Public and institutional safety is among the highest
national priority areas, which calls for the use of advanced
ICT technologies. Aggressive behaviours and violation
activities in lockups and detention centres can cause
untoward incidents and possible death, costly lawsuits
and arduous legal issues. SMART Lockup addresses this
by transforming lockup operations from employing the
conventional, human-intensive system to an intelligent,
machine-assisted monitoring and management system.
Harnessing the power of smart technologies such as
advanced video analytics, the task of monitoring and
maintaining security and safety becomes more efficient
and more productive. Intelligent video analytics makes
it possible to economically and less labour-intensively
manage critical information from video, both in real-time
– for swift response, assessments etc, and post-event – for
forensic, reporting etc.
SMART Lockup can be seen as an important and necessary
investment towards national modern policing and crime
reduction strategies characterised by high transparency
and integrity.
SMART Lockup is a versatile video surveillance system for lockup environment that integrates intelligent elements of video analytics and flexible server-client architecture. The system is capable of detecting suspicious and aggressive activities in the lockup cell, within the detention facilities and its perimeters.

EASY SCALABILITY One camera or many cameras
For small scale implementation, server and client
can run on the same machine, which optimises
hardware costs. For larger scale implementation,
analytic cameras can be distributed to primary
server and multiple secondary servers. Due to the
minimum configuration requirement, the server
can support a high number of camera. SMART
Lockup also allows the flexibility to include multiple
video analytics types into an individual camera, and
further improves resource usage of bandwidth as
well as CPU usage of the server.
FUTURE PLAN
SMART Lockup is a solution that can be replicated for larger detention centres such as prisons, immigration detention depots, juvenile facilities, rehabilitation centres and correctional facilities. Future plans for the solution include:
1. To further enhance the detection accuracy for complex human interactions using advanced Artificial Intelligence techniques
2. To perform content analysis and filtering on recorded videos from body-worn camera
3. To explore suitable edge devices for software or firmware integration
4. To introduce additional sensor in lock-up environment to give multi-modal feature for event detection.
