TECHNICAL NOTE: The daily satellite-detected water displayed in the map was produced by the Asian Disaster Preparedness Center (ADPC) and SERVIR-Mekong program, obtained between 14-20 October and mapped by the World Food Programme Cambodia. Additional satellite data from ESA Sentinel-1 on 14 October was obtained and mapped by the World Food Programme Headquarters Geospatial Support Unit. Flood extent was extracted from this data by considering annual permanent and recurrent surface water; note that this is not validated in the field and satellite-detected water may not capture flooding in some areas due to cloud coverage, time latency of satellite revisit, velocity of water flow and high density of forest canopy. Since 1 October, Cambodia has experienced heavy rainfall across much of the country. As of 21 October, about 156,137 households in 14 provinces, including Phnom Penh, are reported to be affected by flash floods. In these areas, houses, infrastructure (roads, schools, health centres) and agricultural land have been inundated. The worst affected are Battambang (66,088 households affected, 4,592 displaced), Banteay Meanchey (29,225 households affected, 4,567 displaced), and Pursat (28,349 households affected, 1,934 displaced). More rainfall is forecasted this week. RIVER LEVEL MONITORING AND FLOOD FORECASTAccording to the Mekong River Commission, all eight river monitoring stations inCambodia are at ‘normal’ levels (indicated as ‘N’ in the map below). There are noflood warnings at any Mekong monitoring sites. Water levels at all stations areforecasted to decrease on 23-26 October. See the link for station-specific data.

Accumulated rainfall for the seven-day period of 20-26 October isforecasted to be more than 90 mmin most provinces (map, left side)which is well above the long-termaverage (map, right side). However,the provinces in the northwest areexpected to receive rainfall below 50mm, which is consistent with normalconditions.

Since 1 October, PCDMs have sent flood warning alerts via mobile phone to 62,079 EWS1294 subscribers, with an estimated reach of 254,524 people in 12 provinces (Pursat, Banteay Meanchey, Siem Reap, Battambang, Pailin, Koh Kong, Oddar Meanchey, Preah Vihear, Kampong Thom, Kampot, SvayRieng, and Stung Treng).

RESOURCES AND STOCK According to the National Committee for Disaster Management, the Royal Government ofCambodia (RGC) has food and cash reserves equivalent to 16,000mt of rice (11,000mt in stockand 5,000mt in budget), 3,000mt of rice seed and 25mt of crop seeds. The Green TradeCompany is dispatching 975mt of this rice to Banteay Meanchey and Oddar Meanchey.
NCDM has provided 40 boats and 200 life jackets to four provinces (Pursat, Battambang, Pailin,and Banteay Meanchey) and has 720 search and rescue teams trained to be deployed at therequest of the provincial level. RGC also released 46,491 boxes of drinking water to NCDM todistribute to affected households in Pursat, Battambang, Pailin and Banteay Meanchey.
The Cambodian Red Cross will provide 400 million Riel (~100,000 USD) to four severely floodaffected provinces, namely Pursat, Battambang, Banteay Meanchey and Pailin.
Media outlets have reported significant charitable donations (more than 6 million USD) fromprivate individuals for the flood response.
United Nations agencies and non-governmental organizations have reported the followingstock of non-food items are available: WASH kits for 13,600 households; food kits for 2,771households; shelter kits for 62 households; and other non-food items for 1,342 households.
