GENERAL :

An AMO shall establish, maintain and adhere to a safety management system (SMS) that is appropriate to the size, nature and complexity of the operations authorised to be conducted under its operations certification and the safety hazards and risks related to the operations.Engineering & Maintenance (Quality Assurance)

GENERAL : cont.

A Safety Management System shall clearly define lines of safety accountability throughout the AMO, including a direct accountibility for safety on the part of senior management.Engineering & Maintenance (Quality Assurance)

SMS IN MAS E&MTo ensure compliance to AN 101, the followings were initiated:

A committee comprises of all department representative, was formed on 9 July 2008. where the first meeting was held. (It was also agreed that SMS meeting will be held bi-monthly, on Wednesdays.)

All meetings will be facilitated by Senior Manager Quality Assurance.

SMS COMMITTEE Action Plan

The committee identified the following needed to be accomplished, on priority basis:

- Production of the Engineering SMS Manual ...target completion by September 08

SMS Training - Training on SMS for E&M Div personnel started 1 year ago. In order to ensure timely completion of all personnel within E&M, training will be conducted for trainers, from the various department. This will start in August 08


SMS COMMITTEE Action Plan

To accomplish the production of the E&M SMS manual, the committee had sought guidance from our MAS Corporate Safety Department (CSSHE), who has the Corporate SMS framework already in place, in the Corporate Safety ManualEngineering & Maintenance (Quality Assurance)

ENGINEERING SMS MANUAL

The Engineering SMS manual is currently being drafted and will be presented to the Management for acceptance , by 15 Sep 08.

Once accepted by Management, it will be presented to the DCA for approval. . . .targeted by end September 2008.


ENGINEERING SMS TRAINING

To ensure all personnel within the E&M Division are trained on the SMS and in a timely manner, the Committee decided :

To train all the committee members and nominated trainers, from the various Department, beginning 28 -29 Aug 2008.

- The trainers, will in turn, train all personnel from their respective department.Engineering & Maintenance (Quality Assurance)

ENGINEERING SMS TRAINING

For this training needs and to ensure timelycompletion of this training to all personnel in E&M Div, the Committee had sought assistance from our MAS Corporate Safety , Security, Healthand Environment Department (CSSHE). The MASCSSHE Dept. has several of their personnel specially trained on the SMS.

CSSHE had agreed to start the Train the Trainerssession on 28-29 Aug 2008.



The Engineering SMS manual shall contain:

Document Control. . . currently in place.

SMS Regulatory Requirements. . .drafting

Scope of the SMS. . .drafting

Safety Objectives and Goals. . . currently in place

Roles and Responsibilities. . . currently in place

Safety Investigations. . . currently in place



Non-punitive Reporting Policy . . . currently in place

Safety Reporting. . . currently in place

Hazard Identification and Risk Assessment. . . currently in place but needs review to cater to E&M environment.

Performance Indicators and Acceptable Level of Safety. Currently in place. MAS E&M currently monitors Incidents due to Aircraft Systems and Human Factors in Engineering, the target/limit set at 10.0 inc/10,000 cycles, A/C Ground Incidents - target/limit 1.0 inc/10,000 flt hours; Industrial Incidents - 2.2 inc/million man hours. These are monitored through the Departmental KPI and the Engineering Safety Council Meeting



SMS Safety Training. . .started 1 year ago but will now focus on completion of training to all personnel within E&M

SMS Audit and Safety Review . . .drafting

SMS Data and Records Management. . . currently in place

Management of Change. . .drafting

Emergency Response Plan. . . currently in place but will be reviewed to suit the E&M environment. To start off, 8 significant emergency situations, which requires the action of the Emergency Response Team, will be included into the SMS manual.


ENGINEERING SMS ACCOUNTABLE MANAGER

The Engineering SMS Accountable Manager shall be the Senior General Manager (E&M)

The Safety Manager will be approved by the Accountable Manager.
