For the first time in nearly 25 years, staff members are updating the city’s Land Use Plan, or LUP, which creates guidelines for land use and development near the coast. The plan covers the city’s Coastal Zone: areas west of Fourth Street, north of Pico Boulevard and west of Lincoln Boulevard, south of Pico Boulevard. The LUP will anticipate sea level rise in stages, according to Elizabeth Bar-El, a senior planner involved in the ordinance. Complaints against

Councilwoman Pam O’Connor

filed by a local activist organization

have been forwarded to the Los

Angeles County District Attorney’s

office for review.

The Santa Monica Coalition for

a Livable City filed a complaint last

month against O’Connor alleging

violations of the City Charter in

connection with the firing of

Elizabeth Riel and at least one part

of that complaint has been sent to

the county.

Riel was offered a position with

the City of Santa Monica in 2014,

only to have the offer rescinded

before her first day of work. Riel

sued the city and the case was set-

Prices are going up for the Big Blue

Bus and officials are holding a public

meeting on Sept. 10 to preview changes

and hear public feedback.

BBB will host a meeting from 6-7:30

p.m. at the Main Library (601 Santa

Monica Blvd.) to update customers on its

proposed fare updates and service

changes.According to staff, BBB will be adding

11 percent more service over the next 12

months as part of the Evolution of Blue

campaign to provide connections to the

upcoming Expo Light Rail Line.

To offset costs and bring some if its

products inline with regional averages, the

base fare will increase by $0.25 to $1.25

per ride. Express fares increase to $2.50

(50 cent increase), seniors/disabled fares

will be unchanged, tokens will increase to

$1.25 (25 cent increase), day passes are

unchanged, the 13-ride ticket increases to

$14 ($2 increase), a 30-day pass goes to

$50 ($10 decrease), a youth 30-day pass

drops to $38 ($2 decrease), an express 30-

day increases to $89 ($9 increase). A new

rolling 7-day pass will be available for $14.

According to the staff report, the goal is to

incentivize prepaid media and limit the

amount of cash transactions as a means of

increasing efficiency. Currently, cash cus-

tomers take an average of 23 seconds to

board while prepaid customers take less than

4 seconds.“Currently, 2 percent of customers use

30-day passes, 2 percent use 13-ride pass-

es, 3 percent use day passes, and 1 percent

use tokens,” said the staff report. “These

low percentages of current prepaid fare

will be in place to ensure the safety ofmotorists and workers.

The City will work to minimize thisinconvenience by re-opening the freewayto traffic as soon as possible.

Carl Reiner has been entertaining audiences for decades, on television, in film, and inhis many hilarious books offering up humorous stories from his life. The Santa Monica History Museum is excited to invite children and their families totheir free Hands on History workshop on Saturday, Dec. 17 from 11 a.m. to 12 p.m. at theSanta Monica History Museum at 1350 7th Street. From the Long Wharf which served asthe first Port of Los Angeles to the recently opened Expo Line, rail has been a part ofSanta Monica since the City’s early years. CitywideAssemblymember Bloom to Introduce Legislation to Improve Coexistence with Mountain Lions

Assemblymember Richard Bloom will introduce legislation to give the state more flexi-bility on how it deals with protected wildlife that may pose a danger to livestock and prop-erty. Last Monday, a mountain lion preyed on and killed nearly a dozen livestock in theSanta Monica Mountains. The mountain lion known as P-45 was shown by radio collar datato have been in the area. In response, a livestock owner applied for and received aDepredation Permit, after investigation by a California Department of Wildlife, which grantsthe owner the right to track and kill the suspected mountain lion within a period of 10 days.

“The recent events concerning the mountain lion P-45 have raised many questionsabout how to coexist in the urban-wildlife interface,” said Assemblymember Bloom (D-Santa Monica). “It is clear that incidents of depredation need to be addressed on a case-by-case basis. I intend to introduce legislation to increase the flexibility and non-lethaltools available to the Department of Fish and Wildlife for dealing with these incidents.”

In 1990, California voters approved the Wildlife Protection Act, which prohibits the hunt-ing of mountain lions. However, the act also authorizes owners of livestock that have beenattacked by a mountain lion to seek depredation permits. The California Department of Fishand Wildlife is legally required to grant these permits and over the past several decades,thousands of mountain lions have been killed through the issuance of these permits.

“This measure will be an important step to improving how we coexist with protectedspecies in our state,” said Assemblymember Bloom. “My office is actively communicat-ing and working with agency partners at the federal, state, and local level on how to bestpursue this further.”

Richard Bloom represents California’s 50th Assembly District, which comprises thecommunities of Agoura Hills, Bel Air, Beverly Hills, Brentwood, Hollywood, Malibu, PacificPalisades, Santa Monica, Topanga, West Hollywood, and West Los Angeles.

ON NOVEMBER 23, AT ABOUT 2:22 P.M.While patrolling the area of Beach Parking Lot 2 North – Pacific Coast Highway an offi-cer observed two subjects sitting in the parking lot. The officer stopped to speak withboth subjects. As the officer approached, he noticed narcotics paraphernalia in a shirtpocket of one of the subjects. The subject was placed under arrest. A search of the sus-pect’s property revealed possession of methamphetamine and a police radio belongingto the Los Angeles Unified School District Police. It was undetermined when or wherethe radio was taken from. The suspect was transported to SMPD Jail for booking. DavidCruz Velasquez, 44, from was arrested for Receiving Stolen Property, Possession ofmethamphetamine, Possession of Narcotics Paraphernalia and Probation Violation. Hewas denied bail.

sea-level rise with property sales, and rollingeasements.

“It can get into questions of restrictionson property or on rebuilding or on newbuilding depending on whether that seemsjustified by the actual sea level rise,” Bar-Elsaid at the Nov. 22 City Council meetingwhere council members weighed-in on theplans.

The city operates under an LUP approvedback in 1992, years before the CaliforniaCoastal Commission began requiring localcities to take climate change into accountwhen planning projects near the beach.

The new LUP will follow state guidelinesand recommendations put forth by scien-tists consulting on the plan.

“It’s all very new,” Bar-El said.“Everybodyis figuring it out together in the climatechange world. There are guidelines and weknow there will be expectations from theCoastal Commission.”

Over the next 80 years, sea level could risebetween two and a half feet and nine and ahalf feet, according to Dr. David Revell, anexpert on climate change and a consultanton the LUP. In the most extreme scenario,Revell says Santa Monica’s beach could“pretty much disappear” and structures westof Pacific Coast Highway could face floodingduring storms.

“There’s going to be other things thatpeople need to be conscious of, like the Pier.That’s going to face a lot more hours of waveattack. That’s going to require more mainte-nance,” Revell said.

“We are looking at the shore line reced-ing,” Bar-El said. “We’ve been gaining sandfor the last two years but models are showingthat trend will turn around.”

“You have to plan for the worst and pre-pare for that.”

While city planners and scientists workon the new LUP, Santa Monica is alreadytaking steps to educate residents and visitorson the impact of global warming and pursueprojects to mitigate its effect.

Through the end of the month, beach-goers can see the potential impact of climatechange on the beach for themselves by look-ing though an Owl on the north side of thePier. The virtual reality installation offers a360-degree view of sea level rise and theimpact of coastal storms on the shoreline.Images depict nearly-flooded lifeguard tow-ers and submerged parking lots during afuture major storm if global warming con-tinues along its projected path. The installa-tion is provided by a USC Sea Grant and uti-lizes models provided by the U.S. GeologicalSurvey.

On Saturday, volunteers began the StoneCanyon Creek Restoration Project, whichaims to create a dune on three acres of thebeach to protect wildlife and buildings fromsea level rise and erosion. The city partneredwith The Bay Foundation for the pilot proj-ect which will incorporate low-lying fencingand native plants, according to permit appli-cations approved by the CoastalCommission. LUP planners will be lookingat that project to see if more dunes could bea solution to protecting structures from ris-ing sea level.

Revell supports the project because sanddunes provide a buffer during storm events.He says starting the project now will pay div-idends as the dunes accumulate sand overthe years and add elevation between thebeach and PCH.

Staff members hope to complete a draftof the LUP in February to present to the CityCouncil. After the City Council approves aplan, it goes to the California CoastalCommission for certification.

After the LUP is completed, staff mem-bers will work on an Implementation Plan,also known as the Coastal ZoningOrdinance. In the long run, the two planswill give Santa Monica authority to issuecoastal development permits, instead ofthe California Coastal Commission. TheCCC provided Santa Monica with grantmoney to fund development of the twoplans and pay an Assistant Planner throughSept. 28, 2018.

If approved, the new menu will featuretraditional bar food such as artichoke dipand Buffalo wings, as well as salads, hotsandwiches and burgers. The restaurant islocated inside the Billiars Building at 250Santa Monica Pier.

The City Council will vote on the newchanges at their meeting Tuesday, Dec. 6.

The proposal comes as the city aims tocurb the growth of “fast-casual” restaurantson the nearby Promenade, even going so far asto institute a temporary ban on convertingfull-service restaurants to “fast-casual” in May.

The City Council instated the ban to givestaff members more time to considerwhether the more casual dining optionsshould be allowed to proliferate on thePromenade, where fast food has beenbanned since 1988.

As opposed to casual dining establish-ments that provide table service, at “fast-casual” restaurants, customers order at acounter and often bus their own tables. Themore relaxed dining options have been pop-ping up all over downtown: Tender Greens,Flower Child, 800 Degrees and Chipotle areseveral examples.

“You’re clearly seeing an erosion of thefull-service restaurant in favor of the fast-casual,” said Councilmember Sue

Himmelrich at the May 24 meeting that dis-cussed the temporary ban.

Restaurants on the Pier are subject to aseparate set of leasing guidelines set up in1988 to preserve the unique character of thehistoric landmark. According to the guide-lines, “each lease is vital to maintain avibrant mix of uses and a sustainable Pierbusiness environment.” The owner of anyrestaurant, in this case Romana Pier LLC,must get approval from the city council forany major alterations from the original con-cept outlined in their lease.

In 2010, Ristorante al Mar introducedupscale dining on the Pier, complete with awebsite promising customers sunset viewsand a “meal to remember.” The spot hadbeen vacant since 2002 when the Arcadianightclub closed down. Renovations tooknearly four years to complete.

In February, Planet HollywoodRestaurant Group became an investor ofRomana Pier LLC, purchasing 50 percentmembership interest. In addition to theirname-sake, Planet Hollywood owns theBuca di Beppo and Earl of Sandwich chains.

Under the new proposal, “Earl’s SeasideTavern” will offer counter service on theground floor, with a larger menu and sit-down service on upper floors. The restau-rant claims two-thirds of their menu itemswould be new foods served on the Pier.
