue of the blocking

    WHEREFORE BE IT FINALLY RESOLVED, that this resolution take effect upon a 2/3 vote of theNational Congress.
