Puget Sound Wildlife Refuge Renamed To Honor Tribal Leader Billy Frank Jr.

When new signs go up on the Nisqually National Wildlife Refuge this year changing it to bear the name of Billy Frank Jr., he won’t be there to see it.

But his son takes solace in knowing that lots of other people will. “People will drive through the Nisqually area, a stone’s throw from where my dad

was raised, and see my dad’s name for the rest of time,” Willie Frank, Billy’s son, said. “He’s never going to be gone.”continued from page 1

In 1854, tribes in south Puget Sound signed the Medicine Creek Treaty, trading a portion of their native land to the U.S. government in exchange for cash, reservation land tracts and the recognition of fishing, hunting and gathering rights.

A century later, Nisqually tribal member Billy Frank Jr. championed those fishing rights as the Washington State Fish and Game Department cracked down on off-reservation tribal fishing.

Frank was first arrested for “illegal” fishing at 14 years old. He protested for three decades, organizing “fish-ins” and getting arrested at least 50 times before a federal judge upheld the Medicine Creek Treaty in 1974. The decision affirmed the tribes’ right to catch half the state’s fish harvest.

“I wasn’t a policy guy,” Frank famously said. “I was a ‘getting arrested’ guy.”

The Nisqually River Delta received federal protection as a wildlife refuge the same year. In 2009 Frank helped promote measures to remove dikes at the refuge and return the estuary to salmon habitat.

“Salmon can now use the estuary to feed and rest and grow and go out into the big world,” said refuge manager Glynnis Nakai.

Nakai will help oversee the creation of educational materials and a memorial to educate refuge visitors about Billy Frank Jr. and the Medicine Creek Treaty. She began working at the refuge shortly before Frank died.

“I’m disappointed because I was in the process of scheduling a meeting with him, but it never happened,” Nakai said. “At least I can savor his stories.” n

Billy Frank, Jr. (March 9, 1931 – May 5, 2014) was a Native American environmental leader and treaty rights activist born in 1931 to Willie and Angeline Frank. A Nisqually tribal member, Frank is known specifically for his grassroots campaign for fishing rights on the tribe’s Nisqually River, located in Washington State, in the 1960s and 1970s. He is also known for promoting cooperative management of natural resources.

The tribal nations in western Washington reserved the right to fish at all their usual and accustomed places in common with all citizens of the United States, and to hunt and gather shellfish in treaties with the U.S. government negotiated in the mid-1850s.[2] But when tribal members tried to exercise those rights off-reservation they were arrested for fishing in violation of state law.

Frank was arrested more than 50 times in the Fish Wars of the 1960s and 1970s because of his intense dedication to the treaty fishing rights cause. The tribal struggle was taken to the courts in U.S. v. Washington, and Judge George Hugo Boldt found in favor of the Natives in 1974. The Boldt Decision established the 20 treaty Indian tribes in western Washington as co-managers of the salmon resource with the State of Washington and re-affirmed the tribal right to half of the harvestable salmon returning to western Washington. He died on May 5, 2014.

Frank was chairman of the Northwest Indian Fisheries Commission, a position he held for more than 30 years.

In November 2015, President Barack Obama announced that Frank would receive a posthumous Presidential Medal of Freedom. The following month, the Nisqually National Wildlife Refuge was renamed in Frank’s honor. n

Nooksack Domestic Violence Program (NDVP)

We were able to present to our youth in February. February was teen dating awareness month. We shared the importance of healthy relationships and what healthy dating would look like. Domestic Violence behaviors can begin at a young age. We discussed how cyber bullying can also be recognized and for anyone to report domestic violence right away. If you or anyone you know has a domestic violence encounter, please call the authorities and report right away. Everyone should be treated with respect and honor in their relationships. The DV Fun Walk will be held Wednesday, April 27,, 2016. We will be walking the “Moccasin Mile” in Deming. We will have the hours set and will advertise in the next newsletter.

Fun Fridays are for celebrating our new Star of the Week and our Race for Knowledge winners. These children work hard on their homework and reading skills all during the week and it is important to celebrate them. We always have a great time. Please enjoy the Star of the Week interview with Izabel Johnson, age 8. In addition to celebrating, we are committed to offering a cultural activity on every Fun Friday. Currently, we are working on a cedar hat that will be available in the library. Each child is encouraged to try weaving a portion of the hat so in the end they have a beautiful hat they can all look at and know that they helped create it. We expect this project to last a few weeks - weaving cedar can be time consuming for little hands! Up next, we plan to do more weaving by creating bracelets.

Police Department Officers receive Narcan Training

On February 3rd, 2016, The Nooksack Tribal Police Department officers were trained in the administration of nasal Naloxone, also known as Narcan. Narcan is an opiate blocker that is a specific antidote to poisoning by opiate based pills or heroin. The program was put in place in response to the rapid raise of opiate overdose deaths over the past few years. As of 2008, drug overdose deaths have surpassed vehicle involved deaths in the US. Heroin and opiate based prescriptions drugs are the leading cause of overdose deaths in the United States. According to the DEA, heroin is considered the biggest threat to the Pacific region in the coming years. Narcan is a prescription drug that is able to immediately reverse the effects of an opiate overdose and provide First Responders the opportunity to get the user under a doctor’s supervision. Once they are stabilized they are evaluated by a physician for additional health concerns. Narcan has no side effects and will not adversely affect the person it is administered to, even if they are not overdosing on an opiate, but rather some other drug. Since Lummi Nation issued Narcan to its Tribal police officers, they have had 18 documented lives saved over the past year and a half. All Nooksack Tribal Police officers have received training by a medical physician and carry a Narcan kit with them while on duty. If you find someone under the influence of drugs and having a medical emergency, call “911” immediately and report the emergency. Both officers and medical personal will respond to render Aid. The sooner officer are able to administer the nasal Narcan, the better the chance for survival of the victim.

This is one more tool the Tribal Police is using to combat the “war on drugs” and support our community.

Nooksack Way of LifeOn February 3rd, Nooksack Way of Life teamed-up with the Education program and offered students a chance to

bead gifts for Valentine’s Day. The team connected again on Feb 11th to continue the program with youth.

Nooksack Way of Life program visited the Youth Program on February 12th. They came with supplies to make Cedar Roses. Ricki Auguston taught the session. The roses will be donated as give-aways for cultural events. Making the roses was a relaxing way to spend the afternoon prior to the three day weekend. n

Shingles Vaccine is now available at the Clinic

Shingles is a painful disease caused by the same virus that causes chickenpox. It is also called zoster. Shingles usually includes a painful rash with blisters that can occur anywhere on your body, even the face and eyes. The main symptom of shingles is severe pain.

You should get the shingles shot if you are age 60 years or older, even if you’ve already had shingles. It is possible to get the disease more than once.

The vaccine is not recommended for people with a weakened immune system, pregnant women, or those with a history of a severe allergic reaction to gelatin or neomycin.

Safe Disposal of DrugsCostco Connection

Medicines are critical to health, but when they are no longer needed they become a serious health risk to family members and pets. This can happen through accidental exposure or intentional misuse if the drugs are not disposed of properly, according to the Food and Drug Administration (FDA). If you cannot find a take-back program, the FDA and the White House Office of National Drug Control Policy have developed these guidelines.

• Follow any specific disposal instruction on the prescription drug label or patient information that accompanies the medicine. Do not flush medicines down the sink or toilet unless this information specifically instructs you to do so. A list of medicines recommended for disposal by flushing down the sink or toilet can be found at fda.gov; search “disposal by flushing”.

• Block out any identifying information – such as your name, the prescription number and your address – on empty prescription container before throwing the away. This prevents someone from getting your personal information.

• If no disposal instructions are given on the label and no take-back program is available, use your household trash to dispose of the drugs. To do so, remove medications from their original containers and mix them with something like used coffee grounds or cat litter, then place the mixture in a sealable bag, empty can or other container to prevent the drug from leaking out of the garbage bag. Place that container in the trash. Note that your community may have specific waste guidelines.

Pharmacies may provide (for a nominal charge) medication mail-back envelopes that consumers can use to safely get rid of unwanted medications. Costco members who want to safely dispose of medications may choose to purchase a take-away medication recovery system from a Costco Pharmacy. This specially designed envelope can be used to send unwanted or unneeded drugs to a disposal facility (postage fee is included). n

Fitness NewsThings have been pretty “loud” in the fitness program. With the help the

health clinic and fitness coaches, there has been a big push for the Nooksack community to show their strength through Crossfit Competitions.

Makenna Mamac, participated in a Teen Crossfit and powerlifting Competition at Lynwood Crossfit on January 23. Kenna proved her great performance by achieving personal records on her lifts and taking third in her division

A week later, 5 members of the Nooksack Community participated in the Crossfit Devotions competition on January 30. Sindick Bura, Leandra Smith, Maggie Mamac, Joe Mamac, and Rikkole Edwards conquered the day. Joe Mamac placed third in the Men’s Scaled Division.

More competitions are planned in the near future where the fitness program will hope to push more of the community to attend and participate. n

Si:wesa:ylhem tset Class There and Back Again

An early rollout and a lot of seat time in the class van on February 11th were rewarded with an enlightening tour of our Washington State Capitol building in Olympia. While there, students learned about how our bicameral legislature works, about the history and architecture of the building, and marveled at the grandeur of the structure they were standing in. Wrapping up our visit to the capital, we took a quick jaunt up I-5 to Tacoma and enjoyed lunch at the Old Spaghetti Factory. We followed a wonderful meal with a visit to LeMay-America’s Car Museum, where a lesson in America’s industrial and cultural history was cleverly communicated through one of the world’s largest car collections.

Throughout the months of January and February the

Class participated in Positive Indian Parenting classes presented by social services. Students learned about healthy cooking and maintaining a positive diet, along with the best traits and practices of good parenting. A big thank you to Montaine Sorenson and Victoria Mayers for leading out in these classes, along with excellent help of the Lummi Commod Squad, led by Stephanie Martin.

By the time you read this, the class will have taken a tour of the University of Washington campus in Seattle and had the privilege of attending a Huskies basketball game. Concluding for this month, all the students of the class would like to express their appreciation and heartfelt thanks for the tribal support of this program, especially since we have added five new members to the class since January! n

Creator God, the infinite Spirit that oversees and sustains us has determined that there is nothing, absolutely

nothing the darkness can do to extinguish me, my love of people, my joy of animals, my hope for humanity and my appreciation for this beautifully resilient planet we call

home. I am not afraid – my spirit is strong.

I will be in this universe for as long as Creator purposes for me and no matter what you may intend – understand that anything you do in the dark will soon be revealed

and exposed by the light, anything you whisper to distract or demean or even conjure up to destroy will not succeed. I will not be broken. I have walked in the valley of the shadow of death not once, but three times and

my heart, my spirit, my soul and my intellect are strong.

2016 will be an amazing year of change, a phenomenal year of rebirth, an incredible year of resilience, an

absolutely profound year of wisdom. Beloved – I want to encourage you today. Let us all look evil in the eye and spit in the face of shadows. May Creator watch over

and bless our every step.
