1. Nature of the tasks

Unit H.2 is responsible for the audit of market expenditure, managed and controlled by the Member States.

The objective is to provide the Commission with reasonable assurance that expenditure declared by paying

agencies on behalf of the European Agricultural Funds has been incurred in compliance with EU rules. To

meet this objective, compliance enquiries are carried out by way of on-the-spot audits and subsequent bilateral

exchanges. The amount of expenditure concerned is around 2.5 billion EUR per year. The Unit's other

important main tasks include promoting effective and efficient control systems, assessment of regulatory

proposals and assistance to Member States to provide correct interpretation and implementation, and inter-

service and inter-institutional exchanges on questions where the unit is competent.

We are looking for an experienced colleague to join our intervention team. Therefore, experience with

managing and/or controlling market intervention measures (ex-post scrutiny, promotion measures, exceptional

measures, school milk, public and private storage), would be particularly appreciated.

The job involves assisting in the performance of audits in Member States in order to evaluate the systems

established by the MS authorities. The work includes preparation and carry out of audit missions in Member

States, drafting audit reports and further follow-up of the file in the context of the clearance of accounts

procedure. The objectives are to gain assurance that Member States have put in place effective control systems

complying with regulatory requirements, to make recommendations for improvement and to provide timely

follow-up under the clearance of accounts procedure.

The number of audit missions to Member States is around 6 per year. Missions are generally of one week

duration and often require leaving on Sunday.

The job requires sound analytical skills and proven ability to conduct audits and to ensure timely and correct

follow-up. Knowledge of the Common Agricultural Policy and other EU shared management policies or

comparable policies would be a distinct asset.

2. Main qualifications

a) Eligibility criteria

The following eligibility criteria must be fulfilled by the candidate in order to be seconded to the Commission.

Consequently, the candidate who does not fulfil all of these criteria will be automatically eliminated from the

selection process.

• Professional experience: at least three years of professional experience in administrative, legal, scientific,

technical, advisory or supervisory functions which are equivalent to those of function group AD;

• Seniority: candidates must have at least one year seniority with their employer, that means having worked

for an eligible employer as described in Art. 1 of the SNE decision on a permanent or contract basis for at

least one year before the secondment;

• Linguistic skills: thorough knowledge of one of the EU languages and a satisfactory knowledge of another

EU language to the extent necessary for the performance of the duties. SNE from a third country must

produce evidence of a thorough knowledge of one EU language necessary for the performance of his

duties.

b) Selection criteria

Diploma

- university degree or

- professional training or professional experience of an equivalent level

in the field(s) : economics, law, agronomy, business administration.

Professional experience

The applicants should be able to assist in the performance of audits and ensure timely and correct follow-

up, and also be able to collaborate to defend their positions in meetings with the hierarchy, Member States

and various other boards and Institutions. They will preferably have an audit background or similar

relevant experience. Knowledge of the CAP and rural development policy would also be an advantage.

The job requires sound analytical skills, excellent team spirit but is also capacity to work independently.

Language(s) necessary for the performance of duties

Very good communication skills and drafting abilities in English. Knowledge of other EU languages

would be an advantage.

4. Conditions of the secondment

The secondment will be governed by the Commission Decision C(2008)6866 of 12/11/2008 laying down

rules on the secondment to the Commission of national experts and national experts in professional training

(SNE Decision).

The SNE will remain employed and remunerated by his/her employer during the secondment. He/she will

equally remain covered by the national social security system.

Unless for cost-free SNE, allowances may be granted by the Commission to SNE fulfilling the conditions

provided for in Art. 17 of the SNE decision.

During the secondment, SNE are subject to confidentiality, loyalty and absence of conflict of interest

obligations, as provided for in Art. 6 and 7 of the SNE Decision.

If any document is inexact, incomplete or missing, the application may be cancelled.

1. Nature of the tasks

The END posted in CLIMA.B.3 will be involved in aviation activities, focusing primarily on the EU ETS.

The person will be involved in the review process of the EU ETS linked to and following up on the 2016

ICAO Assembly and the implementation of CORSIA. It will also be responsible for implementation and

enforcement activities of the current EU ETS for aviation.

In view of the above, the work could also consist of communication, outreach and implementation-related

activities, mainly Member States Competent Authorities, but also other relevant DGs (e.g MOVE, EEAS) and

third country partners. Dialogue with third countries and participation in conferences and seminars to

communicate about EU's policy objectives on climate change and aviation will be part of the work.

Willingness to travel is required.

This will require close cooperation with the rest of the aviation team more actively involved in discussions

related to the global market based measure in ICAO as well as with the other units of the Directorate

responsible for ETS development and implementation (CLIMA B1 and B2).

He/ she will be expected to contribute to other activities of the unit as and when needed.

1. Nature of the tasks

The SNE posted in CLIMA B.3 will be part of the team responsible for addressing greenhouse gas emissions

from aviation and shipping, as well as in charge of international carbon markets. The main focus of her/his

work will be the development and implementation of EU legislation and initiatives to address greenhouse gas

emissions from shipping, following up in particular on the European Green Deal. This will include work on

extension of EU emissions trading to maritime emissions. This will also involve following other related policy

developments, notably in the field of research and innovation, technology and fuels, taxation and carbon

pricing more broadly. In view of the above, the work involves policy analysis and development, including

economic analysis and impact assessment, involvement in the EU legislative process and implementation of

legislation, communication, as well as outreach and cooperation activities. Dialogue with other EU

institutions, Member States external partners and stakeholders, as well as participation in conferences and

events addressing EU’s policy objective on climate change and maritime transport will be part of the work.

Demonstration of vision, enthusiasm, autonomy and commitment to work in a high profile and strategic EU

policy area with many inter-actions with other policy areas (e.g transport, energy, external relations) is

required, as well as a capacity to deal with highly technical matters. At least two years of experience in EU

institutions is desirable. Familiarity with EU policies and external action would be an asset. A good knowledge

of EU climate policy, including carbon market issues, and the shipping sector would be highly desirable.

The position implies close cooperation with the rest of the maritime team, other units within the Directorate

General for Climate Action, other relevant Directorate Generals (e.g. SecGen, MOVE, ENV, MARE) as well

as other institutions. It also necessitates the development of a close working network with external

stakeholders, EU Member States and third country partners (both at bilateral and multilateral level).

1. Nature of the tasks

The Cloud & Software Unit is responsible for the development and implementation of European cloud

policies, stemming from the European Data Strategy and the European Digital Strategy, including investment

in a European federation of energy-efficient and trustworthy cloud infrastructures and related services.

It is also in charge of the application of Digital Single Market policies pertaining to cloud and data flows,

notably the implementation of the regulation on Free Flow of non-personal Data and the ongoing

implementation of the European Cloud strategy.

The Unit is responsible for the management of deployment of cloud and data infrastructures and services

through the new Connecting Europe Facility and Digital Europe programmes. It also supervises Research &

Innovation activities in cloud and software under the Horizon 2020 and subsequently Horizon Europe

programmes.

In relation to the new Commission’s priority ‘a European Green Deal’, the unit is responsible for achieving the

2030 objective of having climate neutral, highly energy efficient and sustainable data centres across Europe.

We are a multidisciplinary team at the intersection of legislation, policy, deployment and research/innovation

of digital technologies, working towards building a European data economy through the development of a

cloud computing market and the efficient delivery of cloud services in Europe. The Unit is dynamic,

committed, multi-cultural, team-oriented and has a friendly atmosphere.

We propose an interesting and challenging job as Policy Officer in a fascinating area cutting across multiple

policy domains. The tasks attributed to the successful candidate would be drawn from the following indicative

Advise on and contribute to the conception and co-ordination of policy developments, and ensure

coherence in the implementation of Commission's legislation and policy in the area of cloud, data strategy,

free flow of data, software services and related aspects.

Contribute to policy documents, in particular relating to the implementation of key actions under the

responsibility of the Unit put forward in the Data Strategy and the free flow of non-personal data

regulation.

Contribute to the shaping of policies under the European Digital Strategy, specifically in the context of the

Green Deal to achieve climate-neutral, highly energy efficient and sustainable data centres.

Assist in the conception of new activities or extension of existing ones, in the preparation of policy

guidelines and multi-annual programming pertaining to the effective deployment and use of cloud by

European businesses and public administrations, notably through the development of European cloud

marketplace(s) and (self-) regulatory cloud rules.

2. Main qualifications

a) Eligibility criteria

The following eligibility criteria must be fulfilled by the candidate in order to be seconded to the Commission.

Consequently, the candidate who does not fulfil all of these criteria will be automatically eliminated from the

• Professional experience: at least three years of professional experience in administrative, legal, scientific,

technical, advisory or supervisory functions which are equivalent to those of function group AD;

• Seniority: candidates must have at least one year seniority with their employer, that means having worked

for an eligible employer as described in Art. 1 of the SNE decision on a permanent or contract basis for at

least one year before the secondment;

• Linguistic skills: thorough knowledge of one of the EU languages and a satisfactory knowledge of another

EU language to the extent necessary for the performance of the duties. SNE from a third country must

produce evidence of a thorough knowledge of one EU language necessary for the performance of his

duties.

b) Selection criteria

Diploma

- university degree or

- professional training or professional experience of an equivalent level

in the field(s) : of law, political science, business and/or economics with profound understanding of

digital technologies or alternatively background in computer sciences/digital technologies with a

profound understanding of policy issues would be an advantage. Experience in public procurement of

digital technologies would also constitute relevant expertise. A background and/or knowledge of data

protection, cybersecurity and/or environmental laws would be considered as an additional asset.

Professional experience

We look for a dynamic person with an extensive policy expertise including on issues related to digital

technologies, cloud and edge computing, green ICT, data protection, cybersecurity or other matters where

understanding of complex technical issues is required.

The candidate should have a strong interest in working on cutting edge of policy issues related to new

technologies. The candidate should demonstrate a proactive and cooperative approach, while being able to

work autonomously.

Language(s) necessary for the performance of duties

The job requires excellent knowledge of English both drafting skills and verbal communication. Some

command of French can be an advantage both professionally and for daily life in Brussels.

1. Nature of the tasks

As responsible for the definition, implementation and continuously updating of the Commission's social media

strategy, COMM.A.1 Social media and visual communication unit is looking for a national expert to act as content

manager for social media.

We propose a post in a dynamic team and work environment. The team of about 30 members is high performing,

working with strict campaign calendars and having to adapt to external unforeseen events where the efficient co-

operation, team spirit and good communication skills are necessary. We offer a good working atmosphere, space

for initiatives, as well as a modern office: brand-new, tailored-made open space on the 4th floor of the rue de la Loi

56 building, with screen and creativity walls, facilitating the constant flow of information.

The job entails working on social media content strategies (proactive and reactive), editorial planning, strategies for

publication and engagement with the audiences.

The job requires very high political sensitivity, the ability to explain complex topics in simple language, conceive

messaging lines for a variety of platforms (from Facebook and Twitter up to Smarp, for employee advocacy) and

develop narratives and social media lines to counter and prevent disinformation.

The job offers the opportunity to use and/or develop copywriting and visual communication skills by taking on

tasks such as preparing long-term narratives and social media messaging, creating and managing content (from

proactive communication and using trends to draw attention to the Commission’s work, through social media

replies, up until lines to take to fight disinformation and “inoculate” various social media audiences against

disinformation).

You will help coordinate the social media outreach of the Commission; this work requires frequent contacts with

media platforms including the following: Twitter, Facebook, Instagram, Linkedin and Youtube.

The successful candidate knows how to use social media monitoring tools (Brandwatch, Socialbakers, or

similar) or the insights provided directly by the social media platforms to gather data that informs

communication and engagement decisions.

Experience in visual communication, message adaptation and targeting is a pre-requisite.

Experience with social media marketing (paid advertising strategies and techniques), in social media

training/coaching or in using technology to detect and fight disinformation will be seen as a great

advantage.

The candidate should have the following skills /abilities and knowledge:

DEVCO.E.2 is offering a seconded national expert position under the responsibility of the Head of

Cooperation of the EU Delegation to South Africa. The SNE will provide development policy advice under

Composed of around 20 team members, the unit is characterised by a good balance in terms of gender, grade,

geographical background and age. The unit is organised in two sectors: one in charge of macro-economic

forecasts and short-term economic developments, and one in charge of business and consumer surveys and

The seconded national expert will be attached to the sector business and consumer surveys and short-term

The position is in the sector “Civil Protection Pool Capacities”, responsible for the development of quality

and interoperability standards for modules and other response capacities committed to the European Civil

1. Nature of the tasks

Unit GROW B2 is a key unit for ensuring the proper functioning of the Single Market. It is in charge of the

implementation of Directive (EU) 2015/1535 ("Single Market Transparency Directive"), which aims to prevent

barriers to the free movement of products and information society services via the notification of draft national

regulations. Moreover, it acts as enquiry point for the needs of the implementation of the WTO Technical

Barriers to Trade (TBT) Agreement.

We offer a position as legal and policy officer that will allow the selected SNE to look at the regulatory

landscape in the fields of goods and information society services. The SNE will form part of a pro-active and

motivated team preparing high quality Commission reactions within strict deadlines, based on the inputs

received from line Commission services. He/she will also be in charge of horizontal tasks for the needs of the

implementation of the Single Market Transparency Directive, in particular by monitoring its application in a

number of EU Member States. Moreover, the SNE will be co-responsible for the implementation of the TBT

Agreement. Based on the contributions provided by the Commission line services, he/she will prepare the EU

1. Nature of the tasks

Audit unit REGIO.C3 "Audit II" is a dynamic operational audit unit of 22 staff within the Audit Directorate of

DG Regional and Urban Policy. The unit is responsible for audits of ERDF and the Cohesion Fund

expenditure notably in Italy, Greece, France, Ireland, United Kingdom, Cyprus, Malta and Luxembourg. We

are also coordinating the audit work for the ETC programmes. Our main task is to provide assurance to the

Director General that the management and control systems in the Member States and beneficiary countries are

functioning satisfactorily and that the expenditure declared is legal and regular as well as managed under the

principles of sound financial management.

We are looking for a motivated auditor (m/f) who will join the unit and participate in the assessment of the

management and control systems and of the legality, regularity and sound financial management of

expenditures regarding primarily the European Regional Development Fund and the Cohesion Fund. The job

involves 4-5 audit missions on the spot per year and is rich in terms of external contacts and concrete content.

• Professional experience: at least three years of professional experience in administrative, legal, scientific,

technical, advisory or supervisory functions which are equivalent to those of function group AD;

• Seniority: candidates must have at least one year seniority with their employer, that means having worked

for an eligible employer as described in Art. 1 of the SNE decision on a permanent or contract basis for at

least one year before the secondment;

• Linguistic skills: thorough knowledge of one of the EU languages and a satisfactory knowledge of another

EU language to the extent necessary for the performance of the duties. SNE from a third country must

produce evidence of a thorough knowledge of one EU language necessary for the performance of his

duties.

b) Selection criteria

Diploma

- university degree or

- professional training or professional experience of an equivalent level

in the field(s) : law, political sciences, economics, business administration or another relevant discipline.

Professional experience

Experience of at least 2 years in the above mentioned areas at a public authority.

Experience in third countries (Embassy, EU institution, International organization, NGO, etc.) and

knowledge of EU institutions, EU external action and related EU external policies including trade policy

would be an advantage.

Language(s) necessary for the performance of duties

Proficiency to write and speak in English (C1) as well as French and/or German (C1) is required.

the Permanent Representation / Diplomatic Mission to the EU of their country, which will forward it to

the competent services of the Commission within the deadline fixed by the latter. The CV must mention the

date of birth and the nationality of the candidate. Not respecting this procedure or deadlines will

automatically invalidate the application.

Candidates are asked not to add any other documents (such as copy of passport, copy of degrees or

certificate of professional experience, etc.). If necessary, these will be requested at a later stage.

Candidates will be informed of the follow-up of their application by the unit concerned.

4. Conditions of the secondment

The secondment will be governed by the Commission Decision C(2008)6866 of 12/11/2008 laying down

rules on the secondment to the Commission of national experts and national experts in professional training

(SNE Decision).

The SNE will remain employed and remunerated by his/her employer during the secondment. He/she will

equally remain covered by the national social security system.

Unless for cost-free SNE, allowances may be granted by the Commission to SNE fulfilling the conditions

provided for in Art. 17 of the SNE decision.

During the secondment, SNE are subject to confidentiality, loyalty and absence of conflict of interest

obligations, as provided for in Art. 6 and 7 of the SNE Decision.

If any document is inexact, incomplete or missing, the application may be cancelled.

Staff posted in a European Union Delegation are required to have a security clearance (up to SECRET

UE/EU SECRET level according to Commission Decision (EU, Euratom) 2015/444 of 13 March 2015, OJ L

72, 17.03.2015, p. 53).

The selected candidate has the obligation to launch the vetting procedure before getting the secondment

confirmation.

5. Processing of personal data

The selection, secondment and termination of the secondment of a national expert requires the Commission

(the competent services of DG HR, DG BUDG, PMO and the DG concerned) to process personal data

concerning the person to be seconded, under the responsibility of the Head of Unit of DG HR.DDG.B4. The

data processing is subject to the SNE Decision as well as the Regulation (EU) 2018/1725.

Data is kept by the competent services for 10 years after the secondment (2 years for not selected or not

seconded experts).

You have specific rights as a ‘data subject’ under Chapter III (Articles 14-25) of Regulation (EU)

2018/1725, in particular the right to access, rectify or erase your personal data and the right to restrict the

processing of your personal data. Where applicable, you also have the right to object to the processing or the

right to data portability.
