ISSUES RELATING TO SDIS
Delays in assessment – 685 candidates of 5 VTPs awaiting testing for more than four months
Delays in declaration of results – average delay 5-6 months
These adversely impact the scheme: demotivate students and VTPs, delay reimbursement of fee to students, lead to dropouts and poor results.
Allocation by Central Govt. based on demographic parameters and not the target fixed by the UT.
Enhancement of the reimbursement rate to VTPs.
Creation of 38 posts for Strengthening of ITI/Vocational Training Institute pending since 2005.

SPECIAL PROVISION FOR A&N ISLANDS
National norms for sanction of funds, reimbursement to VTPs and assessing bodies are not practicable in case of A&N Islands. Some flexibility may be required in this regard.
Since A&NI budget is a part of GoI budget, the source of funds is not important – CSS or from MHA budget – as long as we try and achieve the same goals. Therefore, instead of seeking modification to CSSs, A&NI may be permitted to formulate plan schemes suitable for its circumstances.
