The Lake Merritt –Uptown and Downtown Oakland Associations body worn camera five step outline for training on policy

1. The Operations Manager or Operation Supervisor will review the district policies with
the safety ambassador.
2. The Operations Manager or Operations Supervisor will engage in a question and answer session with the safety ambassador so that they are confident in understanding the policies.
3. The safety ambassador will take a closed book exam to make sure they have a 100% correct answer to the exam.
4. The Operations Manager or Operations Supervisor will conduct a four point training scenario using staged scenarios so the safety ambassador knows how to respond to each one.
5. The Safety Ambassador will sign an agreement that he or she understands their responsibilities on the use of the body worn camera.

Purpose and Scope: The Lake Merritt-Uptown and the Downtown Oakland Associations have provided select members of our staff with access to body worn cameras for use while on-duty. These cameras are intended to assist Ambassador staff in the performance of their duties by providing an unbiased audio and video record of contact with individuals in the public rights of way. Ambassador Responsibilities: Prior to going into service, each approved Ambassador will be responsible for making sure that he/she is equipped with an organization issued body worn camera in good working order. Each Ambassador shall be responsible for maintaining his/her device. If while on duty an Ambassador uses his/her body worn camera, it is their responsibility to log the incident into the SMART system, and submit the video recording to their Operations Manager or Operations Supervisor.
1. Authorized Personnel Policy: The only Ambassador staff approved to wear a body worn camera are:
a. Operations Manager b. Operations Supervisor c. Team Leaders d. Shift Leaders; e. Any staff that has been trained by the Operations Manager for use of
cameras
2. Activation Policy: The only time an Ambassador body worn camera may be activated is when the following activities are witnessed:
a. Criminal behavior b. Erratic and unsafe behavior c. Threatening behavior d. Other (e.g. hazardous incident that endangers life, limb or eyesight)
3. Retention Policy:
a. If an incident is captured that meets the activation threshold, the CBD shall, as a general policy, delete footage after 30 days, but reserve the right to make a decision on a case by case basis as to retain the footage for a longer period of time
b. Every incident recorded must be logged into the CBD SMART system c. Data will be stored in a safe location

4. Review Policy:
a. Only the Operations Manager and CBD administrative staff may review video. The Operations Manager may delegate review authority to supervisory staff on an as needed basis
b. All Ambassador staff is prohibited from releasing or disseminating any footage collected while using CBD owned body worn cameras. Only the CBD board presidents may release footage to the general public after receiving board approval
c. Only court personnel or otherwise authorized law enforcement agents may review video footage as evidence for a related case
d. All requests for footage from any law enforcement agency must be in the form of a written request
e. Law enforcement supervisory staff has the authority under life threatening exigent circumstances to review or obtain footage from CBD body worn cameras
f. The CBDs will remain custodians of the records

1. Can I use the body camera to record myself at home doing skateboard jumps to show the team at lineup how good I am?
2. I need to test the body camera right before I begin to record?
3. If I believe someone is disrespecting me, and talking about me can I use the body camera to
record them doing it without them knowing?
4. Can I post what I record on YouTube to show the public what I deal with every day?
5. If I see a police officer beating someone up and they ask for my body cam, it is OK to give it to them since they are the police?
6. If I record an incident with the body camera, there is no need to put a duplicate in the SMART
system?
7. Can I give my body camera to a cleaning ambassador while I am on lunch?
8. If I witness the kidnapping of a child, and record it with my body camera, I have to wait until my Operations Manager or Team Leader comes to the scene before I give it to the Chief of Police who is on the scene?
9. Is it OK for me to show what I recorded that was really funny to the ambassador team at lineup?
10. I should record every contact I make with a member of the public every single time?

2. The safety ambassador will respond to a call of someone peering into different cars
3. The safety ambassador will respond to the call of a robbery suspect and encounter two police officers physically restraining the struggling suspect.
4. The safety ambassador will encounter a cleaning ambassador in uniform on his cell phone, smoking a cigarette and ignoring someone looking for directions.
The Operations Manager or Operations Supervisor will document the response to each incident and review with the safety ambassador.

The undersigned safety ambassador has reviewed the policies and received training regarding the proper use of body worn cameras. At the beginning of the shift the safety ambassador will log out the equipment and test it prior to going
into the field.
The safety ambassador will make no attempt to personally review or delete any recorded events.
The safety ambassador will immediately notify the team lead or the lead ambassador on shift of a
recorded event.
The safety ambassador will log into the SMART system the incident and notation that the event was
recorded with a body worn camera.
At the end of shift, the safety ambassador will return the equipment to a supervisor responsible for
logging in equipment.
