• Moving to Work (MTW) statutory objectives:

• Reduce administrative costs to more efficiently allocate federal funds;

• Provide incentives for low-income families to become self-sufficient; and

• Increase housing choices for eligible low-income families.

• San Diego City and County ranked number four in the nation for homeless people

• Of the 8,879 homeless people (individuals or families)

• 1,486 are homeless veterans• 594 unaccompanied youth and children

• Many causes for homelessness

• Poverty• Lack of affordable housing • Loss of job, decrease on assistance, etc.

• Rental assistance amount capped at the maximum for a studio apartment

• Subsidies awarded by SDHC through Request for Proposal (RFP)

• Housing first model with wrap around supportive services

• Project Specific Program

• Flat federal rental assistance amount
