Once again, election time has come for Arrowhead. It’s not a big election for the rest of the country by any means. Anyone who isn’t a member of Arrowhead may not understand why so many of us get excited over a piece of paper that arrives in our mailboxes. Maybe it’s the “small town” attitude that eventually overtakes those of us who live here. Maybe it’s because many of us per-sonally know the candidates in this close-knit community. Or maybe it’s because so many of care about the fu-ture of Arrowhead.

The next three people we elect to our small guiding

Board of Directors can have a big effect on our quality of life in Arrowhead, our safety in Arrowhead, and to our wallets when it comes to the overall Arrowhead budgets for the coming years. Your Directors must pragmati-cally balance how much we need to spend and where to spend it, while taking economic conditions into consideration. Neglecting our infrastructure one year may cost us dearly the next. Overspending on a project just once will create finan-cial repercussions for future budgets. It’s a fine line we Directors must walk to de-liver the most cost-effective

means of budgeting while maintaining the value of our respective properties. When we resolve an issue, it af-fects us all. And last but not least by any means, we want to assure you that your time spent in Arrowhead will cre-ate fond memories for you and your children.

When your ballot arrives in the mail, it may be a small piece of paper, but if affects a large part of our futures. Please take it seriously and vote.

Geraldine Burke Hello fellow members. I am seeking your support for

election to the ALCA Board of Directors. Please allow me to tell you about myself.

My husband and I bought our house in Arrowhead in 2005 as a weekend get away to escape the daily stresses of life, and enjoy the peaceful relaxation and social activities the lake community provides. We have two children, ages 8 and 10, and the time spent together at the lake has strengthened our family bond while generating a life time of memories. Simply put, we love the lake life!

Professionally, I have 20+ years of experience working in a senior management capacity for small to mid-sized busi-nesses. For the past 8 years, I have served as Chief Financial

Officer in privately held start up companies and have also served on the Board of Directors and as Corporate Secretary and Treasurer during my career. I have directed the finance, accounting, legal, human resources and administrative functions and oversaw policy development, strategic planning, budget and forecasting and corporate communications activities. I hold a Master’s degree in Business Administration from Temple University and am a Certified Treasury Profes-sional.

Currently I serve as a Director on the ALCA Board, filling a vacant seat for a 9 month term. During my short time on the board, I have been the catalyst for many changes and enhance-ments, including addressing board leadership, professional standards of conduct, tone and atmo-sphere at board meetings, transparency and communications with membership and planning for the long term future of the community.

My goals are for continued growth and enhancement of our community amenities, lake en-vironmental preservation and for long term planning that will increase demand for and value of our lake properties.

Bill LynchMy name is Bill Lynch. I am 44 years old and my wife,

Angela, and I have lived full time in Arrowhead for just under 5 years.

By way of background, I hold a degree in automotive tech-nology and built and ran my own business for over 10 years. I have managed small and large teams in various capacities. I am also skilled in electrical, plumbing, carpentry, landscaping and “anything with a motor’. I am a professional locksmith, and managed a security company that installed and fixed entry locks, safes, fire and burglar alarms, electric access and auto-mated gates for over 12 years.

My aunt and uncle (Maureen and Tony Russo) have been homeowners since 1970, and I was privileged to get to spent

most of my summers here as a child. My fondest memories include playing at Beach 2—in the sand with my Tonka trucks, on the swings and riding ‘the duck’. I have always loved all of the events offered to the members and their guests, from the smallest children to the liveliest seniors. I appreciate firsthand how much time and energy goes into these activities, and for the past 3 years have shown my own dedication by spearheading the evolution of the Halloween Haunted Club House from a small event into one of the premiere events that we have.

I am running because each year I see countless ways in which issues could be resolved more quickly, efficiently, and cost effectively. My background is strong in customer service, trouble shooting and “on your feet” problem solving.

I look forward to seeing you all around the Lake this summer and to speaking with you about your ideas on how you think it is best to move forward.

Pat TierneyDear Neighbors,I earnestly seek your support for election to the ALCA

Board of Directors. My name is Pat Tierney. My wife, Leah, and I have lived in Arrowhead for almost four years, hav-ing moved here after retiring from business and teaching in North Dakota. We have a grown son, daughter-in-law and three grandchildren who love to come to “The Lake.”

I have become very involved in the Arrowhead communi-ty. I am the Secretary of the Security Committee, Co-chair of the Ad Hoc By-laws Committee, a member of the Budget Committee. I was Co-chair of the Ad Hoc Lodge Commit-tee and served on the Ad Hoc Investigation Committee. I have learned a great deal from, and enjoyed serving on, com-mittees and look forward to continued involvement.

I firmly believe that my background in retail business and volunteer experience provide the necessary skills to work

with the members of the Board. I look forward to continuing the refreshingly open, trans-parent and honest approach embraced by the current Board. I’d like to help guide the sound management of our community and be a guardian of the new and old facilities and programs in our community. I support the return of lifeguards at our beaches and the recreation activities calendar and enthusiastically support all departments in their efforts. We need to build on the excitement created by the completion and enjoyment of the new Lodge.

Specifically, the following items must be carefully considered:1. The future of our lakes and dams.2. Planning for the future use of the Clubhouse.3. Restructuring of the garbage contract.4. Taking advantage of new legislation that would allow cleaning up of neglected property.5. Replacement of the Lodge tennis courts.

Barbara ZimmermanAs a full time Arrowhead resident, I’m proud to be serving

on your Board of Directors and I’m asking you to re-elect me. My experience on the Board taught me the importance of the correct way to maintain our amenities and infrastructure, with the least impact on dues for the benefit of all.

As a Director, I’ve seen our staff and volunteers grow into a proud, cohesive team. This was accomplished by knowing when to allow the professionals we employee to do what they are here for, while listening to what Arrowhead homeowners want and need. I have brought your ideas, recommenda-tions and concerns to the board and staff. Your voices are now heard. I have helped end the perception of secrecy that pervaded board meetings, brought in openness, and I promise I will continue to do so.

I’m a former civil servant who came to Arrowhead as a part timer. When I retired, I knew this is where I belong. My children and grand children love coming here, as should all of your families. To that end, I will continue to keep Arrowhead a family recreation oriented, residential community.

Dichotomy at Arrowhead LakeResidential Community

with Amenities vs. ResortThis split personality is be-

coming more and more evi-dent. Understandable with each change of Board of Direc-tors, some basic philosophical changes may occur.

The last board makes a con-scious effort to control spend-ing, especially in view of the cost of the lodge and the cur-rent economy. One of these areas was the mandate to have some recreational events be self supporting that is, pay for itself. This prompted some members to question for what if any are covered by the asso-ciation dues. The short answer is: maintaining roads, beaches, pools, trash collection, play-grounds, bath house, and staff.

The budget allocated to the recreation department, with the inclusion of aquatic and staffing is over $340,000 for the 2011 year. This amount is known but, is it fully appreciated by all members. Part of this budget is used for special programs with the expectation that ALCA will subsidize the program. Current-ly we subsidize the tennis and swimming lessons to over 80% of the cost compared to the pri-vate sector.

A comparison with the YMCA of Stroudsburg: YMCA forty- five minute tennis lessons are $10 - adult and child, swim-ming lessons are $10 - lesson per adult, $8 - child. These are group lessons for members. Membership cost $250.00 for three months (non-members pay approximately 40% more).

ALCA cost: for a 90 minute lesson, Tennis $40 - adult for seven lessons, $30 - child for six lessons, that is 1/5 of the YMCA’s cost. Swimming les-sons comes to $1.33 - lesson, that is, 1/20th of YMCA’s cost. (Last year it was $0.66/lesson.)

I can appreciate families wanting to participate in spe-cial programs, but they should equally appreciate the burden of defusing the individual’s par-ticipants cost, simply shifts the burden to others.

Finally in this current econ-omy, with some members on monthly payment plan, and some simply unable to pay (add to this a “two million dollar bad debt”). ALCA cannot afford to be grandiose in our effort to pro-vide everything we as members desire.

This is only one area of con-cern. Let’s not ask for whom the bell tolls----

Dear Views from the Lake:My friend and I walk Lake

Shore Drive at least two days a week and we are volunteers who pick up trash as we walk. We do this to keep our commu-nity clean and neat and beauti-ful.

Recently we came upon a big mess of trash that had been picked out of a garbage box. The trash was all over. It was all around the garbage box, and the wind had picked a lot of it up and it was farther down the road, as well as across the road on the lots opposite where it started. It was too much for us to pick up our small grocery bags, so we called the office and reported the mess. The person at the office said she would have Security come and investigate.

Two days later, we walked by and the mess was still there. As we stood there a Maintenance department truck drove right by the whole mess.

So the question is: Whose job is it to pick all that up? Whose job is it to keep Arrowhead look-ing like a pleasant place that people will want to come to and make their homes in?

Eventually, we could not stand the mess so we cleaned it up as best we could. Should the Association rely on volunteers to do this – or is there some responsible department to take care of things like this?

This is not the first time something like this has hap-pened. After all we have bears and raccoons and other wildlife that will get into garbage boxes. Please do something to rectify this problem.

“Lucky Kitty”I entitled this “Lucky Kitty”

because two of our cats are named Lucky and Kitty. My husband and I have had many cats. Most of them came from neighbors, friends, SPCA, etc. Lucky and Kitty came to us quite differently.

We retired to Arrowhead Lake and were content to find a little cedar ranch with a lake view. The seller, Harry, was in fragile health and concerned about his cat Lucky. Harry told us that a backhoe had inadvertently killed the mother cat and all her kittens except ...you guessed it…Lucky. Now Harry was ill and Lucky was 15 years old and of course, Harry was very con-cerned. When our real estate agent took us to see this house, I was immediately taken with this beautiful cat. I got down on the floor and started to pet him. Apparently Harry took note and asked if we would be interested in keeping his cat. We agreed that if we got the house, Lucky could stay. Sometime after settlement, we found out that someone else had made an of-fer $10,000 more than ours, yet we still got the house. I never dreamed that was Harry’s plan. So we would tell our friends that Lucky was “a $10,000 cat.”

One beautiful Autumn day not long after moving into the house, I was out in our back yard and saw a snow white kit-ten crawl under our fence. He immediately went under our shed. I would take food out to

the shed and hurry inside and watch him sneak out from un-der the shed and devour the food. This went on for two months and autumn turned to winter. I never suspected that Lucky and the white kitten had become friends until one cold winter evening Lucky was ready to come in for the night. As I opened the door to let Lucky in, there was the little white kitten. The kitten watched as Lucky walked into the warm, welcom-ing, fire-lit room. The kitten paused, but then continued to follow Lucky. When I closed the door the kitten went ballis-tic. He threw himself against the door, ran through the house and then found our bedroom where he hid under the bed….for another two months. Again, I sat on the floor with food and he would slowly come out, but would retreat as soon as I at-tempted to pet him.

About 3 a.m. one morning, I could feel a slight thud on the bed and I knew that Kitty (as we eventually named him) had started to come out of his hiding place.

Today, both Harry and Lucky are gone. But we are very hap-py that Lucky showed Kitty the way to our home. Kitty now rules the roost. He sits in the big chair beside the fireplace and swats our dogs as they go by.

Hello everyone.It has been a long time

since I have gotten an article out for everyone to read. We are finally getting our com-munity back to normal with lots of activities planned for everyone. The summer is in full swing. We have sports activities available, we have trips planned and some regular activities like Bingo, Adult Swims, Family Swims, Dive-In Movies, just to name a few. Make sure you pick up your calendar to check on events and dates for them.

Christmas in July will take place on the 17th of July. This will be a complete Christmas dinner with Santa Claus and Mrs. Claus there too. Come to our holiday decorated clubhouse and enjoy a nice dinner.

The carnival will be here in July. This year Jim Thorpe Amusements will be com-ing to our community for the first time. The carnival will be here from Thursday July 21st through Sunday July 24th. We will have a fire-works display on Saturday night of the carnival. This year we will have 3 family nights for the rides so you can decide which night will

be better for your family. Don’t forget that you can

rent bikes and fishing equip-ment from the rental shack at the Island Pool loca-tion. Also this summer we will have a limited amount of sportswear for sale at the rental shack. We have sweatshirts, t-shirts and hats. Also new this year, you can purchase a fishing license from our office at the Welcome Center.

These are just some of the highlights for July. Make sure you pick up our flyers for these events and oth-ers that will be taking place. Monthly calendars will also be available in several loca-tions in the community.

We have a trip planned on August 3rd to the Aquarium in Camden, NJ. This trip includes entrance to the aquarium, the bus, and din-ner at a buffet on the way home. Sign-ups will be tak-en at the Member services building. We only have 1 bus so when that is filled - then we would have a waiting list. We will also be running a trip to Camel Beach on August 11th. There will not be any transportation there - you must get there on your own

but you will have the ad-vantage of a group rate for entrance as well as a picnic while you are there. We will be having a bonfire, Music on the Beach and Luau on the 13th of August. Long Time Comin will be our band that night. At the end of Au-gust we are bringing back J T Carter and Leona to per-form at the clubhouse. This will be an event for adults only - BYOB - no dinner will be served - just music and dancing.

I hope I have sparked an interest with what we have planned. Please come out and support our activities.

Bingo is back on Thursday evenings. Be sure to check the schedule to see when they will take place.

Camp Koda, Swim Team and Tennis programs are in place, as well as water aero-bics.

And last don’t forget to come our for one of our breakfast buffets this sum-mer. Keep your eyes opened for the new Lodge building to be completer.

If you are interested in joining the recreation com-mittee we meet on the 3rd Saturday of the month at

9:30 a.m. in the clubhouse. We are always looking for volunteers. We really ap-preciate the support of the membership and our vol-unteers at all of our events. Without our volunteers, our events would never happen. They continue to do a terrific job of helping out so that we can continue to have events. If anyone is interested in be-coming a volunteer, you can

leave your name with Barba-ra in the recreation depart-ment. If you like to serve, we can always use more volunteers. You do not have to be a part of the recreation committee to volunteer. So if you have some spare time but not enough to commit to being on a committee, try to give us some time at one of our events.

The ASC BOD Meeting was called to order by Vice-President Murphy 9:44 a.m. in the Arrowhead Lake Clubhouse. The Pledge of Al-legiance was recited.

Present: Vice President Ruth Ann Murphy, Secretary Angelo Spe-ziale, Treasurer Jules Weinbaum, Asst. Treasurer Bill Lucas, Directors Al Mancini and Tony Pane.

Present via teleconference: President Barbara Zimmerman.

Absent: Directors Jack Adamson and Gerry Burke.

Presentation of 2010 Audited Fi-nancial Statements – Wesloh, Car-ney & Company were represented by Debbie Boyle and Patty Wies-meth. A brief presentation, given by Debbie Boyle for ASC & ALCA 2010 Audited Financial Statements took place. This was the third year that Wesloh, Carney & Company did our audit. Overall, the Association looks in good shape and emphasis was given to put away reserves for such items as Dams, road repair, the Lodge, etc.

Vice-President Murphy asked for approval of the ASC April 2nd, 2011 Board of Directors Meeting Minutes. Angelo Speziale moved to approve the ASC BOD Meeting Minutes of April 2nd, 2011 and Tony Pane seconded it. All seven (7) Di-rectors were in favor.

Treasurer’s Report was given by Treasurer Jules Weinbaum. Cop-ies of the Financial Statements

were available in the Clubhouse Lobby. Sewer fees for the three (3) months ending March 31st, 2011 are $368,775 and are over budget by $16,929 or 4.8%. This over bud-get variance is due to an increase in the number of sewer customers tak-ing advantage of the early payment discount. Other revenues are over budget by $4,402 or 26.0%. This is mainly due to the collection of prior year’s dues.

Operating expenses through March 31st, 2011 are $111,146 and are under budget by $2,558 or 2.0%. Capital expenses of $50,024 are under budget by $376 as of March 31st, 2011.

Overall, the 2011 net profit for the Sewer Company through March 31st, 2011, on a cash basis, is over budget by $19,149 or 9.1%.

Bill Lucas moved to accept the Treasurer’s Report as presented and Angelo Speziale seconded the motion. All seven (7) Directors were in favor.

The General Manager’s Report was given by Lonnie Howard. He reported that the Sewer Plant had met the parameters for the month of March 2011. Lonnie explained there is a detail account of activity by week in the report. Continuation of doing in-house laboratory sampling is on going and Christopher Ash-enfelder was hired as Joe Rehm’s assistant. The weather is still caus-ing sewer back-ups with the water infiltration and we are continuing on working on these problems. This is a long process Homeowners are encouraged to notify the office if they see something, so the ASC

can be made aware of it.Lonnie gave an update on the Act

537. He reported that DEP received the permit for the sewer lines for the new Lodge. Lonnie went onto to explain that on a website, there is an update on the permit approval progress and as of this morning, it showed that DEP completed its first review of the permit and is now go-ing to begin their technical review. He also stated that the permit ap-proval process could take up to 90 days and as of today, there are 82 days remaining in the progress. Lonnie explained he wrote a let-ter to help move along the process quicker, for the Lodge and the extra costs that we would incur if we have to put in a holding tank and Darryl Fritz is helping us to help expedite the process as much as possible. This permit is also the same permit needed to have Homeowners again be able to hook-up to the Sewer lines. Angelo asked if we do not get the permit in time and we have to put in the holding tank, what the cost would be approximately. Lon-nie estimated the extra costs in do-ing so, would probably be around $80,000. Angelo suggested getting in touch with Mario Scavello to help intervene on our part. Barbara Zim-

merman said she would reach out to the State Representative.

Bill Lucas commented on with so much rain we have been receiving that there are still people that have their sump pumps connected to the sewer lines and are pumping it right into the lines. He went onto say that he knows of another Commu-nity to where people actually went door-by-door and looked at where a Homeowner’s sump pumps were connected. He thought that perhaps the Sewer Committee would like to help in regards to this matter.

Bill Lucas moved to accept the General Manager’s Report as given and Jules Weinbaum seconded the motion. All seven (7) Directors were in favor.

Sewer Committee Minutes – There was no meeting.

OLD BUSINESS: None.NEW BUSINESS: NoneSewer Plant Manager, Joe Rehm

gave a brief update on how sump pumps enforcement. He explained that he and Charlie are currently looking at the funds available for the jetting and televising of the sewer lines. Joe went onto com-ment that when he sees a sump pump attached to a sewer line that he send letters out to the property

owners and he is not sure if they disconnected them or not. He be-lieves that there does need to be some type of enforcement and plans to talk with his committee in regards to this problem. Joe an-nounced that the Sewer Committee Meeting that was scheduled for the 14th was cancelled. He is waiting to see when the rescheduled meeting will be, for he also has E-One pump presenter waiting to give their pre-sentation on the E-One pump that they will be recommending based upon the new information they had received. This meeting will be open to all Homeowners, Board Mem-bers, etc.

Angelo Speziale moved to ad-journ and Tony pane seconded the motion. All seven (7) Directors were in favor. The meeting ended at 10:08 a.m.

Vice President Murphy called the meeting to order at 10:08 a.m. in the Arrowhead Lake Clubhouse.

Present: Vice-President Ruth Ann Murphy, Secretary Angelo Speziale, Treasurer Jules Weinbaum, Assistant Treasurer Bill Lucas, Directors Al Mancini and Tony Pane.

Present via teleconference: President Bar-bara Zimmerman.

Absent: Directors Jack Adamson and Ger-ry Burke.

Vice-President Murphy asked for the ap-proval of the ALCA April 2nd, 2011 Board of Directors Minutes, April 19th, 2011 Special Meeting Minutes and the April 29th, 2011 Special Meeting Minutes. Bill Lucas pointed out some wording changes in the April 19th, 2011 Special Meeting minutes and the atten-

dance record in the April 2nd, 2011 BOD Min-utes. Bill then moved to accept the April 2nd, 2011 BOD Meeting Minutes with corrections, April 19th, 2011 Special Meeting Minutes with minor corrections, and the April 29th, 2011 Special Meeting Minutes. Jules Weinbaum seconded the motion and all seven (7) Direc-tors were in favor.

TREASURER’S REPORT was given by Treasurer Jules Weinbaum. Financial state-ments were available in the Clubhouse lobby. For the three (3) months ending March 31st, 2011, dues collection of $2,546,057 is under budget by $31,896 or 1.24%. Since this is very early in the year, no assumption is made that collection of dues will be under budget for the year.

Other revenues for 2011 are over budget by $14,998 or 15.0%.

Operating expenses are under budget by

$23,633 or 2.9%. Through March 31st, 2011 paid capital

expenses are $492,712 representing money spent for the lodge project, roadside tree trim-ming, security vehicle, Choctaw pool filter, and the greenspace initiative.

Overall, the financial performance (cash basis profit) of the Association through March 31st, 2011 is over budget by $6,735 or .5%.

Bill Lucas moved to accept the Treasurer’s Report as presented and Al Mancini second-ed the motion. Seven (7) Directors were in fa-vor of the Treasurer’s Report as given.

GENERAL MANAGER’S REPORT was given by Lonnie Howard. Lonnie pointed out some of the highlights of his report:

In regards to personnel, Lonnie comment-ed that we currently in the process of hiring seasonal help and all departments are look-ing for people. There are several positions open.

In the Maintenance Department and Secu-rity Department portion of the report, there are all the details listed.

In regards to the Recreation Department Lonnie announced that all the numbers of the recent activities and events are listed within the report.

For Member Services, Lonnie commented that you would notice many new faces. Skilled Part-time help were hired. Danielle and Char-lie are working closely together to go over procedures on how to handle money and the influx of people coming in. Lonnie then stated that this ended his report and would take any questions.

Al Mancini asked Lonnie about the dirt roads and ditches within the Community. Al asked where we are with hiring for the roads, for with all the rain it is desperately needed. Lonnie commented that he ran one (1) ad in two (2) area papers and he had only received one resume and one letter in response to that ad. Lonnie commented that he plans to put in another ad that will be less intimidating and not so direct and focus more on heavy equipment operators. He went onto to com-ment that unfortunately most heavy machine operators that are good, are already working and hard to find.

Barbara Zimmerman asked about us look-ing into golf cart rentals. Lonnie explained that this is all in the planning stages and most likely a vendor will rent the golf carts and we would just take a percentage.

Bill Lucas moved to accept the General Manager’s report as given and Al Mancini seconded the motion. All seven (7) Directors were in favor.

OLD BUSINESS:Lodge update – Lodge project Director

gave a brief update on the new Lodge. This is what he reported:

The soffit and facia along with the exterior siding is being stalled.

The construction of the rear decks is near-ing completion.

The sewage grinder pump has been in-stalled.

The exterior site work is progressing as weather permits.

Most of the windows have been installed with only the front entrance remaining to be installed.

The interior drywall has been installed.The interior millwork is nearing completion.The stonemasons have begun to install the

interior stonework.The painters are scheduled to begin paint-

ing the interiors this week.The final electric service to the building

by PP & L was delayed, but is now back on course.

Because of the mainly weather caused delays, the in-service date has slipped to the end of June.

Ted thanked the Board Members who have helped in the past few months with all the de-tails.

Vending Machine Equipment – Bill Lucas re-affirmed the motion to authorize the GM to spend $15,000 on vending machine equip-ment and related services to bring the vend-ing of soda/drinks, snacks, ice-cream etc. in-house. Profits will be deposited into the reserve accounts. Angelo Speziale seconded

the motion and all seven (7) Direc-tors were in favor.

Hiring ADP for HR – Bill Lucas moved to approve the motion for hiring ADP for staff HR training and employee manual updated at a cost of $5,500 for the remainder of 2011. Tony Pane seconded the motion and all seven (7) Directors were in favor. Bill went onto comment that this was derived from the Investiga-tions Committee recommendations.

Election Committee updated Roster and Timeline – Angelo Spe-ziale moved to approve the updated Election Committee Roster dated April 27th, 2011 and Bill Lucas sec-onded the motion. All seven (7) di-rectors were in favor.

Bill Lucas moved to approve the 2011 Election Dates Timeline and Jules Weinbaum seconded the mo-tion. All seven (7) Directors were in favor.

Lodge FF&E Expenditures – Controller Charlie Hozempa gave a brief update on the Budget. The total FF&E budgeted for the Lodge was approximately $330,000 and

we are well under budget and do-ing very well. This portion is mainly the furniture and the equipment for gym etc.

A short discussion in regards to the pool tables took place in re-gards to tournament tables sizes and regulation size tables. Charlie pointed out that the architect picked out tables based upon the style and look of the building. Bill Lucas moved to approve the Lodge FF&E Expenditures with the purchase of one (1) 9’ pool table and one (1) moving from the MSB Building, with the consideration to purchase another pool table if needed in the future and not to exceed $100,000. Tony Pane seconded the vote. Bar-bara Zimmerman, Angelo Speziale, and Ruth Ann Murphy were all in favor and Jules Weinbaum and Al Mancini voted no.

Angelo Speziale pointed out a chair in the back of the room that he found that would be acceptable for the banquet room. The archi-tect had picked out chairs costing $231.44 each and this comparable chair costs $21.00. This item alone is saving ALCA about $55,000.

2011 Carnival dates and con-tract – Bill Lucas moved to accept the Carnival dates and contract of Thursday, July 21st through Sunday July 24th, 2011. Angelo Speziale seconded the motion and all seven (7) Directors were in favor. The Car-nival will be held at the Island.

2011 Fireworks dates and con-tract – Bill Lucas moved to accept the Fireworks contract and date of Saturday, July 23rd, 2011, with a rain date of Sunday, July 24th, 2011 to be held at the Island. Jules Wein-baum seconded the motion and all seven (7) Directors were in favor.

New Lodge – Banquet Room Sound System – Bill Lucas moved to accept the Banquet Room Sound System (not to exceed $50,000) with an additional $7,000 reserved for speakers and related equipment for areas outside the Banquet room. Angelo Speziale seconded the mo-tion and all seven (7) Directors were in favor.

Barbara Zimmerman had to leave via teleconference. She left at 10:43 AM.

NEW BUSINESS:

Resolution to approve the 2010 Audited Financial Reports – Bill Lu-cas moved to accept the 2010 Audit-ed Financial Reports as presented by Wesloh, Carney and Company for Arrowhead Sewer Company and Arrowhead Lake Community Asso-ciation. Jules Weinbaum seconded the motion and all six (6) Directors were in favor.

Formation of Ad-Hoc Strategic Planning Committee – Bill Lucas explained that Director Gerry Burke is heading up this Ad Hoc Commit-tee and that he will be helping with the committee. The Committee is looking for as much diverse con-tribution from the Community as it can get. Bill Lucas moved to accept the formation of an Ad-Hoc Strate-gic Planning Committee and Jules Weinbaum seconded the motion. All six (6) Directors were in favor.

Formation of Ad-Hoc Landlords Committee – Al Mancini explained that a Committee like this was cre-ated in the past and they hired a lawyer to sue the Association. Chip Allen, who will be helping head up this Committee explained that ideas behind the committee. This is not only for people who rent their homes, but also for anyone who is interested. Meetings a few times throughout the year to go over is-

sues that arise from rentals have taken place within ALCA. Angelo pointed out the fact that renters are the future owners for Arrowhead. Jules commented that this is a dis-cussion group, who wants to work with the BOD. Bill Lucas pointed out that this is to open communication through everyone. Charlie pointed out the renters and landlords should work to be part of the Ad-Hoc Stra-tegic Planning Committee. Bill Lu-cas moved to accept the formation of the Ad-Hoc Landlords committee and Jules Weinbaum seconded it. All six (60 Directors were in fa-vor. Ruth Ann Murphy pointed out that the term landlords should be changed, for you are not only a landlord, but a member too. A blast email for a call for volunteers. Chip will work with Danielle to gather in-formation.

Formation of Ad-Hoc House Bill 2188 Committee – Ad-Hoc Com-mittee is to address abandoned and blighted properties under the adopt-ed House Bill 2188. Barbara Zim-merman is heading up the commit-tee. Angelo Speziale recommended that the Environmental officer, Jim Roenelt be part of the Committee. Al Mancini moved to accept the formation of the Ad-Hoc House Bill 2188 Committee and Jules Wein-baum seconded the motion. All six (6) Directors were in favor.

Lakes: Long and short term ar-eas to be addressed and associat-ed costs – Angelo Speziale moved to have the GM secure costs of a survey of the lakes and dams. A brief discussion took place. Bill Lu-cas seconded the motion and all six (6) Directors were in favor.

Formation of a Township – A dis-cussion took place for the pros and cons of this. This was a courtesy information item on the agenda. Gates would have to be come down and all roads would have to be wid-ened.

Authorize Architectural & Build-ing (A&B) committee to designate a uniform design of home address signs in accordance with Tobyhan-na Township E-9-1-1 regulations – The A&B Committee is in need of members and Gerry Burke is going to help get the committee started and forming a new Committee. Ruth Ann Murphy announced that Coolbaugh Township ahs delayed their 9-1-1 until March of 2012. Bill Lucas moved to have A&B des-

ignate a uniformed design for the 9-1-1 signage and Jules Weinbaum seconded the motion. All six (6) Di-rectors were in favor.

Security Committee Minutes of April 9th, 2011

None of the above Committee Minutes had any BOD recommen-dations. Bill Lucas announced that the candidate’s packets for the Election 2011 would contain a signature of receipt page for the Code of Ethics/Code of Conduct. Bill Lucas moved to approve the fol-lowing minutes: April 3rd, 2011 Ad Hoc ByLaws Committee Minutes,

April 30th, 2011 Appeals Commit-tee Minutes, April 2nd, 2011 Budget & Financial Planning Committee Minutes, April 9th & April 27th, 2011 Election Committee Minutes and April 9th, 2011 Security Committee Minutes. Angelo Speziale seconded the motion and all six (6) Directors were in favor.

Ad-Hoc ByLaws Committee Min-utes of April 16th, 2011- The Com-mittee is requesting that the Board forward all issues for discussion by the Committee to Tina Magasko, Secretary. This is already being done and is a mute point.

Bill Lucas moved to accept the April 16th, 2011 Ad-Hoc ByLaws Committee Minutes and Jules Weinbaum seconded the motion. All six (6) Directors were in favor.

Anglers Committee Minutes of April 30th, 2011 – The committee is requesting Paul Burke be approved to become a member of the Anglers committee. He has attended three consecutive meetings and partici-pated in the trout stocking.

Angelo moved to accept Paul

burke as a member of the Anglers Committee and he moved to accept the April 30th, 2011 Anglers com-mittee Minutes. Bill Lucas second-ed the motion and all six (6) Direc-tors were in favor.

Maintenance Committee Minutes of April 9th, 2011 – The Commit-tee is recommending that Mario (Mickey) Orellana as a new mem-ber of the Maintenance Committee. He has attended three consecutive meetings and has a vast knowledge with pipe and plumbing.

The Committee Chairperson, Chris Scavello is asking the Mainte-nance Director to bring his monthly report directly to the meeting and no longer place in the mailbox. This item is going to be omitted due to the recent email received this morn-ing stating the Chris Scavello has stepped down from being Chairper-son of the Maintenance Committee and off the Committee itself.

The Committee is recommending that the excess fill material dumped at the Clubhouse (originally hauled from the Lodge) needs immediate attention.

Lastly, the Committee states that the GM is requesting more cor-respondence through email. The Committee agrees, but some do not use email and is requesting more information on the subject.

Angelo Speziale moved to ac-cept Mario (Mickey) Orellana as a new member of the Maintenance Committee, attention to the excess fill material at the Clubhouse is tak-en care of, and information on email correspondence and Bill Lucas sec-onded the motion. All six (6) Direc-tors were in favor.

Environmental Management & Resource Committee Minutes of April 9th, 2011 (Informational Meet-ing only) – There was no quorum present at the meeting; therefore this was only an informational meet-ing.

Ruth Ann Murphy touched on the process for this year’s election that was voted upon in an Executive Session Meeting. In order to run for the Board of Director’s this year, the Member must be on a recorded deed in the Monroe County Court-house. Bill Lucas moved to reaffirm

the vote that had taken place dur-ing an Executive Session and pass it along to the Election Committee, that in order to be a candidate for the Board of Directors of ALCA that you are on a recorded deed in Mon-roe County, Pennsylvania. Angelo Speziale seconded the motion and five (5) Directors in favor and Ruth Ann Murphy abstained.

Bill Lucas moved to adjourn the business portion of the meeting and Jules Weinbaum seconded the mo-tion. All six (6) Directors were in fa-vor. The meeting ended at approxi-mately 11:28 a.m.

MEMBER COMMENTS AND QUESTIONS

A Member inquired about a shuf-fleboard table and/or quates being placed in the new Lodge.

A Member commented that they would like Arrowhead to remain a gated Community.

A Member commented on the municipalities and believes the school taxes are too high.

Member commented that Lake Naomi only 1 public beach and all others are private.

A Member inquired about the Lodge opening date. Answer given was end of June. Member wanted to know if this was a firm date and unfortunately, no firm date can be given at this time.

Member questioned golf cart rentals if proof of insurance, liabil-ity, and fees are being taken into consideration. Answer is the same coverage that is required of Mem-bers now will also be required of the company and the $20 fees for registrations.

Member commented on MSB

new employees – are they season-al, permanent, etc. Answer given was they are part-time employees.

Member commented the 9-1-1 signage and commented that Lo-cust Lake is paying for their entire Community. Will this be taken into consideration for ALCA too? An-swer given is that all options are be-ing looked at this time.

Member commented on the Ad-Hoc Landlords Committee from the past.

Member inquired on the differ-ence of chairs for the new Lodge.

Answer was that the chair recom-mended was for a 24/7 high com-mercial grade fabric and we could replace these chairs 10 times. Member wanted to know if seat area could be made larger.

Member commented that as a pool shooter that the pool tables in the new Lodge should be either two tournament size tables or two regu-lations size tables. The skill could drop if you go from one size table to another size table…both tables should be the same size to keep the skill level up. Keep standardized.

Member commented on space for seating, waiting and/or observ-ing when people are playing pool and consider this when planning it all out.

Member inquired how items are going to be “policed” in the new Lodge. Answer given was there are two storage closets that can be keyed controlled.

Member commented on the 9-1-1 street signs and the capital let-ters. Federal Highway commission passed a law that all street signs will be lower case by the year 2018.

Member commented on what a pleasure it was to attend the BOD Meeting today without any fighting, etc. going on. They thanked the BOD.
