Barriers to implementation?

• No statutory requirement • ‘True skid crashes very rare’ (more pressing needs) • Not for us (SRAs only, & not all SRAs are doing it) • Have to collect test data? • So much to do ….. too expensive, inc. vast & remote road

networks • Must be ‘all or nothing’? • Little knowledge or expertise • Many barriers still remain!

But, there’s so much we can do!

Auckland Transport Skid Resistance Strategy Thanks to Gerri Waterkamp and Andy Finch • A strategy not a policy • SCRIM survey of most of the network • Grip Tester - Local Roads/Difficult Sites • Prioritisation process for treatment and site selection – applicable to different funding levels

Interventions

Optimum Local Skid Resistance Strategy

Look at all the factors: • Speed Environment • Crash History • Traffic Volume • Road Geometry • Pavement Defects

Only then prioritise and programme remedial work

AT to carry out a Trial

Optimum Local Skid Resistance Strategy

After the 15/16 Trial Survey AT intend to: Assess the SCRIM results asking… • Are the Investigatory Levels (ILs) correct for an Urban environment? • Are our Rural ILs correct? • How much of the network is below the IL? • How much will it cost to implement?

• Survey Costs • Mitigation / treatment Costs

• Is the strategy sustainable in the current environment?

Christchurch City Council Skid Resistance Policy

Thanks to Peter MacDonald

The purpose of the document is to define a skid resistance policy for Christchurch City Council.

This policy identifies practices and procedures adopted by Christchurch City Council that modify or enhance the requirements of NZTA T10:2012 Specification for Skid Resistance Management.

Examples of Changes to T10 by Christchurch CC

• Annual SCRIM survey will be limited to the arterial network • Reduced ILs for low speed environments. • Prioritise treatment based on nose to tail crashes at signalised intersections. • Local aggregate to be used except where there is justification for other high friction

surfacing. • Assessment of trends in SCRIM data must be taken into account where a section is below

the IL • Temporary ‘slippery surface’ signage shall be installed for any section below the IL when the

signed speed is >60kmph • Due to current network conditions SCRIM treatments will not be undertaken when the

current operating speed of the section is <50kmph.

Closing Remarks

Optimum Local Skid Resistance Strategy

What is needed in support? • Realisation were are not going to get there in 5 minutes • Renewed interest • Create a new momentum – national (Austroads) group re-established?

• Don’t discard what we have in place – review and improve • Grow and encourage new talent • Awareness / knowledge transfer • Active state road agencies to promote and mentor local government • ‘Sell’ - even a modest, fit-for-purpose local strategy makes a difference

• [A mandatory requirement?] • [A high profile incident / legal case?]
