Barriers to implementation?
• No statutory requirement • ‘True skid crashes very rare’ (more pressing needs) • Not for us (SRAs only, & not all SRAs are doing it) • Have to collect test data? • So much to do ….. too expensive, inc. vast & remote road

Christchurch City Council Skid Resistance Policy

The purpose of the document is to define a skid resistance policy for Christchurch City Council.
This policy identifies practices and procedures adopted by Christchurch City Council that modify or enhance the requirements of NZTA T10:2012 Specification for Skid Resistance Management.

Examples of Changes to T10 by Christchurch CC
• Annual SCRIM survey will be limited to the arterial network • Reduced ILs for low speed environments. • Prioritise treatment based on nose to tail crashes at signalised intersections. • Local aggregate to be used except where there is justification for other high friction
surfacing. • Assessment of trends in SCRIM data must be taken into account where a section is below
the IL • Temporary ‘slippery surface’ signage shall be installed for any section below the IL when the
signed speed is >60kmph • Due to current network conditions SCRIM treatments will not be undertaken when the
current operating speed of the section is <50kmph.

• Don’t discard what we have in place – review and improve • Grow and encourage new talent • Awareness / knowledge transfer • Active state road agencies to promote and mentor local government • ‘Sell’ - even a modest, fit-for-purpose local strategy makes a difference
