ARTICLE I - ADMINISTRATIVE RULES AND REGULATIONS

Section 1 - Amendments to the By-Laws

These by-laws may be amended, repealed or altered in whole or in part by a majority vote at any duly organized meeting of the Members as defined under Article XI, of the Smithville Little League Constitution, provided notice of the proposed change is included in the notice of such meeting. A draft of all proposed amendments shall be submitted to Little League Baseball, Inc., for approval.

Smithville Little League is Chartered and insured by Little League International and follow the rules set forth by Little League in their annual “Official Regulations and Playing Rules” Manual.

Smithville Little League is a part of District 30. T-Ball and Coach Pitch rules are established by the District as it relates to the Tournament of Champions (TOC).

The local league determines the rules of play for the regular season and are outlined below under “Game Play”. The local league Board may structure divisions, according to the Manual and al-lows for some flexibility. The League keeps a copy of the Manual in the concession Stand.

Section 2 - Player Registration

Players may register online at smithvillelittleleague.org or in person at the pre-determined regis-tration location and time. Any players seeking scholarships or payment arrangements will be re-quired to complete the proper request form and submit the form along with all required docu-mentation to the SLL Board of Directors for approval.

All information obtained and/or generated by Board Members before, during, and after league play is deemed to be official Little League information and can be used only for the administra-tion of the league by Board of Directors and by Little League Baseball, Inc. Use of membership names, addresses, emails, and telephone numbers for solicitation purposes of any type is strictly prohibited. Members found to be soliciting league members shall be subject to immediate dis-missal from the league or to other disciplinary actions as deemed appropriate by the Board of Di-rectors.

Section 3 - Season Registration Fees

A reasonable registration fee for each season is assessed as the parent’s agreement to assure the operational continuity of the Smithville Little League. It is the parent’s understanding that the SLL is 100% volunteer run organization and expects all parents to contribute their time and ef-forts for the betterment of the league as a whole.

a.) Registration fee pays for the following:1.) Uniforms (Jersey, caps, trophies or medals)2.) Recurring Expenses (e.g. field maintenance)3.) Maintenance (e.g. chalk, ant kill, etc.)4.) Equipment (e.g. Coaches and Umpire Equipment)5.) Concession/Supplies (e.g. Consumables and Lavatory Supplies)6.) Fundraising (e.g. Printing of flyers, etc.)

Section 4 - Conduct, Complaints and Discipline

Managers and coaches are responsible for the safety and behavior of their players on and around the field.a.) Prohibited behavior by managers, coaches, parents or spectators on or around practice or games include the use of profanity, foul/abusive language, consumption of alcoholic beverages, or being under the influence of alcohol or any illegal or prescription drugs.b.) No manager, coach or parent will take a complaint to the Board of Directors (or individ-ual Board Member) without first consulting the Grievance Committee and assigns (Softball or Baseball) to resolve the complaint. Complaints can also be submitted to [email protected].) Violation by a Coach or Manager of any of these rules, or the Official Little League Rules, or the code of conduct distributed by Smithville Little League, may result in, ejection from the game, suspension from future games, forfeiture of the game or expulsion from Smithville Little League at the discretion of the Board of Directors. Managers are responsible for their coaches and players. If a Manager fails or refuses to take appropriate andsufficient measures to curb violations by their Coaches or players, the Manager may be subjected to disci-pline due to violations by their Coaches and Players. All discipline issues will be decided upon by the Board of Directors as prescribed under Article III, Section 3 of the Smithville Little League Constitution.

ARTICLE II - FACILITY RULES AND USAGE

All field usage must be approved and scheduled by the league and adhere to the following rules:

Section 1 - Property Rules

The following is prohibited on the Smithville Little League property:a.) No pets (big or small) are allowed on the SLL property, except for service dogs as pre-

scribed under the Americans with Disabilities Act.b.) No Solicitation.c.) No Smoking (including Vapor or E-Cigarettes) or tobacco use are allowed on the

Smithville Little League (SLL) property.

d.) No Alcohol or Drugs;e.) No firearms (with the exception of a Licensed Peace Officer)f.) No glass bottles.g.) No profanity or abusive language.h.) No bicycles, scooters, roller skates, inline skates or skateboards.i.) No tree climbing, fence climbing or rock/stick throwing.j.) No swinging on chain gates.k.) No unauthorized practice on fields.

Section 2 - Game Schedules and Cancellations

a.) The Spring Season will be scheduled over 12 weeks with each team playing approxi-mately twice per week, weather permitting. Every attempt will be made to schedule an equal number of games for each team within its league/division.b.) The Fall Season will be scheduled over 8 weeks with each team playing at approximately once per week, weather permitting. Every attempt will be made to schedule and equal number of games for each team within its league/division.c.) Games shall be scheduled Monday through Saturday during the spring and fall seasons. Games can be played on Sundays. (Exceptions may be made by the President of the respective division.)d.) Games per week are counted Monday through Saturday and include scheduled games and makeup called games, but not makeup of suspended games.e.) No game will be cancelled earlier than the scheduled start time, except under very un-usual circumstances as determined by the SLL President (e.g. weather related events). Reasons for called and suspended games include, but are not limited to:

1.) When a field is too wet to play safely.2.) When there is insufficient light to play safely.3.) When a team does not have the required number of players.

f.) Makeup games will be scheduled no later than the close of the season, if possible. A schedule with the dates and fields for each league and division will be published as soon as pos-sible on the SLL Facebook page. g.) Any game not played shall be counted as a loss for both teams unless there are no open dates/fields available.

Section 3 – Concession Stand Dutya.) The Spring Season will be scheduled over 12 weeks with each team playing approxi-mately twice per week, weather permitting. Every attempt will be made to schedule an equal number of games for each team within its league/division.b.) The Fall Season will be scheduled over 8 weeks with each team playing at approximately once per week, weather permitting. Every attempt will be made to schedule and equal number of games for each team within its league/division.c. ) Each team will be assigned between one (1) to two (2) concession duty on a night where team is not scheduled to play. Throughout the season. Each team shall provide 4 volunteers to run concession stand from 5:30 PM to 10:00PM unless games finish earlier. Must have at least two (2) adults and no children under twelve (12) for safety reasons. There will be at least 1 board member present the entire night.d.) They will be responsible for preparing, serving and cleaning concession for the night.

e.) At the end of the shift, 2 adults and assigned Board member shall count money, put in bag and deposit at local bank. All three (3) members shall initial the amount of money col-lected. f.) If a team fails to show up for their scheduled shift, the manager will be suspended for one game. If the team misses shift, the manager will be removed. It is the manager’s responsibility to relay to his/hers parent’s concession stand schedule, concession rules, and coordination of workers. . g.) A meeting will be scheduled to discuss concession stand procedures once schedule is posted. It will be mandatory for each team to send a representative to this meeting.

ARTICLE III - LOCAL LEAGUE STRUCTURE

Section 1 - Division Structure:

A players League Age determines their division eligibility as set forth in the Little League Base-ball/Softball Rule Book.

SLL follows all Official Little League Rules for Baseball and Softball with a few exceptions within the TEE-BALL and COACH PITCH divisions. These rules are dictated by DISTRICT 30 where all Presidents vote on interleague rules, but still governed by restrictions or regulations set forth by Little League Baseball, Inc.

Section 2 – Drafts

Draft· Manager or his/her assignee must be present during the draft.· Will be overseen and approved by Player Agent to report to President or Board of Directors,

unless otherwise directed by President or Board of Directors.· If siblings are in the same division, then they must play on same team. Their rank must be

established by tryout or age, and chosen based on rank. During pick if one is picked and goes to a team, the manager must forfeit (first or second) turn when picking rank for second sibling. Must be agreed upon by managers on first or second.

· Players can only tryout for 1 division.

Tryouts· Tryouts will be held the first weekend before final drafts are made.· A minimum of three (3) Board members must be present during tryouts. · Manager and assistant coach, must be present day of tryouts. Assignee may be made, but

must be approved by Player Agent.· Smithville Little League will provide the necessary equipment to have the assessment except

catching gloves.· Players name will be put on a sheet, with columns next to it to input rankings.· Players will be ranked according to their abilities.

o Rank from 1-3. 1 being the highest level and 3 being least.▪ Will be ranked on 3 abilities, Throwing, Batting, and fielding.

o Once Rank has been established for perspective ability, all ranking will be added to-gether and divided by 3 to achieve player rank. If a fraction is left, round upwards or

downwards based on the 1/2. (EXP Total is 7 divided by 3 = 2.333. Round down, final rank 2. Total is 8 divided by 3 = 2.666, Round up, final rank 3.

· If a player is not present 2 optionso If managers know child and can vouch for player then they can assess the child only

if all managers agree.o If managers do not know child and nobody can vouch, then he will be ranked a 2, re-

gardless of ability.· Once players have been ranked, Coaches will pick a number from a hat for order of picking. · All players names will be put in a hat based on rank and coaches will pick in order until all

names have been picked.

TEE-BALL & COACH PITCH divisions· Draft for TEE-BALL & COACH PITCH will be strictly a blind draft.· Children will be separated by age with no exceptions to insure same number of kids with

same age on each team.· Managers will pick a number from a hat to see in which order they will pick.· The Children’s names will be put into a hat, and picked by Manager or his/her assignee until

hat is empty, and will continue till each age group is picked.· Managers will be allowed 1 assistant coach of their choosing. Assistant coaches child will

automatically be given to team. o If assistant coaches child is League Age 6, then Manager will loose 1st choice in pick-

ing when picking perspective 6 year olds.· If enough 4 year olds are present, managers may opt for a 4 year old league in TEE-BALL

division. Must be agreed upon by all managers, and approved by the Board of Directors. · COACH PITCH can opt for a tryout, and will be subject to rules set forth for Try-outs.

Must be agreed on by all managers.· Only 1 trade of players is allowed per team. Must be agreed upon by both managers.

MINOR BB, MINOR SB, MAJOR BB, MAJOR SB, 50/70, JRSB,JRBB

· Can have Tryouts or coaches assessment.o If managers know the kids well enough to assess kids and can do so in agreeance,

then will go on manager’s assessments for players.o Coaches will draw a number from a hat to establish picking order.o Must be divided equally and by rank. Coaches will take turns picking kids by rank

and name until all names are called by rank. · Special exceptions on draft may apply only within boundaries of rules set forth by Little

League Baseball, Inc, approval by Board of Directors of Smithville Little League.

SELECTION OF TOC AND ALL STAR TEAMS.

· Teams, Players, and Coaches must be eligible by all age, boundaries, and all rules governed by Little League Baseball Inc., No exceptions. Special request must be made to Player Agent, so Player Agent can submit to District, to submit for request to Little League Baseball Inc.

· Will be verified by Player Agent.· Usually 1st Place coach is elected to Manage the All-Star Team unless said Manager forfeits.

· It is usually a place where all managers have a chance to go and coach for their hard work and efforts throughout the year.

· Managers and Coaches must understand that these teams will be in a competitive environ-ment, and the selection of the best kids is urged and recommended. Pitchers are very impor-tant in upper divisions and skill level must be assessed.

· Managers will meet together in a special meeting with a minimum of three (3) Board of Di-rectors, assigned by Board of Directors, one of which will be the Player Agent and/or Presi-dent of league. They will pick kids they choose to go and must be verified by Player Agent and/or President of League.

· Managers are required to bring official scorebook from season to accurately access player’s progress through the year.

o This is where managers can see if a player progressed through the year and was mak-ing a difference.

o May or may not be checked by Player Agent. · Special exceptions on draft may apply only within boundaries of rules set forth by Little

League Baseball, Inc, approval by Board of Directors of Smithville Little League

ARTICLE IV – DIVISIONS AND GAME PLAY

TEE-BALL

1.) Game Prep:A,) Coaches and staff:

i. Three (3) Coaches for each team and one (1) coach for dugout. Total of four (4)ii. Dugout parent responsible for organizing dugout and keeping bats away from

kids. Only the batter will have a bat in his hand. All kids must be in dugout when on of-fense during play. Make umpires aware of this.

iii. 2 coaches on defense on the field. Stay on the grass on the outfield during play. (TOC rule). Coach kids on proper technique when umpire calls time and get back to grass when play resumes.B.) Water for kids:

i. There are several coolers in the big room in the middle. Fill with a little ice and water for the kids before each game. If there is a game after yours, the team in the dugout for the next game will keep it and refill. Will put up after the game, otherwise you will be responsible for putting it up. C.) Home team will prep the field. Visiting team will rake and drag after:

i. Spray the field with water and drag to keep ground soft especially around Bases.

ii. Each team will ask their parents to help pick up trash on the bleachers after the game.D) Home Team will provide:

i. home plate umpire. E) Visitor will provide a 2nd base umpire.

F) Will not start a game without them. Get parents ready for this.G) Umpires usually split calls 2nd base will call 1st and 2nd, and home will call 3rd and

home. Both help each other out on tough situations.i. Coaches familiarize yourself with a judgment call. ii. Will not start a game without them.

H) Both teams will clean respective dugouts after every game.

2.) Game PlayA) Maximum time limit of 1 hour or 4 innings:B) You must finish the inning you are playing if time limit is reached.

i. For instance, 4th inning starts at 58 minutes, then game will not be called till both teams bat.C) First three innings:

i. Both teams get an at bat.ii. End of an at bat. Batting team scores 5 runs or opposing team gets three outs.

D) Last inning:i. Both teams bat.ii. Batting team bats the roster or opposing team gets three outs. (TOC rule)

3.) Fair ball:A) Fair ball is a ball that is hit into the field of play between the foul lines. If the ball

rests on the foul line, it is a fair ball. If it goes passed the foul line before it reaches 1st or 3rd then it is foul. If it goes passed 1st or 3rd in fair territory then rolls foul it is still a fair ball. T-Ball needs to cross the white circle in front of home plate. Re-member the line is fair territory so if it rests on the line then it is a fair ball. Home plate umpire will call it.

4.) If any runner is advancing to next base on a batted ball, and runs into the ball, then runner is out. Teach this.5.) All kids will play on defense:

A) In-fielders are players assigned to base including home, pitcher, and shortstop.B) Out-fielders are players playing out-field.

i. Must be on the grass during play and not on the dirt.6.) Time:

C) Will be called when in-fielder has control of the ball and controls runners from ad-vancing.

a. TOC rule is a little different and more aggressive. D) Control of the ball has been established and hold runners at bay.E) An outfielder cannot control the ball and must get the ball to an in-fielder. Do not

call time until this is accomplished.F) Will be called by home plate umpire.

a. When umpire sees in-fielder has control of the ball, and sees that a runner cannot advance without being tagged or thrown out, Call time.

i. For instance, 2nd baseman has control of ball and you have a runner going from 2nd to 3rd and is about ¾’s of the way there, he is a threat to round 3rd base and go towards home. Control has been established, but runner ad-vancement has not been blocked.

ii. Advise 2nd baseman to throw ball to catcher or run towards 3rd to block progression. If the runner rounds 3rd, and is blocked by 2nd baseman or catcher do not call time till runner goes back to 3rd or is tagged out.

iii. If 2nd baseman stands there and looks, and runner rounds, do not call time, because fielder is not in position to block runner.

**On the other hand, if runner is only a ¼ of the way to 3rd and 2nd baseman has control, call time and runner advances to bag the runner is going towards. It will be left to the umpires, so be unbiased about your calls and keep the game clean.**

7.) 1 Base on an overthrow:A) An overthrow is a ball that is fielded by an in-fielder (whether it was fielded on a

ground or air or thrown to by an out-fielder), and is thrown to another in-fielder and the in-fielder misses. 1 base period.

i. If an outfielder throws to an infielder and the in-fielder misses, it is not an overthrow, and runners may advance until control of ball and runners is established.

1. For instance, outfielder catches ball and is extremely happy he has it and will not relinquish control, (and it has happened) then runners can continue to run till out- fielder gets ball to an infielder.

8.) Touching bases. A) If a runner misses a base on accident, and continues to run let the play proceed till it

stops. If the player is safe after the play, have the runner go back and touch the base to teach the importance of stepping on the bag but do not call out for missing. If the runner is thrown out or tagged disregard but mention to runner. Same applies to home plate.

9.) Baseline. A) It is outlined in the rule book as 3ft in either direction of the base

line, but gives leniency when rounding bases. If a runner is able to avoid a tag running around the tag but stays within the boundary then runner is safe. If runner clearly violates, runner is out.

10.) Obstruction…. A) It is hard to control at T-Ball, but must be pointed out. When a fielder is controlling a

base or impedes the runner, he or she cannot impede the progress of the runner. In-struct fielder where to stand when waiting for the ball so the fielder does not impede path of the runner. No physical contact is allowed so teach players how to avoid col-lisions. The umpire should call the play based upon what would have happened with-out the obstruction. The fielder cannot block the base without possession of the ball.

11.) Interference……A) Also hard to control in T-Ball, but needs to be taught. Offensive interference is

when the team at bat interferes with any fielder attempting to make a play. The ball is dead. Instruct the kids on this when it occurs. In T-Ball we will not call the runner out unless in the judgment of the umpire the interference was intentional. All other runners return to the base that they had reached prior to the interference.

i. If an outfielder throws to an infielder and the in-fielder misses, it is not an overthrow, and runners may advance until control of ball and runners is established.

2. For instance, outfielder catches ball and is extremely happy he has it and will not relinquish control, (and it has happened) then runners can continue to run till out- fielder gets ball to an infielder.

8.) Touching bases. B) If a runner misses a base on accident, and continues to run let the play proceed till it

stops. If the player is safe after the play, have the runner go back and touch the base to teach the importance of stepping on the bag but do not call out for missing. If the runner is thrown out or tagged disregard but mention to runner. Same applies to home plate.

9.) Baseline. B) It is outlined in the rule book as 3ft in either direction of the base

line, but gives leniency when rounding bases. If a runner is able to avoid a tag running around the tag but stays within the boundary then runner is safe. If runner clearly violates, runner is out.

B) It is hard to control at T-Ball, but must be pointed out. When a fielder is controlling a base or impedes the runner, he or she cannot impede the progress of the runner. In-struct fielder where to stand when waiting for the ball so the fielder does not impede path of the runner. No physical contact is allowed so teach players how to avoid col-lisions. The umpire should call the play based upon what would have happened with-out the obstruction. The fielder cannot block the base without possession of the ball.

11.) Interference……B) Also hard to control in T-Ball, but needs to be taught. Offensive interference is

when the team at bat interferes with any fielder attempting to make a play. The ball is dead. Instruct the kids on this when it occurs. In T-Ball we will not call the runner out unless in the judgment of the umpire the interference was intentional. All other runners return to the base that they had reached prior to the interference.

Minors Division: Baseball and Softball:

1.) Game Prep:A,) Coaches and staff:

i. Three (3) Coaches for each team and one (1) coach for dugout. Total of four (4)ii. Dugout parent responsible for organizing dugout and keeping bats away from

kids. Only the batter will have a bat in his hand. All kids must be in dugout when on of-fense during play. Make umpires aware of this. Reminder, if a batter throws a bat after an at bat, can get up to 1 verbal warning, then an ejection from the game at the umpire’s discretion. If player is ejected he will miss 1 complete game after the ejection.

iii. No coaches on the field except base coaches.B.) Water for kids:

i. There are several coolers in the big room in the middle. Fill with a little ice and water for the kids before each game. If there is a game after yours, the team in the dugout for the next game will keep it and refill. Will put up after the game, otherwise you will be responsible for putting it up. C.) Home team will prep the field. Visiting team will rake and drag after:

i. Spray the field with water and drag to keep ground soft especially around Bases.

ii. Each team will ask their parents to help pick up trash on the bleachers after the game.D) Visitor will provide a 2nd base umpire. League will provide home plate umpire.E) Will not start a game without them. Get parents ready for this.F) Umpires usually split calls 2nd base will call 1st and 2nd, and home will call 3rd and

home. Both help each other out on tough situations.i. Coaches familiarize yourself with a judgment call. ii. Will not start a game without them.

G) Both teams will clean respective dugouts after every game.H) Must follow rules set forth on Little League rulebook provide to managers.

2.) Game PlayA) Game Play will be 1 hour and 30 minutes or 6 innings. No inning shall start after

9:45. Must be agreed upon by both coaches and chief umpire before gamea. 5 run rule will apply through all innings.
