coming to the Department, and I was recruited to come over

in 2,004.

And here I am now.

Wow, a lot of years later, right?

16 years later, over 17 years later.

So I went over to the CBC for two years, 1 of the best decisions

I've ever made because it really grabbed my perspective of

our system of care.

And so I have a total of 10 years with a lesson.

And I've been in this position come July.

Hard to believe five years.

I always think it's important for me to start my training

was saying, I love my job.

I just don't know a lot of people who feel that way.

I know we felt the third a lot of times, but I love what

I do.

And I love being able to help all of you, along with our

partners when it comes to missing children, human trade,

trafficking and immigration.

And so I really believe I'm here on purpose.

So Let's just do a quick test in the chat room.

How many of you have had a missing child case?

I know we've done these trainings.

And then over time, people who didn't have one said, Hey,

after I did your training, I got a case.

And I was like, I remember that you said, so in the chat

room, if you'll just type, have you had a missing child case?

So I've shown the video before, so I'm not going to show

it this time, but I do want to to realize that this is kind

of what started Marten saying, Hey, can you come into some

refreshers with us and realizing how we all work together?

So in this particular news clip, it was a case out of Marion

County. Cpi.

Land was working the case actively, and our missing child

specialist for the CBC is the one that takes me said, Hey,

Here's this new Coop.

Do you know anything about this case?

And so it's important for us to remember that on our missing

child cases because of our relationships in the central region,

we have our CBCS and case management on board to take these

cases as a case transparent and start working with missing

child efforts.

And so it's very important that we continue to collaborate

with them.

So we'll talk a little bit more about that in a little bit.

So with exigent circumstances, abduction and astounding we

need to use the right verbiage with exigent circumstances.

And there's a stop change to this I'm going to share with

you in this update today.

It means that we need immediate action because the child

is in life threatening danger that could be based on their

age, that could be based on their development, that could

be based on their mental and capacity.

So one of the examples that I want to use just because Lucas

is on today, Lucas, can you give us a 30 second kind of preview

of the young Lady that we ended up finding that it has spaghetti

the left from school?

Can you tell us a little bit about that case?

So, Yes, this is a teenager that listed with our mother,

and the mother realized that she couldn't manage her behaviors.

So she found assistance by put her in a this is a private

arrangement. So anyway, this two men offer her food in exchange

for sexual favors, and I also gave her alcoholic beverages.

We immediately started working the case, trying to put an

alert in place.

And Veranda helped us out with connecting with the various

law enforcement agencies in order to trigger an alert.

We were not able to put it through, but we managed to at

least send some kind of alert through media.

And a neighbor happened to see the alert.

And the next morning, while we were looking for her, somebody

flagged us down and say, Hey, I know where she's at and gave

us enough information to start looking in the area where

the last tender and Lo and behold, she was walking down the

Street and we make contact with her and not return her to

the home.

Now, Lucas and the CPI and posted an amazing job in that

case because they did not give up.

I mean, he was out half the night, text me the next morning

and said we found her, and that was an exigent circumstance.

And so when Lucas reached out to me, what we were trying

to do was get law enforcement to understand why we believe

this was an circumstance.

So if you guys call me with one of these cases or you're

working with law enforcement, we have got to be able to articulate

to them why we believe this child's life is in danger.

And they met a halfway because they did a media alert for

her instead of a full blow.

Missing Child alert.

And we'll talk about the different about those between those

two in a little bit as well.

But that was a great job, Lucas.

And again, in less than I don't think it was a good 12 hours

here. She was being brought into sex trafficking.

They saw her vulnerability, and they took advantage of it.

So that's one of the reasons that we are on this human trafficking

missing child.

Some of you may have seen the Amber Alert yesterday.

It may have come to your involved where a kid was kidnapped

obsess. It means that this child has been taken by an individual

that does not have care and custody of that child.

And this is very important because a lot of times we'll say

a father of acted a child or a mother of dated a child.

And the question becomes, okay, does that parent have a legal

right to custody of that child?

If so, there's some civil laws out there that can deal with

that interference with child custody and other things like

that. We're saying to law enforcement in one of our cases,

this shot has been abducted.

What we mean is this shot has been taken by an individual

that does not have custody.

So let me give you one of our recent out of Lake County very

stand ending.

I don't know if Britta is on the call and go to handle this

case, but got a phone call.

Dad had worked his case plan successfully reunified with

his child.

The child was less than four years old, and Mom goes to the

house over in Lake County.

She doesn't live in Lake County, but that's where Dad lives.

She goes to the house in Lake County.

She gets in an argument with the dad, calls the police and

says there's been domestic violence.

He actually has an injunction against her.

He gets taken to jail and Mom takes the child.

Mom says to law enforcement, you know, it's my child.

I have a right to the child.

Well, this gets back to case management, and when it gets

back to case management, Needless to say, now we have a situation.

Mom has been a health issues.

Mom has a substance abuse history.

We do not believe that mom is in any form or fashion stable

enough to have this child.

Lake County law enforcement, it we're a little bit confused.

They're saying, well, you're saying the mom adjusted the

child, but the mom is the mom.

And you guys know this.

You've been out there in Cpl and you've seen this happen.

And we're saying, Yes, but we have jurisdiction.

We have an open dependent in case we have a placement order

or we haven't taken the custody order.

And we're trying to explain sometimes to law enforcement.

This is why we have jurisdiction over this matter, why we

need you to do what you're doing.

We end up getting law enforcement to take the missing child

report. They start working with Mama.

We explained the exigent circumstances and that for us was

the age of this child and mom's situation.

With her mental health and substance abuse.

They were able to get Mom and her boyfriend to meet them

at 7 11 over in Madora at 441.

And case management was there waiting.

They had kind of a staging area so that the CPI was also

there. Britain and her team worked wonderfully with case

management to get that child back.

And Unfortunately, the next morning, we were notified that

the mom committed suicide that night.

And so when we talk about missing children to me, the Detective

was impacted by that.

Our case manager, our CPI.

We all kind of had to debrief about that situation because

sometimes these situations don't end well.

And part of what I had to find hope and was maybe we save

this month from doing something to her that baby as well,

right? That's how we kind of as a team move through this

at the end of the day.

So adusted, you don't have care custody of this child and

you take it shot out of our jurisdiction and run up.

Stand it.

So this means you do have the legal authority to have custody

over this child, but you are either avoiding our supervision

and not cooperating with us or you've left the jurisdiction.

Is it child who had left his caregivers home and we talked

to him at his grandmother's house miss it.

And then I'm going to flip the script on this example.

Yes or no is a child who has left his caregivers home.

And we talked to him at his grandmother's house missing,

starting to see some load come in, see?

Alright, possible, maybe.

Mostly.

Now I got a Yes.

He is not missing.

But Let's change this.

A child who was placed at his grandmother's house in a dependent

in case mom who has the right to live in the home with grandma.

Okay, but she has to be in the home with grandma.

Takes the child in the chat.

Do we have an absconding or do we have so we'll go back to

abduction, we'll go back to the definition for a moment.

Do we have an abduction or do we have a parent who subscribed

with the child?

Which one?

Okay, so for those of you, without any more facts that said

abducted, that would be correct.

The child was in the legal custody of the grandmother.

Okay, now Let's change it one more time to make sure that

we have these terms down path.

Let's say that Mom and we see these cases all the time.

His mom has the child.

Okay, mom has a right to the child, but mom is still under

supervision or mom is involved in some type of safety planning

and she leaves.

We have one right now in Alabama.

She's just bouncing around Alabama.

How do I know?

Because I'm running their EBT.

So she leads the state of Florida altogether and now is dodging

I is that going to be an exception or less already?

Okay.

Yes, it is going to be absconded.

Great question of Eli said, Hey, wait, wait, wait.

Before we start throwing out these terms, Rhonda, is it judicial

or not judicial?

In this particular case, it is judicial.

Okay, all right.

So we just want to go over again.

When do we consider these children missing.

Whenever we have judicial involvement, that child has been

adjudicated dependent.

It doesn't matter whether that child is in the home with

the parents or out of the home.

When we have supervision of that child, and we cannot locate

that child, that child is considered missing.

If we have any type of shelter order, we see this quite a

bit as well.

We have a case of Circuit 10.

We sheltered the child.

We were taking the child to the airport to get back on.

Well, Here's what was supposed to happen.

We sheltered her.

We were working on placement with a relative in Michigan,

and she decides when we're headed to the airport that she's

gonna run.

Okay?

She's missing.

And our missing child protocols all kick in.

And that was still while she was in the care of the CPI.

Right?

And our goal in that case, as we're gonna get her to Michigan.

And then we were gonna dismiss our petition.

So the CPI, when they call me, we're like, Wait, hold on.

What do we have to do?

You know, do we have to go through the list and shit you

get? But we do that header yet, but we still have judicial

intervention. We have a shelter order.

We have to go through all of our missing child protocol.

Okay.

And then our infamous taking the custody orders.

And I think we've done a great job in the region, really

getting law enforcement up to speed on or taking the custody

orders and what we need from them.

But if you have an abuse investigation, and do you believe

that child is unsafe, you staff that child with that case

with a fact with CLS.

And then we'll get that pick in custody order that goes to

law enforcement for a missing child report, not an incident

report. You must have a missing child report.

If you ever have a challenge with that, please call me when

you're out in the field so that we can resolve that.

Okay.

Now, when is this child not missing or children?

This is why Miss Novella did such a great job of asking her

questions, right?

She's like, Wait, wait, hold on.

Are we talking about voluntary services?

Are we for me, judicial?

If it's in home, voluntary.

For those of you who have heard me do this presentation before,

voluntary means what type in the chat room I'm gonna pick

on Mission Landa just because I can see her picture.

Miss Yolanda, you go to the person's house.

You want to see the child, and they say, I don't like you.

Get away.

I don't want anything to do with CF.

Miss Yolanda, they go to close the door.

What can you do?

Your colleagues are helping you out in the sheet.

They're helping.

Caught me on guard, right?

Because it is virtual does not mean that it's not engaging,

right? We're still gonna be engaging.

We could always request an access order.

If Nectar is necessary.

And someone in the chat room also said, Crystal said you

can Stafford CLS, if you have the information to support,

I'm going to use the words that the child is unsafe as we

have a preponderance of evidence that the child is not safe.

But if we don't have that, then everybody else in the chat

is right.

Nothing right.

If they're at home and they don't want to cooperate with

services and you don't have evidence that the situation has

changed from state to unsafe, then at that point, there's

nothing we can do.

Okay, you make your notes and you move forward accordingly

with that, okay?

With voluntary means.

Voluntary.

Alright, Let's take the same situation.

We have that open investigation.

We have not been able to see this child.

You stamp it with CLS based upon crystals.

Great advice.

And CLS says, no, sorry.

Not gonna be enough to meet our burden.

A proof then that child is not missing.

One of the other ways is that we know where the child is.

That was my first example in the poll to you.

Okay?

This kid ran away from his mom, but he's at his grandma grandma

Verifies that he's there and we talked to him on the phone.

He's not Missy.

We know where he is.

He just he doesn't want to be.

We want him to be okay.

So if we know where that child is and we can confirm that

by law enforcement or GCF or the CDC and my left particular

case, the grandmother said, Yes, he's here.

You talk to him on the phone.

Now, we have FaceTime and other ways that we can see these

children virtually.

He's not gonna be missing.

We may still have some safety concerns, but it's not gonna

trigger a missing child report or the protocol in that way.

All right.

And then if the child is 12 or older and tell us where they're

going. Right?

I have a child.

I just did the instant report this morning.

This kid was flat out like I'm going fishing, that he's supposed

to be on punishment.

He's like in Logician.

So she's not missing right now.

Did you leave the home without permission?

Yes, he did.

Okay, but under normal Ty, he has up to four hours.

We have to ask that foster parent.

Hey, ma'am, do you know where he normally goes fishing?

You know, where does your husband take him to go fishing?

Right?

And the child had a cell phone.

So guess what?

He was also texting.

Now, after that four hours, we're gonna need him to come

back. We have to make some efforts.

But initially, the fact that he walked out of that home without

permission is not enough to say that he has missed and he

said where he was thrown.

Okay, we may not like it, but he's not missing yet and again,

four hours, right?

That we're looking for this kid.

They have four hours under normal sat.

Right?

Then at that point, we're gonna start looking, but we're

gonna give us time.

We're gonna give the foster parents.

We give the parents time to look for this child and try to

find the child.

So in exigent circumstances, a few reminders.

If we're saying it's exegete, then we need to contact law

enforcement immediately.

I have gotten this question on several cases.

Well, Veranda, you're calling me now is six P.

M.

When did this child go missing?

And I said, Oh, well, you know, the CPI case manager just

called me, but what they're telling me is this morning at

10 a.

M.

So, Veranda, you want us to issue a missing child alert for

something that's immediate, but y'all waited eight hours.

So when we say immediate, if we have these concerns, then

Let's start contacting law enforcement immediately.

That way we could document our efforts.

Hey, we thought it was immediate.

We reached out to law enforcement.

We told them the fact that we were dealing with right?

We had a situation with a kid.

They ended up in almost Tallahassee within a four hour period

of time.

It was a parental induction for parents, took the children

from the grandparent when they were sleeping.

But that's, you know, time is of the absence is worth saying

is exogenic.

And even I wish it told us within a very short period of

time, probably less than two hours.

That child who was mentally delay ended up having fat put

strange men who offered her food.

Forget it, right.

If they refuse to accept this report from you, please call

me so that we can work on our relationships, get us to the

right person so that we can start looking for this child.

Let's just make sure everybody's paying attention.

How long should we look for a child before we contact law

enforcement? If they're not exigent circumstances, please

type it in the chat for me, Martin, for 100 dollars.

Got it right.

Four hours.

Okay, great leadership there.

Alright.

So Yep, up to four hours.

So what about this caregiver, right?

If we don't have exigent circumstances, we've got the four

hours that we just talked about and we are looking for this

child in places that we believe the child may be or relatives

brand schools for resource officers.

Up to that four hours.

Now, Here's the change that I want to share with you guys

in 2,021 under our update in our C.

File.

Now, if we have identified this child as a victim of human

trafficking, that is exigent circumstances and that should

immediately be reported to law enforcement.

Okay, that should immediately be reported to law enforcement.

I believe it is okay for me to share with you that we just

had a situation in the state.

Last week, the child was placed at well, two girls were placed

at our state house in the central region.

They were from another region.

The two girls ran away right before Christmas.

Everything in terms of a missing child report was filed by

the safe house.

And Unfortunately, last week I received a phone call saying,

Hey, you know, we're trying to work on a possible death.

One of the two girls called her case manager and said that

the person that she ran away with overdosed in a hotel and

died and she didn't want to get in trouble.

We called Orange County Shirts Office because the other jurisdiction

did not want to go out to the addresses that we had and they

wanted to teletype.

And when I called Orange County Shirts office, the first

question they asked me was, Hey, has anyone called the medical

examiner's office?

And I said, I don't have the answer to all of those questions.

At this point, I'm assisting region to region.

But within about 30 minutes, Orange County Shirts office

called me back and told me that the medical examiners office

had an unknown female that met the description of our child.

In the next day.

The grandmother went and identified that that was our child.

So you know, I always say, and I can just fill it in my heart

at this point, you know, missing children, that's an urgent

matter. A and I don't have all the details of that case because

it wasn't out of our region.

But what I can tell you is that every child doesn't come

home. I always say that every child is not located a lot.

And so we have to take this seriously and I find it interesting

that right after the CFO passes, one of our first death cases

is up being a missing CISAC child.

Alright, so how much time do we have to create that?

Mcr and this.

And again, this is a refresher.

So you guys know this information?

Let's see.

Type it in the chat for me.

So you have up to 24 hours.

We want it in as soon as possible because our systems link

to SDL system and that's how the missing child report gets

developed. A missing child poster.

So you have up to 24 hours, but we do want you to do it as

soon as possible.

We know a lot pulling on for our CPIs and our chase measures

when we have a missing channel situation.

So you have up to 24 hours.

So as a refresher, Here's something that we just want to

make sure as a CPI you're doing.

If the caregiver has not, how law enforced me, you must do

that even if it's a Grandmama or the team, if they have not

called law enforcement.

So they're not going to call the police on their kids, not

a problem.

You're going to call law enforcement to get that missing

child report taken.

You're going to notify the parent and the JL, therapies creation.

Anybody who has an essential touch on that child's life.

We're gonna notify them.

We're gonna notify CLS as well.

You're gonna put your beautiful little note in Fisten of

who you've notified that the child has run.

We're gonna file that status report.

Y'all know we do a status support for everything, right?

You're gonna let your supervisor know so that they can support

you. We need to make sure that picture is uploaded in the

span. So Let's just see.

Christina, why is this picture in the most recent picture

so important in this in to know what the tile looks like?

Yes.

One other thing.

I don't know that answer then.

Our systems are linked.

And, Carol, you got to write to our systems are linked at

headquarters. And the picture that we have insisted is the

picture that's going to be on the missing child poster.

So that's very important.

Okay, the other thing that we want to make sure of is that

we do the infinite report.

Now, Here's the catch.

Missing Child report.

24 hours inside report.

You have one business day in order to get that into the system.

Okay.

And then, of course, we're going to talk about village and

efforts. We're going to make sure that we're doing our documentation

and all missing child efforts are to be documented within

24 hours.

And of course, if the media is involved, we're going to do

that notification as well as a refresher wants you to know

where this is.

So I'm giving you screenshots in this in that little yellow

arrow. Want to make sure the date that you're saying it was

reported to you, and then we also have the actual missing

date. Does everybody see that on this screen?

So the red area, because we have situations for grandparents

or parents or caregivers, do not immediately, notify us,

that the child is gone.

We've had kids going.

Children gone for two or 3 days.

Had another child child had been gone for a week.

So find a child up in Marbury somewhere with a relative.

We're like what?

Right.

So Here's a great question.

Do we do that?

Thank you, Kevin.

As soon as we find out the child is missing, or do we wait

until law enforcement classifies them as a missing child?

Kevin, I assume that you're asking me about creating the

missing child report.

What we're hoping for is that within the first 24 hours that

we know that child is missing, you will be able to get the

missing child report from law enforcement and then create

the MCR.

If you have a challenge we cannot resolve, you will create

it. And on this next page, you're going to put in all zeros

for the case number.

But you can see the way this is designed is that we would

have that information from law enforcement to enter into

our MCR because again, this goes up to FDLE this is how the

So it connects to a lot of other pieces that are important,

but it's for some reason we can't get that we are not going

to delay this missing child report for more 24 hours.

to see our type that's going to make a difference too, in

this particular example is to run away.

But we could have an abduction.

We could have a parent absconded.

And on my daily report when they run them, the way that these

are being categorized are by what you put in here for the

missing child case type.

And then anything that we believe law enforcement needs to

know to make it more of a priority.

Right.

Do they have a medical condition?

Is it life threatening?

Are they on medications?

Right.

Do they have a substance abuse problem?

Are they suicidal?

That's important for us?

Right.

Involved in prostitution, that's our CSEC buttons, gang involvement.

Do we believe they have weapons?

We had a kid in Orange County.

This kid was gone for eight or 9 months and basically law

enforcement told us all of our efforts had to be posting,

et cetera because he was involved in games on his Facebook

page. She had guns and weapons.

And so basically the palate was looking for him because of

how dangerous they believed this child was and who he might

be around.

And then Internet related for our kids who are going off

with these men or these women that they have met on social

media. I really want us to focus on Internet related yet.

So many of our kids are now leaving with people they don't

know. We just got a recovery from a kid in Louisiana, auto

Osceola County.

She met the guy online and they found her in Louisiana.

So we want to make sure we're clicking those buttons on there.

Alright.

Now we fill in all of our information for the law enforcement

agency and the report.

We're going to put in a brief description.

Alright.

The narrator, anything that you can give us that will be

helpful. We would appreciate it here basically right now.

And this and all we have is a child ran away from reface

home. She took some recently purchased clothes with her.

But again, if we have a car description, if we have a tag,

if we know that she left in the lift or an Uber, we want

that kind of information in here.

Anything that Mom may have said or the father may have said

if they're the ones who took the child, Let's put it in there.

So Here's another poll question to make sure we stay away.

How long are you responsible for conducting efforts to locate

as a CPI.

Again, in the central region, we have an agreement with all

of our CDC that they will staff this case over in the case

transfer staffing.

We ask that you invite me and Miss Marcia with the CBC so

that we're picking up these staffing because these cases

have to be staffed every 30 days.

So we'll do that initial case transfer staffing, Marcia and

or myself will attend.

We get up the speed, make sure that we have everything that

case management needs, and then we pick up the effort.

But until that is done, you are responsible for efforts to

locate. And they monthly documented as what type?

Missing child attempt to locate note type.

Okay, if you click them, just as a general note in your investigation,

that is not going to count towards quality efforts.

These cases are reviewed by headquarters on a weekly basis

as well.

And we're reviewing them on the local level.

That includes Marcia.

So some of you may get an email from her saying, Hey, I don't

see any efforts to locate.

You say I put it in at your own notes.

When I need you to move it over to listing child, it says

to locate what kind of things do we want in the narrative

page? We want pertinent information.

Right.

Where was the child last see, which way were they headed?

We had a kid.

She left the Us shelter over here in Orlando this week.

Well, guess what staff told her as far as they could.

They were on the home with Orlando Police Department.

They were able to find her within an hour.

Okay, what was she wearing?

I always remind folks, we got cell phones now, so as they're

walking away or running away, you can take a quick picture

so that we can give that to law enforcement, too, and show

them this is what they had on.

Sometimes we have people that say, I don't remember.

I was so busy trying to get her to come back or trying to

get them to come back before they inch out of your site.

Take that picture.

Where do we think they might go?

Where are they frequent?

Who do they hang out with?

Right.

And this is becoming harder with social media because a lot

of these kids have friends that their relatives and their

caregivers don't know about.

But Let's try to find out if they've run away before.

Where do we find them before?

Right.

These types about that human trafficking involvement.

And if we know that there's been any hair coloring, we we

had a situation in Orlando that she died.

Her hair cut her hair in a hotel.

So when law enforcement got there in the middle of the night,

they called me and said, Hey, do you have a listen picture

of her?

Because she's saying it's not her.

And if you had looked at the picture that we had, she looked

like a little innocent 13 year old.

But because she had been out on the Street, she had on her

makeup, her hair was firing red, you know?

And so I was like, Okay, Let's look at the facial features.

And sure enough, it was that child.

So when they're coming back from these runs, we need those

pictures, too.

We don't want to talk about a placement issue.

We don't want to know that the caregiver doesn't want them

back right now.

That doesn't go in the narrative page.

Okay, that's just a general note.

We don't want you to say you call Lake County Shares office,

and they wouldn't take the reporter.

You called Osceola Shares office, and they wouldn't take

We can document our barriers and our challenges in a separate

Well, I didn't know, right?

So please don't use abbreviations or Ekanem.

person that we believe this child to be with.

It could be mine.

It could be dead.

It could be an adult boyfriend.

It could be another use that's aged out of care.

We have that they come to get the kid right.

And then if we have information on the vehicle, a lot of

people now have ring doorbells or some type of home security

systems. If we can get that information and put it here,

that helps us tremendously.

And then I want to remind everybody, as I've talked about

before, you are submitting this, and many people have never

read this.

You are submitting this to the for Department of Law Enforcement,

and you are agreeing basically for more affirming that the

information is inside of this.

Ncr is true in correct to the best of your knowledge.

And so when you go to submit it, that's basically you taking

the oath.

If this is all true, correct.

I do want to remind you guys that for every circuit, there

is a person who is a missing child specialist, these are

not routed to me.

And C five, that's gonna be Marcia Brooks and C nine.

That's going to be Jennifer Works.

So what are diligent efforts?

My favorite thing, right?

Can the MCI be updated after submitted a case of mistakes

if it has not been approved by our headquarter specialists?

So I would say usually for that first 24 hours, you're gonna

have a little bit of window as it's going through the channels

to get approval.

Mace is gonna read it.

She's gonna make sure everything is there.

Then it's gonna go to headquarters right now.

A person there teaching them as Larry Small Jr.

And then when he likes it, we can't make any changes.

But that's a great question.

All right.

So right now it s box fans.

Diligent effort has to be a minimum of weekends for the first

three months.

But in the chat, someone did a great job of saying, listen,

when it's in CPI, man, we're gonna be doing data.

We're gonna be honest trying to find these kids and you guys

do an amazing job with that.

And I've also sent out several times.

I'm happy to resend it out to Martin and send back out.

I do want you to know in terms of quality efforts that are

audited, calling law enforcement and call the National Center

for Missing and Exploited Children does not count as a quality

effort. Why?

Because you're not doing the work.

You're making a phone call and giving information the same

thing. When I conduct searches for you, I'm going to put

it in there, ask you to put the note in there as an attempt

to locate.

But that does not right now count as a quality effort for

the CPI or case manager.

And the reason behind that is because it's not something

you're doing.

It's something I'm doing now.

I have a headquarters.

I think if I conduct searches for you guys, that should count

forever. In terms of your work.

We're working as a team.

So maybe that will be a change that will come in the future.

Unable to locate now.

I want you guys, if you were eating, if you were taking a

little nap, I want you to wake up here because I want to

And I have seen a little uptake in these alerts in the last

few months.

So I'm glad they were having a chance to do this refresher,

but unable to locate first.

I want to go to the bottom if we have an open case.

You have an open investigation and you cannot locate an individual.

Rc 5 170, section five says you have to keep that investigation

open for the 468, and it all effort.

Okay, so we cannot hold that hate early.

Now, the other thing I want to tell you about being unable

to locate, so you've done everything you could, and we're

gonna put in this unable to locate.

That's how you're gonna close your case for that particular

victim. Now, remember, we can have a case with more than

one child on it.

And so what you're gonna do is if you can have findings on

those other kids, you're gonna get with your PA.

You're gonna get with Mark, you're gonna get with and try

to find all the different Pas in the different areas that

you're gonna give.

It your PA.

You're gonna stop that.

Hey, because if you can see these other kids, right, the

whole case is that I'm able to locate.

So be careful about that when we're talking about the unable

to locate closure.

The other thing is that when we're talking about unable to

locate, have you asked me to do an EBT search?

Have you asked me to do a Medicaid search?

Have you asked me to do docu imaging?

Have you brain score with me?

Lucas and his team just called me by the case and said, Hey,

we just want to make sure is there anything else we can do

it a missing teenager has seen things from another country.

Is there anything else we can do?

And you want to be able to note that in their consultant

with criminal Justice coordinator advised to other searches

that we congested.

These are the recommendations that she made, your additional

searches that are going to be done.

We want to make sure we have done everything we could.

And the alert should have an end date.

It should not be forever.

Okay.

And again, this is something you to talk about with your

PA to a younger child.

You may have a little longer alert.

A teenager or someone that's self sufficient may have a shorter

date. Normally, we look at about six months.

That's not a hard and fast rules, but talk to your supervisor

GPAs about how long they want that unable to locate to be

in there.

And if there is an assessment that says that the child is

safe, then there should not be an alert on these cases.

The alert for unsaved children.

Okay, now Let's talk about.

Lisa said you and I dealt was unable to locate.

They did not have enough information.

Unknown.

Unknowns.

Those are always Lisa said.

But I'm gonna say interesting, because when you don't have

any decent identification, we're going to do everything we

can to try to identify them, and then at 60 days and then

close it out.

Unable to locate.

But, Yeah, C five.

You guys have had an interesting one that we had just recently

with multiple unknown unknowns.

So those are even more interesting or illegal words.

Fun.

So Let's talk about this request to locate.

Say what?

We've been having some conversations about this, because

request on locate should not really be an alert I'm seeing

on the Daily Reports.

Why?

It's only placing this in after you staff the case with me.

So when I get the daily reports and I see a request to locate,

I'm immediately sitting you an email saying, Hey, tell me

a little bit about this case.

What's going on then?

We staff with cells, did your favorite kid was unsafe and

then tells with you to do is taking the company order for

you, or we had one where the judge, the less this is taking

the custody order.

But the judge refused to find the taking the custom order.

And the judge was right because we did not say that child

was unsafe confine a child.

But we did not have evidence that the child was on faith.

So the judge denied to taking the custody order in that particular

case. We shouldn't have a request locate either, because

we don't have an unsafe child.

Right.

So are there any questions about this request to locate?

I think we're doing a great job overall in the central region

every once in a while, though, they didn't pop up on my day

before, and I'm reaching out, I'm gonna go to the next slide,

but I'll still keep watching the chat as well.

Okay, Kevin says I had parents abducted child I sheltered

from right before the shelter hearing, and they flag to Georgia

at the shelter hearing, the judge did an immediate PECO.

Right?

So at that point, we're going into the missing child protocol,

and we would not do a request to locate.

And sometimes I've seen that since.

So, Kevin, thank you for bringing up that example.

I've had cases where we have a missing child, the missing

children for infants, and creates an alert.

You're gonna see that little red flag.

And then I've also been seeing that same child with a request

to locate in fix it.

You don't need both that NCR.

And when you get back taking the custody order and you start

going through that process that will inflame, we're gonna

have that alert for that child.

So, Yes, that's awesome, Kevin.

That the judge immediately did that taken a customer order.

We do have to go through all those two, because sometimes

it takes a couple of days.

Don't forget about outside of Cove at 19 sporting events,

recreation centers that make me opens the gaming centers.

Right?

Hair salon, beauty stores.

The number one place that I see BTB use are dollar stores,

family dollar, Dollar General, gas stations, wild was race

tracks all have free WiFi.

So I see a lot of individuals with EDT if it's an adult using

their card at those places.

Don't forget social media.

And I will tell you, in the last six months we have seen

more cases involving social media, more missing children.

They were communicating with someone on some type of app

or some type of website.

Don't forget my friend and clear there is a web analytics.

Now Here's my Disclaimer.

My Disclaimer is for teenagers.

It's probably not going to work that well.

Haven't had a lot of stuff with teenager searches and clear,

but if we believe them to be with an install apparent or

relative Guardians, that clear web and Linux, that little

realm that looks like a world will bring up their different

accounts, Instagram, Facebook and how to offthepresses over

the last six months.

If you send me the URL and the user name, I can send that

to our headquarters.

They will ask FDLE to do a subpoena for the records and so

then we can get it addresses and then law enforcement will

be able to have an idea of where these folks like you use

the social media from.

Again, don't forget about things like child support.

the Health Department.

Don't forget, we have that access.

What about David and the driver's license?

The clerk of court?

Do they have an upcoming hearing?

Do they have a bond?

Right.

Immigration and Customs.

So this is something that Lucas and I worked on on his case,

right? Is there any information we can find?

They had nothing.

Us Department of State, we still have accurate.

And if you don't, I still have it.

But sometimes I like, ask me for the realtime phone searches,

social services out of state.

Somebody said that one.

Remember 24 hours to document and then spend cannot close

a case when a child is missing and we have court involvement

or tacular custody order.

Okay.

Any new information we're going to give to law enforcement

when that child is recovered, you have to do a debriefing

insisting. Okay.

And that has to be done within 24 hours.

I also give you a simple format for that and the document

that's been down and the child is not considered to be recovered

into law enforcement fees.

That child.

And we need law enforcement to then take that child out of

FCIC NCIC.

Then you go in and you close out your NCR in Fife.

Okay.

Alright.

So if there's a taking the custody order, I'm going to be

emailing you and asking that they crash to taking the custody

order. Okay.

Alright.

Real quick as we wind down, does the CS shelter and run away

from another state?

Yes or no in the chat.

Okay, I see lots of notes, but I also exceed a couple of

the correct answers.

It depends.

So if you have a child from another state, what I always

ask is that you contact me first so that we can walk through

the situation.

There is something called ICJ, but ICJ does not get involved

with every single case.

If there are situations with emergency jurisdiction.

Yes, Crystal abuse, abandonment or neglect.

We may have to do that.

We may also have a caregiver unavailable situation where

we look at respit or some other type of care until the parents

can come and get the child.

So please, if you get cross state, please reach out to me

first. Let me ask you those key questions.

If that child is a messy juvenile, that is a teenager who

has a warrant out of another state, then we definitely want

law enforcement to take that child to the Jack Center so

we can start the ICJ process.

Cj will also help us in situations where our kids are recovered

in other States, helping with the arrangements from the parents

to come get the child.

So that's a little complicated.

But if it's another state, please call me Debriefing.

We want the basic information, right?

How do they feel?

Do they need anything?

Where were they?

What services can we put in place?

We may need to do that.

Human trafficking screening tools.

Again, this is in our packet.

Just the appropriate narrative short and swing about the

recovery. Okay, so real quick, taking the custody orders.

The question always comes up.

Can we show your child we don't know where they are.

The answer is no.

You have to get a taken the custody order.

Okay, they're taking the custody order is what gives us now

authority to be the custodian of these kids.

Okay, if this child was already removed, already sheltered

and we don't have a reason to believe that child is not out

of state.

That shelter order has the language that we need in order

to get that missed in Child report.

However, if we believe that child may be out of state, we

need to get it take in the custody order.

So that was Kevin's example of the child was possibly in

Georgia. We need to take in the custody order.

Okay, if we believe that child may be out of state.

Okay, you should not have it taken the custody order and

unable to locate order.

Remember, the NCR is going to take care of the alert.

Okay, please make sure I get a copy of that taking the custody

order when I get a call in the middle of the night.

Boom, I have on save.

I can send it right to law enforcement.

Refresh on Amber and Missing Child alert.

Amber under 18 must have an abduction and must have a description

of the person or the vehicle.

If you don't have that, we can't get an Amber alert.

We don't issue them.

We provide information to law enforcement.

Law enforcement works with SDL because as you know, they

go out statewide a a missing child alert.

The difference is we believe that child's life is in danger.

We don't have to have an abduction.

We don't have to have a tag or a vehicle or a description

of the person that we believe the child is with.

But we have to be able to say we believe that child's life

is in danger and we must have a Photo of the child.

They cannot an issue an alert if we don't have that photo.

Okay, alright.

And at this point, these are our three kids who were missing

and were found deceased.

I always believe in honoring their lives.
