Situation in India:-West Bengal and Andhra Pradesh have earned the dubious distinction of leading a list of

states where crime against women in 2011 was highest.

With 7.5 per cent share of the country's population, West Bengal accounted for nearly 12.7

per cent of total crime against women by reporting 29,133 cases.

The National Crime Records Bureau figures show that Andhra Pradesh, accounting for

nearly 7 per cent of the country's population, recorded 12.4 per cent of total crime against

women with 28,246 cases.

Madhya Pradesh reported the highest number of rape cases (3,406) accounting for 14.1 per

cent of total such cases reported in the country.

Rape cases have been further categorised as incest rape and other. Incest rape cases have

decreased by 7.3 per cent from 288 cases in 2010 to 267 cases in 2011 as compared to 9.2

per cent increase in overall rape cases.

Maharashtra (44 cases) has accounted for the highest (15.3 per cent) incest rape cases.

RRWHD is the solution of 3 root reasons which is obtained by “manthan” of all reasons.

Crime against women is exponentially increasing giving statements , or some suggestion is not

a required solution its just a part .A proper structure is required to curb overall situation.1 and 3

are normal and already planed in government agenda but 2nd is new idea and it is missing in

all proposals.

RRWHD will have 3 units-

1. RJU (Rapid justice Unit)

2. MWCU(Mock Women Condition Unit)

3. RTFCU(Rapid Task Force For Criminals unit)

A Special task force for arresting accused persons and help MWC unit in their operations

RJU is same as Fast Track Court that was given by Eleventh Finance Commission .

In which proposal of creation of 1734 Fast Track Courts (FTCs) in the country for disposal

of long pending Sessions and other cases.

The Ministry of Finance sanctioned an amount of Rs. 502.90 crores as “ special problem and

upgradation grant” for judicial administration.

The STF proved to be very successful in capturing criminals and controlling

crimes in UP. Since then it has been an integral part of UP police And same is

Creating awareness through a large network of volunteers managed

centrally is an innovative way to address the present condition at any place

then improve it by street play and special task operations with the help of

RTFCU in which MWCU will create a fake situation where any one can easily

do the crime without knowing it is an operation for example-A girl on desolate road

.

Arresting the criminals before they do any bigger crime is so much necessary

and these type of operations create fear in their mind and they’ll think twice

before doing any shameless activity.
