The Smithfield School Building Committee, Steering Committee, is requesting that the Town Council consider, discuss, and act upon the approval of Construction Change Directive 3 to Ahlborg Construction for the necessary replacement of the existing sewer line at Old County Road Elementary School. This directive allows the contractor to immediately begin this work. This Directive has been reviewed and recommended for approval by Colliers Project Leaders and DBVW Architects.
This Construction Change Directive is recommended for approval with a Not to Exceed Value of $25,759. This figure is based on preliminary estimates to complete this work.
Attached you will find the AIA Contract Document G714, Directive Number 3 and additional supporting documentation.
RECOMMENDED MOTION: That the Smithfield Town Council hereby approves Construction Change Directive Number 3 to Ahlborg Construction in the amount Not to Exceed Twenty-Five Thousand Seven Hundred Fifty-Nine Dollars. ($25,759.00)

PCO #13 – Old County Road Sewer Replacement Contract Add $25,759 (Revise and resubmit) Please clarify if you are proposing something different than what was issued in PR #13. (The civil sketches included 310 LF of sewer pipe and you identified 200 LF in the PCO.) Did you include the additional paving within the street for the sewer main connection? Confirm the temporary sewer line work is permanent. The mark-ups do not appear to be consistent with AIA A201 Article 7.5.1. Limits to mark-ups for overhead and profit shall be as follows: 1. Fifteen percent (15%") for Work bv the Contractor not involving Subcontractors: 2. Five percent (5%0 for Work bv Subcontractors: 3. When both additions and credits are involved in any one change, the allowance for overhead and profit shall be figured on the basis of the net increase, if anv: 4. For additional Work ordered as described above that will be executed bv Subcontractors, it is agreed that the Subcontractors will be permitted to charge a total of the percent (10%) for work not involving Sub-subcontractors and Five percent (5%) for Work bv Sub-subcontractors for overhead and profit. 5. PCO #24 – Curbing Revisions Contract Add $43,397 (Revise and resubmit) Curb lock should be provided on all precast concrete curbs in accordance with the Civil Drawings and Specification 321217 “Hot Mix Asphalt Paving” Paragraph 2.8. Maple Valley references a credit for asphalt berm, but there was no asphalt berm marked to be replaced at either Old County or LaPerche. The credit should reflect a 6”H. asphalt curb since there is a significant cost difference between asphalt berm and asphalt curb. Manafort references a credit for asphalt berm, please confirm this also includes the section of 6” H. asphalt curb. The rest of the costs appear acceptable. Manafort would like a detail for the berm between the parking lots and the sidewalks.This Berm is not what industry standard for this application.A traditional 6" asphalt Berm would be more appropriate and would work as a wheel stop in this situation

DBVW/Pare Response:A bituminous berm was selected in lieu of a curb to work within the Owner's budgetaryconstraints, ease of constructability, and ability to withstand snow plows as compared to a6-inch high asphalt curb. Refer to RIDOT Standard Detail 7.5.1 - Bituminous Berm. All curbing shall be constructed as shown on the Contract Documents.After reviewing the curbing on each project, the design team would like to recommendupgrading the curbing where shown on the attached sketches. Furnish a cost to revise thecurbing as indicated. A formal Proposal Request will be issued for tracking purposes.

McCabe Area ‘A’ Existing Concrete Slab Repair Observed in the field on July 21, 2020 in Storage A110 and Staff Toilet A112 at McCabe ES, the original concrete slab has been compromised by the original recessed mudset tile installation. After removal of the tile and mudset, the existing reinforcing mesh is exposed in many locations and holes have occurred where concrete has spalled off into the crawlspace. Please submit a cost to perform the following items based on attached sketch SKS-008:
• Inspect the existing coffered concrete within the crawlspace to determine the extent of compromised concrete under rooms A110 and A112.
• Remove the existing concrete slab and mesh between the concrete floor ribs where the slab is compromised.
• Install temporary formwork and new concrete slab, including dowels and reinforcing, as shown in attached sketch SKS-008.

McCabe Area A Toilet Core Slab Infill Demolition in the Area A toilet core (rooms A137, A138, A139, and A140) has revealed that the existing structural slab was recessed for a mudset tile installation. The new tile flooring scheduled for those rooms requires the substrate to be level with the surrounding corridor floors. Please submit the costs to provide the following:
• Provide Ardex SD-P concrete underlayment, or approved equal, within the floor area of rooms A137, A138, A139, and A140. The depth is assumed to be approximately 1-1/2” by 600sf in area.
• Provide a credit to leave the existing terrazzo flooring outside doors A139 and A140. Patch the terrazzo floor flush with adjacent existing at the removed existing sink wall to prepare for the scheduled T-1 tile floor.

The Smithfield School Building Committee, Steering Committee, is requesting that the Town Council consider, discuss, and act upon the approval of Construction Change Directive 2 to Ahlborg Construction for necessary hazardous materials remediation at McCabe Elementary School. This directive allows the contractor to immediately begin this work. This Directive has been reviewed and recommended for approval by Colliers Project Leaders and DBVW Architects. This Construction Change Directive is recommended for approval with a Not to Exceed Value of $15,000. This figure is based on updated preliminary estimates to complete this work. Attached you will find the AIA Contract Document G714, Directive Number 2 and additional supporting documentation.
RECOMMENDED MOTION: That the Smithfield Town Council hereby approves Construction Change Directive Number 2 to Ahlborg Construction in the amount Not to Exceed Fifteen Thousand Dollars. ($15,000.00)
