On my flight to Manila a few daysafter typhoon Ondoy slammed intoCentral Luzon, I got a bird’s eye viewof the devastation it wrought on ourriverbanks which were mostly occu-pied by squatters who should neverhave been there.

Although the government hadwarned them not to come back mostof the squatters had returned andwere already rebuilding their shanties.

This reminded me of Maasin’s bur-geoning squatter colonies along theCanturing River banks in barangaysMambajao and Nasaug which are notonly polluting and constricting thecity’s biggest watershed but are ahealth hazard and eyesore as well.

One lesson we should have learnedfrom these annual calamities is thatalthough we cannot control nature,we can certainly minimize its dam-age to life and property. Former USVice-President Al Gore was rightwhen he said in his Nobel Prize win-ning documentary An InconvenientTruth that:

“Although the impact of globalwarming is evident, most politiciansstill refuse to acknowledge it, be-cause if they did – they would be mor-ally obligated to do something dra-matic about it.”

Some might try to down play ourshabby treatment of our waterways

by arguing that a super typhoon likeOndoy would never happen here.

Yet it has, for who among our par-ents could forget Typhoon Ruping,which hit Maasin head-on in the 1980sand made Maasinhons scamper to theirroof tops. And the deadly rain stormsthat triggered the Panaon Islands land-slides in 2003 that killed over 300people. Or the mega-landslide disasterof 2006 that buried a whole village inGuinsaugon under 30 feet of mud andboulders the size of dump trucks.

The recent typhoons and the del-uge they caused once again revealedthe government’s lack of foresight andpolitical will in performing its consti-tutional role as the guardians of ourenvironment.

These latest events should prod usinto reminding our political leadersthat it is their responsibility to protectand conserve our rivers and streamsand free it from squatters who con-strict its flow and turn its once pris-tine waters into foul-smelling garbagedumps.

We are so obsessed with coordinat-ing disasters that we have forgottenthat an once of prevention, is in-deed, worth a pound of cure. Withforesight and ample preparation I amsure we can minimize the damagesthat weather disturbances likeOndoy will bring.

However three years after the COA'sfindings, none of those responsible for thequestioned expenses have been punished.

As BIR informers they will be en-titled to monetary rewards under therevenue agency's Run After Tax Evad-ers or RATE program.

The padlocked establishment willbe closed for not less than five daysand will be lifted only upon the own-ers compliance with the requirementsprescribed in the closure order.

Under the Oplan Kandado program,

the bureau can padlock businesses forunder declaring sales, operating with-out a BIR permit and for not issuingreceipts.

Two shops which were closed aweek earlier were later allowed to openafter they paid their penalties.

Veterans have 4 monthsto claim cash benefits

Filipino World War II veterans haveuntil February 16, 2010 to file theirclaims for financial benefits they areentitled to under the American Recov-ery Act of 2009 which was passed bythe U.S. Congress and signed into lawlast February 17 by U.S. PresidentBarack Obama.

The Act formally recognizes the ser-vice of Filipino veterans as active mili-tary service in the U.S. Armed Forces.It authorizes a one-time lump-sum pay-ment of US $15000 to Filipino WW IIveterans with U.S. citizenship, and US$9,000 to non-U.S. citizen veterans.

The United States has approved$198 million for the benefit of all eli-gible Filipino WWII veterans. This ad-ditional payment will not change oraffect other benefits an individual maybe currently receiving.

The US Embassy, through its De-partment of Veterans Affairs ManilaRegional Office has already processedmore than 11,000 veterans claims andhas paid out almost $100 million forthis benefit.

If I were the opposi-tion candidate for citymayor, which I’m sure I’llnever be, these would bemy top priorities.

My first official actwould be to read the CityMaster Plan which wasprepared by a Manilabased management con-sulting firm several yearsago so I would knowwhere we are, and wherewe are going.

I would then send allthe city councilors to theUP Graduate School ofLocal Governance forcrash courses in publicadministration so theywill know what it isthey’re supposed to do.

My third prioritywould be to recruitQuezon City TreasurerVictor Endriga as my fis-cal policy adviser. He hasdone wonders for QCand can do the same forour city. Endriga is dueto retire soon, and sincehe is a Southern Leyteño,I’m sure he would wantto help the city solve itshuge debt problem.

I would then requestthe line departments in

Manila to assign their toptechnocrats here becausewe need them badly.Most of our nationalagency heads have beenhere too long and haverun out of ideas.

My fifth priority wouldbe to stop the construc-tion of all multi-storiedbuildings at the reclama-tion site, because its baseis porous and unstable,and since global warmingis an “Inconvenienttruth” that we must ac-cept and prepare for.

My next act would beto create a lean (butmean) task force on Cli-mate Change. so we’ll beready when our coastalbarangays start to sinkand its residents have tobe relocated and pro-vided with basic serviceslike water, electricity,roads and alternativemeans of livelihood.

I would then confis-cate all illegal chainsawsin Maasin; for no matterhow many trees our goodcongressman plants, ille-gal loggers in connivancewith CENRO foresterswill cut down a lot more.

My eight prioritywould be to reconstructall the city’s drainage ca-nals so they won’t bestagnant, foul smelling,and havens for denguecarrying mosquitoes - andGod knows what else.

And since water is thesource of life, I wouldhave the squatters alongour river banks removed,for they are not only eye-sores and flood hazards,but a reminder of badlocal leadership. I wouldalso have the MaasinWater District filtrationand piping system ana-lyzed to ascertain our tapwater is safe enough todrink.

These are some of themore urgent issues I be-lieve any aspirant for citymayor should, but are notaddressing.

And I sincerely hopethat a candidate in thecoming mayoral election(irregardless of party af-filiation) will confrontthem head-on instead ofharping on marginal ac-complishments and theweaknesses of ones pro-tagonist.

Please help me prod Southern Leyte's youth to take the Philippine NationalPolice Academy examinations. I was a proctor for the last examination and no-ticed only a few took the test there. I would like to encourage more youngpeople to take the examination which could lead to a very exciting career withthe PNP. Our next entrance examination is scheduled this october 25. 1. The best thing to do with waste is not to create it at all. Reduce waste athome by sensible purchasing such as buying reusable packaging instead of onetime use containers like tetrapacks. Buy glass insted of plastic bags Do not buysmall quantities in mini-packs or sachets, because it means more packagingwaste.

2. A good way to look at solid waste handling is through the 3R's. This meansReduction, Reuse and Recycling. When you think of the 3R's they inform youclearly that the managing and handling of waste begins long before it is evercreated. It begins with reduction and avoiding waste in the first place. Onlyafter that do reuse and recycling come into play. This will lead to Zero WasteMovement for proper Waste Management.

3. Citizens must segregate their garbage, they must be resposible for ensuringthat it reaches the dust bins in segregated form. They must be resposible that itsthrown inside the bins. Citizens should think about teaming up with local wastepickers for better recycling and cleanliness because they are a clean locality'sbest friends.

4. Understand where each piece of garbage you throw out is classified. Don't belazy in doing such a simple task for the environment. If we properly segregateour waste our community will be a much healthier place. (BY WOWIE REYES)

The Maasin Christian Academy Intramural Games for its Pre-Elementary,Elementary and High School Departments was held last October 9 at theDILG Gymnatorium with the theme “What matters is.not whether you win orlose, but how you play the game.”

The sportsfest started with a parade of the two competing teams the RedRobbins and Blue Jays. faculty and staff and parents from the MCA Campusto Combado then Pasay and the competition site.

Members of the competing teams were introduced by Zimran Dave Epelipciathe Intramural Games Coordinator. This was followed by the lighting of theFriendship Urn by Abegail Sakib, a gold medalist in ASAP and Mary Joy Calapre,a bronze medalist in the Palarong Pambansa 2009.

Engr. Nelson Tan, Chairman of the MCA Board of directors delivered thekeynote address while Ms. Chona Tan, the School Principal, formally openedthe start of the tournament..

The Ground Demonstration immediately followed: featuring Philippine Cul-tural and Foreign Dances in the elementary division and Cheerleading Com-petition for high school students.

Basketball and Track and Field were held the following mornng at the OvalGround of the Sunken Garden where the volleyball, badminton, table tennis,and board games were played.

The Blue Jay team won the overall championship with 650 points beatingthe Red Robins by 25 points.

SOGOD - SMART Broadband Inc.(SBI) the company that provides SmartBro’s wireless service, was given thego ahead of the National Telecommu-nications Commission last week to op-erate a more advanced technology in-volving data communications inSouthern Leyte and other provinces inthe visayas that would cost the cellu-lar firm P341.25 million.

Smart will establish a data leasedchannel circuit network service in theprovinces of Southern Leyte,Zamboanga Sibugay, Sultan Kudarat,Biliran, Compostela Valley, Davao Ori-ental, Dinagat Island and ShariffKabunsuan.

The NTC, however, has not yet as-signed SBI the necessary frequenciesfor it to operate the said service. Thefrequencies, the agency said, would stillbe subject to availability.

SBI continued to expand as its wire-less broadband subscriber base grew 26percent to reach 689,000 as at end-

June 2009. Of this number, 261,000were on SmartBro’s prepaid servicewhile 428,000 are postpaid subscrib-ers. Smart Bro is today’s most widelyavailable broadband service providerin the country.

The frequency bandwidths are essen-tial to SBI’s planned deployment ofWiMax, or Worldwide Interoperabilityfor Microwave Access. WiMax is a tele-communications technology aimed atproviding wireless data over long dis-tances in a variety of ways, from point-to-point links to full mobile cellulartype access.

SBI had told the NTC that there arevarious services that it could offer tothe public using WiMax technologyoperating on the 700MHz. Among thebasic services include broadbandInternet, voice over Internet protocol,text messaging, electronic messaging,wireless video streaming sharing anddigital voice communicator on a hand-held radio.
