1. INTRODUCTION
The purpose of this report is to provide information on the transport-related Regional Clusters involved in the
SMART project and the main lines of the collaboration with those organisations.
This deliverable reports the updated status of collaboration with all the engaged cluster, specifying which of
them are the ones already linked to the project (as indicated in the description of work), and which are the
new engaged clusters.
Clusters are considered a key instrument of the SMART project to facilitate the creation of partnerships on
transport and to increase the possibilities for SMEs of being involved in R&D collaborative projects.
All the clusters engaged in the SMART community have signed a Memorandum of Understanding (MoU) to
formalise their collaboration with the project.
The logo of engaged clusters are placed in the homepage of SMART website, and a direct link to their
website has been set to give them more visibility and also to get more interest from registered users.
This report will be updated by the end of the project with the definitive list of engaged regional clusters.

2. ENGAGING REGIONAL CLUSTERS OF SMEs
2.1 IDENTIFICATION AND CONTACT WITH REGIONAL CLUSTERS
The aim of this subtask is to enlarge the network of Regional Clusters involving SMEs operating along the
transport value channel (from the auxiliary industry suppliers and IT systems developers to logistic operators
and mobility experts) engaged to the SMART project and purpose.
With this objective, each SMART consortium partner has contacted the Regional Clusters of their influence
area, their partners in any network, their business contacts / clients and those targeted by the dissemination
activities carried out. The list of potential partners has been increased by searching for active transport-
related Clusters directly on the web, attendants to Transport InfoDays, etc.
In the case of Clusters already in contact with SMART partners, within the frame of other collaborations
(projects, networks, business), a direct verbal communication on the SMART project and provided support
has been the main channel for a first communication on SMART, followed by the provision of additional
information by mail and a presential meeting with the main potential counterpart within the Cluster.
As regards Clusters without a previous established communication channel, usually a short introduction on
the project has been done by phone in order to identify a suitable counterpart within the organisation.
Afterwards, an e-mail has been sent followed up by phone to confirm the Cluster interest on setting a
presential meeting or receiving additional information.

2.2 ENGAGING REGIONAL CLUSTERS
The aim of this subtask is to formally engage the identified clusters in SMART and establish the
communication channels and facilitate the access of their associated members to the offered SMART
services.
As detailed in the chart above, a presential meeting has been hold with most of the contacted clusters after a
project introduction by several means (phone, e-mail o directly in the frame of events or business meetings).
The interest and involvement of the contacted Clusters has been uneven depending on different factors,
mainly:
- The relative importance of research and development activities and projects within the Cluster
objectives, work groups and strategic vision
- The perception of the added value of SMART for the associated members
- The internal “bureaucracy” to reach an agreement for the MoU signature
This wide answers range can be summarized in the fact that most of the contacted clusters have either
formally engaged to the project or not even registered to the SMART portal to check whether they could be
interested in joining and to benefit from the online services.
Cluster can benefit from SMART by increasing the range of services offered for free to their associated
members:
Free evaluation of R&D project ideas
Support to set-up RTD own projects
Support to join projects led by large organisations.
Events around Surface Transport trends and needs, with training activities on interesting FP7
programmes for research actions.
Wide visibility through the registration in the SMART database, where they can be tagged by large
organizations as virtual “meta-clusters” for potential partnerships
Additionally, Clusters benefit from the SMART services directly (as organization itself), as they can lead or
join collaborative R&D proposals.
The feedback provided up to now lead to the (provisional) conclusion that the most interesting service for
Clusters is the support to join proposals, both directly as legal entity and for their members. The visibility the
SMART portal offers them to be contacted by other transport related organization is also appreciated.
This feedback will serve the consortium to further improve the services offered and personalize the support,
leading to the achievement of the project objectives.

1. TVT – Treviso Tecnologia (Italy)

Treviso Tecnologia is the Special Agency for Technological Innovation established in 1989 by the Chamber of Commerce, Industry, Craft and Agriculture (CCIAA) of Treviso, with the intent of fostering an innovation-oriented corporate culture. TVT supports SME through information, training programmes, technical support, development of innovative services and projects in cooperation with university and scientific institutions, etc.
The first SMART event took place with the support of TVT on 31
st March 2010: “Opportunità per le imprese che
innovano:dall'ICT ai Trasporti”
TVT has signed the MoU and is interested in participating to R&D European projects as partner.
2. IVL -- Instituto Vasco de Logística - Logistikako Euskal Erakundea Logistics (Spain)
ECO
IVL is a non-for-profit association operating mainly in the Basque Country. Its main objectives are the research on logistic related areas and disciplines, the transfer of knowledge and training of its associated members.
Around 100 companies are involved in IVL. The Institute participates to several individual and collaborative R&D projects.

IVL has signed the MoU and is interested in promoting or participating to projects around safety and reverse logistics.
3. Federmobilitá - Association of Regional authorities responsible for mobility policies (Italy)
CTECH
Federmobilitá is a cluster of public authorities and industries in public transportation field.
The Association is interested in participating to R&D European projects as partner
Federmobilitá has signed the MoU and will give visibility to SMART during their event MERCINTRENO (29.30 November 2010) to promote shift from road to rail. http://www.mercintreno.it/
4. CITET - Centro de Innovacion tecnológica para la Logística y el Transporte por carretera
ECO
CITET is a research and innovation Centre for logistics, focused on urban transport (last mile distribution). Research, Industry and Public Administration are represented among their associated members, including business associations. Therefore their activities reach a much wider scope than their 30 direct associates.
CITET has signed the MoU and has promoted the SMART international workshop on their web site. The Centre is interested in promoting and participating to projects around urban logistics.
5. ERTRACK Hungary - National Technology Platform for Road Transport
INS
ERTRACK is a technology platform, member of the Hungarian ERTRAC Forum.
ERTRACK has signed the MoU and is promoting SMART throughout its network.
6. HVEC (MAJAK in Hungarian) - Hungarian Vehicle Engineering Cluster
INS
HVEC co-ordinates the activities of Hungarian engineering companies operating in the field of vehicle or vehicle part developments. Its manager is Mr. Zoltán Kabács, former cluster manager of PANAC.
An agreement for collaboration with SMART was in place since early 2010, now updated into a SMART MoU.

4. Logistop ECO
Logistop is a technology platform coordinating the working groups for the development of the Research Agenda on Logistics, Intermodality and Mobility, and member of the Spanish ERTRAC Forum. It supports the transfer of knowledge, training and development of collaborative R&D projects.
The coordinator has agreed to sign the MoU. They have included a permanent SMART section on their website and information on SMART and the DS event on their newsletter.
5. Aquitaine - Euskadi Logistic Platform
ECO
AE-LP is an European Economic Interest Grouping set up by the governments of both Regions to boost the cross-border cooperation concerned with projects on transport and logistics.
The platform was contacted during a Marco Polo InfoDay and are interested in collaborating with SMART.
6. TEST CTECH
TEST is a regional cluster, acting as a private company but is owned by public organizations, such as the University of Naples Federico II which holds the 55%, University of Salerno, CNR, University of Naples Parthenope, University of Naples l’Orientale. It is a regional center for knowledge and test on Transport. It provides engineering services in the fields related to Safety, Security, Energy, Transport, Infomobility.
7. Navicelli CTECH
Navicelli is a cluster of organizations (public and private) active in the field of maritime transport, as it is related to the inland waterway that links Pisa to Livorno. The cluster offers a set of services to all the organizations belonging to it, which encompasses support to innovation, internationalization, access to R&D actions, training and technology transfer actions.
The SMART events carried out in cooperation with these clusters will be described in Deliverables 6.1 “Intra-
clusters events report” (M18) and 6.2. “Other clusters events report” (M22)
Other dissemination activities carried out in cooperation with these clusters will be described in Deliverables
5.1 “Information Campaign report” (M12 and M24), 5.2. “Training sessions report” (M20) and 5.4.

3. CONCLUSIONS
The activities described in this deliverable are connected with the measurable result set in the Description of
Work for the Objective number 1:“At the end of the project, a target of 15 Regional Clusters will be linked and
will receive support through SMART”.
According to the results reached so far:
out of the 6 Clusters already identified in the DoW, four have signed the MoU.
6 new Clusters have formally engaged to SMART by signing the MoU
and the current collaboration with other Clusters, it is very likely that this objective will be accomplished by
the end of the project (M24) with the engagement of at least 7 new Clusters.
However, as the engagement of Regional Clusters is understand as means for the achievement of the rest of
the project objectives, a stronger focus on the activation of the Clusters engaged so far should be put in
place by the SMART partners in order to reach and support the Cluster members.
Therefore, during the next reporting period, Clusters will be the main target of the SMART activities. This way
the consortium will be able to provide specific support to their associated members and increase for both
parts the concrete results derived from the collaboration.
